- Description: The National Department of Health is the executive department of the South African government which is assigned to the national health issues of the country. This research was however aimed specifically on the budgeting process within the Eastern Cape Provincial Department of Health. This was provisioned by assessing the significance of the budgeting system and its correlation to efficient and effective healthcare service delivery. The aim of the research was to highlight on how policies have an effect on the budgeting system at the provincial level, considering the provincial health department is responsible for the provision of publicly funded health services. This research assessed the budgeting system in the Eastern Cape Department of Health in an attempt to propagate effective and efficient health service delivery for the general citizenry. This was a qualitative study design which harnessed the merits of secondary data as the main code of the research design which enabled the comprehension of the budgeting system in the Eastern Cape Department of Health. Data was analysed using thematic analysis to examine the distinctive themes and sub-themes identified from within the reviewed literature. The Eastern Cape Province is succumbing to insufficient funding at provincial level and this has a clear-cut reflection on the administration of services within respective departments, particularly the Health Department. This is despite the fact that the Public Finance Management Act, 1999 promotes the objectives of good financial management aimed at maximizing service delivery through the effective use of the limited resources. Resultantly it was fundamental to comprehend on the issues underpinning the scope of budget reporting as well as budget accountability and the effect it has on service delivery in the Eastern Cape Department of Health. Recommendations were thus given based on the discussed and derived themes to ensure that there is an appropriate budgeting system to ensure efficient and effective provision of health care services in the Eastern Cape Department of Health.

- Description: There is a slow adoption and use of electronic commerce or e-Commerce by Small, Medium and Micro-sized Enterprises based in the hospitality sector (hospitality SMMEs). Only a few hospitality SMMEs that have adopted e-Commerce show the migration of value adding activities to their e-Commerce platforms. As such, this study developed and proposed a model that shows how hospitality SMMEs in the Eastern Cape Province can attain extended e-Commerce adoption and use. Extended e-Commerce platforms are characterised by the institutionalization of e-Commerce that includes Search Engine Marketing activities and/or listing services on intermediary websites, and engaging through social media websites. Tourism and hospitality customers’ information needs and buying behaviour were used to guide the requirements of extended e-Commerce platforms for hospitality businesses. The proposed model outlined factors determining extended e-Commerce adoption, extended e-Commerce characteristics and the anticipated e-Commerce adoption outcomes. The model was evaluated in the Eastern Cape using a multiple-case study methodology. The study’s use of a multiple-case study was applied within the interpretivist paradigm and four cases were considered. Triangulation through document analysis, interviews and observation was used for collecting data regarding factors determining the transition to extended e-Commerce adoption. A questionnaire was used for evaluating extended e-Commerce use. Within and cross-case analysis with the aid of coding was used for data analysis. Data collection and analysis validated the proposed model as a model that shows how hospitality SMMEs can attain extended e-Commerce adoption and use. The proposed model concedes that, successful adoption and use of e-Commerce by hospitality SMMEs would result in e-Commerce adoption outcomes namely online sales, reservations and customer service. These e-Commerce adoption outcomes are the criteria against which the level of extended e-Commerce adoption is measured.

In this study, relevant literature was reviewed. The researcher dwelled on the concept of performance management, historical perspective, elements of performance management and benefits derived from the system. The critical issue that was discussed under this section was the comparison amongst countries. It was evident that there are countries that are measuring both administrative and political arm of government. The data collection instruments that were used were questionnaires and interviews. Questionnaires were distributed to The Secretariat to the National Parliament, Chief Directors, General Managers and Senior Managers. Interviews were held with Presiding Officers: Speaker, Deputy Speaker, Chairperson of Chairpersons, and Deputy Chairperson of Chairpersons, Chief Whips, Whips of Committees and Chairpersons of Committees. A thematic analysis was employed and the Statistical Package for the Social Sciences (SPSS) was used. After analysing the data, the researcher arrived at conclusions and thereafter suggested recommendations. The researcher proffered a model by examining different best models of the world and selecting some of those components. The model indicates performance outcomes, which are; accountability, responsiveness, representativity, transparency and impact as well as parliamentary mandates, which are the Constitutional mandates in a matrix.

