- Description: This thesis presents a value-laden understanding of development that acknowledges that development is human centered. The study re-emphasizes that human development which has become a powerful element of current development discourse is not just a social, economic and technological challenge; it is also an institutional and political challenge. The study therefore analyzes the notion of human development with the intention of improving it by placing more emphasis on the aspect of politics and human agency (the ability to act and be an agent of one‘s life). Politics here is understood beyond its usual institutional focus or identification with government, politicians and parliaments to include a much wider and much more important and dynamic range of activities found in all human groups such as institutions and societies. The study then demonstrates that since development is a process, individuals need to work collectively towards a common good so as to realize their development potential. This means creating a confederation of development where governments, citizens and non-governmental organizations work in partnership guided by a culture of collectiveness (civic culture) in order to produce more empowered citizens. The major argument in this study is the concern for citizens to effectively participate in areas that affect and impact on their lives and consequently be in a position to hold accountable institutions that affect their decision making capabilities. - Description: The post-apartheid South African government inherited an economy characterised by a dichotomy between well developed and affluent whites and the underdeveloped and impoverished African blacks. This dichotomy was manifest in sharp divisions with regard to access to decent housing, health, education and transport just to mention a few, thus reflecting poverty, as a widespread phenomenon. Since 1994, the South African government has made major efforts aimed at addressing poverty, however, that poverty persists, despite the efforts, cannot be contested. One of the major challenges has been the disjuncture between policies at various spheres of government. This study examines the articulation between two spheres of government focusing on the Provincial Growth and Development Programme of the Eastern Cape and the integrated development plan of Amathole District Municipality. Currently not much research has been carried out in this area. This study illuminates various analytical and practical issues and hopefully provides a useful basis for improvement in the government’s declared commitment to poverty eradication. Triangulating qualitative and quantitative research methodologies, the study aimed to investigate the integration of the Provincial Growth and Development Program and the Integrated Development Plan and the contribution of these policy instruments towards poverty eradication in the Eastern Cape. A further aim was to analyse community participation in and knowledge of the PGDP and Amathole IDP and how they have been effective. This was an empirically grounded study, based on the use of a combination of data collection methods, analysis of primary and secondary sources of data including government documents, administering in-depth interviews to a range of informants within government, the community and a questionnaire survey of a sample drawn from members of the community in the Amatole District Municipality and, finally the use of Amatole district as a case study which was the major unit of analysis. The findings from the study revealed that there is a plethora of challenges confronting policy integration, often resulting in institutional paralysis and inertia. Such challenges vary from lack of capacity in local government, lack of political will, policy shifts, a plethora of legislation, competing if not conflicting priorities, nonattendance of Intergovernmental forums, lack of cooperation by sector departments, contradictions between legislation, policy inconsistencies, conceptual imprecision and conceptual blurring. Moreover, the neo-liberal ideology informing development planning not only in the province, but in South Africa as a whole as propagated by western main stream economists leaves benefits indeed merely ‘trickling down’ to the poor and not ‘pouring’, such that the transition in South Africa has been reduced to an ‘elite transition’. The research results confirm, as observed elsewhere, that experiences of several developing countries over the past decades do not appear to support the trickle down hypothesis. On the other hand, community participation is also stifled by lack of participatory spaces, poor participatory methodologies and structures which make participation difficult while the poor remain trapped in the vicious cycle of poverty. Real participation goes beyond ‘passive development objects’ and ‘recipients of development’ to ensuring that people are empowered to become ‘masters of their own development’ within the context of a participatory democratic developmental state. - Description: In the literature reviewed a lack in leadership competencies to deal with globalisation and global trends within the South African organisation context (Fontyn, 2001; Tizard, 2001; Kriek, 2002) was identified which led to questions being raised on the prevalence of these essential global leadership competencies within South African transnational and global organisations. Realising the need for the development of an outwardly focused and globally competitive leadership model this study sought to investigate: The key generic leadership competencies relevant to globalisation The specific relevant leadership competencies and their prevalence within the industrial development zones Whether or not the surveyed individual competencies were significant and had an impact on global leadership competencies that rendered leaders capable of operating in a global environment. A multi-method research plan was followed in order to consolidate existing knowledge on global leadership competencies and then to expand upon that knowledge. The approach was preferred due to the lack of leadership competency research within Industrial Development Zones. The study consisted of a qualitative study leading to the assessment of the current state of knowledge and understanding of the global leadership competencies. This phase was aimed at stimulating a debate on the topic in preparation for the quantitative phase which investigated the prevalence of these global leadership competencies within the Industrial Development Zones. Through the literature review, fifteen global leadership competencies were identified and these formed the basis for the