Budget Deficits, the Savings Gap and Current Account Deficits in the Southern African Development Community

- Description: This study examines the validity of the triple deficit hypothesis for a selected number of SADC countries, utilising secondary annual data for the period 1996-2018. Based on previous studies and theory, current account deficit was chosen as the dependent variable and budget deficit and the savings gap as the independent variables. The study makes use of both first generation and second-generation unit root tests to examine the time series properties of the data. The empirical results show that the data is integrated of different orders. Kao, Pedroni and Westerlund cointegration tests were carried out to examine the long-term relationship between the variables of interest. The empirical results revealed that there is a long-term relationship between current account deficit, budget deficit s and the savings gap. The long-run model under the Autoregressive Distributed Lag test revealed that, a positive and significant relationship exists between budget deficit and current account deficit at a significance level of 10% and a negative and insignificant relationship exists between savings gap and current account deficit in the long run. This suggests that an improvement in the current account balance in SADC countries requires fiscal stringency

The predictive ability of the yield spread in timing the stock exchange: a South African case

Identification of differentially expressed proteins involved in wheat (Triticum aestivum) resistance against Russian Wheat Aphid (Diuraphis noxia) SA2 using SWATH-MS analysis

- Description: Wheat (Triticum aestivum) is the second most-consumed cereal crop in the world, second only to maize. In South Africa it is mainly produced in three provinces; the Free State, Western Cape, and the Northen Cape. The average total land area used for wheat cultivation in these three Provinces, is 533 000 hectares, with a resultant annual production of between 1.3 to 2 million tons. The total wheat requirement in South Africa is currently 2.7 million tons according to the production of wheat guidelines published by the Department of Agriculture, Forestry and Fisheries, which is higher than the total annual production. One of the primary reasons that contribute to the lower production levels is insect and pest infestation, in particular, the Russian wheat aphid (Diurophis noxis), which can result in crop loss of up to sixty percent. Russian wheat aphids (RWA) are invasive insects that feed on the phloem of the plant through their specialised thin stylet-like mouthparts and release toxic agents contained in their saliva during feeding, which disrupt cellular functions inside the host plant. This damage leads to symptoms like; chlorosis, necrosis, wilting, stunting and curling of leaves, also known as leaf rolling. This study aimed to identify differentially expressed proteins in resistant and susceptible wheat (Triticum aestivum) cultivars during Russian wheat aphid Biotype South African 2 (RWA-SA2) infestation, in order to identify proteins involved in the wheat resistant mechanism against RWA-SA2. Two wheat cultivars SST398 (resistant to RWA-SA2) and SST356 (susceptible to RWA-SA2) were used, and a total number of 126 plants were planted and divided according to four different harvest times (Control day 0; day 5; day 7 and day 12). The wheat plants were infested with approximately 10 aphids per plant at the three-leaf stage, and placed within an insect cage inside a growth chamber (Conviron, Winnipeg, Canada) set at 24ºC, light intensity of 352 µmol.m-2.sec-1, ambient CO2 levels (410 ppm) and humidity of 60% with a 16h/8h day/night cycle. Wheat leaves were harvested at various time frames, and total protein extraction was performed. The protein samples were reduced with 10 mM dithiothreitol (DTT) and alkylated with 30 mM iodoacetamide (IAA). Sample clean-up and on-bead trypsin digest were performed on megReSyn Hilic columns, over four hours. The resultant peptides were vacuum dried and resuspended in 2% acetonitrile (ACN) before submitting them to LC-MS/MS (SWATH) for analysis. A total number of 611 proteins were differentially expressed, of which 19 were identified to be involved in the resistance response of wheat, and an additional 20 involved in biotic stress responses. This study showed that reactive oxidative species (ROS) such as hydrogen peroxide and hydroxyl radicals (OH-) play a significant role in the early stages of wheat resistance against RWA-SA2 infestation. They are involved in cell wall strengthening, activation of defence genes, involvement of phytohormone signals such as salicylic and jasmonic acid, which also mediates the systemic defences such as, systemic acquired resistance (SAR), leading to the expression of pathogen-related proteins such as (thaumatin-like proteins, oxalate oxidase, defensin, chitinase, and thionins). Although up-regulation of photosynthesis proteins such as (chlorophyll a/b binding protein, photosystem I and II, rubisco and divinyl chlorophyllide a, and 8 vinyl-reductase) were seen on both infested cultivars (susceptible and resistance), higher numbers of these classes of proteins were identified in the resistance cultivar, suggesting that they also play a critical role in resistance. In conclusion, the SWATH analysis used in this study was able to identify numerous proteins involved in the wheat resistance mechanism against RWA-SA2, most of which have not yet been reported to be involved in either biotic stress or RWA-SA2 resistance responses. Future studies are required to biochemically confirm the involvement of these enzymes and proteins the specific metabolic pathways where they are found, in the wheat resistance mechanism against Russian wheat aphid Biotype 2

