- Description: This study focused on a lack of an Information Technology Risk Management (ITRM) framework tailored for provincial business entities to assist with the management of IT risks. The research was aimed at developing a tailored IT risk management framework that would assist provincial business entities with an effective ITRM process. This was achieved through identifying factors that constitute an ITRM framework, determining the current IT risk management methods used in provincial business entities and assessing the IT risk culture. This research study was conducted at the Limpopo Economic Development Agency (LEDA), which is a provincial business entity in the Limpopo province. The objectives of the study were accomplished using a design science research approach which involved the creation of an artefact and design theory as a means to improve the current state of practice as well as existing research knowledge about provincial business entities and their management of IT risks. The Nelson Mandela University Design Science Methodology Framework (NMU-DSFM) was identified as the methodology to be followed to devise the contribution in the form of an artefact. It was found that the organisation does not have a positive IT risk culture. From the study of the data analysis performed, it was evident that provincial business entities have challenges associated with adequately identifying IT risks. The findings highlighted that for the proper management of risks, risk governance should be effective by ensuring that the board of directors takes the responsibility of IT risk management, and the essentials of risk governance were discussed at length. The research output for this study was a framework. The adoption of this framework may positively contribute to strengthening governance of IT risk management in the provincial business entities. Best practices were highlighted for ease of reference to determine what is required and how to implement this regarding IT risk management.

Thus, the measures to enhance their penetration into the market need to be explored in order to see what is still lacking. Historically, women ventured into business as a means of alleviating social issues, as the years went by the necessity-driven element evolved into an integral need for women to participate in the growth of value-adding sectors. Women around the world have faced many barriers to their participation in the development of the economy. The purpose of this study was to fill the gap by providing relevant information about the formal business environment, as well as the various support structures available to South African women in business. Over the past two decades, the view of development has always been criticised. Women entrepreneurs dominate the informal sector and have remained at the edge of the economy irrespective of their potential in development. There is a lack of participation in value-adding sectors by women entrepreneurs. Women in business are plagued with the absence of effective management skills, network linkages and mentorship. This in turn results in limited access to local and global markets, therefore, growth prospects are severely at risk. Furthermore, this limitation concludes issues leading these businesses into survivalist mode. The study assessed the business support services offered to women-owned businesses and further demonstrate whether any growth prospects could be achieved. Insight was given on the current situation of women-owned businesses with specific reference to evaluating the type of business support services provided to women-owned businesses. Lastly, the study described how the support services could result in improved business practices.

This study adopted a quantitative and qualitative approach, in other words, a mixed approach. The reason for using more than one method of inquiry was to obtain a deeper understanding of the tourism industry of NMBM in terms of examined behaviour, and of the meaning of occurrences in the industry. To gather qualitative data concerning HIV and AIDS programmes, key informant stakeholders in the tourism industry at global, national, provincial, and local levels were identified to conduct in-depth interviews. These respondents were selected using the non-probability sampling method of quota sampling. This is a type of stratified sampling in which the selection of the strata within the sample is not random, but rather is typically left to the discretion of the interviewer (Wienclaw, 2015). One respondent for each level of the industry was selected, resulting in four key informant stakeholders participating in the qualitative research component of this study. The initial criterion for participation in the quantitative portion for this study was that tourism businesses based in NMBM must be able to produce robust evidence of HIV and AIDS WPPs. The researcher selected the probability sampling method of stratified random sampling with proportional allocation. This technique considers the known characteristics of the population (Wienclaw, 2015). A database of tourism businesses was obtained from the local tourism organisation, who are members of the governing body for local tourism. This database was cleaned, to eliminate any data that did not meet the participation criterion for the study. Ten per cent of the total number of businesses in the cleaned database were sampled. The simplest approach to sampling is to merely randomly select from the population by, for example, having a computer choose names at random from a list, or by selecting names from a hat (Wienclaw, 2015). Therefore, every fifth business listed on the sampled database was selected to participate. Unfortunately, surveys tend to have notoriously low return rates, and people are frequently reluctant to give out information over the phone. This was also the case for most of the tourism businesses in the sample. When emailed or telephoned, they refused to participate for various reasons. Some stated that HIV does not affect their business; others reported that their businesses were too small and therefore they could not afford to implement these programmes. Some businesses were hearing about the WPP for the very first time, while several others responded with simple disinterest in participating. The findings of the study are that although tourism is viewed as an important industry that contributes to the economy, tourism businesses do not include any intervention programmes with which to respond to the threat of HIV and AIDS to their businesses. Additionally, there is neither leadership nor support from any level of the tourism industry, to create a conducive environment for the adoption of HIV and AIDS WPPs by tourism businesses. The primary reason for the lack of uptake of these programmes is ignorance across cascading levels of the tourism industry, which includes tourism businesses. Additionally, a number of perceived barriers, such as size of business, are cited as the reasons why tourism workplaces in the NMBM fail to participate in HIV and AIDS WPPs. It is anticipated that this study will create further awareness of HIV and AIDS WPPs, in an industry that seems to have limited knowledge about such programmes. This study will also provide guidance regarding the requirements to implement effective HIV and AIDS WPPs.

