Die skripsie bestaan uit sewe hoofstukke en is gebaseer op die veronderstelling dat die beplanningsproses van so 'n tegniese aard is dat kleiner owerhede nie in staat is om die proses na behore te kan bestuur nie. Dit gaan verder van die onderstelling uit dat die implementeeringskapasiteit by kleiner owerhede ontbreek om dievoorsiene uitkomste na behore te realiseer. Die primêre doelwitte van die navorsing sluit die volgende in: 'n basiese oorsig van openbare bestuur, die rolle en funksies van funksionarisse binne hierdie omgewing en die veranderende aard van openbare bestuur. Die proses van geïntegreerde ontwikkelingsbeplanning binne plaaslike regering word bestudeer met 'n volledige proses toeligting. Die noodsaaklikheid van beplanning en prestasiebestuur word bevestig tesame met die uitdagings en probleme wat die nuwe benadering bring aan klein plaaslike owerhede. 'n Finale waardebepaling rond die studie af. Die studie bestaan uit bronnavorsing om die veranderende aard van openbare bestuur toe te lig tesame met die werklike aard van die beplanningsproses soos vereis binne relevante wetgewing. Die impak van hierdie vereistes op klein plaaslike owerhede in die Wes-Kaap word ontleed aan die hand van twee geïntegreerde ontwikkelingsplanne soos deur die skrywer hiervan gefasiliteer by dié owerhede. Die gevolgtrekkings gemaak uit hierdie studie word dan ook aangedui met 'n aanbeveling oor die mees sinvolle inkrementele benadering ten opsigte van ontwikkeling as proses en die deelname van rolspelers daarbinne.

Die belangrikste bevindinge van die studie is dat daar samewerking tussen opvoeders en ouers moet wees om negatiewe leerdergedrag aan te spreek. Die studie dui ook aan dat kommunikasie tussen alle rolspelers van uiterse belang is om die dissiplinêre probleme binne skole aan bande te lê. - Description: Currently, in the period of Poststructualism literature is widely approached as a cultural and social phenomenon and the aims of literary studies as the illuminating of social codes, ideology etc. embedded in literature. This study evaluates the contribution of specific critics working within the so-called "New paradigm". The concept "New paradigm" is used as an umbrella term covering a number of distinct developments, referring to literature as a system of literary "actions" rather than as a canon of books. In recent years several Afrikaans critics have embraced or adapted current theories in the domains of Deconstruction, Ideology Criticism, Literary, Sociology, Recepticm Aesthetics, Semiotics and Feminism. This study explores and evaluates the application of such theoretical paradigms to their work in the field of practical criticism. This study also explores the relationship between current theories of literature and their antecedents. The notion of current literary theory and practice not only as a broadening of scope and content of the notion of the "literary" but on the other hand as a liberation of theory and practice from an over-deterministic thrust (i.e. the approach of literature as no more than a set of social documents) is also evaluated in this study. A twofold aim of this study can thus be defined: a. to determine the extent to which the shift from the "old" to "new" theories was made necessary by the developing literary and social scene; b. to examine the links beween theory and practice in the work of specific, key figures in Afrikaans. Is it possible for theory and practice to be separated? Is there an important consistence in the relationship between the two in the work of the figures chosen?

