However, high employee mobility also means organisations are losing employees to competitors some of which are global business moguls with better resources leaving emerging businesses at a disadvantage. Lately, the South African banking sector has also been affected with high employee turnover requiring the need for investigation. For these reasons, the main objective of the study was to investigate whether psychological capital significantly moderates the relationship between work-life balance and turnover intentions among selected bank employees in Amathole district, Eastern Cape Province of South Africa. The study also examined if there is a positive and significant relationship between psychological capital and work-life balance among selected bank employees. In addition, the study sought to examine if there is a positive and significant relationship between psychological capital and turnover intention among selected bank employees. The study followed a quantitative research approach. Therefore, survey questionnaires were used as means of data collection and data was analysed using the Statistical Package for Social Sciences (SPSS). Research results indicated that psychological capital significantly moderates the relationship between work-life balance and turnover intentions among selected bank employees. A significantly positive relationship between psychological capital (PsyCap) and work-life balance among selected bank employees was found. The results also revealed that there is no significant relationship between psychological capital and turnover intentions among selected bank employees.

The impact and growth rates of Facebook and other forms of social media have made it imperative for all businesses to ensure they have social media strategies in place. Following social media business trends, banks across the world have included social media to market their services. Banks are now emphasising the offering of high client service quality in order to retain clients in this highly competitive environment. Thus, South African banks, as is the case with global banks, need to continuously assess the quality of the services offered to their clients in order to sustainably maintain or grow their market share or to fully utilise its commercial opportunities. This study determined the influence of social media service quality on client loyalty in the South African banking industry. The primary objective was to examine the extent to which social media service quality influence client loyalty in the South African banking industry. The study also determined if social media system availability, efficiency, fulfilment, and privacy has influence on the overall service quality of social media in the South African banking industry. In addition, the study examined the relationship between overall service quality and client loyalty intention in the South African banking industry. The study used a quantitative research approach to collect and analyse the data, and a descriptive research design was utilised for the purpose of this study. Data was collected from both primary and secondary sources of data. An online survey was conducted through Survey Monkey, via a Facebook page titled: Social media service quality in the South African banking industry. An online questionnaire was administered via the Facebook page. The study used a sample of 377 respondents who are Facebook users of the five major banks in South Africa. Analysis and interpretation of findings was done using both the descriptive and inferential statistical measures, with the help of Statistical Package for Social Scientists (SPSS) 24 and Lisrel (version 9). The electronic social media service quality (E-S-SERVQUAL) scale which consist of five constructs, namely; social media system availability, efficiency, fulfilment, privacy and overall service quality; and client loyalty intentions were the scales that were adopted for this study. All the scales used in this study were found to be reliable and valid. Findings of the research study proved that social media system availability, fulfilment, and privacy has a significant influence on the overall service quality of social media in the South African banking industry. In addition, findings of the research revealed that social media efficiency does not significantly influence overall service quality of social media in the South African banking industry. Furthermore, findings of the research also proved that the overall service quality of social media positively influences client loyalty intention in the South African banking industry. The study recommended that managers and marketers should constantly evaluate, monitor, and improve the overall service quality of social media offered to their clients, as it leads to a corresponding increase in overall client satisfaction, which in turn leads to client loyalty in the South African banking industry. However, further research studies may be conducted in other developing countries to gain a wider understanding on the influence of social media service quality on client loyalty in the banking industry.

The impact of good news and bad news on South Africa’s sectoral stock return volatility: an asymmetric GARCH analysis

