- Description: Just as conflict is part of everyday life, mediation can and is practiced everyday and everywhere. It is a way of reaching decisions in a cooperative, non-hierarchical way, allowing for clear and open communication processes. Conflicts can be resolved in a formal manner through courts, arbitration, ombudspeople, diplomacy and mediation, or an informal manner through friends, colleagues, religious and community leaders, and dialogue. The way in which people resolve their disputes has an impact on how societies and institutions are governed. The war in Bakassi has taken its toll on the people of that area for several years now and has witnessed people from Bakassi facing some of the worst effects of armed conflict known to man. This study investigated the use of international mediation in the management of intractable conflict with a specific case study on the Bakassi peninsula conflict between Cameroon and Nigeria. It focused on the mediation process as a conflict management technique in relation to the international relations theories which has been used as a basis for conflict resolution practices. The researcher conducted a document review, content analysis on selected documents and this was supported by strategic interviews. The findings as well as the researcher‘s recommendations are discussed in the study in order to assist the future work of conflict management specialists and other stakeholders who have devoted their efforts to the recovery of areas emerging from conflict.

Traditional and cultural practices and the rights of women : a study of widowhood practices among the Akans in Ghana

- Description: The study investigates the human rights violations that underlie widowhood practices in Cape Coast and Komenda in the Central Region of Ghana. Review of the relevant literature on widowhood practices suggests that widowhood practices are a global cultural phenomenon, which is not confined to Sub-Sahara Africa. A survey of relevant studies on the phenomenon suggests that there are two competing perceptions on African widowhood practices: (1) a dominant negative perspective and (2) a minor positive perspective. The dominant negative perspective, which receives overwhelming research attention, focuses only on the negative characteristics of widowhood while the minor positive perspective which receives scanty research attention, rejects the criticisms levelled against widowhood practices as being externally influenced by Christianity and Western Feminism. Various stakeholders within the Akan community were given an opportunity to retell their own versions of widowhood practices. In order to achieve this purpose, the research extracted competing narratives from all the multiple sample subgroups of the proposed study: widows; widow family heads; chiefs; widowhood ritual practitioners; elderly female supervisors of widowhood practices; an official from the Commission for Human Rights and Administrative Justice (CHRAJ); an official from the Ministry of Women and Children Affairs (MOWAC); and an official from the Domestic Violence and Victims Support Unit (DOVVSU) of Ghana. The study found out that despite legislative intervention and policy frameworks, the practice still persist among the Akan communities in Ghana. The reasons for the continued existence of such rituals are explained followed by recommendations for possible solutions.

- Description: South Africa is endowed with a well-developed and regulated financial system which compares favourably with those of other developed economies. Therefore the financial sector is intended to play a significant role in supporting the real economy, by enhancing trade and stimulating economic growth and development. Despite the existence of a stable, developed and well-regulated financial sector, the South African economy has experienced current account deficits for the past 10 years and economic growth rates have mostly trailed behind the targets prescribed by the socio-economic programs formulated and implemented since 1994. To solve the trade – financial development – economic growth nexus problem, most studies have focused on other countries while research studies on South Africa did not explicitly investigate the trade – financial development – economic growth triangle, the linkage which failed to yield the desired outcome for South Africa’s post 1994 era.Therefore, this study employs Cointegration Vector Autoregressive (CVAR) methodology to investigate the relationship between trade, financial development and economic growth in South Africa. The unit root test revealed that the variables considered in the study are I(1) variables and the Johansen cointegration test justified the existence of a long run relationship among the variables. The empirical findings indicate that imports and financial development are positively related to exports whilst economic growth is negatively related to exports. The VAR Ganger causality test has shown that there is a uni-directional causality running from financial development to economic growth, exports and imports and that imports Granger cause exports. The results of this study form the basis for further investigation into the non-performance of exports and economic growth in the nexus. The research study opens up new policy insights by suggesting that financial policy can be used to be more supportive to the production of intermediate and finished products destined for both international and domestic markets.

- Description: This study seeks to find out what the understanding and adoption of e-finance is by small and medium enterprises (SMEs). The study defines the concepts related to efinance namely, e-services and micro-finance and well as other related IT for development concepts. Firstly, the study identifies benefits of adoption and use of efinance as decreased transaction costs, increased access to financial information and increased access to financial products and services. Secondly the barriers to the adoption of e-finance are identified as poor privacy, security and safety; poor IT telecommunications infrastructure; uncertain IT regulatory and policy and low T training and skills. The results produced by the study confirm a high understanding of e-finance amongst SMEs and all benefits and barriers are confirmed except for one, decreased transaction costs. The study recommends that further research be conducted on this benefit as it may no longer be relevant, especially for developing countries. Limitations of the study include the relatively small sample size and snowballing sampling method used.

