- Description: In efforts to alleviate poverty in South Africa, the democratic Government has since 1994 implemented various programs and policies that aim to alleviate income poverty through stimulating employment, developing skills and improving service delivery. One of these policies is Local Economic Development (LED). LED has been adopted by the South African government as a shift from the purely service oriented to developmental local government. The Constitution of the Republic of South Africa, 1996 commits local government to the promotion of social and economic development. Section 152 (1) (b) of the Constitution 1996 further states that local government should ensure that services are delivered in a sustainable manner. The Local Economic Development as a strategy that is aimed at stimulating economic activities at the local sphere has been hailed for its participative nature with communities. Local communities cease to be mere recipients of services; rather they become actively involved in their own economic development. The main objectives of the study were to investigate the effectiveness of the implementation of LED strategies in Nkonkobe Municipality, to find out how Nkonkobe Municipality communities perceive municipal LED efforts and initiatives for poverty alleviation, to determine the challenges which are faced by Nkonkobe Municipality in terms of implementing its LED strategies and to make recommendations on how LED can be strengthened, supported and or improved in Nkonkobe Municipality. Qualitative and quantitative methods of data collection and analysis were used in this study. The study findings suggest that there is still a lot to be done in order to implement LED in Nkonkobe Municipality. There are a number of recommendations made by the researcher to assist the municipality.

- Description: The Performance Management System (PMS) has been introduced in the Republic of South African public service with intentions of planning, monitoring, developing under-performance, rating and rewarding good performance. The study was undertaken as an attempt to investigate the impact of the PMS on employees of the ECPL. The literature review shows that there are challenges facing the institution with regards to implementation of PMS. The findings of the study indicated that the supervisors have no understanding of PMS instead they used it as punishing tool. Other findings of the study showed that there’s a culture within the institution of using PMS as a money making scheme or a 14th checque. To achieve this, a semi- structured questionnaire was issued to employees of the ECPL. The recommendation on the basis of the study is that the compliance issue should be strengthened and disciplinary measures be taken against employees who failed to comply with the provisions of the PMS policy.

However, before any services are provided, certain functions should be undertaken within the public service. The public service is required to execute the policies of the government. In this system, public administration enables and supports the activity of public management. The public management functions are related to public administration and gives direction to the administrative conduct of public servants to ensure the effective execution of policies by the public service (Dye 1987:324). The purpose of Eastern Cape administration is to provide a legislative, political and administrative direction to the province and is also responsible for providing strategic financial direction, monitoring and oversight to the departments and the province in terms of the Public Finance Management Act, (PFMA) (Act No. 1 of 1999). - Description: This study investigated the impact of intrinsic motivation and job involvement, with employee retention acting as a mediating variable. As most organisations want to retain their best employees and sustain their organisational performance, this study strives to add to the body of knowledge on motivation, job involvement and employee retention, with specific reference to selected departments within the Eastern Cape Provincial Government in the South African context. Intrinsic motivation and job involvement were used as the independent variables. Employee retention is the dependent variable, which was measured using the cumulative Michigan Organisational Assessment Two-item Questionnaire (Camman, Fichman & Klesh, 1979) and a third assessment item from Landau & Hammer (1986). A quantitative relational design was employed to investigate the degree to which intrinsic motivation and job involvement predict an employee’s intention to quit their job. The data were collected through a self administered questionnaire from a convenience sample of 160 employees within the selected government departments in the study. The empirical results obtained from the data; using the Pearson correlation coefficients, indicated significant relationships between intrinsic motivation, job involvement and employee retention. Evidence was further found that employees’ intrinsic motivation and job involvement influenced the extent of employees’ intention to quit. Furthermore, a multiple regression analysis of the data indicated that intrinsic motivation is the strongest predictor of employee retention, followed by job involvement.