- Description: This study investigates the subgenre of the birthday poem within Breyten Breytenbach’s poetical oeuvre. Throughout the now half a century of his poetic production the writer has repeatedly written poems for himself on his birthday on 16 September of each new year (as well as a smaller number to his wife and close friends) The writing of birthday poems becomes a ritualist poetical act throughout the poet’s life and poetical oeuvre, one that has served many purposes over the years of Breytenbach’s increasingly nomadic existence. This study’s scope spans fifty years of poetical output, starting with the poet’s debut anthology, Die ysterkoei moet sweet (1964), including all the anthologies up to the publication of vyf-en-veertig skemeraandsange uit die eenbeendanser se werkruimte (2014). A small literary history is offered at the outset of the tradition of the birthday poem, based in classical Roman times (Argetsinger,K 1992) and following through to modern times. After describing the reasons for the sometimes challenging task of identifying birthday poems (unmarked by dates, having to rely on inference deduced from the content, and the like), the poems are analyzed with a particular focus on their nature and function within the larger context of the poet’s oeuvre. The research is organized according to the separate phases traceable in Breyten Breytenbach’s oeuvre (Van Vuuren 2011: 46–56), describing the steadily shifting themes and motifs of the subgenre throughout each of the four phases (pre-prison, prison, post-prison and late work phases). It was found that the birthday poems cohere as a subgenre within the oeuvre. Breytenbach’s birthday poems have a distinctive character and certain identifiable qualities (ritualistic characteristics such as reflection on the self within the present, reflection on time past, evaluating the situation and self on the particular birthday. Placed against the specific context in which the poet finds himself, with a poetical and autobiographical way forward implied in the given milieu and context, psychological insights are utilized where applicable, especially in the prison birthday poems and the late work birthday poems. A remarkable new insight gained through this study is the nature of he “reminiscence bump” (Janssen, Haque 2014) which older people experience, and is identified also in Breytenbach’s late work birthday poems. This adds to and refines the understanding of the nature of late work in Breytenbach’s poetical oeuvre. A final insight gained from the research is that description and comprehension of this smaller corpus of birthday poems (roughly thirty identified at present) may also be used as an entry into understanding of the nature of the poet’s large oeuvre (comprising twenty collections of poetry, containing around 1,600 poems between 1964 and 2014), as they represent each stage of development in Breyten Breytenbach’s oeuvre.

Celliers, 1899-1902 [War Diary of Jan F.E. Celliers, 1899-1902] (1978) and other texts written during or shortly after the Anglo Boer War in Dutch, such as Totius’ Vier-en-sestig dae te velde: ‘n Oorlogsdagboek [Sixty Four Days Afield: A War Diary] (1977) and in English, Woman’s Endurance (1904) by A.D.L. and Deneys Reitz’s Commando. A Boer Journal of the Boer War (1929). More recent Afrikaans novels dealing with the same war are also analysed, such as Ons oorlog [Our War] (2000) by Klaas Steytler, Op soek na Generaal Mannetjies Mentz [In Search of General Mannetjies Mentz] (1998) by Christoffel Coetzee and Etienne Leroux’s Magersfontein O! Magersfontein (1976). A literary analysis is done of the novel Niggie, with specific focus on the nature and function of Anglo-Boer War material in Winterbach’s text. The question is posed why there is such a sustained focus and creative adaptation of Anglo-Boer War texts in Winterbach’s oeuvre (especially in Belemmering [Impediment], 1990, Karolina Ferreira, 1993, Buller se plan [Buller’s Plan], 1999, and Niggie [Cousin], 2002)? This novel has a profound effect on the reader a century after the war, because it addresses postcolonial issues and predicaments such as a defragmenting identity, as well as the possible demise of the Afrikaans language and culture, faced by the descendants of those involved in the war a century ago. In her reworking of the past to come to grips with the present, Winterbach confronts difficult South African topics, such as interracial relationships, racism, the relationship with the land, possible language death, gender relationships, the role of the supernatural and the unconscious in everyday life (in the form of dreams and trickster figures), amongst many others. The dissertation offers an intertextual study as well as a literary analyses of the literary techniques used, and the characteristics of this magisterial novel, which deservedly won the Hertzog prize in 2004, the highest accolade possible for an Afrikaans novel. The anomaly of such a novel in 2002 seemingly dwelling on the past, is shown up for what it is: a metaphor for the present and its dilemmas, reflecting the social conflicts existing at present in the crumbling Afrikaans community.

