- Description: The main purpose of the study was to assess the challenges faced by the risk management of the Department of Basic Education in the Eastern Cape Province. The study revealed that the department is faced with challenges ranging from: Poor internal controls, lack of appropriate capacity, non-compliance with management policies, high rate of employment, ineffective performance from the managers and there were no punitive measures applied, no adequate systems in place to identify and disclose irregularities and highly distributed structure where the department failed to demarcate its districts as per local government demarcation. From the analysis of the study, the study reveals that the following legislative frameworks were used in order for risk management in the Department to be performed in an effectively and efficiently manner but the Department failed to receive a positive audit outcome. Just to mention the few are as follow: Public Finance Management Act (Act 1 of 1999), Treasury Regulations, The Constitution of the Country and Risk Management Framework. The Department must speed up the finalization of its organizational structure so as to hire required staff for all sections, speed up the cleaning of data in schools, learners and personnel. It must improve efficiency and effectiveness of systems, process and procedures to achieve a better audit outcome. Training and capacitation of staff must be number one in their agenda. Ensure that systems are in place and have punitive measures to employees who contravene Treasury Regulations. The Department’s plan to reduce the number of districts in the near future must be speed up so as to assist the Department in addressing effective controls, accountability and monitoring.

- Description: The Eastern Cape Department of Housing has a constitutional and legislative mandate to provide houses to the poor and disadvantaged citizens living within the province. Parliament must also, according to the Constitution of the Republic of South Africa, 1996, as amended, take reasonable legislative and other measures within its available resources to achieve the progressive realisation of the right of citizens to have access to adequate housing (section 26 (1) and (2)). The commitment to improve the existing housing situation, namely the serious lack of adequate housing and basic services in urban townships and rural settlements, is thus in the first instance a policy matter and secondly a financial matter. However, despite the existing policy measures, such as the Housing Act, 1997 (Act 107 of 1997), the rendering of housing services resulted in uncompleted and defective houses due to inexperienced contractors providing poor workmanship and also corruption in the housing programmes. The rendering of housing services as a functional area has constitutionally been given to the national and provincial legislatures in South Africa. The Constitution allocated this function to the local sphere of government. Municipal authorities are the facilitators of sustainable housing services to (xiv) citizens on behalf of the national and provincial spheres of government. The study was thus conducted within the Nxuba local municipality which is one of eight local municipalities in the Amathole district municipality. The purpose of the study was to evaluate the implementation of the provincial housing policy and to determine the impact of the existing policy on the housing needs of the citizens of the Nxuba local municipality. For this purpose the fundamental and overall study problem was found to be that the rendering of housing services at the Nxuba local municipality is hampered by the implementation of an inadequate provincial housing policy and by incompetent municipal personnel and that these actions do not satisfy the growing demand for sustainable and suitable housing. The hypothesis was furthermore based on the fact that the existing provincial housing policy is inadequate to satisfy human needs and impacts negatively if not harmfully on human well-being. The study revealed that besides the implementation of an inadequate housing policy by incompetent municipal personnel, there are economic, social, political, physical and environmental effects on the citizens. As far as the environmental is concerned, the staging of protest marches resulting in the burning of tyres, rubbish cardboards and road barricades had caused serious air pollution which might lead to the spread of diseases such as TB, cancer and bronchitis when people inhale the poisonous gas evolving from smoke such as carbon monoxide (CO) and sulphur dioxide gases. Secondly, there is an economic impact on the citizens. Houses have been built away from town and people are compelled to commute between the town and their place of residence on a daily basis. With a continuous increase in the petrol price and its associated increase in transportation costs people pay large amounts to get to town. Furthermore the building of the RDP houses frequently comes to a standstill, builders, plumbers and carpenters lose their jobs. People’s income levels fall, impacting negatively on economic activity.