These favourable benefits resulting from satisfaction are necessary for any destination to survive in the competitive tourism industry. South African National Parks (SANParks) manages all 21 national parks in South Africa, with the TNP being the third in terms of visitor numbers and income generated from tourism products. Data captured from visitors to the TNP was used to achieve the goal and objective of this study. This goal was achieved by conducting a questionnaire survey at Storm’s River rest camp within the TNP from 01 May to 31 July 2015. A total of 120 questionnaires were completed and included in further analysis. The aim of this research was to determine the relationship between satisfaction, service and travel motivations of the visitors to the TNP. The statistical test was used to determine whether or not visitors’ expectations were met. This was also used to determine the relationship between travel behaviour, travel motives, and service satisfaction of the visitors to the TNP. Park management can use these results as tools to ensure that the product offered guarantees visitors’ satisfaction and therefore contributes to long-term park sustainability. Therefore, park management is able to obtain the ideal tourist experience by not only focusing on the travel motives but also on the quality of service delivered at the park. The results showed that park management needs to become aware of what the visitor sees as important factors for a memorable visitor experience and they can adapt certain aspects to improve the visitor’s experience. Park management can therefore improve their services and products as well as the quality thereof by knowing what the tourists see as important when visiting a national park to obtain a memorable experience, which will lead to positive word of mouth sharing, loyalty, increased revenue and sustainability of the TNP.

The research revealed that non adherence to the ISP is caused by lack of training or awareness, and through non-communication of the ISP to employees. The study was conducted at Capricorn District Municipality, Polokwane Local Municipality, Molemole Local Municipality and Blouberg Local Municipality. A web-based questionnaire (QuestionPro) was developed and it was directed to every official who uses or interacts with municipal information, to quantify the level of adherence to ISP by employees. An email with the questionnaire link administered by www.questionpro.com was then sent to the population of 152 employees. Presently ISP adherence is one of the key concerns that are faced by organisations. Employees are perceived as one of the reasons that there are security breaches within organisations; hence, it is of paramount importance that these security breaches are noticed, as well as technical matters. Most researchers have reasoned that non-adherence to ISP is one of the major challenges faced by organisations. The non-adherence to ISP will lead to potential information security threats and unauthorised access to information that might compromise municipal business operations. The Information Security Officer together with the help of management must educate employees regarding the value of IS and why it is crucial to adhere to these policies. The proposed strategy summarises the various concepts required in the promotion of awareness and adherence to an effective ISP. Ultimately, this research study concludes that if management continually trains employees, raising awareness about ISP and monitoring their adherence to ISP, this should increase the adherence level.

South Africa recognises itself as an integral part of the African continent and therefore sees its national interests as being intrinsically linked to Africa‟s stability, unity and prosperity. Since 1994, South Africa has placed itself at the forefront of Africa's peace and security endeavours, trying to transform itself from international villain during apartheid years to Pan-Africanist peacemaker. The country has played an instrumental role in both shaping and setting the normative agenda of the African Union and Southern African Development Community. South Africa‟s participation in conflict resolution and peace missions in Africa is informed by an understanding of the nexus that exists between peace, security and sustainable development. This research focuses on South Africa‟s diplomatic and peacekeeping engagement in Lesotho, covering the constitutional and electoral crises from 1994 - 2015 constitutional crisis. The author shows the importance and way forward to resolve conflicts before they become escalated and deadly. The study calls for a „timely‟ reaction to disputes and conflicts on the African continent via preventive diplomacy, conflict provention and addressing of underlying issues that give rise to disputes and conflict.