Understanding the different impact of news on stock return volatility in different economic sectors has important implications for investors’ risk management practices, portfolio allocation strategies and asset pricing. The study employs data of daily closing prices for nine sectors and three benchmark indices for the period 2nd January 1997 - 17th August 2016. The data was split into sub-samples of pre-, during and post-global financial crisis, as well as the overall sample period. The incorporation of sub-samples was to help explain the outcomes of the overall sample period. To capture the different impact of good news and bad news on stock return volatility for each sector, asymmetric GARCH models namely, TGARCH and EGARCH were employed. The findings from this study revealed that volatility asymmetry was present in all sectors and benchmark indices of South African equity market. Bad news had more impact on stock return volatility for all sectors except the Oil and Gas sector, than good news of the same magnitude. In the Oil and Gas sector, good news was found to have an amplified effect on return volatility compared with bad news of the same magnitude. High volatility persistence was also found to be present in the Consumer goods, Financials, Industrials, All-share index and Mid-cap index. High differential impact of good and bad news were found in the Industrials, Financials, Basic materials, Consumer goods and the All-share index. Since the main objective of this study was to provide explanations of volatility asymmetry found in the South African sectors, the following were proposed as possible explanations of the findings. Within sectors, volatility asymmetry was explained by financial leverage, the role of the media, loss-averse investors and the behaviour of traders (overconfidence and extrapolation bias). Volatility asymmetry across sectors was explained by information flow, the uneven distribution of information by the media, investor sentiments, investor expectations and trading volumes. Overall, the results indicate that the stock return volatility of individual sectors of the South African equity market is driven mainly by bad news (except for Oil and Gas) and that leverage effects exist in all the sectors and in the benchmark indices.

The impact of real exchange rate on exports in South Africa

- Description: The purpose of this study is to establish the impact of real exchange rate on exports in South Africa. In conducting the empirical test, the Vector Error Correction Model and annual time series data between 1973 and 2014 has been utilised. In the model, exports are the dependent variable and the real effective exchange rates, gross domestic product, mining, agricultural, foreign direct investments, and merchandise export prices are explanatory variables. A significant inverse relationship between real effective exchange rates and exports was confirmed in line with economic theory. Except for the Gross Domestic Product which exhibited a positive relationship, all other explanatory variables displayed an inverse relationship with exports. All other variables exhibited a significant impact except for Foreign Direct Investments. Based on the findings of this study, firm and practical policy recommendations are made including a moderated adjustment of monetary and fiscal policy to ensure competitiveness on the supply side.

- Description: Given the importance of organisational culture on the success of commercial banks, the prevalence of increased employee turnover rates, as well as the challenges that banks face with regard to preventing the loss of employees to its competitors, this study focused on the influence of selected organisational culture factors on the organisational commitment of banking employees. Against this background, the primary objective of this study was to identify and empirically test the influence of selected organisational culture factors on Organisational commitment of employees in the banking industry in the Eastern Cape. An overview of the literature was provided whereby the nature and importance of organisational commitment and organisational culture were described in the context of the banking industry. From the literature it was evident that the organisational culture of a bank has an influence on the organisational commitment of employees. The literature highlighted Involvement of employees (Empowerment of employees, Team orientation and Capacity development of employees), Adaptability (Creating change, Customer focus and Organisational learning), Consistency (Core values, Coordination and integration and Agreement) and Mission (Vision, Goals and objectives and Strategic direction and intent) as the major factors of organisational culture which influence the organisational culture of a business, in this case a commercial bank. These factors of organisational culture formed the main focus of this study. A positivistic research paradigm and quantitative research methodology were adopted for this study and a descriptive research approach was used. The primary data collection procedures involved selecting the population, the sample, sampling techniques, as well as the sample size. For the purpose of this study, the population consisted of all banking employees of the selected commercial bank within the borders of the Eastern Cape province. The sample size in this study consisted of 700 banking employees. A survey was undertaken and a structured, self-administered questionnaire was used in order to gather the necessary data. The measuring instrument used was based on an existing questionnaire used in previous research. Where necessary the items were reworded to suit this study. A total of 700 questionnaires were distributed, which resulted in 336 usable questionnaires. Thus, an effective response rate of 49.43% was achieved. The reliability of the ordinal scales of the measuring instrument was confirmed by means of the calculation of Cronbach‟s alpha coefficients, whereby coefficients greater than 0.6 were deemed to be reliable. Cronbach‟s alpha coefficients of greater than 0.6 were returned for all the factors measured using ordinal scales, thus satisfactory evidence of reliability were provided. The validity of the ordinal scales of the measuring instrument was confirmed by means of a Confirmatory Factor Analysis (CFA). Items originally intended to measure the constructs under investigation did not all load as expected. One item measuring each of the factors, namely, Empowerment of employees, Creating change, Organisational learning, Agreement, and Coordination and integration, did not load as expected and was thus excluded from further statistical analyses. The operationalisation for these factors was amended accordingly. The items measuring each of the remaining constructs, namely, Organisational commitment, Team orientation, Capacity development of employees, Customer focus, Core values, Vision, Goals and objectives, and Strategic direction and intent, all loaded as expected. The sample data was summarised using descriptive statistics. In addition, t-tests were used to determine whether the differences in mean scores returned by the demographic variable Gender and the independent and dependent variables under investigation, were significantly different from each other. Pearson‟s Product Moment Correlations coefficients were used to assess the associations between the variables under investigation. A Multiple Regression Analysis (MRA) was undertaken to measure the relationships between the independent variable and the dependent variables investigated in this study. Lastly, the relationships between the demographic variables and the dependent and independent variables were tested by means of an Analysis of Variance (ANOVA). The dependent variable Organisational commitment returned a mean score of 6.11, with the majority of banking employees agreeing that they are highly committed to the bank and feel a strong personal connection towards the bank, would recommend working at this bank to others, would find it difficult to leave and would continue to work for the bank out of choice rather than necessity. The independent variables investigated returned mean scores of between 6.05 (Coordination and integration) and 6.32 (Strategic direction and intent) with most respondents agreeing that the conditions or relationships investigated existed within the bank in which they worked. The results of the MRA reported significant positive linear relationships between Empowerment of employees, Capacity development of employees, Coordination and integration and Strategic direction and intent, and the dependent variable Organisational commitment. Furthermore, a significant negative linear relationship between Core values and the dependent variable Organisational commitment were reported. No significant linear relationships emerged between the remaining independent variables, namely, Team orientation, Creating change, Customer focus, Organisational learning, Agreement, Vision and Goals objectives, and the dependent variable Organisational commitment. Based on the findings of this study, numerous recommendations were proposed to assist managers of banks to ultimately improve the organisational commitment of employees by adopting and encouraging certain behaviours in terms of the organisational culture of the bank. The findings of this study showed that by focusing on Empowerment of employees, Capacity development of employees, Coordination and integration and Strategic direction and intent, banks can enhance the organisational commitment of their employees. It is hoped that the findings of this study will provide bank managers with practical suggestions on how to use these organisational culture factors to improve organisational commitment among employees, and that the suggestions for future research will inspire future researchers to continue investigating the organisational culture factors in banks.