Vanwee die feministiese literere teoriee se preokkupasie met patriargale mag, word hierdie teoriee dikwels gekritiseer as synde onbetrokke by strydvrae ten opsigte van rassisme en klasseverdeling. Dit word erken dat die feministiese literere kritiek die geskil met betrekking tot seksisme moet transendeer; dat die toekoms van die feministiese literere teoriee gelee is in 'n deurdringende gesprekvoering met materialisme. Dit is die uitdruklike doelstelling van die marxisties-feministiese kritiese standpunt om rekening te hou, nie net met vraagpunte ten opsigte van taal en "gender" nie, maar ook van klas en ras. Goosen se teks is besonder ontvanklik vir 'n ondersoek van hierdie verwante probleme. * * * The novel Ons is nie almal so nie (1990) by Jeanne Goosen is presented in a realistic (or traditional) narrative form. In feminist terms this narrative form is referred to as patriarchal or phallocentric. As such, the text differs radically from the narrative mode in which the author's previous texts are presented. This shift invites an assessment of the text within a framework of feminist theory and criticism. Moreover, it indicates the need for an investigation into the relationship of feminist literature and scholarship to the dominant male voice of traditional discourse. It is stressed that each of the feminist theoretical positions reveals the unreservedly political purpose of all feminist writing. It is further suggested that patriarchal power exists in institutions and social practices, not merely in individual intentions. Patriarchal power is therefore not a part of immutable nature, but open to effective theoretical analyses and practical change. Due to their preoccupation with patriarchal power, feminist literary theories are often criticised as being blind to issues of race and/or class. It is recognised that feminist literary theory must transcend the issue of sexism; that its future lies in a far more articulated dialogue with materialism. The express purpose of the marxist-feminist critical position is to take into account questions not only of language and gender, but also of class and race. Goosen's text is particularly receptive to an exploration of these interrelated problems.

Dit word beklemtoon dat elkeen van die feministiese teoretiese standpunte die onvoorwaardelike politieke doelstellings van alle feministiese tekste aan die lig bring. Daar word onder andere te kenne gegee dat patriargale mag nie net op persoonlike vlak voorkom nie, maar ook op die vlak van instellings en sosiale gebruike. Patriargale beheer is dus nie 'n onveranderliknatuurlike gegewe nie; dit is vatbaar vir teoretiese analise en praktiese wysiging. Vanwee die feministiese literere teoriee se preokkupasie met patriargale mag, word hierdie teoriee dikwels gekritiseer as synde onbetrokke by strydvrae ten opsigte van rassisme en klasseverdeling. Dit word erken dat die feministiese literere kritiek die geskil met betrekking tot seksisme moet transendeer; dat die toekoms van die feministiese literere teoriee gelee is in 'n deurdringende gesprekvoering met materialisme. Dit is die uitdruklike doelstelling van die marxisties-feministiese kritiese standpunt om rekening te hou, nie net met vraagpunte ten opsigte van taal en "gender" nie, maar ook van klas en ras. Goosen se teks is besonder ontvanklik vir 'n ondersoek van hierdie verwante probleme. * * * The novel Ons is nie almal so nie (1990) by Jeanne Goosen is presented in a realistic (or traditional) narrative form. In feminist terms this narrative form is referred to as patriarchal or phallocentric. As such, the text differs radically from the narrative mode in which the author's previous texts are presented. This shift invites an assessment of the text within a framework of feminist theory and criticism. Moreover, it indicates the need for an investigation into the relationship of feminist literature and scholarship to the dominant male voice of traditional discourse. It is stressed that each of the feminist theoretical positions reveals the unreservedly political purpose of all feminist writing. It is further suggested that patriarchal power exists in institutions and social practices, not merely in individual intentions. Patriarchal power is therefore not a part of immutable nature, but open to effective theoretical analyses and practical change. Due to their preoccupation with patriarchal power, feminist literary theories are often criticised as being blind to issues of race and/or class. It is recognised that feminist literary theory must transcend the issue of sexism; that its future lies in a far more articulated dialogue with materialism. The express purpose of the marxist-feminist critical position is to take into account questions not only of language and gender, but also of class and race. Goosen's text is particularly receptive to an exploration of these interrelated problems.