- Description: Regardless of the widespread application of analytics to a variety of business measurements, it is noteworthy that the use of people analytics is still no place close where it could be. The main aim of this study is to examine the perceived meaning and benefits of people analytics in selected South African organisations. People analytics is a burning-fresh topic in HR field aiming at using data to make organisational decisions and little has been done in this area especially in the South African context. The study employed qualitative-exploratory design which comprised of 10 senior HR officers from selected organisations in South Africa. From the findings, it shows that the employment of people analytics in South African context is in its early stage and its conception and repercussions are little understood. In addition, there is an accord on its usefulness, however the workforce analytic skills have found to be the major difficulty to foster its successful implementation and adoption by organisations. Because of its qualitative nature, this study had a limitation that it lack representativeness hence the findings cannot be generalised. Research opportunities for future can be quantitative and longitudinal research to objectively ascertain the extent future employability of people analytics.

- Description: This study examines issues surrounding efficiency in the Zimbabwean health sector with specific emphasis on for-profit hospitals in order to find out whether they are significantly more efficient than non-profit hospitals. The study attempts to explore the significance of profit incentives on efficiency. This study uses the Data Envelopment Analysis (DEA) methodology to examine hospital efficiency scores for the 100 hospitals in the sample classified as for-profit, mission and public. Outputs of the study include inpatient days and outpatient visits. The number of beds, doctors and nurses were used to capture hospital inputs. The findings indicated that there was a marked deviation of efficiency scores from the best practice frontier with for-profit hospitals having the highest mean PTE of 71.1 percent. The mean PTE scores for mission and public hospitals were 64.8 percent and 62.6 percent respectively. About 85 percent, 83 percent and 91 percent of the for-profit, mission and public hospitals were found to be operating below their average PTE. More than half of the hospitals are being run inefficiently. Of more importance to this study is the fact that the hypothesis of for-profit hospital superiority was accepted implying that for profit hospitals are significantly more efficient than the non-profit category. The study indicated that the amount of inputs being used could be decreased substantially without decreasing the quantity of outputs achieved. In each of the hospitals included in the study, the total input reductions needed to make inefficient hospitals efficient are more than 50 percent. These input savings could go a long way in achieving other health concerns without mobilizing additional resources in the sector

- Description: The primary objective of this study is to investigate the nature of the relationship between bank efficiency gains and access to banking services in South Africa. The importance of making such an enquiry arises from the fact that various studies have identified access to financial services as an important vehicle for lifting the poor out of poverty. In particular, there is concern that banks` appetite for better scores on efficiency has the potential of reducing access to services for consumers particularly the low-income clients. The study attempted to answer two central research questions: Firstly, does the quest for banks to improve efficiency preclude access to banking services for some group of consumers? Secondly, do bank efficiency gains necessarily translate to improved accessibility to banking services? The researcher applied a two-stage methodology approach. In the first stage, the Hicks-Moorsteen aggregator functions were used to generate and decompose total factor productivity (TFP) into several efficiency measures for a panel of eight South African banks. First stage results revealed that the average banking sector total factor productivity efficiency (TFPE) was 59 percent implying that the observed TFP was 41 percent short of the maximum TFP possible using the available technology. A further comparison of performance revealed that large banks were better performing than small banks in terms of TFPE. Apart from estimating and decomposing TFP indices we needed to determine if there was a statistically significant change in the TFPE of South African banking system as a result of the global financial crisis. A general analysis of the generated scores showed that TFPE clearly decreased during 2008-2009, the period that coincided with the global financial crisis. We then used the Fixed Effects Model (FEM) in the second-stage analysis to examine the link between banking sector TFPE and access. The FEM was utilised to take account of bankspecific heterogeneity. The obtained results indicated existence of a positive and significant relationship between banking efficiency and access to banking services. This study suggests that banking sector efficiency plays a crucial role in promoting access to bank services in South Africa. We therefore underscore the need for all banks to attain and maintain high efficiency in order to augment government efforts towards improving accessibility for the unbanked South African people. We also found evidence similar to that reached by Kablan (2010) that an increase in the rural population is associated with a reduction in access to bank services. From this result, we speculated that banks are somewhat biased against providing their services to the general rural populace. Since the rural-population variable exerted the greatest marginal impact on access we suggested that perhaps investment in rural infrastructure would help broaden access and so improve financial inclusion on a larger scale. Finally we also investigated the link between banking sector efficiency and unemployment in South Africa. Of paramount importance in the second stage analysis was that we found a negative and significant association between banking sector efficiency and unemployment indicating that employment is influenced, inter alia, by the efficiency with which banks operate.