The main aim of this study is to investigate and identify the nature of and extent to which communities are given opportunities to participate in decision-making processes for effective service delivery in Lainya County. The main objectives of the study were to identify the obstacles to community participation in decision-making processes and how communities can be encouraged to participate effectively in decision-making, to meet their needs and interests. It further examines the extent to which communities play a role in promoting effective service delivery through participating in decision-making processes in Lainya County South Sudan. In this study, interviews, focus group discussions and observations were used as the main instruments for data collection on the issue of community participation as a tool for effective service delivery in Lainya County. These instruments are used to determine the extent to which communities are involved in decision-making processes to meet their needs and interests for effective service delivery. Data was collected from County officials comprising of Administrators, Chiefs, Women Associations Youth Associations and opinion leaders using both structured and unstructured interviews, focus group discussions and observations. Emerging from the study is that community participation is an integral part of the County developmental planning process. The study findings suggest that, public meetings, hearings, community workshops and seminars were the main mechanisms for community participation being used by the administrators. The study therefore, recommended among other things that; community participation be encouraged to promote community involvement in decision-making processes for effective service delivery. It also recommended that community participation and involvement be encouraged to initiate community development as it enhances program sustainability and ownership. The study further recommended that the top-down approach to decision making be replaced by bottom-up approaches, which emphasizes seeking communities’ ideas first before any developmental plans take place or are implemented. This study will significantly contribute to effective service delivery in Lainya County in the Republic of South Sudan.

- Description: This study was aimed at assessing the implementation status of the National Decentralisation Policy in Zomba District Council in Malawi given the current situation where the council is operating without ward councilors. It also undertook an exploration of factors affecting the implementation of the National Decentralisation Policy in Zomba District Council and made recommendations which can positively contribute to the effective implementation of the National Decentralisation Policy in Zomba District Council. Using both qualitative and quantitative research design, data for the study was collected using interviews, questionnaires and document analysis. The study found that the implementation of the National Decentralisation Policy in Zomba District Council during the period under study was unsatisfactory. The major challenges to the implementation of the National Decentralisation Policy in Zomba District Council were largely linked to the absence of councilors in the current council setup, violation of legal instruments governing the implementation of the National Decentralisation Policy by the incumbent leadership, lack of political will among the ruling elite to see full implementation of the National Decentralisation Policy, poor performance of structures operating in place of ward and council committees and inadequate finances at the disposal of Zomba District Council. The study concluded that Zomba District Council needed ward councilors to fully implement the National Decentralisation Policy. However the study also observed that it would be impossible to attain the objectives of the decentralization policy if there was no political will on the part of the incumbent leadership to see the National Decentralisation Policy implemented in full at Zomba District Council.

It was anticipated that through this exercise, the study would be able to emerge with the measures which could be suggested for enhancing the integration of MBO as one of the performance improvement measures used by the management of Intsika Yethu Local Municipality. In a bid to accomplish this, the entire research process was directed towards the achievement of secondary research objectives that involve; examining the kinds of features that imply that MBO is used as a performance improvement measure by the managers in the Intsika Yethu Local Municipality, assessing the kinds of steps that used in the application of MBO as a performance improvement measure by the managers in the Intsika Yethu Local Municipality, examining the effects of the application of MBO on the performance of the Intsika Yethu Local Municipality, analysing the factors limiting the successful application of MBO as a performance improvement measure by the managers in the Intsika Yethu Local Municipality, evaluating the kinds of strategies that are used for achieving successful application of MBO as a performance improvement measure by the managers in the Intsika Yethu Local Municipality, and determining the measures that can be recommended for improving the successful application of MBO as a performance improvement measure by the managers in the Intsika Yethu Local Municipality. The interviews with the sample participants that comprised of senior and middle managers as well as ordinary employees of Intsika Yethu Local Municipality revealed that although there is some attempt to use management- by- objectives as a strategic performance improvement measure, its current approach do not meet the kinds of features that the literature indicates to define the kinds of an effective MBO. The study highlighted that the essential features for management- by- objectives include; superior-subordinate participation, joint goal-setting, joint decision on methodology, make way to attain maximum result, and constant and genuine support from superiors. However, it was noted that most of the identified themes indicate that most of the essential features that imply that the managers at the Intsika Yethu Local municipality are effectively using MBO are lacking. In terms of the MBO steps that include; Step 1; Goal setting, Step 2; Manager-Subordinate involvement, Step 3; Matching goals and resources, Step 4; Implementation of plan, and Step 5; Review and appraisal of performance, the study reveals that the accomplishment of MBO in the Intsika Yethu Local Municipality is more random and defies the following of such logical steps. Although the study indicates that there are shortfalls in the features and steps that are used in the application of management- by- objectives in the Intsika Yethu Local Municipality, it was noted that the little applications of some aspects of MBO has usually impacted positively. On that basis, the study concluded that the strategies that can be adopted to improve the application of MBO as a strategic performance improvement measure in the Intsika Yethu Local Municipality include; the application of the appropriate motivational strategies, increasing goal congruence to ensure that the main strategic objectives and goals are aligned with the departmental and individual goals and objectives, increasing investments and training of the employees and managers in order to highlight the importance, processes and techniques that are required in management- by- objectives, and improve employee empowerment and communication. It is pointed out in this research document that the suggested area for further studies would be; “The effects of employee empowerment on management- by- objectives in the Intsika Yethu Local Municipality.”