questionnaire used for data collection. This list of global leadership competencies should, however, not be seen as an exhaustive list as opinions varied on leadership competencies relevant to globalisation (Msomi, 2001; Rossouw & Bews, 2002). iv In the findings of this study: The respondents largely confirmed the prevalence of the global leadership competencies in the Industrial Development Zones. While there existed high internal consistency of the variables measured, the demonstration of the competencies by leaders in the Industrial Development Zones, as perceived by the respondents, was found to be largely insignificant and as such had no impact on global leadership competencies and the ability of the zones‟ leaders to operate in a global environment. - Description: This study addresses the problem of abject rural poverty in the post-apartheid South Africa with specific reference to the Amathole Rural District (ARD) in the Eastern Cape Province (the poorest province in the country). Abject poverty is conceptualized as inability to meet the basic human needs such as food, water, shelter and clothes. The study is premised in the revisionist trajectory of rural economic development, which regards agriculture as the ‘engine’ for rural development. The thesis addressed the following issues on rural poverty reduction in the ARD; the efficacy of rural agriculture in rural poverty reduction, value-adding to rural farm produce, support that is required and social factors that may affect the residents’ ability to fight poverty through agriculture? The thesis adopted the concurrent transformative mixed research methodology; and data were collected from a purposive sample of 138 respondents using unstructured interviews and semi-structured questionnaires. Data were collected with the help of research assistance. The study established that the ARD residents were keen to fight abject poverty through rural agriculture but were constrained by the lack of arable land, financial resources, technological support, corruption and HIV/AIDs. In view of the above findings, the thesis concluded that deep collaboration and participation of strategic partners such as government, the rural residents, NGOs and the business sector is essential in the implementation of pro-poor strategies in the ARD. The thesis also called for further research into the following areas that have a direct influence on the efficacy of rural agriculture on the ARD’s development; ICT and development, the rural residents’ attitude towards savings and on the political economy of cooperative ventures in rural agriculture. Rethinking water service delivery system in Zimbabwe: a case study of Kwekwe Municipality

- Description: This study examines the perceived scarcity of household water service delivery in the city of Kwekwe under the Midlands province of Zimbabwe. Kwekwe Municipality appears to be characterized by an erratic supply of clean water for household use. The city of Kwekwe has experienced an unreliable domestic water service delivery system since the beginning of this millennium. This study aims to investigate the causes of the problem, its extent, impact and what could be done to mitigate the problem. The study employs interviews, questionnaires, observations and document analyses to establish that population growth, ageing equipment, a lack of foreign currency and local funding, as well as a lack of expertise and of political will have contributed to the poor domestic water supply in the city of Kwekwe. The city of Kwekwe needs to commit itself to improving the current situation by involving the community, constructing more storage facilities, and by putting monitoring and evaluation mechanisms in place. The research design took the form of a case study of Kwekwe Municipality. A mixture of qualitative and quantitative research designs were used in this study. The qualitative/interpretivist approach was more dominant, allowing some overlapping with the quantitative/positivist paradigm whenever this was considered reasonable. The study sample consisted of a conveniently assembled sample of 120 respondents. The target population for the study comprised of 110 residents of Kwekwe urban and 10 Kwekwe City Municipality Water Authorities from the Works Department. This study focuses on the 4 residential areas of Kwekwe Municipality. The data collection instruments include questionnaires and focus group interviews. Electronically recorded, in-depth interviews were held with the water authorities and the consumers to establish their perceptions on the best practice of the water service delivery system in Zimbabwe. The data collection tools contained a preliminary section on the biological data of the respondents. All data was subjected to either qualitative or quantitative analysis techniques in order to strike a balance between the structured survey instruments and the anecdotes of the respondents. Quantitative data was analyzed using a Statistical Package for Social Sciences (SPSS), while qualitative data was subjected to document analysis which entailed classifying the data, extracting themes, identifying patterns, tallying and quantifying responses and making generalizations out of these patterns. This implies that the research methodology focused on the method, tools and techniques used to assist in achieving the objectives of the study and answering the research questions that the research seeks to address. The term research methodology is used, in this study, to refer to the philosophical assumptions, values, and theories which inform and underpin the way in which a particular research method is used. In this study, the case study research design was used as the operational framework for data gathering. The case study research method is essentially grounded in the interpretive research paradigm. To this end, the study sought the perceptions of both the consumers and the water authorities. The major finding of the study is that the ability of Kwekwe Municipality to provide household water service delivery to its consumers is slightly below average. However, there was a slight improvement in the household water service delivery but consumers are still remaining dissatisfied. Another finding, related to this one, was that the electricity deficiency cost the efficacy of Kwekwe Municipality in its provision of household water service delivery. The study proposes that more studies which seek to interrogate the domestic water service delivery system of the Zimbabwean Municipalities should be embarked upon by the state. The study also recommends that service delivery training programmes be implemented in order to enhance the competence of the water authorities. Furthermore, the