This research focuses on South Africa‟s diplomatic and peacekeeping engagement in Lesotho, covering the constitutional and electoral crises from 1994 - 2015 constitutional crisis. The author shows the importance and way forward to resolve conflicts before they become escalated and deadly. The study calls for a „timely‟ reaction to disputes and conflicts on the African continent via preventive diplomacy, conflict provention and addressing of underlying issues that give rise to disputes and conflict.

Governments and private corporations view them as complementary partners in enhancing the livelihoods of people. In order to survive, NGOs need to be financially sustainable to carry out their missions. Their existence is, however, threatened by the current economic and political climate. In South Africa, the recent global economic recession and the country’s recovery from the apartheid system since 1994 have both had a negative impact in funding financial flow to NGOs. Compounded by the growing demand for new NGOs, evidence shows that there is fierce competition between NGOs for the same funding and, since NGOs by nature do not produce commercial outputs, they are limited to pursue funding opportunities made available through donations. This study explored the issues of financial sustainability within local NGOs in the Gauteng Province. The aim was to build mechanisms that could be put in place to monitor organisational financial sustainability over time. The study used a qualitative methodology and the researcher adopted an exploratory design to gain insight and meaning into the issues faced by NGOs. A sample of ten members from local NGOs in the Gauteng Province was identified and data was collected through key informant interviews and questionnaires. The study found that the majority of NGOs face difficulties in achieving financial sustainability over the long-term. The results indicated that funding in the sector is shrinking, with very few NGOs surviving through endowments. Their major challenges in raising funds are due to area limitations, competition within the sector, lack of skills, staff shortage and visibility. They optimise available opportunities but also acknowledge that they are not implementing other fundraising strategies that could be effective in raising funds. Evidence also showed that these NGOs are meeting the requirements of good financial management practices, which could improve their likelihood to achieve financial sustainability. The research recommends that NGOs need to be empowered to negotiate restrictions under the grants, raise endowments through income-generating activities, manage stakeholder relationships and cost any future funding prospects for key decision making that is likely to have an impact on the structure and the strategic direction of an organisation.

The research revealed that the DRP at the City of Johannesburg (Road sector) is not comprehensive and that there are other processes that are not effectively implemented. There is a lack of resources for implementing the DRP. The dedicated staff is not adequately technically skilled to implement the disaster recovery processes. This study has revealed that the challenges noted were common to other institutions. An adequate DRP is crucial; capacity management and seamless procurement processes are also crucial for the success of the disaster recovery processes. Theoretically, this research adds to the literature on disaster recovery management and highlights the challenges and complexities involved. Social development is fundamentally important in contributing to the economic development of any country. The social output index modelling developed by the World Bank was used to analyse the data and make conclusive arguments regarding the impact that the IDC was having on economic development. The findings indicate that the IDC significantly lends less comparatively to lower income groups thus resulting in a negative contribution in terms of social developmental goals. Further the analysis through social output index model suggests that the IDC in as far as socio-development is concerned did not contributing positively to sustainable economic development between 2014 and 2018 reporting periods. The following recommendations are suggested: Increase awareness about the real impact of each investment across the IDC group, this will ensure that all proposals for investment are assessed with a component focusing on a socio-developmental perspective; reduce the number of mandates that the IDC currently has and establish broader frameworks for DFIs regardless of which government is in power or control.

The United Nations Charter however does not give a definition of peacekeeping, making it difficult for nation states and various agencies to delineate the limits of Peacekeeping. However, the Charter provides a comprehensive number of platforms in which different kinds of threats pertaining to international peace and security may be dealt with. In the backdrop to this, peacekeeping endeavours have over the years come to be defined as Chapter six and a half, descending between Chapter six and Chapter seven of the United Nations Charter. The Charter reveals that the purpose of the United Nations is to maintain International Peace and Security (United Nations 1985:6). As a member of the International Community and its commitment to Peace and International Security, Botswana is obliged to take part in International interventions aimed at bringing peace, security and stability to Africa and the rest of the world. To this end the government of Botswana is always ready to release and deploy peacekeepers anywhere such calls are made by regional bodies such as the UN, AU or SADC. (Muyakwabo, 2013:2). The intervention of the BDF in the Somali civil war of 1992-1994 is a classic example of Botswana’s commitment to International Peace and Security. In response to the call by UN to assist Somalis, Botswana deployed a battalion sized BDF contingent of Peacekeepers to the United Nations Operation in Somalia (UNOSOM) to help bring peace and security to the nation of Somalia. (Bachelor, Kingman and Lamb 2000:21). This research study is an exploratory investigation into the experiences of the first Botswana Defence Force Peacekeepers who were deployed in the United Nations Peacekeeping Mission in Somalia (UNOSOM) 1993-1995. Seventeen peacekeepers were interviewed who have participated in both UNOSOM I and UNOSOM II. A thematic analysis of the text was undertaken, in which themes emerged to document and highlight the difficulties that the peacekeepers experienced in Somalia. Narratives from the transcribed interviews were reviewed with the participants and logical analysis by the researcher provided further clarification of the data to understand the experiences of the peacekeepers. The peacekeepers’ descriptions of the situations they faced on the ground provided a new way into understanding the intricacies of traditional peacekeeping. Three fundamental themes emerged: the importance of peacekeeping education and training; the importance and need of logistical support, personal and contingent preparation; and the way forward in ensuring successful and effective peacekeeping by African armies.