- Description: The evaluation of the implementation of disability policies is a result of the low rate of public participation in the Eastern Cape Provincial Legislature’s programs as well as the low number of disabled persons who are employed. Institutions like Parliaments and Legislatures are law making institutions, some of their tasks in to attract comments, suggestions and ideas from all interested parties to participate in the law making process. They also have a responsibility to conduct vigorous oversight over the provincial government departments; this includes issues like compliance with the relevant policies and regulations. The data was collect from three different groupings namely the staff of ECPL, the members of provincial legislature as well as the general public which includes disabled persons. It was clear from the findings that the management and the MPL, who are decision makers of the institution, have a very shallow knowledge of the disability policies and regulations. There is a disability strategy which was made for all the legislatures and National Parliament; however the strategy has not been implemented in ECPL. The institution has to create a special programs unit that will promote equality in line with the Bill of Rights which enshrines the rights of all people in the country and affirms the democratic values of human dignity, equality and freedom. The recommendations that were made included education and awareness programs and compliance with regulations like the Employment Equity Act that seeks to unsure that the employment equity targets are met.

- Description: International Aid or Official Development Assistance (ODA), especially its implementation and effectiveness, has long been and continues to be a vigorously contested matter amongst the stakeholders in the development arena. The objective of this study is to evaluate the effectiveness of ODA in two municipalities in the Eastern Cape – Buffalo City and Nelson Mandela Metropolitan Municipalities – during the period 2005–2010. This period coincided with the introduction of the Paris Declaration (PD), an intervention intended to improve the ODA or Aid landscape globally. This was also the period during which the so-called service delivery protests in almost all municipalities in South Africa escalated. A diversified methodology including both quantitative and qualitative approaches was used in this study while adhering to the evaluation framework of the Paris Declaration as recommended by the Organisation for Economic Cooperation and Development (OECD). This framework put special focus on the five principles of ownership, alignment, harmonisation, managing for results and mutual accountability. Of particular significance in this study is the special attention paid to the actual beneficiaries on the ground, namely the communities, which is contrary to most existing Paris Declaration evaluations. The research findings suggested that there had been no conscious efforts to implement the Paris Declaration in the two municipalities that were investigated. Furthermore, the prevailing weaknesses in governance, coupled with both administrative and operational paralysis in these two institutions, provided for less than fertile ground for this intervention to thrive.The findings also highlighted that ODA programmes were very poorly known by most stakeholders, especially the communities who were supposed to benefit directly from this assistance. These results also underscored the partisan nature of ODA and how it influenced the perceptions of the various key players. The success and future of ODA programmes in South Africa, particularly in municipalities, will largely rely on “Active Citizenry”. Although ODA’s contribution to South Africa seems negligible in monetary terms, its significance lies among others in the innovations, piloting, risk mitigation, catalytic initiatives and capacity development it introduces or generates and which need to be correctly exploited, implemented and maximised. ODA in South Africa should therefore focus at the local level, the municipalities, which represent the interface between the citizens and the state. To ensure that the ensuing innovations are optimally cascaded down in an organised and effective manner to where they are mostly needed, ODA should preferably operate at the strategic level in municipalities. This would in turn assist in counteracting the current high levels of poverty and inequality in the country. Study findings further suggest that South Africa should cease its current ambivalence regarding ODA and refrain from the so-called “Triangular” ODA in support of the rest of Africa. The demands in it’s own back yard are steadily mounting. This is clearly reflected by the continuous service delivery protests and instability in several municipalities in South Africa.

- Description: The study attempts to address, from amongst the key issues in the current debate on economic development: the effect of trade liberalization on poverty. The relationship between trade liberalization and poverty levels is investigated in both the long run and the short run for South Africa. To measure trade liberalization, trade openness is used as the standard index. Foreign Direct Investment (FDI) measures financial openness while taxation is a measure of public intervention in the country. Consumption per capita is a proxy for poverty and Real Gross Domestic Product (RGDP) controlled for economic growth. Applying the Johansen Co-integration Techniques and Error Correction Method, empirical results suggest that trade liberalization has a cumulative effect on poverty reduction in the long-run. Lower poverty level is associated with low taxation and high foreign direct investment, particularly in the short run, in South Africa. Therefore, it is recommended that the government needs to design and pursue active development strategies to benefit from openness. There is also a need to enhance the tax revenues of the state through better collection of revenues, and administrative reforms rather than expenditure cut backs, which can reduce the effectiveness of the public sector. The government needs to strengthen allocation of funds to social sectors so as to bring the issue of poverty reduction to the central stage of economic policy making.

