- Description: For most rare marine species, abundance trends are poorly estimated. This uncertainty often translates into disagreement on management regulations, impeding conservation efforts when they are most urgently required. The world’s largest sea bream, the red steenbras Petrus rupestris, has undergone a substantial and widely acknowledged decline during the 20th century. Standardised probability of encounter over the last 3 decades was used to track red steenbras abundance trajectories in 2 regions, which together represent the species’ distribution. The results predicted a reduction in abundance of 44% in the East region and 96% in the South-West region, from what was already considered to be a collapsed population at the start of the time series. The species is now largely confined to areas in the centre of its historical abundance. Content analysis of a recreational angling magazine revealed a concurrent 50% decrease in reported size between 1984 and 2012. Shore-based observer data (2009-2010) indicate that the impact of recreational fishers on this species far exceeded that of commercial fishers at the time. Regulations in the form of progressively more stringent catch and effort restrictions appear to have been largely ineffective, too lenient, implemented too late or were unsuitable to control fishing mortality for this species. This study highlights 2 fundamental challenges in management of rare marine fish species: (1) providing decision makers with a credible measure of abundance for species whose rarity limits data availability and (2) implementing effective policy changes before the specific measures become ineffective and obsolete.

Evidence for protandry in Polydactylus quadrifilis in the Kwanza Estuary, Angola, and its implications for local fisheries

- Description: A total of 141 Polydactylus quadrifilis were sampled from the Kwanza Estuary in Angola ranging in size from 436 to 1360 mm fork-length (FL). Of these, 124 were male, six intersex and 11 female. Female fish were significantly longer (mm, FL) and heavier (kg) than males and had significantly higher gonadosomatic indices (GSI’s) than those of males and intersex fish. Transitional (intersex) gonads were delimited, with testicular and ovarian regions separated by connective tissue. The first signs of ovarian tissue appeared on the outer ventral surface of the gonad. A second layer of ovarian tissue was first noticeable at either end of the initial ovarian region and developed back towards the centre of the ventral wall to form a luminal space. Early-stage oocytes were commonly found in the outer area of male regions and residual late-stage spermatids and spermatozoa were found in the luminal space of ovarian regions, suggesting a process of sex change from the outside inwards. A loss of male function was noted with increased ovarian prevalence. Based on this evidence it is suggested that P. quadrifilis in the Kwanza Estuary are protandrous. Owing to the reliance of P. quadrifilis on large highly fecund females for egg production, it is likely that they will be sensitive to fishing practices that target larger individuals within the population.

- Description: Dentex macrophthalmus is a small, commercially important sparid fish that is abundant in the deeper waters (range 50–500 m) of the Mediterranean Sea (Trunov 1970), the North-West African shelf (Goode and Bean 1896, Fowler 1936), including the Cape Verde and Canary Islands, and the south-eastern Atlantic from the Equator to just south of Lüderitz (27°40′ S) (Trunov 1970). Because of its high abundance, it is of considerable economic importance and is captured in large numbers in both artisanal and commercial fisheries in many countries. Although it is the most important artisanal species along the entire Angolan coast, it is most abundant in the southern region (Kilongo et al. 2007). Despite its economic importance in Angola and elsewhere, relatively little is known on its abundance, fisheries and biology.

- Description: In contrast to many other African countries, inland fisheries in South Africa are poorly developed and the fish populations in many of the country’s 3 000 major dams are under-utilised. While the primary purpose South Africa’s dams is to supply water for domestic and agricultural use, there has been an increasing realisation that their fish populations could make a contribution to food security through the establishment of capture fisheries. Historically, the fish in most South African dams have primarily been utilised for recreational fishing purposes, as subsistence use was criminalised by the apartheid regime in all waters except in the former homeland areas. This legacy persists as many of South Africa’s rural communities do not have a fishing tradition and there is a lack of an institutional framework to facilitate managed and sustainable access to the fish resource in inland waters. Current utilisation of many inland dams is often complicated by the existence of multiple authorities and interest groups, often with competing agendas. As a result, the economic potential of these water bodies is unknown and often grossly underutilised. Our study outlines a case study of fisheries resources in the North West Province of South Africa that could be used for the creation of income and food security for local communities through the development of subsistence, commercial, and recreational fisheries. The study identifies the lack of guidelines for the development of inland fisheries and the lack of an inland fisheries policy, both at the provincial and national level, as major bottlenecks for the sustainable development of these resources and outlines possible focal areas for intervention.