- Description: Lack of capacity in the former black areas of South Africa, including lack of proper infrastructure has proven to be one of the problems the country is facing. The apartheid system did not only separate the different racial groups in geographical terms, but also prevented black communities access to infrastructural services. Number of strategies have been undertaken to address the issue of infrastructure gap including Infrastructure Development Act signed by former President Jacob Zuma in 2014, the act was aimed at coordinating and facilitating public infrastructure development. Infrastructure development is significant to the National Development Plan, therefore greater levels of investment in infrastructure will continue into the future. An amount of R379 088 000 000 has been invested in infrastructure development in South African municipalities over the period of three years from 2015. The purpose of this study is to identify critical success factors of infrastructure development projects and to understand what is meant by the term project success in the local government context. The critical success factors in infrastructure development investigated in this study were identified through reviewing the existing literature on critical success factors from 1960’s to 2015, together with relevant municipal frameworks. A questionnaire was developed, focusing on factors for successful delivery of infrastructure development projects, interviews were conducted with Ward Councillors, Integrated Development Plans and Built Environment Performance Plans officials to investigate the meaning of project success in local government context. The study suggests that a project success definition in terms of local government should include community satisfaction, fulfilment of strategic objectives of the municipality and the completed project should serve the purpose it was intended for and must be bringing social change to the area it is being implemented in. The study finds no significant correlation between project success and identified individual critical success factors; however, it has been discovered that risk management, as one of the factors, has a significant positive correlation with other factors.