- Description: This study investigates the literary activities of two emerging female Kenyan writers, Claudette Okwiri Oduor and Jacqueline Ndinda Kioko, both of whom are award-winning authors. Oduor won the 2014 Caine Prize for African Writing while Kioko bagged the Wasafiri New Writing Fiction Award 2017. It examines specifically how the writers deal with memory and mourning in negotiating between the past and future. I explore how their fictional and non-fictional narratives assist individuals and groups to confront loss, reconstruct new identities, and renegotiate belonging amidst personal and social upheaval. The fictional narratives at the centre of this research are Oduor’s “The Plea Bargain” (2011), “My Father’s Head” (2013) and “Rag Doll” (2014), and Kioko’s “Sometime Before Maulidi” (2014) and “Some Freedom Dreams” (2017). The study explores the themes of mental illness, existential crisis, and fragmentation, and considers bereavement, queer relationships, cultural freedom, and social recognition. The research further considers the active participation of these two writers in Kenya’s contemporary literary-cultural conversations, which span different genres and various media platforms, including blogs, YouTube clips, online magazines, and social media networks in dialogue with other writers. I trace the significance of the literary-cultural link these authors have with their local, continental, and global counterparts in countries like Uganda, Nigeria, and South Africa. The link finds expression through their (in)direct association with some of the new online publishing outlets in Kenya like Jalada Africa, Enkare Review, and Kikwetu. More importantly, their shared participation in and association with such international awards and scholarships as the Commonwealth Short Story Prize, Kwani Trust Manuscript Project, and Miles Morland Foundation is integral in apprehending contemporary literary exchanges and multidirectional flows of publishing in Africa and beyond. I equally illustrate how mentorship of younger writers through local writers’ organisations and collectives like AMKA and Writivism help in the formation of an alternative canon other than the mainstream. The study affirms that the authors seem to transcend the boundaries of production and circulation by fluidly moving between electronic and non-electronic platforms, thus mimicking the memory production of remembering, repeating, and working through.

The use of LMSs is now global and has been fairly successful in developed countries even though past research shows that instructors tend to discontinue usage over a period of time. Whereas most LMSs research is carried in the context of the developed world, the candidate demonstrates that Vantankesh's IS Success Model and Davis' Technology Acceptance Model can be successfully replicated into the developing world on condition that local environment is taken into context. The results showed that LMSs in Zimbabwe higher learning institutions hold a promise of success even though challenges exist. The findings have wider implications on the need to invest in neccessary infrustructure and future predictions on learner interests. The study demonstrates that shared success can be achieved if the local conditions are taken into context when developing a strategy to motivate instructor continued LMS usage. The study holds the practical implication that institutions can motivate instructors to continue with usage of LMSs to deliver quality output in their daily duties.