- Description: This study examined how financial management decisions are made by small and medium enterprises (SMEs) in the Buffalo City Metropolitan in Eastern Cape, South Africa. The study aimed at discovering SME awareness on financial management practices. The financial management practices address issues on capital budgeting, working capital management, capital structure, financial reporting and analysis. The study, therefore, hypothesised that SMEs were not aware of the sound financial management practices. It was also intended in this study to examine the relationship between employment of sound financial management practices and firm financial performance. Subsequently, the study hypothesised that the employment of sound financial management practices by SMEs did not significantly affect their financial performance. The results obtained in this study revealed that SMEs were aware of the sound financial management practices that could be employed to yield high financial performance. However, the results also revealed that most SMEs were not employing qualified personnel and this in turn had an effect on the effectiveness of the financial management practices that the SMEs utilised. The findings also indicated that the employment of sound financial management practices did significantly and positively affect the financial performance of SMEs. The study recommended that SMEs could increase their chances of financial survival if they employ sound financial management practices. The study also gave recommendations to the South African Government to provide effective facilities and services to SMEs and help sustain them because they are important in the economy. Lastly, the study recommended financial institutions to relax their credit granting policies so that SMEs could access funds.

- Description: The housing delivery topic is frequently dredged to the surface of media focus by tragic phenomena such as the destruction of lives and properties by storms and fires and also at the hands of the police during demonstrations. This study which is exploratory in nature and adopted an interpretive research philosophy aimed at investigating the housing delivery challenges encountered by Ekurhuleni Metropolitan Municipality (EMM) with the objectives of illuminating the challenges, establishing the role EMM play in housing delivery and providing recommendations that would assist in ameliorating the challenges. It utilised a qualitative methodology involving indirect observation which included the use of questionnaires and interviews and a purposive sampling method where fifty eight participants comprising employees of EMM, Councillors, Community leaders and Community members were selected. The data were analysed in Microsoft word using thematic analysis and a pilot study was used to pre-test the objectivity, reliability and validity of the data and also to improve the success and effectiveness of the investigation. Overall, the results suggested the main causes of the housing delivery challenges to be predominantly a combination of population growth, the unavailability of land, corruption and government policies. The key findings that emerged for the amelioration of the challenges were the formulation of a coherent housing strategy, the need for the government to pursue housing policies that are comprehensive and effectively integrated with broader socioeconomic objectives and also the need for the government to be fully attuned to the necessity of reconfiguring housing policy as part of its mechanism for managing the economy. The general focus of the recommendations was on overcoming the housing delivery hurdles. In recommending future research, the existence of a vast amount of new knowledge that still need to be discovered on the housing delivery arena was established and avenues were indicated through which the knowledge can directly illuminate issues central to the theme of this study [housing delivery challenges]. The study will become a landmark and a standard reference in future studies wherein it will also serve as a barometer to test new and contentious ideas and theories encapsulated in issues surrounding the study.