- Description: “It should not be forgotten that this ideological contribution impacted itself in a very real way on the whole national and democratic movement. It helped transform the ANC from its early beginnings of petition politics into a revolutionary nationalist movement.” Joe Slovo (in a speech delivered at the University of the Western Cape to mark the 70th anniversary of the SACP, 19 July 1991) At the time that the late Joe Slovo, former secretary of the South African Communist Party and former Minister of Housing in the first Government of national unity, made the speech the former party had about a year of legal existence inside the country after President FW de Klerk had unbanned all previously banned political parties in February 1990. Indeed the unbanning of political parties in South Africa was preceded by cataclysmic events in both Soviet Russia and Eastern Europe. General Secretary Mikhail Gorbachev who was leader of the Soviet Communist Party was at the helm in Moscow. He introduced a number of policies whose main objective was to democratize Soviet society and do away with some of the undemocratic practices that were always associated with the policy of communism. Consequently, there was much talk about glasnost (openness) and perestroika during the period of President Gorbachev’s rule of Soviet Russia. The two policies were the main feature of his quest to modernize Soviet Russia and gradually move away from communism. The collapse of the Berlin Wall in 1989 and the fall of Nicolai Ceausescu in Romania and the disintegration of other East European countries like Yugoslavia signalled a death knell for East European socialism. The foregoing events also implied that the era of the Cold War between the West (led by USA, Britain, and West Germany et al) and East (led by the USSR, Poland, and East Germany et al) was over. The Cold War was a period of tremendous tension as Soviet Russia sought to spread its system of communism to Third World countries in Africa and South America. The West for its part tried to counteract by supporting forces which were opposed to communism in these countries. One can cite the example of Angola where Soviet Russia supported the Popular Movement for the Liberation of Angola (MPLA) led by Augustinho Neto which had adopted the system at the independence of the country in 1975. Jonas Savimbi led the Union for the Total Independence of Angola (UNITA) which was opposed to communism and was supported by South Africa and other Western countries which were also opposed to the system of communism. In essence the Cold War was a contest between the West and the East in gaining converts to their respective belief systems. The collapse of communism was viewed by the West as triumph of its own belief system and the confirmation of the failure of communism. It is against the backdrop of these foregoing events that the South African Communist Party was unbanned together with other erstwhile banned on the 2nd of February 1990.The SACP which had much influence in the ANC in the late 1950s and early 1960s and much of the time the parties were in exile was unbanned against the backdrop of the foregoing events. Of interest to observers was whether the party after it was unbanned would be able to exert the same influence it did on the ANC during the time in exile. Would the SACP take over from the ANC after the democratic transition and impose a socialist state in South Africa even if globally the trend was to move away from communism/socialism? Would the ANC itself follow a system which had been shown to lack the ability to confront the challenges of the 20th century? Some political commentators viewed the relationship between the ANC and the SACP as that of a metaphorical rider (the latter) and donkey (the former). In essence they argued that the SACP was the one determining the general trajectory of the liberation movement and its economic policies in particular. This dissertation will show that the influence of the SACP within the Tripartite Alliance in general and the ANC government in particular swings like a pendulum. It depends on who is in charge as president of the ANC. Before and during the exile years as the ANC was led by the late Oliver Tambo, the party enjoyed relatively better influence within the former organizations. The two organizations co-operated well in many ventures like the Defiance campaign, drafting of the Freedom Charter and the establishment of Umkhonto Wesizwe in 1961. During the presidency of Nelson Mandela most SACP members were in the first democratic cabinet though they did not exert as much influence as would be desirable. The main economic policy that the ruling ANC advocated was under the umbrella of what was termed the Reconstruction and Development Programme (RDP) and was not even the brainchild of the SACP but of the Congress of South African Trade Unions (COSATU). In 1996 Thabo Mbeki, then deputy president to Nelson Mandela, came with the neo-liberal policy of Growth, Employment and Redistribution to try and salvage the South African economy which at the time was not performing at its best. Not only was GEAR unashamedly neo-liberal, it was also done without consultation of the SACP by its alliance partner the ANC. This engendered palpable tension within the alliance and led to name-calling from the party which derogatively referred to all the advocates of GEAR as the ‘Class of 1996’. The tension between the SACP and the ANC continued until former President Thabo Mbeki and his ‘Class of 1996’ were ousted from office in the 2007 ANC Polokwane elective conference. After the Polokwane conference, Jacob Zuma who had been Thabo Mbeki’s deputy president in both government and the ANC, assumed power. Zuma did not deviate much from the policies that were adopted by his predecessor though the SACP had played a significant role in bringing him to power. Just like Mbeki and Mandela before him, he had a number of SACP members in his cabinet and, in his case, some of them in key cabinet posts like Ebrahim Patel (a member of the SACP) who serves as Minister of Economic Development. Though he has these staunch members of the party in his cabinet, the Zuma administration has been able to adopt a neo-liberal economic policy which it has termed: National Development Plan which has been criticized by communists as no better than GEAR. This dissertation will show how the party sometimes struggle and sometimes wins that struggle to influence government policy.

- Description: This treatise explores the social and political identity of coloured women in the Nelson Mandela Bay Metro (NMBM) with the intention of understanding why some stereotypes of coloured women‟s identity have endured since colonialism in South Africa. Topic selection was stimulated by heated public response to a newspaper article (“Jou Ma se Kinders” (Your Mother‟s Children), (Roberts 2011: http://www.lifeissavage.com/) which negatively labeled and pigeon-holed coloured women‟s identity. With the notable exception of the Saartje Baartman story, most text selection in the Literature Review (Chapter 2) was informed by research in the Western Cape because studies have a patriarchal bias and there are scant records of coloured women‟s lives and identity in the East Cape, Port Elizabeth and the NMBM. The study includes select readings of literary theory and South African fiction from which examples were chosen to illustrate the longevity of stereotypes attached to coloured women‟s identity. Commemorative narrative highlights the role coloured women played and continue to play as their alternative histories or counter narratives embed alternative histories in group identity. A comparative historical analysis of racist and gendered policies and practices contextualises the social construction of coloured women‟s identity from the colonial period to the present time and a focus group discussion among ten female evictees from South End and Richmond ] Hill in Port Elizabeth (PE) generated rich details of coloured women‟s lives and experience in Port Elizabeth and the NMBM. Findings are captured in four themes: Living, Loving and Laughing; Religion and Resistance; Hardship and Trauma and Identity and Ambivalence. These themes highlight nostalgia, courage and humour; the special role played by religious affiliation and coloured people‟s successful resistance to the demolition and deconsecration of places of worship in PE together with pride and a sense of achievement which continues to influence coloured women‟s political identity in the NMBM. Police brutality, everyday racism and sexism, the impact of apartheid on matriculants and the influence of petty apartheid on coloured women‟s lives and identity, as well as participants‟ contradictory perceptions of their post-apartheid social and political identity which continue to be defined by a deficit discourse, are discussed and described in Chapter 4. Focus Group findings locate coloured women‟s identity in a milieu of racist and gendered laws, policies and practices. It is suggested that sexualised stereotypes of coloured women‟s commodification and second class status persist regardless of the South African transition to a constitutional democracy. Evidence is presented of coloured women as bounded storytellers who create a counter narrative to apartheid justification of forced removals.It is suggested that the counter narrative is a vehicle for group support, affirmation and the recovery of roots, identity and post apartheid heritage including records and memorabilia displayed in the South End Museum. As the field is under-researched it is recommended that further research should be conducted to include studies of the social and political identity of an expanded sample of coloured women representative of diverse ages and backgrounds in the rural and urban areas of South Africa.