- Description: Fishes of the family Sparidae occupy a diverse range of trophic niches, from herbivores to generalist omnivores and specialist predators (Hanel and Tsigenopoulos 2011). Feeding specialisation in this family is facilitated by diversity in tooth type and anterior jaw arrangement (Vandewalle et al. 1995). Other fish families, such as Cyprinidae and Labridae, have developed crushing pharyngeal teeth to process their food. Sparids, however, have retained a simple pharyngeal tooth arrangement and instead have developed molariform teeth to process hard-shelled molluscs and invertebrate prey. Hanel and Tsigenopoulos (2011) suggested that this alternate strategy is a major factor facilitating the trophic diversity in sparid fishes.

- Description: The aim of this study was to evaluate the nutritional value of algae and zooplankton grown in an algal integrated ponding system for poeciliids. The available information on the nutritional requirements of poeciliids was compared with a proximate analysis of the algae and zooplankton. The effluent grown algae and zooplankton had a crude protein value of 41.47 ± 0.2% and 36.84 ± 0.3%, a lipid content of 4.8 ±. 0.4% and 11.1 ± 0.8% and a carbohydrate content of 35.13 ± 0.8% and 31.06 ± 0.6% respectively. These values compared favourably with those of the known nutritional requirements of poeciliids. To test if the nutritional value of the algae and zooplankton in the AlPS was constant, the species composition of the algae and the crude protein content of the algae and zooplankton in the high rate oxidation ponds were measured monthly and bi-weekly for a year respectively. The species composition remained fairly stable for the duration of the experiment and the average protein composition of the algae and zooplankton was 43.4 ± 4.4% and 38.6 ±2.8% respectively. This indicated that the algae and zooplankton in the AlPS provided high protein biomass through the year. The quality of the effluent grown algal and zooplankton biomass was evaluated by analysing their amino acid composition and comparing it with the amino acid composition of the body tissue of X. helleri. With respect to the amino acid composition of the body tissue of X. helleri, the amino acid profile of the algae had a 69% and the zooplankton a 63% similarity. The quality of the pure algal and zooplankton protein was also tested biologically, by feeding them directly to poeciliids during a ten week growth trial. The algae and zooplankton diets did not result in adequate growth compared to poeciliids which were fed a formulated control diet. The initial growth trial also evaluated the effect of processing on the chemical composition of the algae and its biological effect on fish fed with it. There were no significant differences in the chemical composition of fresh and sun dried algae and this was reflected in the growth rates of the fish which did not differ significantly. Freeze dried algae had a lower crude protein content than fresh and sun dried algae and a poorer amino acid composition. Fish fed freeze dried algae exhibited poorer growth and survival in comparison to the other treatments. The gut transit times of X. helleri and the gastric evacuation times of poeciliids were determined using colour dyes incorporated in the diet and by sacrificing fish at predetermined intervals after feeding respectively. The gut transit time of X. helleri fed a sun dried algal diet and a formulated diet was 225 ± 8.55 minutes and 261.93 ± 10.86 minutes respectively. The gastric evacuation times of X. helleri, P. reticu/ata and P. velifera were 7, 9 and 8 hours respectively. Since the maximum amount of food in the hindgut after feeding was detemined to be 3, 5 and 3 hours in X. helleri, P. reticulata and P. velifera respectively, fish were sacrificed at these times in the digestibility study. The digestibility of sun dried algae was determined using 1 % chromic oxide as an internal marker in the algae. The apparent crude protein digestibility of sun dried effluent grown algae ranged from 65%-75% in the three poeciliid species. Based on the results of the chemical and biological analysis of the algae and zooplankton, conventional diets incorporating algae at 5% and 20% protein inclusion levels were formulated. These diets and a treatment in which zooplankton, reared in the AlPS were fed as a dietary supplement to a formulated diet were fed to poeciliids for twelve weeks. No significant differences in the growth of poeciliids fed any of the test diets were observed. It was concluded that the algae could be incorporated into poeciliid formulated diets up to level of 20% protein inclusion without any negative effect on the growth of the fish. The chemical and biological evaluation of the algae suggested that it had a similar nutritional quality to soyabean meal. Poeciliid growth was not enhanced with a zooplankton supplement, however a possible low feeding rate by poeciliids on the zooplankton as a result of their small size may have affected the result. The colour enhancement potential of effluent grown algae and zooplankton was evaluated biologically in ten and twelve week growth trials using visual observation (31 people) and by using a chromameter. While pure, sun dried algae significantly enhanced the colour of P. reticulata, no significant differences in the colour of poeciliids were observed or recorded when fish were fed diets incorporating sun dried algae up to levels of 20% protein inclusion. The effect of effluent grown algae and zooplankton on poeciliid health was also tested biologically in the ten and twelve week growth trials. The high mortalities (75%-84%) recorded for X. hel/eri when fed the pure algal and zooplankton diets were considered to be as a result of the nutritional inadequacy of the diets since there were significantly less mortalities in fish fed the formulated control diet and 63% of the fish that died during the course of the trial were emaciated. In addition, fewer mortalities (10%-40%) were recorded in X. hel/eri fed the nutritionally adequate formulated diets in the twelve week growth trial. No symptoms of disease were recorded in the twelve week growth trial and the algae was considered to have no toxicological or pathological effects on poeciliids. Centrifugation, sand filtration, sedimentation, microstraining and biological harvest were evaluated as methods of small scale algal harvest from the high rate oxidation ponds. Algae could be harvested most efficiently with little associated labour by sedimentation (without flocculating agents) and by microstraining with 60IJm mesh. Effluent grown algae can replace conventional feed ingredients up to a level of 20% protein inclusion without negatively effecting the growth, colour, health or survival of poeciliids.