- Description: There were different kinds of imbalances that were created by the past regime in which race and colour were determining factors in terms of access to state welfare. The State Maintance Grant was one of the state welfare interventions where African women did not even know how or where to access the grant. When the Child Support Grant was introduced in 1998 it gave hope to the vulnerable section of the society, the children. The CSG is one of the poverty alleviation programs introduced by the government to target the poverty stricken children of South Africa. This is a means tested program which not all children are to benefit but a certain portion of the society. There are special conditions attached to the grant which require to be fulfilled. These conditions require the child to be fed, clothed, immunized, school needs be paid, and have proper accommodation. This study made use of the Mdantsane Township which is 25 km away from East London city centre as a case study to determine whether the CSG has managed to achieve its objective of relieving poverty among children, given the conditions of poverty and unemployment in Mdantsane. The findings of this study indicate that the people of Mdantsane are still in poverty and the most affected sections remain the children. The respondents indicate that the people are unemployed as a result the CSG seems to be the source of livelihood in these households leaving the children at a disadvantage as the grant is intended for x their own needs. Therefore there is a need to investigate whether the CSG has any impact on the lives of these children. Also since Eastern Cape is known to be one of the poorest provinces, it is important to investigate whether the CSG has become the source of livelihood in some households.

- Description: Contemporarily, one of the major business demands is to extensively understand the impact of technology on the major business strategies and practices. Technologicalship marketing, a concept investigated in this study, emanates from a symbiosis of technology and relationship marketing. Per se, a prevalent area of debate pertains to whether technology promotes or constrains relationships. Outstandingly, this study pursued the technologicalship marketing concept, a new and vital 21st century suggestion in literature (Zineldin, 2000:16). Secondly, against the scarcity of empirical studies in mass marketing environments, the study at hand focused on retail banking client relationships. Lastly, the proposed meta-construct hypothetical model is an essential relationship marketing instrument. The proposed model consists of four major relationship marketing construct categories, namely, personal contact, customer retention, customer switching and relational exchange. At the hand of these constructs, the research primarily aimed to determine the impact of technology on client relationships in e-banking with the focus of closing the gap prevalent in literature on whether technology constraints or supports relationship marketing. The study focused on retail banking client relationships of the four major commercial banks in East London, Eastern Cape, South Africa. A survey was conducted of a sample of 200 clients selected using the convenience sampling method. The study hypothesised that technology is resulting in more transactional than relationship marketing in retail banking by constraining social constructions, customer retention and relational exchange, whilst, promoting customer switching mobility. Through the GLM regression analysis method, findings of the study established that technology was to a larger extent supporting relationship marketing. However, it is envisaged that technology is resulting in the disappearance of human contact which is a critical aspect of relationships. Conclusively, the researcher recommended that the only plausible strategy is to endeavour to integrate the human aspect at self-service podiums e.g. mounting of staff at ATM points, which most banks have been doing.

The importance of Public Participation is that it could help to ensure that the citizens take ownership of processes as an important democratic principle.The imbizo’s as public participation tool and effective communication platform has been proven to be effective. - Description: Local government is an important level of participatory democracy, where communities play an active role not only as the electorate, but also as end-users and consumers, and thereby holding their municipal councils accountable for their actions. Given the above statement, the interim Constitution of the Republic of South Sudan 2011, entrusts local government with the provision of services to communities in a sustainable manner. It also provides for the promotion of social and economic development and the promotion of a safe and healthy environment. This also entails the need for a commitment to service delivery hence, public representatives and public officials must take seriously their obligation to render services to the people that could be in the form of ensuring that refuse gets collected, electricity being supplied and other services rendered which better the general welfare of citizens. There are several definitions of public participation, but it can be defined as a process of empowering citizens by involving them in making decisions on all issues that concern them, which can be political, social or economic. The main aim of this study was to, investigate and identify the nature and extent of integrated participatory planning in Yei River County and the extent to which opportunities for public participation are accessible to the communities. The study sought to investigate: How different stakeholders in the community in Yei River County make use of public participation opportunities during the integrated participatory planning process? As such, the main objectives of the study were to; to assess the existing integrated participatory planning practices in Yei River County, to examine and evaluate how the existing integrated participatory planning practices influence service delivery in Yei River County and lastly to identify the barriers to effective integrated participatory planning in YRC and advance recommendations for improvement. Purposive and snowball sampling methods were used and data was collected from a sample of two hundred and twenty-six (226) public officials, comprising of Local Government officials, County councillors and members of the public. Results from the data collected using open and close-ended questionnaires, showed that public participation is very important in local government planning as it leads to incorporation of public suggestions and interests in the development strategies. The results further showed that public meetings and workshops were the only public participation mechanisms being used by Yei River County. The study therefore recommended among other things that, Yei River County should strengthen public participation in integrated participatory planning by providing adequate skilled human resources and establishing structures, as well as public participation mechanisms at the Payam and Boma levels. It was also recommended that the communities needed to utilise all available mechanisms of participation to ensure maximum participation during the integrated participatory planning processes.