- Description: South Africa achieved its formal democracy through a negotiated settlement in 1994. Formal democracy focuses on liberty, rights and basic freedom such as freedom of speech, and the right to vote, amongst others, while substantive democracy focuses on equality, social justice, and the area of economic rights with a focus on reduction of poverty, unemployment and increased equality. It is within the substantive democratisation theoretical framework, that South Africa’s democratic achievement has not necessarily been as great as its political achievements in constructing a constitutional democracy. This is evident in the continued patterns of racialised inequality and poverty, as well as the increase in service delivery protest action, which can destabilise the democratic success achieved in 1994. The objective of economic development is to create an environment where people can enjoy economic stability, job security and health, and lead productive lives, on one hand. On the other hand, political development seeks to create an environment where people can enjoy peace, rule of law and freedom. Politics and economics therefore go hand in hand to attain wealth benefits for people and create a sufficient level of political stability within a transitioning context. South Africa has made some strides towards getting political stability and a democratic state, but much still needs to be done to reduce poverty, unemployment and inequality. Hence an argument stressing the need for a Second Transition or Economic CODESA has recently entered the sphere of political public debate. This project seeks to deconstruct and explain the discourse of the Second Transition and Economic CODESA. The studies found that centre to this debate are key redistributive issues. Poverty, inequality and unemployment are key substantive challenges that have the potential to undermine political stability if they are not effectively dealt with.

- Description: The African Union’s role in the formulation and the implementation of the Arusha Agreement in Burundi has been hailed as a hall mark of success for the organisation’s conflict management on the continent. A decade and a half later Burundi once again finds itself at the precipice of civil war due to the controversy surrounding President Pierre Nkurunziza’s election to a third term in office in 2015. At the time of writing, the mediation efforts are tethering on the brink of failure. The African Union’s response to the political crisis in Burundi has been characterised by policy incoherence, reversals and ineffectiveness as member states have not committed to a particular strategy. This study explores the underlying factors that resulted in the failure of the African Union’s mediation efforts in Burundi by analysing the contingency framework for mediation by Bercovitch Anagnoson and Wille (1991: 11) with specific reference to the eight context variables. The study seeks to understand the failure of mediation in the context of the African Union’s previous success in mediating the signing of the Arusha Agreement. The study reveals that the competing and contradictory narratives surrounding the mediation and the conflict played a significant role in influencing the outcome of the mediation. The study concludes that mediation remains a relevant conflict management strategy for the African Union. The normative framework of the regional organisation however must be shifted to reconceptualise the principle of sovereignty in responding to electoral based conflicts.

- Description: In order to eradicate the legacy of the past, the South African democratic government adopted a developmental approach to local government. The White Paper on Local Government (WPLG) (1998:17) defines developmental government as government committed to working with citizens and groups within the community to find sustainable ways of meeting their social, economic and material needs and of improving their quality of life. A developmental approach aims at enhancing the skills and capacity of community members by promoting their own development process (Theron, 2005a: 120). South Africa made provision for an Act of Parliament to authorise the establishment of a cross-boundary municipality. The Municipal Demarcation Board, after initial research, noted that there are a number of areas in South Africa where large tracts of land, including a number of different communities and settlements, straddle provincial boundaries. A cross-boundary municipality refers to a situation where parts of a local municipality are located within the borders of two different provinces. For example, in the case of Merafong, the smaller part in the south was located in North West Province and the larger part in the east was located in Gauteng Province. This in effect meant that the governance of these municipalities was a shared political and fiscal responsibility of two different provinces. The aim of the study was to determine the impact of public opinions on post-violent protest recovery processes in the Merafong Local Municipality. Both qualitative and quantitative approach was followed that included a review of documents from public administration and conflict theories literature; discourse analysis of interviews with municipal officials and councillors, and community members. The document review included a review of municipal documents that incorporated demarcation or describe development and use of public participation. It also included the legal frameworks and statutory requirements for community/citizen participation. The key findings of the study indicated contrasting views between the community and the municipality perspectives in particular with regard to the role of the community during the prioritisation of needs and the decision-making processes. The researcher concluded that in order for community participation to have maximum impact, local government is obliged to create an enabling environment for participation which includes amongst others addressing the institutional obstacles and the capacity gaps within the community. The researcher finally recommended that these roles be implemented, evaluated and integrated in the current performance management system of Merafong Local Municipality.