study suggests that consumers be placed at the center of household water debates when policies, rules and regulations of the water service delivery system are formulated. Finally, the study implores that municipalities need to have their own reserves and generators for emergency cases during electricity power cuts. It is imperative that the water reservoirs constantly hold 4 days‟ worth of water capacity. The municipality of Kwekwe must refurbish the entire water reticulation system. Municipalities must carry out an audit of water meter readings and also confirm that all water meters are functional. - Description: This thesis explored the pernicious effects of financial fraud and corruption and the importance of the rule of law, transparency and accountability of public sector. These critical conditions serve as the foundation for the effective and efficient governance and the economic growth of a nation, especially through utilizing the opportunities provided by globalization through increased investment and trade. The thesis looks at the importance of upholding the rule of law and fostering transparency and accountability in the public sector in combating financial fraud and corruption, particularly as components of effective national strategies. The rule of law, transparency and accountability in the public sector serve not only as means to counter financial fraud and corruption but also as fundamental conditions of effective governance. It was discovered that financial fraud and corruption is a complex phenomenon, present in all countries. Its causes are engendered by conditions of underdevelopment. Hence, its effects hinder and impede the development process itself. It was also confirmed that financial fraud and corruption are co-determined by many other factors, including cultural and moral values. The motivation to remain honest may be weakened by low public official’s salaries, promotion of personnel unconnected to performance, dysfunctional government budgets, loss of organizational purpose, bad example by chief official’s and political leaders, or long established patron-client relationships, in which the sharing of bribes or the exchange of favors has become entrenched. Financial fraud and corruption can be highly concentrated at the top of a political system and associated with political power, or broadly based at lower levels in the system, associated with administrative processes and discretionary powers. Hence, bribes can be blatant or subtle and take many different forms, including cash payments, job offers, scholarships, foreign trips or political and other favors. Furthermore, the development of sustainable local authorities however is an ambitious issue that requires local authorities to focus on the improvement of the quality of life of present and future communities without depleting the natural resources at their disposal. For sustainable and equitable development, this study espouses on the far-reaching implications for local authorities through multiple regression analysis due to various economic, social and institutional challenges that have to be taken into consideration when a process to promote sustainable development is considered. To comprehensively actualize the implications of financial fraud and corruption on the sustainable development of local authorities, a multistage cluster sampling, a form of probability sampling technique was adopted. Semantically, to identify the research paradigms suitable for this study, a hybrid approach to research design was used (quantitative and qualitative). This however enables the impact of financial fraud and corruption on the sustainable development of selected local authorities in South Africa to be ascertained. Moreover, the study explores the circumstances and implications surrounding financial fraud and corruption in the local authorities in South-Africa. Financial fraud and corruption tends to emerge when an organization or a public official has monopoly power over a good or service that generates rent, has the discretionary power to decide who will receive it, and is not accountable. Financial fraud and corruption’s roots are grounded in a country’s social and cultural history, political and economic development, bureaucratic traditions and policies. This study also identifies that, direct and indirect factors promote financial fraud and corruption. Direct factors include regulations and authorizations, taxation, spending decisions, provision of goods and services at below market prices, and financing political parties. On the other hand, quality of bureaucracy, level of public sector wages, penalty systems, institutional controls, and transparency of rules, laws, and processes are the indirect factors that promote financial fraud and corruption. Financial fraud and corruption is a symptom of deep institutional weaknesses that leads to inefficient economic, social, and political outcomes. It reduces economic growth, retards long-term foreign and domestic investments, enhances inflation, depreciates national currency, reduces expenditures for education and health, increases military expenditures, misallocates talent to rent-seeking activities, pushes firms underground, distorts markets and the allocation of resources, increases income inequality and poverty, reduces tax revenue, increases child and infant mortality rates, distorts the fundamental role of the government (on enforcement of contracts and protection of property. Nonetheless, this study concludes that financial fraud and corruption impedes economic efficiency which could slow or shrink economic growth. This will adversely affect all income classes, especially the most vulnerable, the poor. The effect of financial fraud and corruption through investment expenditure on health and education critical to sustainable development was noted in this study. In practice, the distinction between governance and government and the resultant mechanisms directed at local sustainable development do not seem to be clear. Hence, lack of understanding of the meaning of sustainability and governance for local development is still lacking. - Description: The main focus of this thesis is the challenges that are facing social policy development and implementation in South Africa in relation to the enhancement of human capability. The study adopted a historical approach to assess the model of social policy in South Africa and identified that social relations of domination inherited from the apartheid era continuing to produce inequalities in opportunities. Social policy under the democratic government has not managed to address social inequalities and the main drivers of poverty in the form