The adoption of camera-carrying unmanned aerial vehicles, commonly referred to as drones, as remote sensing tools has yielded images of higher spatial resolution than traditional techniques. Drones also have the potential to interact with the environment through the delivery of bio-control or herbicide, as seen with their adoption in precision agriculture. Unlike in agricultural applications, however, invasive plants do not have a predictable position relative to each other within the environment. To facilitate the adoption of drones as an environmental monitoring and management tool, drones need to be able to intelligently distinguish between invasive and non-invasive vegetation on the fly. In this thesis, we present the augmentation of a commercially available drone with a deep machine learning model to investigate the viability of differentiating between an invasive shrub and other vegetation. As a case study, this was applied to the shrub genus Hakea, originating in Australia and invasive in several countries including South Africa. However, for this research, the methodology is important, rather than the chosen target plant. A dataset was collected using the available drone and manually annotated to facilitate the supervised training of the model. Two approaches were explored, namely, classification and semantic segmentation. For each of these, several models were trained and evaluated to find the optimal one. The chosen model was then interfaced with the drone via an Android application on a mobile device and its performance was preliminarily evaluated in the field. Based on these findings, refinements were made and thereafter a thorough field evaluation was performed to determine the best conditions for model operation. Results from the classification task show that deep learning models are capable of distinguishing between target and other shrubs in ideal candidate windows. However, classification in this manner is restricted by the proposal of such candidate windows. End-to-end image segmentation using deep learning overcomes this problem, classifying the image in a pixel-wise manner. Furthermore, the use of appropriate loss functions was found to improve model performance. Field tests show that illumination and shadow pose challenges to the model, but that good recall can be achieved when the conditions are ideal. False positive detection remains an issue that could be improved. This approach shows the potential for drones as an environmental monitoring and management tool when coupled with deep machine learning techniques and outlines potential problems that may be encountered.

The chosen model was then interfaced with the drone via an Android application on a mobile device and its performance was preliminarily evaluated in the field. Based on these findings, refinements were made and thereafter a thorough field evaluation was performed to determine the best conditions for model operation. Results from the classification task show that deep learning models are capable of distinguishing between target and other shrubs in ideal candidate windows. However, classification in this manner is restricted by the proposal of such candidate windows. End-to-end image segmentation using deep learning overcomes this problem, classifying the image in a pixel-wise manner. Furthermore, the use of appropriate loss functions was found to improve model performance. Field tests show that illumination and shadow pose challenges to the model, but that good recall can be achieved when the conditions are ideal. False positive detection remains an issue that could be improved. This approach shows the potential for drones as an environmental monitoring and management tool when coupled with deep machine learning techniques and outlines potential problems that may be encountered.

A mixed-method approach is followed in this study, which considers a triangulation of quantitative and qualitative data collection, analysis and interpretation techniques. It is important to note that in the past years since South Africa became a democratic country, there have been countless efforts with regard to overcoming the problems created during the apartheid era. These problems stemmed from a distorted spatial, social, economic and political background that was advocated by both segregationist public policies and the planning systems of the Apartheid Regime. In recent years, South African cities have also been faced with environmental issues, which are imperative to the future development of the country. With all these issues in mind, we see that the many efforts that are put in place by government always fall short of solving the problems. This research report looked at the constraints that affect the KwaMaphumulo Local Municipality in attaining sustainable human settlements and whether the efforts of redistribution and equality have been enough to overcome the problems. The key findings of the study were that constraints in attaining sustainable human settlements in the KwaMaphumulo Local Municipality negatively impacts on the development in the area. The level of services being provided is poor. There is an apparent disconnect between traditional leaders and the municipality councillor as development management and vision are concerned. Furthermore, the development programmes and projects do not seem to address the critical needs of the community. Housing development is narrow minded with a focus on the top structure and a failure to include basic services and infrastructure. Houses built that are financed by subsidies are of poor quality. The latter situation results in more able‐ bodied, skilled and capable people emigrating to developed areas.