This study investigated the role of the Municipal Public Accounts Committee in the financial management of the Intsika Yethu Local Municipality. Particular attention was paid to the various roles played by the Municipal Public Accounts Committee making a contribution towards improving municipal financial management.

- Description: In many developing nations, the majority of poor people live in rural areas. Yet, most of them do not have access to financial services needed to sustain their living standards. Poverty remains high in many developing nations, despite numerous non-government and government efforts to alleviate poverty through microfinance. Further, poor people are not unique to rural areas; they are present in urban areas too. Poverty remains prevalent and much remains to be done to improve the quality of life for the poor people. This study examines the role of Microfinance Institutions (MFIs) in poverty alleviation for both rural and urban areas of Limpopo Province. This study was aimed at investigating how MFIs are benefiting low-income earners in the rural and urban areas of Limpopo Province. Mopani District in Limpopo Province was the study area. Forty five MFIs clients were interviewed as well as ten MFIs in the. This study adopted a mixed research approach. Primary data was collected through structured and semi-structured questionnaires, while secondary data was collected from published and unpublished materials. The findings of the study revealed that MFIs operating in Mopani District only provide credit facilities to their clients. The services are provided to all gender, salary earners, pensioners and residents of both rural and urban areas. The interest charges on the credit ranged from 5% to 40%. The collateral security required was certified ID, payslip, bankcard, and proof of residence and personal assets. The study established that those clients that accessed loans from MFIs were able to improve their standard of living through start up and expanding their businesses, paying school fees, building and improving their house and affording private health facilities. The research found out that there are challenges faced by both MFIs and MFIs clients. MFIs indicated that they faced challenges such as increased competition, lack of information about the client, profit performance and attracting low –income clients. However, the clients indicated that MFIs charge high interest rates. The respondents recommend that MFIs could lessen interest rate, increase on the amount given as loans to their clients and assess repayment capabilities before offering loans. For MFIs client’s respondents recommend that to improve the standard of living clients could get investment opportunities.

- Description: This report examines the role of FDI in economic growth in Namibia using annual time series data from 1980 to 2012. The relationship was explored using the VAR framework, in particular, the Granger causality. Impulse response functions and forecast error variance techniques were used for analysis. The results show that there is a positive relationship between FDI and economic growth in Namibia. The study then concluded that Namibia need more investment in other sectors such as education taking into consideration that most foreign capital is directed into the mining and manufacturing sectors. However, Namibia does not have all the necessary skill to be able to sustain the growth in GDP as a result of FDI. The study further suggested that Namibia can take advantage of export-led growth because of the positive relationship that exists between growth and export. However, there is great need to improve and diversify by focusing on exporting semi-finished and finished manufactured products instead of solid minerals and primary products that are of low value. This will enhance competitive advantage on foreign markets.