The inquiry covers the ten years (20012011) during which the Urban Renewal Programme (URP) was piloted in South Africa. This research evaluates the impact of the MURP on the lives and the livelihoods of beneficiaries (Mdantsane residents). Their perceptions and experiences are thus fundamental to determine the extent to which their lives have been affected through the implementation of the MURP. The areas explored through this research are social, economic, physical and community wellbeing of the Mdantsane residents. The study reviews the opinions and views of the various stakeholders and beneficiaries affected by the MURP and based on these, draws some conclusions and provides recommendations on what could possibly be done by the gBCMM in its implementation of the MURP.

- Description: This Study was conducted in Yei River County, Central Equatoria State the Republic of South Sudan from July-December/2012 under the topic: Examining the role of Local Government County Legislative Council in promoting service delivery. The Legislative Council in Yei was established since 2007 inaccordance with the provisions of the Transition Constitution of the Republic of South Sudan, 2011:166, LG Act, 2009:8-29 and Governors’ Decree dated 25/August/2007 with the mandate to enact laws and policies and supervise the Executive to implement its decisions. The study investigated into why there was under performance of Legislative Council in promoting service delivery in Yei River County (YRC) and how can service delivery be improved in YRC. The findings revealed that, the capacity of the Council is low in making appropriate decisions and supervising the Executive to implement its decisions, it lacks the necessary working requirements to facilitate its duties, some of its directives are not implemented by the Executive and negative attitudes towards the work of the Council by some members of the Executive. Despite the difficulties encountered, the Council was able to enact 31 laws, conducted some joint consultative meetings on County projects and the study recommended that, the relevant institutions of Local Government to review the irregularities in the Local Government Act of 2009 to regulate the duties of the Council and to guide the recruitment of the future Councillors, training of the Councillors to improve performance, improve the working conditions of the Council, conduct public awareness on the role of the Council and promotion of exchange programs for further learning purposes. The significance of this study is that, the topic was good according to the participants, the recommendations of the study may be adopted by the Local Government Authorities to address the identified gaps and challenges facing the Council not only in Yei River County but also in other parts of the Country and finally, the report may be used by the University of Fort Hare for further Academic purposes and/or other interested individuals/institutions or organizations of the same or similar objectives.

Provincial monitoring and support for accountability in municipal finance: the case of Nkonkobe Local Municipality, Eastern Cape Province

- Description: The Constitution of the Republic of South Africa, 1996, section 154(1) states that the national government and provincial governments, by legislative and other measures, must support and strengthen the capacity of municipalities to manage their own affairs, to exercise their powers and to perform their functions. The study sought to identify the monitoring and support rendered to Nkonkobe local municipality by the province in achieving clean audit; and assessing the impact of the provincial monitoring and support to Nkonkobe local municipality in achieving clean audit. In addition to this the study sought to come up with recommendations on how to address the challenges and problems experienced in the rendering of provincial monitoring and support to Nkonkobe local municipality. The study used both quantitative and qualitative research methods. Twenty (20) respondents comprised of Nkonkobe local municipal officials, Eastern Cape Provincial government officials and South African Local Government Association’s officials were given questionnaires to complete. Furthermore face-to-face interviews and document analysis were also used as data collection methods. The study findings suggest that the monitoring and support provided to Nkonkobe local municipality by the province is insufficient in achieving clean audit, as it faces capacity and budgetary constraints, and above all, is not well coordinated between the Provincial Treasury and Department of Local Government and Traditional Affairs. Improvement in audit outcome (from a disclaimer to a qualified audit opinion) has been noted, but in general, there has been insignificant impact noted in Nkonkobe local municipality. The study recommended that sufficient resources must be provided by the province in monitoring and supporting Nkonkobe local municipality to achieve clean audit. It was also recommended that coordination of support activities between and within the national and provincial governments was critically important.