In the high-pressured, agile work environment, it is necessary for the organisations to move their processes with the times, providing information on digital platforms while upskilling the employees and saving time. Employee engagement is defined as the force that drives the organisational success and when achieved it eventually leads to high morale, employee retention, employee trust and loyalty to the organisation and organisational performance The aim of the study was to investigate the impact of change management process on the employee engagement in the workplace. The three identified main factors were readiness for change, process of change and leadership involvement. Change initiatives have been reported to fail by 70% if not implemented effectively and can have a negative impact on how the employees receive the change. The mixed method study approach was used, starting with interviews with the four key players in the organisation to establish how they perceive change and gather new information. It was followed by a quantitative e-survey to departments which have had technological change in the past year. The empirical results showed that the there is a relationship between the factors of change and employee engagement. Importance of readiness for change was highlighted, supporting the need for an organisational analysis followed by a detailed change plan aligned to the organisational vision. Process of change had a positive significance for employee engagement while lack of leadership involvement showed the negative relationship to employee engagement. The findings show how change leadership should work in sync with organisational leadership at all times and should incorporate change management into the organisational DNA.

- Description: The Namibian National Subject Policy Guide for Physical Science Grade 8-12 (MoE, 2010) indicates that science teachers should be creative and innovative in producing their own teaching and learning support materials that are linked to practice. Practical activities play a major role in the learning of science. Due to the lack of science laboratory equipment, however, minimal practical activities are done in some schools especially under-resourced disadvantaged schools. It is against this background that this case study investigated the possibilities and challenges associated with the use of easily accessible resources to carry out hands-on practical activities. Underpinned by an interpretive paradigm, this study used a mixed-method approach by generating both quantitative and qualitative data. It was carried out in the Otjozondjupa region in Namibia at Wato Secondary School (pseudonym). It was conducted with a Grade 10 Physical Science class consisting of 30 learners. To generate data, questionnaires, focus group interviews, lesson observations, stimulated recall interviews, as well as learners’ journal reflections were used. Conceptions, dispositions, interest and sense-making were used as conceptual lenses while Vygotsky’s social constructivism was the theoretical framework that informed this study. Quantitative data were analysed using the conceptual lenses and were subsequently presented in tables and graphs. That is, a deductive approach to analysis was used. On the other hand, a thematic approach was used to analyse the qualitative data. That is, qualitative data were inductively analysed to come up with sub-themes and themes. The findings from this study revealed significant shifts in learners’ conceptions, dispositions and interest towards science after the use of easily accessible resources to do hands-on practical activities. Similarly, learners’ sense-making of science concepts improved. This study thus recommends that science teachers should, where possible, make use of easily accessible resources to carry out hands-on practical activities during their science lessons. During such hands-on practicals, however, emphasis should be on the development of scientific concepts.

- Description: The Namibian National Subject Policy Guide for Physical Science Grade 8-12 (MoE, 2010) indicates that science teachers should be creative and innovative in producing their own teaching and learning support materials that are linked to practice. Practical activities play a major role in the learning of science. Due to the lack of science laboratory equipment, however, minimal practical activities are done in some schools especially under-resourced disadvantaged schools. It is against this background that this case study investigated the possibilities and challenges associated with the use of easily accessible resources to carry out hands-on practical activities. Underpinned by an interpretive paradigm, this study used a mixed-method approach by generating both quantitative and qualitative data. It was carried out in the Otjozondjupa region in Namibia at Wato Secondary School (pseudonym). It was conducted with a Grade 10 Physical Science class consisting of 30 learners. To generate data, questionnaires, focus group interviews, lesson observations, stimulated recall interviews, as well as learners’ journal reflections were used. Conceptions, dispositions, interest and sense-making were used as conceptual lenses while Vygotsky’s social constructivism was the theoretical framework that informed this study. Quantitative data were analysed using the conceptual lenses and were subsequently presented in tables and graphs. That is, a deductive approach to analysis was used. On the other hand, a thematic approach was used to analyse the qualitative data. That is, qualitative data were inductively analysed to come up with sub-themes and themes. The findings from this study revealed significant shifts in learners’ conceptions, dispositions and interest towards science after the use of easily accessible resources to do hands-on practical activities. Similarly, learners’ sense-making of science concepts improved. This study thus recommends that science teachers should, where possible, make use of easily accessible resources to carry out hands-on practical activities during their science lessons. During such hands-on practicals, however, emphasis should be on the development of scientific concepts.