- Description: The levels of crime and violence in South Africa seem to go hand in hand with the increase in the number of police practitioners. However, despite all the work going into it, “nothing seems to reduce the general trend” (Burger 2007:1). Domestic violence, for instance, is one of the major challenges practitioners are faced with on a daily basis at all levels in South Africa (Bendall 2010:100). Nonetheless, the country has yet to recognise this specific type of violence as a crime in their official crime statistics (SAPS 2010). Domestic violence has, in fact, struggled to become recognised as one of the most serious types of crime in today‟s society. This might be explained in terms of the developments that have occurred – both in international research and in the domestic realm – especially in terms of the ever-changing nuclear family. However, this could also be explained in the way such violence is treated by the South African Police Service. Nonetheless, it appears that a significant amount of research has been undertaken on the nature and impact of domestic violence, including the various responses and strategies to its management. However, it seems as though no-one can come up with a proper solution to this problem. In terms of violence in general, a number of different researchers in the field have suggested possible explanations to the problem. Burton, for instance, explained violence in terms of the neglect of basic human needs, the need for identity and the need for control. This author suggested that if these basic needs are frustrated, violence could be expected to occur, including violence within the family. Moreover, some violent behaviour could be described in terms of a loss of control of the situation and the management thereof. It is especially in these circumstances that conflict management techniques are to be highly recommended. Mediation – or facilitation – collectively referred to as restorative justice – is an example of such a technique. However, the question of whether or not to include mediation has been subject to much discussion amongst scholars in the field. As one of the main roles of the police is to prevent violence, and to protect the citizens from harm, it would be appropriate for the purpose of this study, to focus specifically on the SAPS and their response to cases of domestic violence. Their lived experiences are evaluated in terms of the existing legal framework, as well as in the light of other empirical research.

- Description: This research study sought to provide a primary base from which key strategies can be developed to address the gangsterism, drug and violence challenges in Gelvandale, in an effort to bring about peace and stability in this community and the surrounding areas. It also examined at the relevance of conflict management in response to gangsterism and the daily struggles of NGOs and the community. Gangsterism and violence in the Northern Areas have evolved in the last decade to an extent where the police sometimes fear to go and investigate. This problem stems from decades of socio-economic difficulties and a struggle for a better life in the Coloured community. The Group Areas Act of the 1960s still affects people of colour and marginalises them greatly. It is important that Gelvandale and the surrounding areas be recognised as the heart of the gang problem in the EC and that it demands the urgent attention of policy makers, law enforcement and civil society. Many organisations like ES are doing their best to bring about peace in the Northern Areas but it is difficult without the full support and cooperation of the community and especially the police. It is recommended that NMU work together with NGOs and NPOs to give them guidance and training sessions on negotiations, mediations and facilitation. The Northern Areas has a protracted political and social history which deserves more attention, acknowledgement and direction from authorities, policy makers and researchers.

- Description: In recent years, the relationship between electricity consumption and economic growth has been examined extensively in numerous countries. While there is high consensus in the scientific sphere on the interdependence between electricity consumption and economic growth, recent literature suggests that there are still competing views on the causal relationship between the two variables. Energy has long been viewed as a vital driving force for economies. However, the crucial role that the energy sector has played during the industrial revolution allowed some authors to consider energy in the same way as the capital and labor factors in the production function. The energy factor is considered essential today in the process of development. Almost everyone agrees on the importance of its contribution to the process of growth and development by considering growth / energy model as an indicator of wealth and a vector to reduce social inequalities. Meanwhile, according to the different scenarios observed, energy consumption may or may not have impacts on economic growth or wealth creation. The problem of access to energy (electricity) in certain regions in Africa (and particularly in South Africa) remains one of the major challenges that require urgent attention over the coming decades. In addition, the lack of consensus among researchers has triggered a shift towards focusing on study methods and techniques used for investigations on the energy-growth nexus. Using R programming for data analysis, this study investigates the asymmetric relationship between energy consumption and economic growth in South Africa by incorporating the following intermediary variables: trade openness, capital and labour. Results suggest that a conservation hypothesis is the most prevailing theory on the causal link between GDP and Energy Consumption in South Africa. This opinion is acknowledged as the growth-led electricity consumption opinion. From an economic perspective, evidence from the research suggests that, without necessarily expanding energy accessibility, trade liberalisation and capital could generate clear gains to South Africa and efforts to promote and accelerate these initiatives should be encouraged. Given the often-competing resource limitation challenges faced by the South African government, as a result of prioritisation, trade liberalisation should be favoured and be given roughly in the range of 1.5 times more attention than capital. Therefore, South Africa may not necessarily need electricity for its economic growth. Although energy consumption has a major influence on economic growth, the latter could also possibly be achieved by increasing trade and/or capital, without any change in energy consumption. Energy conservation policies could be executed with little or no hostile effects on economic growth. As a policy intervention, the research study recommends sustained efforts to strengthen regional integration with the view to achieving trade liberalisation, increasing capital formation and creating greater synergy for economic growth.