The thesis reviewed literature and discussed the concept of the democratic education decentralization policy implementation and how this has been practiced in Zimbabwe. The theoretical basis of democratic education decentralization policies were outlined and the argument for and against the policy discussed. Thus the dissertation explored the concept of education decentralization policy with specific reference to the notions of democratization and participation in Zimbabwe. Besides the qualitative and the quantitative research methods employed, the study was complemented by the observation on the ground and document analysis. The thesis unearthed that; the democratic education decentralization policy is characterized by some successes and problems during implementation of the policy as indicated by the paucity of the teaching and learning resources. The research findings revealed that, there is prevalence of poor learning outcomes at ‘O’ level in schools; the SDCs/SDAs are underutilized sources of school development because they are not fully empowered by the education system since they had a minimum role in participating towards the implementation of the policy in order to acquire the teaching and learning resources at the schools in Kadoma District. The above findings long-established the view held by critical theorists of the Participatory Governance Model that there is a complementary relationship between the participation of the SDC/SDA in acquiring the teaching as well as the learning resources and the academic performance of learners. - Description: Small Micro and Medium Enterprises (SMMEs) play an important role in contributing to economic development of many countries around the world, including South Africa. Despite the importance of SMMEs an unacceptable and disappointingly high number of these ventures fail during the first few years of operation. It is in light of the importance and challenges faced by SMMEs that the performance of SMMEs is of interest to all countries. This study investigated the impact of entrepreneurship education on the performance of SMMEs in the Buffalo City Metropolitan Municipality. The objectives of the study were to investigate the role of entrepreneurship education in improving entrepreneurship skills and knowledge of owner/managers of SMMEs in the Buffalo City Metropolitan Municipality, to determine the role of entrepreneurship education on the establishment and survival of SMMEs and to identify strategies that can be implemented to improve the performance of SMMEs. Both primary and secondary data sources were used in this study. A quantitative research design was used in conducting this research. Simple random sampling, a probability sampling technique was used to select a sample of 201 from the sample frame of 420 registered SMMEs. The survey method, by way of a self-administered questionnaire was used to collect primary data. The statistical Package for Social Sciences (SPSS) is the statistical software that was used to analyse data. The Chi-square test, the T-test, Pearson Product Moment Correlation and descriptive statistics were used to analyse data. Validity and reliability of the research instrument and the findings was assured. The results for this study are useful for the development of the SMME sector, which is very important to South Africa for they contribute to the solving of socio-economic challenges. The findings of this research showed that entrepreneurship education has a positive impact on the performance of SMMEs and it plays a critical role in improving entrepreneurial skills and knowledge of SMME owners and managers. It was also found that entrepreneurial education is very important for the establishment and survival of SMMEs. Strategies that can be implemented to improve the performance of SMMEs in South Africa were suggested to the government, government agencies, educational institutions, other organisations, and SMME owners and managers.

- Description: The Internet has become important since information is now stored in digital form and is transported both within and between organisations in large amounts through computer networks. Nevertheless, there are those individuals or groups of people who utilise the Internet to harm other businesses because they can remain relatively anonymous. To prosecute such criminals, forensic practitioners have to follow a well-defined procedure to convict responsible cyber-criminals in a court of law. Log files provide significant digital evidence in computer networks when tracing cyber-criminals. Network log mining is an evolution of typical digital forensics utilising evidence from network devices such as firewalls, switches and routers. Network log mining is a process supported by presiding South African laws such as the Computer Evidence Act, 57 of 1983; the Electronic Communications and Transactions (ECT) Act, 25 of 2002; and the Electronic Communications Act, 36 of 2005. Nevertheless, international laws and regulations supporting network log mining include the Sarbanes-Oxley Act; the Foreign Corrupt Practices Act (FCPA) and the Bribery Act of the USA. A digital forensic model for computer networks focusing on network log mining has been developed based on the literature reviewed and critical thought. The development of the model followed the Design Science methodology. However, this research project argues that there are some important aspects which are not fully addressed by South African presiding legislation supporting digital forensic investigations. With that in mind, this research project proposes some Forensic Investigation Precautions. These precautions were developed as part of the proposed model. The Diffusion of Innovations (DOI) Theory is the framework underpinning the development of the model and how it can be assimilated into the community. The model was sent to IT experts for validation and this provided the qualitative element and the primary data of this research project. From these experts, this study found out that the proposed model is very unique, very comprehensive and has added new knowledge into the field of Information Technology. Also, a paper was written out of this research project.