- Description: Anthropogenic activities are recognised as causing significant impacts to marine systems at multiple levels, ranging from habitat disturbance (Pauly et al. 2005) to overfishing (Sala and Knowlton 2006) and loss of genetic diversity (Pinsky and Palumbi 2014). Exploitation and harvesting in particular are known to strongly influence fish populations and their associated ecosystems (Pauly et al. 2005), and in combination with ongoing climate change can have compound effects on the viability and long-term survival of marine fishes (Last et al. 2011). Species can react to the impacts of climate change either by shifting their distributional range or by adapting to changing conditions through individual ecological plasticity and/or local population adaptation (Briggs 2011; Last et al. 2011). However, since ecological plasticity and local adaptation have strong genetic components, overharvesting has the potential to impact the long-term adaptive ability of marine fishes by decreasing the extant genetic diversity (Allendorf et al. 2014). Therefore, understanding the impact of exploitation on genetic diversity and population substructuring is critical for predicting the likely consequences of continued exploitation and climate change.

- Description: While otoliths are considered the most reliable structure to accurately age fish, a variety of otolith preparation techniques are available, which have consequences on the otolith’s optical properties and therefore interpretation of growth bands. Recently, numerous studies from a variety of authors have criticised the use of whole otoliths in ageing sparids with sectioned otoliths subsequently acknowledged as the most reliable preparation technique. Despite this criticism; ageing data is still being generated from whole otoliths and other unreliable structures such as scales. In an attempt to understand the severity of this issue we conducted a global literature review of otolith preparation protocols used for sparids. We identified global spatial inconsistencies in otolith preparation techniques with some regions predominately using methods other than sectioned otoliths to age sparids. The review highlights the need for a standardisation of otolith preparation methods and a move towards the use of sectioned otoliths, or at least valid support where alternative structures or preparation techniques are used. Given that large numbers of studies have been conducted on whole otoliths in certain regions, it may be necessary to revaluate the existing growth parameters to ensure that accurate information is incorporated into management structures.

Within southern and eastern Africa, Lindqvist (1994) estimated the number of small reservoirs to be between 50 000 and 100 000. Given Bernacsek’s (1986) estimate of the total fishery potential of small reservoirs in Africa at between 1 and 2.3 million tons, this number of reservoirs clearly could provide fishery opportunities for rural communities.