of income poverty, asset poverty and capability poverty which are the underlying factors reproducing deprivation and destitution of the majority of the population. Although South Africa prides itself of a stable democracy, social inequalities continue to undermine the benefits of social citizenship because political participation in the midst of unequal access to economic and social resources undermine the value of citizenship. Also, inequalities in the distribution of income and wealth, and in the control of economic production undermine political equality which is an ethic upon which social rights are predicated. As a result, state interventions are lacking inherent potential to build human capability for people to live the life that they have reason to value. The paradox of social policy in South Africa is that the majority of those who are marginalised are those who were excluded by the apartheid regime even though state intervention is claimed to be targeting them. This points to the failure of incremental equalisation of opportunities within a context of stark social inequities. The study presents an overview of the legislative framework and the role the public can play in the policy process. This is followed by the theoretical framework of the municipal policy process. Based on the theoretical framework presented, an analysis is then made to prove whether the public do participate in the policy process in the Nelson Mandela Bay Municipality. It is envisaged that this study will promote the involvement of the public in the policy process in the Nelson Mandela Bay Municipality. Secondly, the study presents an overview of the legislative framework and the role the public can play in the management of refuse. This is followed by the theoretical framework of refuse management as functional area. Based on the theoretical framework presented, an analysis is then made to prove whether the public is involved in the management of refuse at the Nelson Mandela Bay Municipality. It is envisaged that this study will promote the active involvement of the public in refuse management in the Nelson Mandela Bay Municipality. Performance monitoring and evaluation for sustainable public service delivery: the case for the South African police service

- Description: The public service which is the delivery arm of government, has to rise constantly to the massive challenge of service delivery to ensure that government achieves its ideal of creating a better life for all in accordance with the people’s contract. The research analyzed the question: To what extent can monitoring and evaluation of performance provide sustainable public service delivery by the public sector? Against this milieu, the study examined the monitoring and evaluation approaches adopted by the governments of Mexico and Spain (international) and South Africa (local). Further, an analogous of both the international and local experiences was conducted in the study. The state of service delivery was examined by studying the South African Police Service. It was evidenced in the study that sustainable service delivery in the SAPS is influenced by various factors, such as performance monitoring and evaluation. Although the SAPS reported the successful achievement of certain performance targets relating to its planned activities and financial performance, it became clear that the performance monitoring and evaluation framework is not adequate to effectively address the service delivery expectations in the South African context. This thesis presents an inclusive and comprehensive approach towards performance monitoring and evaluation, which seeks to shape the South African Police Service’s current framework positively towards promoting sustainable service delivery. The features of this new proposed approach include the involvement and/ or meaningful consultation with the broad South African community, effective communication; promotion of accountability; professional and ethical standards; and expansion and development of the current and future leadership at all levels in the organization. Further, a call for greater regional and international cohesion is made, to benchmark best practices relating to performance monitoring and evaluation; this was found necessary, as a global effort is required to successfully prevent and realize a significant reduction in crime levels. The study finally presents an alternative In year Monitoring Model (IYMM) to manage the budget performance against the predetermined plan. It links the key performance areas, as contained in the cost centre’s business plan to the allocated budget; produces unique projected spending patterns (PSP) for each cost centre; thereby propelling departments from old paradigms of monitoring financial performance. The IYMM provides management with an excellent tool to monitor and evaluate performance during the year. The performance monitoring and evaluation approach and the IYMM developed in this study are flexible and adaptable, as it can be applied successfully in other government departments locally, regionally and internationally. - Description: The study investigated the extent to which implementation of the current public policy had improved recreation sport services and participation in Lagos metropolis of Lagos State-Nigeria. The study was delimited to 14 out of 16 Local Governments in Lagos metropolis. The study participants were 650 (334 males and 316 females) selected from 14 Local Governments in Lagos metropolis. Stratified random sampling technique was applied to get the volunteered metropolitan Lagos Local Government staff participants used for the study. Mixed research approaches involving quantitative and qualitative data collection were employed to carry out the study. Pilot study was carried out and reliability of each instrument was established with Cronbach’s alpha and test-re-test after an interval of two weeks. The reliability coefficients based on Pearson’s Product Moment Correlation were PRSPIQ (0.89), PRSPIBQ (0.87), RSFQ (0.79), and EPIMCEQ (0.85). The quantitative data collected were entered into Microsoft Excel 2007 Software and later exported to SPSS 18.0 statistical package for data analysis. Simple frequencies of responses in % and factor analysis were used in analysing the data collected, while Chi-square test of goodness-of-fit was used to test all the four hypotheses. The interview data collected were analysed using inductive method. All the hypotheses were pitched at 0.05 confidence level. Results of the study revealed that: implementation of the current public policy had not significantly improved recreation sport services and participation in Lagos metropolis: x2 (4, N = 650) = 