The findings of this study showed that by focusing on Empowerment of employees, Capacity development of employees, Coordination and integration and Strategic direction and intent, banks can enhance the organisational commitment of their employees. It is hoped that the findings of this study will provide bank managers with practical suggestions on how to use these organisational culture factors to improve organisational commitment among employees, and that the suggestions for future research will inspire future researchers to continue investigating the organisational culture factors in banks.

On the one hand, the prolonged and dramatic rise in almost all commodity prices is attributed to growing demand from emerging market economies, supply shocks such as adverse weather conditions, export bans as well as other macroeconomic factors. Collectively these are known as the fundamental (demand and supply) factors. On the other hand, there is a growing body of evidence that suggests these fundamental factors alone are not sufficient enough to explain recent commodity price developments. It is noted that alongside changes in the fundamental factors, there was a major shift in trading activities on commodity derivative markets related to the increasing presence of financial investors, institutional investors and hedge funds. This had important effects, it is argued, on the microstructure of these markets and on price dynamics in a process termed “fmancialization”. Most of the empirical literature covers the period of rising commodity prices from 20022011. This study seeks to add to the existing literature by examining, in addition, the impact of financialization when commodity prices were falling from 2011-2015. Whereas the literature focuses mainly on the rise of agricultural commodity prices, the focus of this study is on metals, oil and bulk commodities (coal and iron ore). Two techniques are employed, namely the calculation of rolling correlations for futures and spot returns. Granger causality tests are then performed to examine the relationships between futures and spot prices. Rolling return correlations are calculated for i) different exchange- traded commodities and ii) exchange-traded commodities and bulk commodities not traded on exchanges. This is done to establish whether the increased correlations between different commodities found in the literature still hold now that commodity prices across all categories are falling. Granger causality tests are used in order to establish the link between the futures prices and spot prices both during the upswing period (2002-2011) and downswing period (2011-2015). It is found that rapidly growing indexed-based investment in commodity markets (financialization) during the upswing period is concurrent with increasingly correlated returns on the prices of unrelated commodities in both the futures and spot markets. These correlations decline during the period of falling commodity prices (2011-2015). This was a period in which the total amount of commodity assets under management fell sharply. This supports the a priori expectation that if the increased correlations of previously seemingly correlated and unrelated commodities during the upswing had been driven by financialization, the correlation would decline in the downturn. Granger causality results reveal statistically significant evidence of futures prices (returns) driving spot prices (returns) during the financialization period. However, post-financialization there is a shift to more bidirectional relationships. The study therefore concludes that, in addition to changing fundamental and macroeconomic factors, the financialization of commodity markets further drove the excessive and volatile price levels in commodity markets from 2002 to 2011.