- Description: The aim of this study was to examine the effectiveness of a capacity development programme initiated by the Department of Economic Development and Environmental Affairs (DEDEA) as a mechanism to enhance the performance of the employees in order to improve service delivery to the people of the Eastern Cape. The public service is enjoined by the Constitution to provide services that citizens need, and for this reason it is in need of educated, trained and professional public servants, especially in the technical, professional and managerial categories. The department also recognized the potential of public–private partnerships (PPPs) to improve performance in the areas of transformation and service delivery, and that it required investments aimed at developing and strengthening public management capacity. However, the effectiveness of the PPP as a mechanism for capacity development, remained unknown. The literature reviewed overwhelmingly supported the assertion that human capital development is critical for performance in the public service. The review also highlighted the importance of partnerships, especially the role of the private sector in the area of capacity development, advancing the argument that PPPs should be pursued in order to leverage ideas, resources, and capabilities to achieve public service goals. Various research tools, namely interviews, questionnaires and document analysis were used to conduct the study. Data collected and analysed provided empirical evidence of improved performance of both the individual managers and the department in the functional areas of financial governance and management; programme and project management; as well as ethics and professionalism. It suggested a strong correlation between training, capacity development and service delivery. This research found the DEDEA/National Business Initiative (NBI) PPP initiative, as a capacity development mechanism to enhance the performance of the department‟s employees, effective. On strength of the overwhelming evidence gathered through this research, it strongly recommends that the programme be rolled out to other employees.

The government uses these principles in improving the service delivery outcomes. The principles are meant to transform the hearts and the minds of public servants and put the citizens at the core of operations. SASSA committed themselves to the agenda of social transformation that is embodied in the principles of Social Justice and Bill of Rights contained in the South African Constitution. The study also looked at other previous literatures that were conducted which sought to better explain the Batho Pele principles and also looked into describing different demographic characteristics and the process of grant application at SASSA. The study looked at the important aspects that the public servants have to know with regards to the understanding and implementation of the Batho Pele principles. These principles came with responsibility and one has to be alert of their vitality in the realisation of rendering a public service that is sound. These principles were measured through grant application at SASSA in Eastern Cape at Amathole District Municipality. The study determined the level of commitment SASSA has in transforming service delivery. Improving service delivery is the ultimate goal of public service transformation programme and every government’s success depends on its effectiveness and efficiency delivery of services to citizens. The study concluded with the emphasis on the need for effective implementation of Batho Pele policy by government agencies such as SASSA.

- Description: The South African government introduced School Nutrition Programme in 1994 as one of government lead strategies to redress poor educational outcomes and children’s rights in all nine provinces in the Republic. The delivery of this programme require adherence to Constitutional Principles in Chapter 10, Batho Pele White Paper and relevant legislation. Unfortunately, the implementation of the programme experienced challenges which clearly exposed and compromised the basic values. Further the National government resorted in implementation of section 100(1b) in 2010 in the Eastern Cape and Limpopo Provinces. One of the reasons for the intervention was that the service delivery interventions including School Nutrition were flawed (DoE:2010). This study will evaluate leadership and governance of the programme, National School Nutrition Programme (NSNP). Special focus will be Z. K. Matthews Senior Secondary School in the King Williams Town District Eastern Cape. The researcher used a qualitative desktop review-method approach to explore leadership and governance of NSNP.

- Description: The study explores the Efficacy of Revenue Collection Strategies in Local Government as a Public Sector management tool for service provision in Yei River County – Republic of South Sudan. The main research question being pursued sought to find out the extent to which Revenue collection strategies can be an effective tool for public sector management and service provision in Yei River County. The study used both quantitative data (obtained through questionnaire survey) and qualitative data (through in-depth responses from County staff). The findings of the study seem to indicate that ineffective revenue collection strategies are being utilised by the local government officials. Some members of the communities and traders were still ignorant as to why they should be paying taxes which makes many of them to evade paying taxes. The study also reveals some challenges such as corrupt practices, poverty and illiteracy as some of the hindrances to effective revenue collection. However, there is a degree of success in revenue collection in the County as evidenced by the ongoing development activities such as urban road repairs which were financed by local taxes. A lot needs to be done in order to improve revenue collection in this County of Yei River County if services are to be delivered effectively and efficiently to the people. It is therefore strongly recommended that there is a need to put in place good educative measures to ensure that the citizens are informed about why they should be paying taxes to the County other than evading taxes and above all, the County need to strengthen the County Revenue Authority for better revenue collection.