The study was undertaken to investigate the extent to which co-operatives can act as agents towards sustainable community development. Expectations were that cooperative members can perform better than individuals in terms of working together as a group, sharing responsibilities, contributing larger capital, bringing their skills together, incur lower expenses, generate higher income and therefore earn higher profits to be shared amongst themselves. This would enable members to be able to pay for their families’ basic needs and therefore enhance the standard of living of all members. The overall purpose of the study therefore is to investigate whether cooperatives are the best tools for rural development and poverty alleviation in Inkwanca Local Municipality. The research involves the collection of data from co-operative members in Molteno and Sterkstrooom. The data was analysed in order to establish the performance of cooperatives in terms of their leadership and management structures. The research further looks into the challenges and gaps in the co-operative sector in terms of performance by the members and support by the government and government agencies. The research also investigated the best model that can be used to improve co-operatives so that they can enhance the lives of community members in rural areas. In order to gather information, three different approaches were used in the action research which involved different instruments, such as questionnaires, interviews and observations. In spite of all the challenges facing co-operatives, they have been playing an increasingly important role in facilitating job creation, economic growth and social development. The study concludes by emphasising that for co-operatives to be continuously effective and successful, they must improve their ability to service their members. The study commends government for financial and non-financial support programmes although there is still a room for improvement. In addition, further research is needed o the role played by co-operatives as agents of development in rural areas.

Determinants of the yield curve in South Africa

- Description: The yield curve has been the subject of many studies for some time, mainly in predicting recessions, economic growth and inflation. However, scant work is available on what drives the yield spread. Given this, the paper examines the determinants of the yield curve in South Africa by using time series econometric analysis over the period 2000-2012. Some key variables considered include inflation, economic growth, budget deficit, and monetary policy. To separate the long and short run effects, VECM was employed after ensuring stationarity of the series. The study found that a long run relationship exist between the yield spread, inflation, GDP, budget deficit, Repo rate, Real effective exchange rate and a money supply (M1). The Results of this thesis have implications for policy and academic work.

National development plan (NDP) and youth employment in South Africa. The case of Eastern Cape Province

- Description: This research study explored the inadequacies of the National Development Plan on addressing the problem of youth unemployment in Eastern Cape in South Africa. The study intended to achieve the following objectives: (i) to evaluate the employment needs of youth in relation to the identified measures of employment creation outlined in the NDP. ii) to identify the gaps in the NDP policy interventions in relation to the prospects and problems embedded in addressing the problem of youth unemployment. The literature reviewed in the study was drawn from several researchers and the study was underpinned by the human capital theory, the capability approach and the public and the private sector partnership theory. Though many theories were used, the human capital theory was the major theory adopted in this study. Since the study was qualitative in nature, an interview guide which consisted of open ended questions was used on face to face interviews and focus groups to collect data from twenty one youth and five youth representatives in the Eastern Cape. The data of this study was thematically analysed. The analysis of the study made the following conclusions about the NDP and youth employment in the Eastern Cape. Firstly, there is a problem of high youth unemployment which is above 50% in the Eastern Cape. Secondly, the NDP’s economic measures have a potential of excluding the youth and as a result, the NDP will inadequately address the employment needs of the youth. Thirdly, the youth appreciated that the NDP is realising the problem of youth unemployment but they are not happy with the NDP’s proposed employment measures of wage subsidies, low wages, labour deregulation and SMMEs because they do not solve the root causes of youth unemployment. Rather, they provide unsustainable and low quality jobs in the long run if not properly monitored. In response to the findings, the study therefore made the following recommendations: The NDP’s economic growth policy to be labour intensive compliant, human capital to match the work place skills requirements, promoting entrepreneurship skills, addressing the root causes rather than focusing on symptoms of unemployment , rethinking on SMMEs, development policies to match the local employment needs, succinct youth employment policy implementation, productivity to match the wages, complementing the private and the public sector in creating youth employment, the NDP to promote adequate link of education to self-employment from the primary level, the NDP to promote higher levels of investment for the employment benefits of the youth and the NDP to fight corruption on the misuse of youth employment grants. The study concluded that NDP’s proposed economic measures will inadequately address the youth employment needs hence there is need for relooking at the NDP to be sustainable employment responsive in nature so as to reduce poverty and inequality.