The impact of oil price volatility on economic growth in South Africa: a cointegration approach

- Description: Oil is an essential commodity in the South African economy and a source of energy that is used for electricity generation, heating, and cooking. It is vital for the transportation system on which the very livelihood of the economy depends. 14% of South African primary energy needs are met by oil while 95% of crude oil is imported, primarily, from Saudi Arabia and Iran. This study investigates the impact of oil price volatility on economic growth in South Africa from 1994Q1-2010Q4. The study employs the VECM and shows that there exists both a long run and short run relationship between the following variables: crude oil price, GDP, gross fixed investment, real interest rate and real exchange rate. In a long-run analysis there is a positive relationship between oil price and GDP while there is negative relationship in the short-run. The study also shows that, as an oil importing country, South Africa‟s economic growth depends on imported oil which makes the country vulnerable to oil price shocks. Based on the findings of this study it is recommended that policy interventions should include both monetary and fiscal policies. It is in this regard that promoting a regional integration in order to reduce oil dependence, by optimizing electricity supplies across the region, is essential. This will improve efficiency and, owing to economies of scale, lower generation costs.

- Description: Even though many organizations invest in IT, the value that IT is expected to contribute is still not clearly understood. Researchers agree that IT has become a crucial element to business operations and business existence. However, while there is continued investment in new information technologies and systems, organizations are not certain whether significant value is derived from IT investments. The failure to realize good return on IT investments is ascribed to a lack of understanding of IT by organizations and also the failure by organizations to align IT strategies with business strategies. The lack of alignment leads to the failure to match the right IT to the correct task, which leads to the poor application of systems and poor allocation of human resources to tasks. Therefore, organizations such as Small and Medium Enterprises (SMEs) in particular Boutique Hotels, are noted for their failure to derive better IT value. Their unique characteristics are understood to be influential in the way IT is used and managed by affecting the delivery of value from technology. In order to enable Boutique Hotels to derive more value from IT, the IT governance frameworks, Val IT and CobiT (ITGI, 2007), were examined as these integrate good practices to ensure that an organization‘s IT supports the business objectives. In addition, the Task Technology Fit (TTF) (Goodhue and Thompson, 1995) and Gap Analysis (Heeks, 2001) theories were highlighted as these prescribe the platform ideal for more value to be derived from IT. The current status of Boutique Hotels in Buffalo City was assessed through the use of questionnaires and interviews. The collected data was analyzed and resulted in the development of a model that can be used by Boutique Hotels in order to derive more value from IT and to maximize the use of IT.

- Description: The application of internet marketing techniques has been widespread in the hospitality sector worldwide, with many hotels crafting websites for marketing purposes. However, there is still a debate and speculation on the impact of internet marketing on business performance and profitability. Given the well-recognised value of internet marketing in the hospitality and tourism industry, this study sought to examine the impact of internet marketing on the profitability of the hospitality sector in South Africa and to establish factors which influence internet marketing usage. In order to achieve these objectives, a perceptual survey was conducted in graded hotels and lodges in the Eastern Cape province of South Africa. Multiple linear regression analysis and hierarchical regression analysis were used to determine the relationship between internet marketing and business profitability as well as the relationship between organisational and environmental factors and internet marketing usage. Based on the findings of this study, it is concluded that the use of internet marketing can positively influence business profitability. It is also concluded that internet marketing experience moderates the relationship between internet marketing usage and business profitability. The results also indicate that factors such as technological competence, managerial support, level of star grading and alliances significantly influence internet marketing usage. Thus, from the findings of this study, it was concluded that hotels and lodges can enhance their profitability through internet marketing usage.