Attitudes of anglers towards compliance was positive, with >80% feeling that “breaking any regulation is wrong.” Yet, as predicted by the SNA, interviewees often overestimated the non-compliance and negative attitudes of other anglers, particularly as their social proximity decreased. Interviewees with the greatest misperceptions were also less compliant. The social norms present in the Eastern Cape rock and surf fishery fulfil the criteria required for the application of the SNA, suggesting that this approach may provide a suitable normative intervention for improving compliance to be used in conjunction with instrumental approaches in recreational fisheries.

- Description: Non-compliance with recreational fishery regulations is considered to be one of the biggest threats to the sustainability of fisheries. Dedicated non-compliance studies are seldom carried out at the national level which makes it difficult to discern the behavioural compliance norms within a population. The instrumental approach for compliance is the traditional paradigm in recreational fisheries. It postulates that increased enforcement activities and the corresponding punishment will improve compliance behaviour, although there is little empirical evidence for such a supposition within the recreational fisheries context. Using face-to-face encounter surveys employing the ballot box method for reducing social desirability bias (SDB), South African marine shore-based fishery (MSBF) participants were questioned on their compliance behaviour with a set of regulations pertaining to the fishery. Overall non-compliance levels were very high (52%), and non-compliance levels with individual regulations varied based on provincial locality. Perceptions and observations of enforcement activity had no significant impact on compliance behaviour. Participants that had previously been caught by law enforcement violating the regulations were still more likely to violate the regulations than participants that had not faced enforcement action. Results indicate that calls for increased enforcement as a means of improving compliance behaviour are questionable in the South African MSBF, and further emphasise the need to develop alternative approaches, such as those pertaining to normative theory, within recreational fisheries.

- Description: The common octopus Octopus vulgaris (Cuvier 1797) is a shallow-water cephalopod species that inhabits coastal rocky areas or reefs. It is the most studied and widely distributed species in its genus. This species has a short lifespan and a rapid growth rate of over 5% of body weight per day (García and Valverde 2006, Ibáñez and Keyl 2010). It is semelparous, with females laying large strings of eggs that they attach to the substrata in their dens (Hernández- García et al. 2002). There is a paucity of information on the preferred habitat and behaviour of O. vulgaris in its natural environment (Anderson 1997, Meisel et al. 2006). The species has been classified as highly mobile, yet resident individuals may exhibit high levels of territoriality. Its mobility allows it to move efficiently between a wide range of suitable habitats (Katsanevakis and Verriopoulos 2004). Octopus make use of both tactile and visual senses to forage, feed and seek suitable shelter (Forsythe and Hanlon 1997, Carvalho and Sousa Reis 2003, Rodríguez-Rúa et al. 2005). They are active feeders that seek out prey such as crustaceans, sessile molluscs and small fish (Forsythe and Hanlon 1997, Boyle and Rodhouse 2005), as well as their smaller conspecifics (Ibáñez and Keyl 2010). The majority of behavioural ecology studies on octopus have been on captive individuals. However, the activity patterns (Mather 1988), foraging strategies and aspects of the movement behaviour (Mather and O’Dor 1991) of juvenile O. vulgaris in the wild were described for an exploited population in Bermuda. Because intertidal octopus stocks are exploited by recreational, subsistence and artisanal fisheries (e.g. Oosthuizen and Smale 2003, Sauer et al. 2011), there are few opportunities to study the behavioural ecology of unexploited populations. An opportunity arose to study various behavioural patterns in an unexploited population in Baía dos Tigres, a large (~200 km2) coastal embayment situated on an isolated stretch of the southern Angolan coast (Figure 1). This study provides information on the population size structure, aspects of the movement behaviour, activity patterns and foraging strategies of O. vulgaris in this largely unstudied coastal embayment.