However, the ICT4D projects have failed or partially succeeded to attain their goals. This study, thus proposes a model for HEI researchers for the successful implementation of ICT4D projects through application of community engagement principles. The proposed model was formulated using the case study approach. Four cases of ICT4D projects were used as sample to help identify factors required for the successful implementation of ICT4D projects by HEIs. Data was collected using semi structured interviews, observations and literature. The data was then analysed using cross case analysis in the form of themes. The findings were that operational community engagement policies, understanding user needs, creation of long term partnerships, synchronisation of timelines and monitoring and evaluation are vital for the successful implementation of ICT4D projects by HEI researchers in the communities.

The second issue outlines whether the DTA supports the domestic law through the waiving of tax claims in favour of the country of source. In last instance the attribution of income is discussed. The interpretation attached to the words for the purpose of levying normal tax, serves as the methodology for identifying inconsistencies with the levying of withholding tax. The wider scope of withholding taxes with respect to the meaning of ‘interest’, ‘royalties’ as well as ‘foreign entertainer and sportsperson’ misaligns with the corresponding meaning of it in the DTA. This creates the risk that amounts paid to non-residents will either not be subjected to withholding tax in the source state or that the income will be taxable in the resident state as a result of the application of other articles of the DTA. DTA’s concluded between South Africa and other countries are based on the OECD Model Tax Convention. These DTA’s tend to favour the residence state with respect to the waiving of tax claims. The source state’s right to collect withholding tax on income from royalties and interest is prevented if the foreign person is physically present in South Africa for more than 183 days and if the interest/royalty payment is effectively connected with a permanent establishment in South Africa. The domestic law and DTA are misaligned with respect to the attribution of interest and royalty income since the recipient of the income for the purpose of the domestic law is not necessarily the beneficial owner of the debt claim or intellectual property. It can therefore be recommended that South Africa must renegotiate DTA’s to favour taxation in the source state. Withholding tax provisions must also be redrafted to align them with the DTA meaning.

The new Constitution brought a change in the jurisprudential paradigm accepted in South Africa and has transformed how judges perceive and carry out their role as interpreters of legislation. Judges have now adopted the purposive value-laden approach as authoritative. As custodians of the Constitution, judges should interpret provisions against the values imposed by it. The purposive value-laden interpretational approach allows judges to take into account more considerations and to weigh a provision against the constitutional values. Other issues discussed pertain to how institutional guidelines such as the doctrine of precedent and separation of powers, to a lesser extent, play a role in how judges interpret the law. It is demonstrated that the doctrine of precedent does not limit the role of judges but rather contributes to maintaining certainty, predictability and coherence in the legal system. It is also noted that judicial discretion is the mechanism by which judges use extra-legal factors such as public policy and moral considerations to assist in interpreting legislation.

The empirical results indicate that there is no significant deterministic relationship between household disposable income and household debt. However, the results show that such a relationship does exist between interest rate and household debt. Finally, impulse response functions obtained from the VAR estimation are examined which indicate that both shocks too household disposable income and interest rates effect the level of household debt, but that this effect returns to equilibrium within six periods.