395000, p<.0001, was significant at p<0.05); Barriers had affected effective implementation of the current public recreation sports policy in Lagos metropolis: x2 (4, N = 650) = 38.6000, p<.0001, was significant at p<0.05); implementation of the current public policy had not improved recreation sport facilities and safe recreation environments in Lagos metropolis: x2 (4, N = 650) = 33.3000, p<.0001, was significant at p<0.05; implementation of the current public policy had not effectively enhanced management competencies of recreation sport officers in Lagos metropolis: x2 (4, N = 650) = 64.3000, p<.0001, was significant at p<0.05. The conclusions drawn from the findings of the study include: the current public policy had not significantly improved recreation sport services in Lagos metropolis. Specifically, the study found that: the current policy had not done enough to enhance increased participation in recreation sport activities in Lagos metropolis; barriers had affected effective implementation of the current public recreation sports policy in Lagos metropolis; the public policy had not done enough to improve recreation sport facilities and safe recreation environments in most parts of Lagos metropolis; and the current public policy had not effectively enhanced management competencies of public recreation sport officers in Lagos metropolis. The study findings had it too that to effectively implement public recreation sports policy in Lagos metropolis, stakeholders should be adequately involved in the implementation activities. Based on the study findings, the study among others recommends that the State Government should be: proactive to update the content of the current public policy on recreation sports as the needs of the users are increasingly changing over time; Government agents, private organizations, recreation sport professionals and community stakeholders should be actively involved in the implementation processes to forestall any barriers; more recreation facility pools in safe and conducive environments should be provided and assessable to increase participation in recreation sports by the people of Lagos metropolis; and the public policy should be effectively implemented to enhance management competencies of public recreation sport managers in Lagos metropolis. , Thesis (PhD) -- Faculty of Management and Commerce, 2013

- Description: South Africa is one of the few countries in sub-Saharan Africa where HIV prevalence rates remain stubbornly high.1 This trend is both concerning and difficult to explain given that South Africa is economically well-resourced with a better health care infrastructure relative to other African countries. The African National Congress identified the HIV/AIDS epidemic as a major public health threat to South Africa as early as the 1990s (Parikh and Whiteside, 2007; Gevisser, 2007). In response, international donors provided a substantial amount of financial resources to support improvements in South Africa’s health care infrastructure. The persistently high rates of HIV/AIDS in the population beg for answers to questions such as why South Africa’s political leadership has been unable to control the spread of the disease and what particular social, behavioural and economic factors have contributed to South Africa’s disproportionate share of the global HIV/AIDS burden. At this point in time, public health experts still have not been able to definitively isolate the factors that explain the severity of the HIV/AIDS disease burden within South Africa’s population. While international donor aid continues to play a central role in the social, economic and health betterment in developing nations, its political impact on local governance structures has been much debated.2 In particular, the roles played by non-government organisations (NGOs) in the fight against HIV/AIDS in South Africa have been found to be complex, controversial, and their lasting value contested. Specifically debated is the disproportionate global investment in HIV/AIDS prevention, care and treatment in South Africa and the ways in which it has shaped intervention strategies, public and private policy, and the governance roles assumed by various national and local governmental agencies. Despite the threat of diminished financial support from international donor agencies that has loomed heavily over recipient countries in recent years, a number of key international donors have actually scaled up their global response to HIV/AIDS, particularly in South Africa.3 These donor agencies include the U.S. government’s Presidential Emergency Plan for AIDS Relief (PEPFAR) and the Global Fund, as well as non-profit humanitarian organisations such as Mèdecins Sans Frontiéres (MSF), commonly known as Doctors without Borders. This study aims to critically examine the prevailing intervention strategy used by these international donors to “push the pill;” that is, to push a public health agenda that holds antiretroviral (ARV) therapy as the preeminent solution to fighting the HIV/AIDS epidemic at the expense of other intervention strategies. While a biomedical approach remains the most compelling intervention strategy, the fight against HIV/AIDS needs to be more comprehensive in its scope taking into account local knowledge and culture. This study will discuss how political rhetoric delivered through the media and monitoring, evaluation, and reporting systems has been used to embed a biomedical pill agenda into the organizational culture and intervention strategies implemented by local community-based organizations. Through a process of strategic translation, HIV/AIDS has been portrayed as the number one health problem facing South Africa today; in fact, across all of Sub-Saharan Africa (World Health Organisation 2005a, 2005b). As such, the magnitude of the HIV/AIDS epidemic has justified the focus on making ARV drugs available throughout Sub-Saharan Africa at the expense of other interventions that could aim more precisely at the key social and health problems faced by the South African population which compromise health and well-being. The question about whose interests are donors and donor-funded agencies representing, and what are the intended and unintended consequences that result from these interests is the subject of this study. The study will attempt to shed light on these questions through a critical examination of the widely publicized HIV/AIDS intervention programme, the Lusikisiki Project, located in the Eastern Cape Province of South Africa. I have drawn extensively from the development discourse literature and such scholars as Ferguson, 1990; Escobar, 1994 and 1995; Rist, 1997; and Mosse, 2005, to provide