Any transgression of the laws that govern how the public purse should be managed - whether overspending, under spending, irregular or wasteful expenditure - has far reaching consequences in terms of service delivery. The Eastern Cape is one of the poorest and most rural provinces in the country and by implication has huge service delivery backlogs .This has been confirmed by various stakeholders and role-players such as Chapter Nine institutions and non-governmental organisations. An observation by the Auditor-General and both the portfolio committees on Public Accounts and Education over the years is the lack of proper controls, especially in financial management. This study presents a case study of the Eastern Cape Department of Education in the financial years 2007-2012 to assess the Public Finance Management Act, Act 1 of 1999 (PFMA). The main objective of this study is to assist the department by putting forward lasting scientific recommendations and solutions that could be integrated into the plans of this department.

- Description: Post- Apartheid South Africa has seen the emergence of an unskilled workforce, which has resulted in many challenges in service delivery especially in the public sector. To ensure that the problem of shortage of skills is addressed the government came up with policy strategies that were aimed at ensuring that the workers are equipped with the right skills within the work and in different institutions. The government came up with different policy frameworks that supported skills development of the South African Workforce. The current study of challenges facing Skills Development at Victoria Hospital has shown that the health sector in South Africa is stills fraught with shortage of skilled manpower although there are policy provisions that promote and encourage training and development of the employees. The findings from the study have indicated that at Victoria Hospital there is an ageing workforce and that the employees are not knowledgeable of skills development programmes that are taking place. The findings of the study also indicated that perceived organizational support, demographic factors, political and legislative policy frameworks are important factors to consider in ensuring the success of skills development or training programmes within the health system in South Africa. The broad aim of the study was to investigate challenges facing Skills Development within Department of Health at Victoria Hospital in the Eastern Cape Province. The study was quantitative in nature and data was collected through survey based Likert questionnaires. Deductive logic was utilized in this study based on the premises of the Social Exchange Theory and the Equity theory.

- Description: The Department of Basic Education introduced the Integrated Quality Management system in 2003. This was an integration of the three systems, Developmental Appraisal System, Whole School Evaluation System and Performance Measurement System. The system was seen as to be the one that would allow teachers to play a vital role in assessing their own progress, and would integrate this with the necessary evaluation strategy for the professional development of teachers and monitoring of the quality of teaching and learning in schools. The purpose of this study was to research an evaluation of the Integrated Quality Management System impact in schools of the Mdantsane Area. The objective of the study was to establish whether the IQMS has addressed the concerns and needs of the educators and also establish their views on IQMS. The literature was reviewed to get more information on the key concepts of the IQMS and get to understand how the system should be implemented. Both quantitative and qualitative research methods have been used to get to probe the views of the educators and how the system impacts in schools. The data collected was analyzed by means of frequency tables and charts using statistical methods. It was concluded that educators still do not understand the policy document of IQMS and more training on the implementation of IQMS was recommended. The support and monitoring from the District Office needs to be strengthened.