- Description: The object of the research was to discuss the taxability of the illegal diamond trade in South Africa and to identify the consequences of not declaring income obtained from the illegal diamond trade to the South African Revenue Services. The research was conducted by means of a critical analysis of documentary data with specific reference to the Income Tax Act, the Value-Added Tax (VAT) Act, the Tax Administration Act and relevant case law. The Income Tax Act and the Value-Added Tax Act were referred to in relation to the tax consequences of the illegal diamond trade and the Tax Administration Act was used to determine the consequences of not declaring income to the South African Revenue Services. Organisation Development originated during the early 1950s and has evolved, adapted and changed dramatically since then. Two classical Organisation Development processes, Lewin’s 3-Step model and the Action Research spiral, are described, and typical challenges of applying them in today’s organisations are outlined. To remain competitive, organisations need to identify, adjust, and adapt to changing circumstances. These changing circumstances are constant and are due to increasingly complex demands from technological, economic, managerial, and cultural needs. Appreciative Inquiry as an approach is explored as an alternative Organisation Development process: it shifts the question from ‘what is going wrong’ to ‘what is going right in the organisation’. Appreciative Inquiry consists of the Discovery, Dream, Design and Destiny stages, and searches for the best in people and their organisations. In accordance with the constructionist paradigm, the research offers conclusions through the confirmation of past practices, conversations and relationships combined with creative new methods or experimentation of a positive intended future. The One- Group Pretest-Posttest, as a design, was selected to explore the effect of the variable (the Appreciative Inquiry intervention) in relation to the pre- and post-experimental evaluation. The design consists of an initial engagement (Pretest), the influencing variable (an Appreciative Inquiry intervention) and final engagement (Posttest) with the same group. The research was supported by a mixed method approach, with qualitative data supported by quantitative data. The quantitative data provided a general understanding of how participants experienced the change interventions. The qualitative data provided the information on how respondents experienced Organisation Development before an Appreciative Inquiry intervention and their views after an Appreciative Inquiry intervention. A South African secondary school was selected as a research site. Limited research is available regarding the application of Organisation Development and especially Appreciative Inquiry as a process in schools in general, and in South African schools in particular. A survey questionnaire was the instrument for collecting the quantitative data regarding the participants’ biographical information and change process perceptions. For the collection of qualitative data, interview questionnaires were used. The findings indicate that whereas previous change processes appear to have regarded the various staff levels of the school as separate entities, during the Appreciative Inquiry approach all staff were included as being an integral part of the organisation. The main finding after completion of the Appreciative Inquiry intervention was that collectively discussing and defining issues in a positive light instead of a problem to be solved changes the perspective of participants. Through the application of the Appreciative Inquiry’s four stages, participants were invited to think in a new way by applying innovation, enhancing participation, maintaining a positive core, and providing practical solutions through provocative statements. Conclusions reached from the research are that Appreciative Inquiry is a viable alternative for minimising Organisation Development challenges in contemporary organisations. The conclusions are based on factors such as understanding the reason for change; strong leadership; defining what is a successful intervention; understanding the Appreciative Inquiry process, the value of provocative statements; and the sustainability of change.

- Description: The global economy is still recovering from the effects of the sub-prime crisis. The economic downturn has created international tax policies that seem to encourage debt funding. Some commentators are of the view that debt and equity should have a uniform tax treatment. South Africa has not escaped the aftermath of the economic meltdown and had three credit downgrades since the second half of 2009. The first objective of this treatise was to determine whether loan funding still has a role to play in a SME environment. This was considered in the context of interest-free or low-interest rate loans advanced by companies to shareholders or other connected persons and interest-bearing loans due by companies that in substance clearly have equity features. The primary enquiry pertaining to debit loans is whether the debt arose by virtue of any share held in the company. It is submitted that a causal connection is required between any share in that company and the advance made. Where a company parts with funds for no quid pro quo a deemed dividend in specie is triggered. Conversely, where a loan was made on commercial grounds the company will not be in breach, even if the loan is interest-free. A loan that lacks a reasonable redemption period is more akin to equity and to this extent a deemed dividend will be triggered where a loan owing by a company to a shareholder or other connected person is not redeemable within 30 years. There is ambiguity with regards to the inception of the 30-year period for pre-existing loan agreements. Taking the contra fiscum rule into account, it is submitted that the 30-year period should only commence from the effective date due to the impracticalities involved and because the concept of an ‘instrument’ did not previously exist. It is submitted that shareholder and other connected person loans are not by default equity, to the extent that the transaction is on commercial grounds and in substance a loan. It is further submitted that loan funding still has a role to play in a SME environment and that South Africa has no need for uniform tax rules pertaining to debt and equity, due to the anti-avoidance provisions highlighted above. The poor state of the local economy prompted Treasury to introduce new debt relief rules to assist distressed debtors. The second objective of this treatise was to analyse whether the new rules will provide tangible relief to distressed debtors as this was one of the short comings of the previous system. It is submitted that the new ordering rules delay the incurrence of an immediate tax as trading stock held and not disposed of, the base cost of an asset or the balance of an assessed capital loss is first reduced compared to the old rules where it instantly triggered a recoupment or a deemed disposal for CGT purposes. Tangible relief is provided to distressed debtors as a tax debt reduced has no normal tax consequences. This provides an opportunity for companies under business rescue because SARS rank on par with concurrent creditors. As a result, the tax debt reduced is likely to be higher under business rescue than liquidation.