The Cape Fold, the lower Southern Temperate Highveld and the Amatolo – Winterberg Highlands freshwater ecoregions contain some of the heavily impacted river systems in the country. One such river system is the Great Fish River system, which has been affected by anthropogenic modification (hydrological modification, water pollution and invasion by non-native fish species). These modifications have raised conservation concerns on an imperilled anabantid fish, the Eastern Cape rocky Sandelia bainsii that is confined to the Kat and Koonap rivers, which are tributaries of the Great Fish River. Historically, the species was reportedly common and abundant, with a range spanning across seven river systems (Kowie, Great Fish, Keiskamma, Igoda, Gxulu, Buffalo and Nahoon rivers) in the Eastern Cape Province. However, surveys have indicated that the species has experienced decline in population size and distribution range, with localised extirpations being reported. This resulted in its listing on the IUCN Red List of threatened species as Endangered. The proposed shale gas exploration and potential infrastructure development in the Karoo basin, which encompasses the headwaters of the Kat River, represent a potential future threat to the remnant populations of this species. The aim of the present study was to review the past and present distribution range of S. bainsii, determine the habitat associations and assess the conservation of S. bainsii in the Great Fish River system. This information is essential for informing conservation and management decisions for this species in the Great Fish River system. This study undertook a comprehensive survey of the Kat and the Koonap rivers in 2017, and augmented this information with data from more recent surveys that were conducted from 2009 - 2014 to map the distributions freshwater fishes in the Great Fish River system. Data from these recent surveys (2009 – 2017) were compared with historical records (1961 – 2005) obtained from the South African Institute for Aquatic Biodiversity to evaluate changes in distribution patterns of S. bainsii. Historical records indicated that S. bainsii occurred at 11 localities in the Kat River and three localities in the Koonap River. Data from recent surveys indicated that the species has persisted at these historical localities, except one locality in the Koonap River where no individuals of S. bainsii were captured, despite the use of multiple sampling approaches and gears. Although the species still persists at two of the three historical localities in the Koonap River, the population sizes have considerably declined as the species was reportedly in high abundance at these localities in the 1980s. Factors threatening the continued existence of this species in the Koonap River likely include non-native species, extreme drought conditions and the associated excessive abstraction of water which has resulted in the drying of some of the refugia pools where the species was historically common and abundant. In contrast to the Koonap River, the 2017 survey indicated that in the Kat River, S. bainsii had a similar distribution range compared to historical records. The species occurred at 11 of the 41 localities that were sampled in the Kat River, and the sampled populations consisted of all size classes. Sandelia bainsii occurred with other native fish species in the system, including Labeo umbratus, Enteromius anoplus and Glossogobius callidus. A comparison of historical and recent data indicates that non-native fishes have likely not expanded their ranges in the Kat River. This is likely due to the presence of weirs and dams that have prevented upstream movement of non-native fish species L. aeneus, C. gariepinus and T. sparrmanii which are now abundant in the lower Kat and mainstem Great Fish River. Surveys from the present study indicated that although S. bainsii still persists within the Kat River, there are a number of factors that pose a considerable threat to the continued existence of this species in the Great Fish River system. Chapter 3 evaluated the habitat associations of S. bainsii based on 10 physical and chemical variables and distribution data collected from 30 localities in the Upper Kat River and seven of its tributaries. A non-metric multidimensional scaling model was used to assess the distribution patterns of S. bainsii in relation to environmental variables. Furthermore, a negative binomial generalised linear model (GLM) was used to assess the relationship between the abundance of S. bainsii and environmental variables. Results from the present study indicated that S. bainsii was a habitat generalist as the distribution of this species showed no specific association with any of the habitat variables that were considered in this study. The species occurred in a wide range of habitats, including rocky sections in the upper Kat River and its tributaries as well as the mainstem sections. The GLM however indicated that the abundance of S. bainsii was negatively associated with increasing conductivity. In addition, the Kat River contains multiple weirs of variable sizes. Future studies should therefore evaluate the effects of these weirs on population fragmentation, gene flow and long-term evolutionary potential of S. bainsii through the application of techniques such as mitochondrial DNA and microsatellites.