theoretical grounding for answering the questions posed.4 The study will critically analyse the social and political factors that defined this reputedly successful HIV/AIDS intervention project. - Description: The focus of the thesis is the impediments of rural development in Zimbabwe and how opportunities for socio-economic transformation can be enhanced in the current setting. The study embarks from a conceptualization of rural poverty in Zimbabwe using theoretical and empirical evidence. Poverty in rural Zimbabwe has a historical legacy of deprivation and dispossession and is concentrated in communal areas which have low resources bases with low agriculture potential due to low rainfall and poor soils. The myriad of challenges in rural Zimbabwe point to the incoherent of rural development polices which are distorting markets for inputs and produce. Thus the study sought to address the rural development policy bottlenecks and develop a policy agenda for development.Using mixed methods approach, the study considered household economic conditions, their production practices and their vulnerability contexts in three selected districts which represent communal, old resettlement and small scale A1 and A2 areas. The household data is blended with interview data of rural development practitioners in both private and public agencies to produce comprehensive information on the impact of rural development policies. Archival research method was also used to do content reviews on government policy papers and programs so as to provide a holistic approach to analysis. Naturally mixed methods produce large volumes of data which requires thorough analysis. This was only possible through the use of analytical computer software packages for qualitative and quantitative data such as Atlas Ti and Excel spreadsheet, respectively. The study revealed that rural households in Zimbabwe are farmers. The majority of these farmers are smallholders who are located in remote communal areas and resettlement areas. Communal farmers constitute the bulk of rural citizens and live on less than a dollar a day. They are engaged in mixed farming methods and other non-farm activities especially during off-agriculture season. Communal households basically produce staples, with a low percentage producing cotton and groundnuts. Production choices and methods are shaped by subsistence needs of households but more so by risks and vulnerability contexts which they operate in. Farmers in resettlement areas face a different set of opportunities and threats to their livelihoods as they are located in prime agricultural land. However they are still challenged with the rural development approaches of central government. On the policy front, there is no pronounced rural development policy in Zimbabwe. The current setting has numerous pronouncements and programs which all seek to alleviate underdevelopment in Zimbabwe. These programs are replicating each other in practice and in most cases benefit the political elites and large scale commercial farmers. The multiplicity of government institutions which deal with rural development results in incremental decisions and programs which further impoverishes rural households. The study posits a rural development policy framework which is based on a comprehensive policy agenda which takes into cognizance the production requirements of households. Such a policy needs to be inclusive to the rural households in terms of governance and programs. A rural development policy agenda and framework would require the harnessing of resources from both the government and private players in well-articulated market friendly approaches. This would stimulate high productivity, enhance off-farm activities, raise incomes and foremost create appropriate social protection programs. - Description: Information security policy development involves more than policy formulation and implementation. Unless organisations explicitly recognise the various steps required in the development of a security policy, they run the risk of developing policies that are poorly thought out, incomplete, redundant and, irrelevant and which will not be fully supported by the users. This study argues that an information security policy has an entire life cycle through which it must pass through during its useful lifetime. A content analysis on information security policy development methods was conducted using secondary sources in the relevant literature. The outcome of the content analysis resulted in the proposal of a framework of information security policy development and implementation. The proposed framework outlines the various steps required in the development, implementation and enforcement of an effective information security policy. A survey of 400 security professionals was conducted in order to evaluate the concepts contained in the framework.This study also emphasises the importance of integrating a security maturity assessment process into the information security policy development life cycle. A key finding of this study is the proposed maturity assessment framework which offers a structured methodology for evaluating the maturity level of an information security policy. The framework presents an integrated and holistic approach to ensure the incremental process maturity of the organisation’s information security policy development process. - Description: The study sought to examine human resource management strategies and their contributions to effective local government systems in Manicaland, Zimbabwe. Local government in Zimbabwe, though being nearest to the people, is showing evidence of failure to discharge its mandate. Various factors have been used to explain the reasons behind local government‘s failures to provide services. None of these have touched on the role played by people management in ensuring local government performance. This was notwithstanding the fact that towards the last two decades of the twentieth century research emerged glorifying human resources as the source of organizational excellence. Consequently, being motivated by the fact that good people management strategies lead to excellent organizational performance, attention in this study focused on people management strategies in local government in Zimbabwe. The study adopted a mixed approach with a strong inclination towards qualitative methodology. The data was gleaned from documents from local authorities, interviews, focus group interviews and questionnaire surveys. The study focused on local authorities in Manicaland Province. The results of the study confirmed the existence of human resource management strategies in local authorities in Manicaland, Zimbabwe. The human