The review of the current literature on the theoretical framework and the base for policy making and controlling role of municipal political office-bearers and chief officials in public administration was discussed. The nature of systems theory and the different phases of systems theory were explained. The nature and place of policy making in public administration was discussed as well as policy making alternatives in the public sector. The policy making levels i.e. political policy making level; executive policy making level; administrative/departmental policy making level; operational policy making level were explained and discussed. The co-operative interaction between municipal political office-bearer and chief officials was discussed to understand the administrative and political dichotomy in the public sector. The policy implementation for the rendering of housing services as well as the programming and delegation of authority were discussed in the context of housing service delivery. The legislative framework for housing services in South Africa was discussed as it influence and affects the housing service in King Sabata Dalindyebo Municipality. The role of municipal authorities in the rendering of housing services as well as the housing situation in South Africa together with the obligations of both the provincial and municipalities were discussed. The permission to conduct research was received from King Sabata Dalindyebo local municipality. The scope of the study explains the range or extent of matter to be dealt with in the research and the survey area is dearly provided. The research design which is qualitative and quantitative research are discussed and used in adopting the study. The case study as research strategy is discussed and clarified. The data collection instruments which are interviews, questionnaires and the literature study the subject were briefly explained. Population details and sampling were clearly explained before a sample is provided in the study. The research provides data collection procedures as well as how the data will be analysed. The ethical considerations are discussed. The data analysis and interpretation was conducted to enable the researcher to identify patterns which are consistent within the data. The criteria for data analysis as well the response rate were discussed. The demographics of chief officials and political office-bearers as respondents include their age; year of service, home language, gender, the academic qualification as well as the different stakeholders were analysed. The role of political office-bearers and chief officials in the initiation of policy which the input phase of the Systems theory analysis was conducted and the role of political office-bearers and chief officials in the process phase were analysed and discussed. The co-operative interaction in policy formulation and the steps in the policy formulation were analysed and discussed. Also the analysis was conducted on the delegation of authority to chief officials by the political office-bearers as well as the role of political office-bearers and chief officials in the approval of executive policy. An evaluation of the rendering of - 11 - housing services at Phola park informal settlement as well as the evaluation of housing services as an output phase in policy formulation were analysed and discussed. And lastly, the analysis of the impact of existing legislation or policy on housing services was conducted. The findings of the study were provided and discussed and the concluding remarks were provided to whether the problem is real and whether the hypothesis is true and valid. The recommendations of the study were provided to enable Kind Sabata Dalindyebo local municipality to improve the co-operative interaction between municipal political office-bearers and chief officials to improve housing services and to provide better service delivery. - Description: South Africa is faced by a huge problem of inequality, twenty years after the dawn of independence. Such inequalities have been addressed by policy intervention such as the social security and assistance of citizens through various classes of grants. One of the grants targeting children under the age of 18 years is the child support grant. However there are deserving children who have been left-out of mainstream social security through social exclusion. The study sought to investigate the problem of the social exclusion of children from the child support grant in the Nkonkobe municipality. Through the use of the Basic Needs Approach (BNA) to understand the need for any state/government to promote the social welfare of its citizens, the study took a triangulated research paradigm which used both quantitative and qualitative research approaches to collect data from forty respondents by way of a questionnaire survey. The study found out that, inter alia, poverty remains high in the Nkonkobe municipal area, there is rampant social exclusion in the area, the amount paid for the child support grant is little and that the effects of the withdrawal of the grant when the child reaches the age of 18 are unbearable to the child. Some of the recommendations which the study made in line with improved mainstream social security in relation to the child support grant are that, the government needs to improve information dissemination about grants to the populace, there should be mandatory policies to make sure all citizens have identification particulars, the government should be mobile and take services to the people and there should a consideration to review the amount paid for the child support grant upwards. The researcher is quite optimistic that the study will play a part in improving policy implementation.

- Description: This mini-dissertation, aims to review tribal armed conflict resolution in selected Counties in Lakes State, South Sudan. The objectives of the study were to find out the consequences of the tribal armed conflicts on governance and service delivery and strategies to mitigate peace and tribal armed conflict resolution in order to enable development in the selected counties of Lakes state. Quantitative and qualitative data was collected from a sample of three hundred and ten (310) respondents who included the County Commissioners, Judges and Magistrates, Law enforcement officers, local government officers and traditional leaders through questionnaires and interviews. The study sought to review the effects of tribal armed conflicts on service delivery in the selected communities. It further examined conflict resolutions mechanisms and strategies that have been used by various actors and stakeholder to ameliorate tribal armed conflict in Lakes State, South Sudan. The results of the study showed that ethnicity in conflicts in South Sudan has played a significant role and has posed many challenges to scholars, political leaders, appointed public officials and communities alike. Some of the challenges include; tribalism, ethnic conflicts, and struggle over scarce resources. This has often led to rampant underdevelopment, under-representation in governance; unemployment and poverty, among administrative perils and dysfunctions that have subsequently been major drivers of tribal armed conflicts. Many youth who are unemployed are often involved in cattle raiding, hence revenge attacks often lead to frequent tribal armed conflicts. The study recommends that effective and sustainable peace building can be achieved through empowerment of the communities and use of traditional strategies in tribal armed conflict resolution in Lakes State. This is because external players often attempt to engage in peace building activities without seeking sustainable solutions at the grassroots level. Very often conflict resolution has been the preserve of NGOs and diplomats, who have no intimate acquaintance with local contexts. The study suggests that provision of services to the people through sustainable development of the rural areas and through the creation of alternative forms of livelihood, such as jobs, has to engage with and include the youth in economic development, so that tribal armed conflicts are ameliorated.