Females were significantly smaller and found in greater numbers, with an adult sex ratio of 1.0:0.7, F:M. Histological observations of preserved gonads indicated that the species is a rudimentary hermaphrodite, possessing a non-functional bisexual ovotestis before maturation. Histological examination of five macroscopically staged ‘bisexual’ individuals revealed that they were functional males with residual ovarian tissue in the gonad, which had persisted from a juvenile bisexual stage. Although empirical population structure and macroscopic observations suggested protogyny, histological evidence suggested otherwise, confirming the need for the use of histology when diagnosing the sexual pattern of sparid fishes.

The social norms present in the Eastern Cape rock and surf fishery fulfil the criteria required for the application of the SNA, suggesting that this approach may provide a suitable normative intervention for improving compliance to be used in conjunction with instrumental approaches in recreational fisheries.

- Description: The fish populations in small southern African reservoirs are largely unexploited and there is potential for fisheries development. However, the development of sustainable fisheries requires reliable estimates of potential yield or production. Empirical models that have been developed to predict fish production only apply to large water bodies and only predict total fish production, not the production of individual species. Small reservoirs generally have few commercially important species and therefore species-specific fish production models are an alternative approach. The small reservoirs of the Eastern Cape are dominated by the moggel (Labeo umbratus). The principal objectives of this thesis were to gain an understanding of the ecology of small reservoirs and the function of moggel in these systems. This information was used to design a research approach to rapidly develop species-specific models for small reservoirs in southern Africa. The limnology of two small reservoirs was compared. During the study period the reservoirs were turbid and showed a warm, monomictic pattern of thermal stratification. Anthropogenic pressure in the reservoir catchments appeared to be the overriding factor increasing the nutrient input to the reservoirs and consequently, influencing the biomass of algae in the reservoirs. The feeding biology of moggel in Katriver and Laing reservoirs was examined. Moggel are detrivorous and successfully digested diatoms. The slower growth rate of moggel in Katriver reservoir was attributed to the poorer nutritional value of the diet as a consequence of the lower concentration of diatoms in the detrital aggregate. The reproductive characteristics of moggel were examined in four reservoirs. Moggel were able to reproduce successfully in the reservoirs. This could be attributed to their r-selected reproductive strategy, with a high fecundity and an extended spawning season and their ability to spawn in a floodplain environment. Differences in recruitment success between years were found to be a consequence of the timing and duration of seasonal rains. The number of mature females in a population and the availability of suitable spawning habitat influenced recruitment success. The life history of the moggel in five reservoirs was compared. Growth appeared to be related to food availability, while mortality was lower in the populations where food was abundant and there were less predatory species. Size and age at maturity were not affected by environmental factors, but were dependent on growth and mortality. Three contrasting methods were used to estimate moggel gillnet selectivity. The Sechin, direct fyke net method and length-structured model all yielded similar results and correction factors obtained from the selectivity study were applied to the gillnet data to estimate the fish population size and structure in each reservoir. Using information from the life history and selectivity studies, the biomass and production of five moggel populations was estimated and related to abiotic and biotic factors in the reservoirs and their catchments. Moggel biomass and production was dependent on the biomass of algae, which was dependent on morphoedaphic characteristics of the reservoirs. Small, shallow reservoirs with a reasonable amount of human habitation in their catchments would sustain the highest algal biomass and provided they had adequate spawning habitat would also have the highest moggel biomass and production. The future research requirements for small reservoir fisheries are outlined and include a three-year program to develop a species-specific production model for any of the dominant species.