resource management strategies have however not resulted in excellent performance of local authorities. The reason behind this is attributable to severe resource constraints. Excellent people management strategies were found to be on paper as there were no resources to support them. The dearth of resources in local authorities was found to be attributed to the economic, political, legal and social factors engulfing the local government system in Zimbabwe. Consequently, local government in Zimbabwe remain stressed and in dire need of a ―Lazarus moment‖. There is an engineer with skills to construct dams to quench the thirst souls in the city but there are no resources to construct the dams. The fireman‘s truck rushes to quench a fire outbreak only to arrive at the scene with no water. In view of this, the study recommends that the review of the local government legal framework be speeded up and more autonomy be granted to local authorities. Such a review would have a bearing on the notion of decentralization, democratization and consequently economic development. In addition, government must seriously consider setting aside a portion of its budget towards support of local authorities. v Where democratic ethos exists, there is transparency, accountability, the rule of law and responsiveness. The human resource in local government would in turn promote democracy and excellence. Other strategies such as granting of garnishing powers to local authorities as well as giving their police arresting would further nourish their resource base. When this happen people management strategies would contribute to effective local government systems in Zimbabwe. - Description: The complexity of the South African society due to past systematic exclusion of some communities from economic activities resulted in the triple challenge of poverty, inequality and unemployment. Although various economic policies had been developed since the advent of the democratic dispensation in 1994, these policies focused on levelling the economic environment, poverty alleviation and massive social security system. However, despite all the interventions, South Africa remains one of the most unequal societies in the world. This is profiled by the mushrooming of informal settlements around cities with job seekers and frequent protests by people who are impatient to experience improvement in their quality of life and who feel cheated out of their social contract. Advocacy from the governing party’s tripartite alliance towards a developmental state had placed more obligations on the government. This requires deliberate interventions through policies implementation to improve or at best alleviate the well-being of the citizenry. A survey conducted in the township of Khayelitsha to assess the impact of such economic policies on the development of entrepreneurship. Khayelitsha is one of South Africa’s largest townships, an informal settlement profiled by unemployment, poor infrastructure and unavailability of basic services. The study explored the entrepreneurial perception, start-up barriers, entrepreneurship climate, and general cultural factors relating to the environment of entrepreneurship development. The results reveal that despite the various economic policies, high level of unwillingness of citizens towards entrepreneurial activity and business venture is rife notwithstanding the high level of unemployment and poverty. The antidote to these challenges would be a rapid entrepreneurship drive among people most affected that would cause them to mind their own business” and become “masters of their own destinies. Given the complexity and massiveness of the challenges, the conclusion shows that a pragmatic solution is required. Therefore, the emancipation of entrepreneurship development in South Africa townships needs attention. - Description: Recent studies highlight the importance of improving governance and ethics in public entities, especially in Africa. However, doing so requires an understanding on what forms governance and ethics in public institutions, particularly at a national level. Such considerations necessitates that some focus on continental and world institutions, such as, the African Union and the United Nations. These institutions have been in existence for a number of years with mandates of improving member states governance and ethics, as well as, service delivery to the public. As such, this research primarily focuses on understanding the roles played by the AU and the UN in shaping governance and ethics to member states, as well as, of its employees. The focus of this inquiry was to understand individual narratives about how working for public institutions on a daily to day basis influences governance and ethics understanding and application. Therefore, in order to properly analyse the narratives from respondents, the study applied an inductive and qualitative approach in order to explore how the AU and UN systems influence governance and ethics for member s states and employees. Data was collected through semi structured interviews with UN and AU officials, as well as public servants of member states for those organisations. The study made use of a thematic analyses method of interpreting data. A total of six major themes emerged, they are as follows: ethics a part in governance; effectiveness of AU and UN systems; disciplinary role; ethical guidelines and standards influence on public sector; member states adherence to the UN/AU ethical conduct; and implementation gaps in ethical guidelines within member states. Interviews were conducted in four countries namely; South Africa, Tanzania, Mauritius and Botswana. Findings from the study pointed that the AU and UN systems have loopholes in dealing with issues of governance and ethics. Moreover, member states respondents also pointed to the loopholes in those two organisations. The research suggests that member states should tighten their public entities ethical compliance assessments and follow suggestions from the UN and AU. - Description: This study analysed the schooling outcomes of the Eastern Cape Department of Basic Education in the period heading into the second decade of democracy. The main objective of the thesis is to discover what constitutes the education production function of the Eastern Cape schooling system. In an attempt to reach this objective, the study adopted an education production function approach to answer the questions of what constitute the Eastern Cape education production function, what the effects are of the Dinaledi policy interventions on learner performance and the effects of district size on schooling outcomes. The main focus of the constituents of the