A critical assessment of developmental local government and its relevance to the democratic South Africa: A case study of Amathole District Municipality

- Description: The notion of developmental local government has become part of the South African local government dispensation as from the year 2000. According to Smith and Vawda (2003:28) the idea of developmental local government (DLG) emerged from the fusion of the social interventionist goals of the Reconstruction and Development Programme (RDP) and the market driven economic strategies of the Growth Employment and Redistribution policy (GEAR); the two main national policies of the post-apartheid era for addressing economic growth and poverty eradication. The RDP and GEAR represented different visions for how to bring about equity and redistribution in a deeply divided state and economy. In itself South Africa as a state has 283 municipalities which are wall to wall in terms of demarcation. However, despite the fact that local democracy is deeply entrenched in South African society and furthermore, a very futuristic local government policy framework has been introduced, there is no guarantee that the new local government system will be financially viable and capable of discharging its democratic and developmental mandate. There are major challenges that have to be addressed, namely promoting job-creation, local economic development, capacity development and civic education which, in the final analysis, will ensure that the concept of developmental local government becomes a reality for the majority of South Africans.

- Description: In the new dispensation, there are many challenges, especially concerning corruption. In this regard, the Eastern Cape is viewed as the most affected province, with the Department of Education identified as culprit number one engaging in corrupt activities. There are a number of contributing factors, as attributed in the study, but most prevalent among these is the vastness of the department, with fewer personnel and less capacity. Challenges of corruption in the Department of Education are perpetrated mainly by the civil servants. This study, researched the challenges of corruption in the Department of Education in the Eastern Cape, in particular by focusing on both the achievements and the limitations that have been experienced; and indeed, there are still numerous issues to be addressed and accomplished. The research, therefore, has been significant in that it touched on critical issues, such as, the public sector in general, which is corrupt. Misappropriation of public resources and corruption immersed the nation, as a whole, into a greater challenge rather than focusing on service delivery issues. There are situations, within the department, where the majority of senior officials, who may be in possession of valuable information, are always under suspension. In all the financial years the Department of Education existed, it always obtained disclaimer or adverse reports from the Office of Auditor-General (AG), despite numerous attempts and interventions by the AG‟s office and the Provincial Treasury to rectify the situation. There are also serious challenges of leadership crises in the Department of Education, both administratively and politically. During the research, that is, between the 2008 and 2010 financial years, there has been no permanent Head of Department; people were only acting in the capacity. vi Even those seconded from national education, could not finish the designated term, because of pressure mainly from the unions.

- Description: E-commerce has been said to bring value to businesses by improving business efficiency and effectiveness and thus providing business with a competitive advantage through the potential benefits that it offers (Cloete, Courtney & Fintz, 2002). However, despite the potential benefits that e-commerce can offer, the adoption of B2C e-commerce in South African construction SMMEs is low and this is due to the challenges associated with e-commerce (Vaithanathan, 2010; Uzoka, Shemi & Seleka, 2007; Love & Irani, 2004; Anumba & Ruikar, 2002). These e-commerce challenges include: high implementation costs, lack or poor infrastructure, inadequate resources, low use of e-commerce by suppliers and consumers, lack of access to e-commerce, computer illiteracy, deficiency in understanding the potential benefits of e-commerce and security concerns (Vaithanathan, 2010; Uzoka, Shemi, & Seleka, 2007; Mensah, Bahta, & Mhlanga, 2005; Cloete, Courtney, & Fintz, 2002). Therefore, due to these e-commerce challenges, construction SMMEs do not exploit the business advantages that e-commerce offers. In order to assist South African construction SMMEs in their efforts to improve their business effectiveness and efficiency through commercial technologies.