The purpose of the study was to find out if a link existed between extraversion, emotional quotient (EQ), leadership position and years of experience as a leader. A quantitative study with a questionnaire, which included Jung Personality Questionnaire and Ryback’s Emotional Quotient Executive survey was administered to military personnel at Thaba Tshwane Military Area in Pretoria, which is the military headquarters of the South African National Defence Force (SANDF). Respondents were selected randomly from the ranks of Corporal to Generals. The results revealed that there is no correlation between extraversion and emotional intelligence. Results also show that more males were introverted while more females were extraverted. It can therefore be concluded that people who are extraverted do not necessarily have high levels of EQ. Extraversion did not present as a dominant characteristic in the leaders of the sample group with just over half presenting with higher levels of extraversion. With regard to emotional intelligence, the majority of respondents showed high levels of Emotional Intelligence. In terms of EQ, one could probably reason that introverts are better at self-awareness and more reflective of feelings and relationships, while extraverts are better at expressing feelings and taking overt action to build relations. However, further research on this is required. The study therefore places emphasises the role of EQ in leadership.

The main findings of the study were that all the proposed hypotheses were supported with the exception of that of peer commnication and tie strength with peers on the intention to vote. It was also important to note that identification with peers had the strongest impact on the intention to vote while the message credibility had the weakest. The implication was that users feel that the ability to identify with each other influenced their voting intentions however the message itself was irrelevant.

It was also important to note that identification with peers had the strongest impact on the intention to vote while the message credibility had the weakest. The implication was that users feel that the ability to identify with each other influenced their voting intentions however the message itself was irrelevant.

Investigation into the relationship between intrinsic motivation, intrinsic rewards, extrinsic rewards and work engagement among teachers in South Africa

- Description: The primary objective of this mini-dissertation was to investigate whether a relationship exists between rewards, intrinsic motivation, work engagement among school teachers in South Africa. A further aim was to determine if work engagement has a moderating effect on the relationship between rewards and intrinsic motivation. The researcher further investigated whether demographic differences occurred across the three constructs studied. The study made use of quantitative research to achieve the above-mentioned objectives. The researcher made use of Ulrechs Work Engagement Scales (UWES), Intrinsic Work Motivation Scale (IWMS) and the Organisational Rewards Scale (ORS) to measure the mentioned relationships. The ORS was qualitatively piloted on a sample of primary school teachers in a Non-governmental institution. After refinement, a composite questionnaire was electronically completed by 207 teachers within South Africa. Data analysis was conducted in the form of descriptive and inferential statistics, including Cronbach’s alpha testing, Pearson’s Product Moment Correlations, t-tests, analysis of variance and structural equation modelling. The quantitative findings suggested that rewards lead to higher levels of Work Engagement, which in turn causes higher levels of Intrinsic Motivation. Thus, there was full mediation of rewards onto intrinsic rewards through work engagement From a demographics perspective, practically significant differences were discovered between NGO’s and Government High Schools for Rewards. In addition to these results, age differences were discovered across Work Engagement and job level differences were discovered for Intrinsic Motivation, together with significant correlations between the three constructs. These results theoretically contribute to the validation of the newly developed Intrinsic Work Motivation Scale. Furthermore, the results make a valuable contribution to the field of rewards management for teachers in South Africa.

The Johansen cointegration and Vector Error Correction Model (VECM) were used to determine the impact of transport infrastructure on foreign direct investment in South Africa. The explanatory variables in this study were market size, transport infrastructure, labour cost, exchange rate and corporate tax. Results from this study showed that market size, transport infrastructure and corporate tax have a positive and significant impact on foreign direct investment, while exchange rate is positive but insignificant, and labour cost has a negative and insignificant impact on foreign direct investment in South Africa. The policy recommendation that comes from this study is that efforts should be made to improve the standard of transport infrastructure in order to enhance and attract more of foreign direct investment. The government should follow policies that will attract foreign direct investment.