production function is on the level of the former Bantustan penalty and Department of Education and Training (DET) penalty in relation to former White schools; as well as the quality of educators in the province. The Ordinary Least Squares (OLS) and quantile regressions were used to analyse the data and the Annual National Assessment (ANA) represented schooling outcomes and was estimated against school, educator and community characteristics. The results indicated a strong relationship between schooling outcomes and the school inputs that were used in the study. The effects of the Dinaledi intervention programme were analysed using the grade 12 panel data for the period from 2008 to 2013, where event dropout rates represented schooling outcomes. The findings that emerged from this study indicated that this programme provides a model that can improve the Eastern Cape schooling outcomes. The effects of district size on schooling outcomes were analysed with the regression discontinuity design technique and this revealed that district sizes have an impact on schooling outcomes. Overall, the results suggested that White schools perform better than their counterparts; that placing schools in quintiles is a good policy intervention; and that educator quality is associated with schooling outcomes. The key findings from this research were the continuing existence of the apartheid legacy in Black schools; poor educator quality; an inappropriate language of instruction; gender inequalities in performance and an uneven distribution of schools in districts. The recommendations for this research are to pay more attention to the improvement of educator quality in terms of educator qualifications, training and remuneration; implement a programme like the Dinaledi programme to all schools, as it provides resources to schools; and enforce the district size as informed by the district act so as to improve the support that district officials give to schools. , Thesis (PhD) -- Faculty of Management and Commerce, 2015

The study is located in the field of public administration. A transformational mixed research design was employed in the collection, analysis and interpretation of the field data. The study involved farm employees in 21 A2 farms that use agro-chemicals to enhance farm productivity. Non probability sampling techniques were employed to select the participating farms. Interviews, questionnaires, literature search, and observation where the main data collection instruments. A total of 150 purposively selected employees drawn from 21 participating farms participated in the study. The findings of this empirical study, which uses the terms I, the researcher, and the study interchangeably, were that there is poor use and management of agro-chemicals in the area. Most farm employees do not adhere to instructions on use and disposal of the chemicals and there is a weak monitoring and evaluation of the use and disposal of agro-chemicals on the farms. Yet, most of these chemicals are carcinogens. Farm employees need to be trained on personal and public health implications of poor management of agro-chemicals. Labels on containers that store chemicals need to be written in both English and vernacular, which is not the case in the district. Labels on most of the chemicals on the farms studied are written in English and technical terms are used. Performance-based strategies for improving service quality in electricity regulation in developing countries: the Nigerian experience

- Description: Service quality is a relatively new concept in the regulatory lexicon. It has emerged as a critical factor in post-reform regulation of electricity distribution networks and it is a multi-dimensional concept in regulatory policy that connotes standard of performance in service delivery. Regulators establish performance standards by defining clearly the quality of service the customer deserves given the price paid. It is in recognition of the fact that customers are highly sensitive to the level of service delivered to them, and they value the speed and accuracy with which their requests are handled that have made service quality critical in the electricity value chain. The level of quality provided to individual customers is generally distributed over a range of values. Hence, regulators are mainly concerned with the protection of the worst-served customers and the possibility that a group of customers might receive unacceptably low levels of service quality. The major objective of this study is to ascertain how service quality regulation can improve electricity distribution in Nigeria. In doing this, the research gave a general overview of the study as an introduction in chapter one; it went on to review the available literature in chapter two. Chapter three conceptualizes the framework of the study by identifying the New Public Management (NPM) as a catalyst for effective regulation, followed by a case study of the Nigerian Electricity Regulatory Commission in chapter four. In chapter five, the study employed the Likert attitudinal scale sampling technique and the Data Envelopment Analysis (DEA) as the methodologies for data analysis in the research. The data presentation and interpretation were carried out in chapter six by presenting the results of the customer survey and outlining the key performance indicators (KPIs) based on the following three areas of service quality: technical indicators, financial indicators and customer-service indicators, which finally dovetailed into the summary, recommendations and conclusion in chapter seven. The performance of the privatized DISCOs was assessed by means of descriptive analysis by administering questionnaires, trend analysis and technical efficiency estimations using the Data Envelopment Analysis (DEA) techniques. The estimates were carried out by means of the Frontier 4.1 software and were based on three assumptions of returns to scale. The findings revealed that the average industry performance for DISCOs dropped from 95% before privatization to 82% after privatization. This relatively poor performance may well have been caused by the reluctance of the private investors, who now own majority shares in the DISCOs, to invest in the retrofitting and upgrading of the network infrastructure existing before they took over. The implication of this finding is not a condemnation of the recentlyconcluded privatization of the power sector in Nigeria, but probably the private investors’ desperation to recover their investment at the expense of public interest for quality service given that most of the investors acquired the utilities with shortterm funds. , Thesis (PhD) -- Faculty of Management and Commerce, 2015