- Description: Rhabdosargus holubi (Steindachner, 1881) is a small (maximum size = 450 mm total length; Heemstra and Heemstra 2004) sparid that is distributed along the south-east coast of Africa from St Helena Bay, South Africa, to Maputo, Mozambique (Götz and Cowley 2013). Spawning occurs in the nearshore marine environment primarily during winter, specifically May–August in KwaZulu-Natal (KZN) (Wallace 1975) and July–February in the South-Eastern Cape (Whitfield 1998). Individuals reach 50% sexual maturity at approximately 150 mm standard length (SL) in the Eastern Cape (Whitfield 1998). The early life stages are transported by the south-westward-flowing Agulhas Current, and recruit as post-flexion larvae and early juveniles into estuaries during late winter and early summer (Blaber 1974). The warm temperatures and high nutrient levels in estuaries favour fast growth (Blaber 1973a), and fish spend their first year of life in these environments, migrating back out to sea after reaching approximately 120 mm SL. Some individuals remain trapped in closed estuaries, where they may reach sizes greater than 200 mm SL (James et al. 2007a). Rhabdosargus holubi is the dominant estuarine-dependent marine teleost species recorded in permanently open and temporarily open/closed estuaries in the warm-temperate region, which spans the south, south-east and east coast of South Africa (Harrison 2005). The species is also an important component of the linefishery in many SouthAfrican estuaries (10–15.6% by number) (Pradervand and Baird 2002), particularly in Eastern Cape estuaries (Cowley et al. 2003). These figures underestimate the presence of R. holubi, as most individuals making use of estuaries are young, feeding predominately on filamentous macroalgae and diatom flora, and are generally too small to be caught with hook and line (De Wet and Marais 1990). James et al. (2007b) showed that R. holubi made up 34–92% of the annual seine-net catch in the East Kleinemonde Estuary. Rhabdosargus holubi is also important in the KZN shorebased linefishery, representing 4.6% of the total landed catch (Dunlop and Mann 2012).

Ocean warming affects the distribution and abundance of resident fishes by changing their reproductive scope

- Description: With ocean warming predicted globally, one of the mechanisms driving distributional shifts and changes in the abundance of resident fishes is reproductive output. The relationship between sea surface temperature and the reproductive activity of a eurythermic, resident coastal species, blacktail seabream Diplodus sargus capensis, was examined in the ‘‘ocean warming’’ hotspot of the northern Benguela. Reproductive activity was found to be restricted to periods when the water temperature dropped below 20 _C. A metadata analysis conducted on the D. sargus sub-species complex similarly showed that reproductive activity was restricted to temperatures between 15 and 20 _C, regardless of the range in ambient water temperature. Based on these findings and using satellite derived SST information, we examined D. s. capensis’s total and seasonal ‘‘reproductive scope’’ that is defined as either the area suitable for spawning each year or the duration of its potential spawning season at a fixed geographical locality, respectively. Trends were examined over the last three decades. Reproductive scope by area was found to be shrinking at a rate of 7 % per decade in southern Angola and expanding at a rate of 6 % per decade in northern Namibia. Reproductive scope by season decreased by 1.05 months per decade in Namibe, southern Angola and increased by 0.76 months per decade in Hentiesbaai, northern Namibia. Changes in reproductive scope may be a driving mechanism of distributional shifts in resident fishes, although the rate of the shifts is likely to be slow. More importantly, changes in reproductive scope will not be uniform throughout fish distributions and will most likely result in heterogeneous variations in fish abundance.

- Description: Despite increasing awareness of large-scale climate-driven distribution shifts in the marine environment, no study has linked rapid ocean warming to a shift in distribution and consequent hybridization of a marine fish species. This study describes rapid warming (0.8 °C per decade) in the coastal waters of the Angola-Benguela Frontal Zone over the last three decades and a concomitant shift by a temperature sensitive coastal fish species (Argyrosomus coronus) southward from Angola into Namibia. In this context, rapid shifts in distribution across Economic Exclusive Zones will complicate the management of fishes, particularly when there is a lack of congruence in the fisheries policy between nations. Evidence for recent hybridization between A. coronus and a congener, A. inodorus, indicate that the rapid shift in distribution of A. coronus has placed adults of the two species in contact during their spawning events. Ocean warming may therefore revert established species isolation mechanisms and alter the evolutionary history of fishes. While the consequences of the hybridization on the production of the resource remain unclear, this will most likely introduce additional layers of complexity to their management.

Reproduction, characterised by an extended spawning season, high fecundity, short incubation time and rapid larval development, appears to be ideally suited to the highly variable environment of small reservoirs. Evidence suggested that L. umbratus spawns in the reservoirs. In two reservoirs where samples were conducted monthly, GSI (gonado-somatic index) was positively correlated with both water temperature and day length, whilst the CPUE (catch per unit effort) of juveniles was not related to any environmental variable. The success of moggel spawning appeared to increase when there was early spring and consistent summer rainfall.