Formal democracy focuses on liberty, rights and basic freedom such as freedom of speech, and the right to vote, amongst others, while substantive democracy focuses on equality, social justice, and the area of economic rights with a focus on reduction of poverty, unemployment and increased equality. It is within the substantive democratisation theoretical framework, that South Africa’s democratic achievement has not necessarily been as great as its political achievements in constructing a constitutional democracy. This is evident in the continued patterns of racialised inequality and poverty, as well as the increase in service delivery protest action, which can destabilise the democratic success achieved in 1994. The objective of economic development is to create an environment where people can enjoy economic stability, job security and health, and lead productive lives, on one hand. On the other hand, political development seeks to create an environment where people can enjoy peace, rule of law and freedom. Politics and economics therefore go hand in hand to attain wealth benefits for people and create a sufficient level of political stability within a transitioning context. South Africa has made some strides towards getting political stability and a democratic state, but much still needs to be done to reduce poverty, unemployment and inequality. Hence an argument stressing the need for a Second Transition or Economic CODESA has recently entered the sphere of political public debate. This project seeks to deconstruct and explain the discourse of the Second Transition and Economic CODESA. The studies found that centre to this debate are key redistributive issues. Financial Institutions are still reluctant to avail finances to SMMEs because of their risk profile being in the new venture category. Tedious and complex funding application processes, complex funding criteria and geographical location of SMMEs prohibits SMMEs in accessing funding from Development Finance Institutions. To do this a survey existing literatures was viewed and analysed. Viewed and analysed literature indicated various constraints faced by SMMEs in South Africa. Among factors contribute to SMMEs financial constraints are the size and capacity of SMMEs serves as stumbling blocks to financial access, extent to which the complex requirements on the funding application forms affect access to funding by SMMEs in the District Municipality and geographic location of SMMEs effects on their access to funding from DFIs.

Subsequently to that there various interventions by South African Government to support small enterprise developments with intentions to address financial constraints faced by SMMEs emanating from lack of access to funding. Despite these efforts or interventions by South African Government SMMEs are still confronted by financial constraints that if difficult for them to sustain themselves. Financial Institutions are still reluctant to avail finances to SMMEs because of their risk profile being in the new venture category. Tedious and complex funding application processes, complex funding criteria and geographical location of SMMEs prohibits SMMEs in accessing funding from Development Finance Institutions. To do this a survey existing literatures was viewed and analysed. Viewed and analysed literature indicated various constraints faced by SMMEs in South Africa. Among factors contribute to SMMEs financial constraints are the size and capacity of SMMEs serves as stumbling blocks to financial access, extent to which the complex requirements on the funding application forms affect access to funding by SMMEs in the District Municipality and geographic location of SMMEs effects on their access to funding from DFIs.