- Description: Post 1994, empowerment became the buzz word in the South African new dispensation and has been on the agenda of almost every democratic elected South African President including the current one. However, there is a perceived confusion on the meaning of the word as others believe that is a false affirmative action while others believe that it requires enablers and cannot only be individually driven in the absence of such resources. Empowerment in context refers to a process whereby those who has been denied opportunities in terms of making remarkable life choices gains such an ability in terms of power to improve their living state and of those around them. For women, it is a capacity to be dependent in terms of choices such as economic participation through business ventures or choice of marriage and more. However, the reality does not necessary mean that such choices are liveable. The lack of empowerment of women is strongly linked to socio-economic, political, stereotypic tendencies associated with culture and requires some concerted efforts by all including communities since its manifestation affects families, communities and nations. Its plight is mostly evident in the villages, rural communities and townships and as results has draws the attention of the researcher to establish such factors that hinders empowerment of women in the 22 years of democracy. The aim of the study is to establish whether women in Khayelitsha have been able to realise socio economic gains (i.e. economic empowerment) since 1994. This study intends to do so by examining perception of women regarding factors that hamper their economic empowerment in Khayelitsha, Western Cape. Additional to that, is the perception of how government strategies including policies have enhanced their socio-economic participation or discrimination of women to defeat the notion of disempowerment. It will provide recommendations on how the system can be improved to prioritise the needs of the women and later improve implementation of the women empowerment strategies. A sample of 46 focus group participants were identified and the qualitative research approach was exploited to gain first-hand knowledge of such perceptions. The focus group study found that women empowerment is still a far-fetched dream and cannot be achieved until all barriers are removed. Moreover, the government mechanisms to facilitate economic empowerment of women are not known and does not benefit all women. It has also found out that such mechanisms are not the answer to every woman`s troubles. The study recommends the following: Government should intensify policy implementation and expansion of the programmes to reach those poor women where sometimes information does not come to them. Government should intensify accountability checks especial in the grassroots level where most women are found. Women should be afforded opportunities and support to realise their full potential. Young women should be motivated to inculcate the culture of willingness to learn amongst themselves, by being involved in community projects as volunteers. The culture of “Vukuzenzele” need to be strengthened so that people can move away from the culture of dependency. Women need to be enlightened to be involved in their communities. Communities need to be capacitated on the notion of empowerment against the existing government policies and programmes. In case where policy gap is observed, policy review must be embarked on. The playing field need to level against discrimination by gender and capacitate women to take opportunities in areas that are male dominated. Government agencies need to be visible for communities to know their purpose and roles in making government realise its agenda. Access to finance for women should be prioritised for women to establish or expand their businesses. Lastly, Government need to devise means for people to be at the forefront of their development such that; they make informed choices, identify market opportunities, sustainable products and seek information to generate income through self-employment.

- Description: Parental conflict profoundly affects many children globally and in South Africa. In recent times, both the undeveloped and developed countries have witnessed high levels of divorce cases with a resultant negative effect on the children. Poor communication escalates conflict, thereby affecting the decision making of the parents. The ongoing parental conflict commences before the divorce and it is likely to intensify after divorce if not properly managed or resolved. Private family mediators help the parents to regain trust to enable communication regarding contact and care of their children. Therefore, it is imperative to understand how conflict intensifies in order to manage it effectively as conflict introduces change. Despite, the importance of this type of research, there is still an existence of a gap in the literature concerning the need to inform social workers to consider family mediation as an area of specialisation. This will assist in resolving parental disputes during divorce and ensuring the welfare of the children. This study is going to fill the existing knowledge gap by exploring how family mediators influence divorcing parents to renegotiate on the new roles. In this qualitative study, private family mediators in Port Elizabeth were interviewed, on how they assist divorcing parents to communicate on the care and contact of their children. Purposive sampling and snowball sampling were used to select the participants. Face-to-face unstructured interviews were used to gather thick and rich data which was then thematically analysed. The findings revealed that family mediators helped parents improve parent-child relationships and reduce their parental conflicts. In addition, during orientation the mediators informed divorcing parents about litigation, so that the parents are aware of what to expect in the event of failure to reach a settlement in mediation. Most of the people are unaware of family mediation, opting for litigation which escalates emotions and family members become frustrated affecting the adaption of children. The findings show that the participants were concerned on the way mediation is conducted in Port Elizabeth, as some law professionals referred divorce cases to unauthentic mediators. The lawyers tend to intensify the emotional state of the divorcing parties which escalate conflict resulting in re-litigation. The family mediators reiterated that there is “professional jealous” from the lawyers.