The study employed the Auto Regressive Distributed Lag (ARDL) Model using quarterly data from 2000- 2016. The stationary tests revealed that the dependent variable was I(1) and the independent variables had mixed stationarity properties l(0) and l(1). The ARDL Bounds Co-integration test showed that there is co-integration between microfinance and economic growth. The findings of the Error Correction Model indicated that microfinance positively influences economic growth. Furthermore, by investing in microfinance lending the economy will be positively influenced within a year’s time. The point of departure was to initiate change in legislation in order to create conducive environment for the public service to establish forums and commissions that would inform the approach that transformation had to take. One of the major challenges was to deal with the reality of a public service that was dominated by white males in order to implement the Constitutional imperative of equal opportunities to all and to enable black people in general and women in particular to occupy positions where their full potential and capabilities would be recognised. Affirmative Action became a tool that the new government adopted to inform the employment equity targets that every government department had to set for itself and annual reports had to be submitted to parliament for oversight to ensure that no government entity deviated from the realisation of the objective to fully transform the public service. The fact that there were some quarters within the broader society that perceived this is a threat and that within the targeted groups such as blacks and women there were people who felt that the concept „‟affirmative action‟‟ was degrading as it suggested that, despite their potential and education, black people and women still had to be affirmed was indicative of the conflict that resulted from the good intention by government to diversify the public service. To date, there are still institutions of government where males still dominate senior positions in the public service and women are still confined to lower level occupational bands which do not afford them an opportunity to rise to senior levels. The only recognisable change, one may argue, is that black males benefitted a lot more from transformation in the public service than females and people with disabilities. For all people to benefit from transformation in the public service there must be a vigilant approach to the implementation of policy and severe penalties for non compliance. Oversight bodies must be empowered to do a lot more than pep talk on transformation.

Number of strategies have been undertaken to address the issue of infrastructure gap including Infrastructure Development Act signed by former President Jacob Zuma in 2014, the act was aimed at coordinating and facilitating public infrastructure development. Infrastructure development is significant to the National Development Plan, therefore greater levels of investment in infrastructure will continue into the future. An amount of R379 088 000 000 has been invested in infrastructure development in South African municipalities over the period of three years from 2015. The purpose of this study is to identify critical success factors of infrastructure development projects and to understand what is meant by the term project success in the local government context. The critical success factors in infrastructure development investigated in this study were identified through reviewing the existing literature on critical success factors from 1960’s to 2015, together with relevant municipal frameworks. A questionnaire was developed, focusing on factors for successful delivery of infrastructure development projects, interviews were conducted with Ward Councillors, Integrated Development Plans and Built Environment Performance Plans officials to investigate the meaning of project success in local government context. The study suggests that a project success definition in terms of local government should include community satisfaction, fulfilment of strategic objectives of the municipality and the completed project should serve the purpose it was intended for and must be bringing social change to the area it is being implemented in. The study finds no significant correlation between project success and identified individual critical success factors; however, it has been discovered that risk management, as one of the factors, has a significant positive correlation with other factors.

- Description: The effect of FDI on economic growth is not a straight jacket. Literature has shown that the effect of FDI on economic growth can be either positive or negative. The positive effects of FDI can be caused by increase in output stimulated by new technological innovations and increase in capital flows. The negative effects could result in a ‘crowding out’ effect on domestic investments, external vulnerability and dependence, destructive competition of foreign affiliates with domestic firms, and market stealing effect due to poor absorptive capacity.This treatise will attempt to shed light on the effect foreign direct investment has on economic growth in South Africa in order to ascertain whether a positive or negative relationship exists between these two variables. This study thus aims to investigate, analyse and estimate the extent to which FDI impacts economic growth in South Africa. The findings of this research will provide policymakers, commercial businesses and scholars with relevant updated theoretical and empirical results that will assist relevant government policy makers in generating effective measures of attracting FDI if it proves to be beneficial for the host country. If the results of the study prove that FDIs do not generate positive spill over effects then the policymakers are thus obliged to formulate policies that will discourage FDIs from penetrating the host country’s economy.

- Description: The most important difference between the new form of local government and that of the past is the creative and dynamic “developmental role” for local government to ensure maximum impact on poverty alleviation within resource constraints, and to address spatially entrenched socio‐economic inequalities. This needs to take place within the framework of integrated development planning, which is linked to the annual budgeting cycles. The IDP process is intended to provide communities with opportunities for participation in articulating, monitoring, reviewing and evaluating their needs. The aim of the research was to establish to what extent cooperation between the communities and the ward committees in the ward of New Brighton exists, with specific reference to consultation and participation in terms of IDP. A qualitative study was undertaken and literature review on public participation in terms of the IDP was conducted. Relevant secondary data was sourced and structured interviews were conducted with councillors representing New Brighton. Focus group interviews were also conducted with ward committee members from New Brighton. The research revealed that the priorities and genuine needs of the communities were often ignored by the Nelson Mandela Bay Municipality. There is no correlation between the genuine needs of the communities and those perceived to be the needs of the communities by the public officials. Challenges on public participation in IDP process were also found to be associated with the relationship between the councillors and public officials on what constitute the genuine needs of the communities.