The level of employee engagement in South Africa according to the polls remains very low. On the other front, innovative ideas prove to be a vital element of organisational innovativeness and progress. Today’s business environment is unstable and to remain relevant in the marketplace, it is imperative for organisations to embrace innovation and become responsive to changing customer needs. South Africa’s population is very diverse coming second in diversity after the United States. The diversity of South Africa as a national endowment could be investigated to see if it could be leveraged to improve organisational innovation and effectiveness through work engagement. Being mindful of the fact that being diverse is not equal to being inclusive, inclusion is also investigated to see its effect on work engagement and organisational innovation. The principle of fairness (equity) was also investigated with relation to engagement and innovation. The purpose of the study is to assist organisations to improve employee engagement and organisational innovation by taking advantage of the national factor endowment of diversity and inclusion. Equity is investigated as an important principle that could possibly have an effect on employee engagement or organisational innovation. The findings were that diversity and inclusion have a significant relationship with employee engagement and organisational innovativeness while equity has a significant relationship with organisational innovativeness. Recommendations were therefore made to leaders of the organisations to embrace workforce diversity, inclusion and fairness in organisational structures and practices in order to realise improved employee engagement and organisational innovativeness.

This enquiry falls under the broad area of the noun classification system in Bantu languages, psycholinguistics and lexicogrpahy. Specifically it explores the basis of noun classification in Setswana making indications that Setswana noun classification is based on a partial semantic classification. Data for the study was drawn from the Setswana Oxford Dictionary. Sixty Setswana nouns, from class 1, 3, 5, and 7, were selected and analysed and then grouped into semantic categories (i.e., PERSON, DEROGATION, TRANSPORATION and so forth). The study adopted Kgukutli’s (1994) semantic classification in performing the dictionary analysis. The rest of the data was drawn from the intuitions of thirty-nine contemporary speakers of Setswana, with the aid of a linguistic test which was fashioned according to Selvik’s (2001) psycholinguistic test. The language test required participants to match the predetermined Setswana definitions with hypothetical Setswana nouns with selected class prefixes attached to them. The results from the empirical study showed that speakers were associating prefixes to certain semantic values, suggesting that each noun class had specific semantic content that was unique to that class. The semantic categories created through the dictionary analysis were then compared to those given by the thirty-nine Setswana speakers, to analyse whether there were any similaritires in the semantic classification of the noun classes. The findings of the dictionary analysis and linguistic test revealed that there were certain semantic characteristics that each class was associated with that seemed to be unique to the class. However, there were various semantic overlaps in the semantic categories associated with the different noun classes, which brings into question whether a semantic classification is viable in the classing of nouns. The study suggests that prior classification of Setswana nouns are not precise enough and that additional semantic categories are needed to offer a more precise classification of nouns in this language.

The quality of tertiary healthcare in the Port Elizabeth - Eastern Cape province hospital complex

- Description: The goal of this study was to carry out a comprehensive assessment of the quality of healthcare in the Port Elizabeth Hospital Complex in the province of the Eastern Cape in South Africa. The assessment was made on the basis of the perceptions of patients of the features of the hospital and the services which it provides to patients. A quantitative research design was adopted to conduct the study. The data was derived from a questionnaire which the research assistants administered to patients in a number of surgical clinics in the hospital. Across-sectional sample of 350 patients, who were making their first follow-up visits after having previously been admitted to the hospital to undergo surgical procedures, was obtained by making use of convenience sampling. The researcher made use of the modified SERVQUAL scale for hospital services in order to measure the extent to which the participants agreed with statements pertaining to five specific dimensions of the quality of service, namely, tangibles, reliability, responsiveness, assurance, and empathy. The overall gap score was negative (-0.52), which indicates that the respondents perceived that the quality of healthcare which the hospital provided was unsatisfactory. Although the gap scores for each of five of the dimensions of quality were negative, the two dimensions whose gap scores reflected the highest levels of dissatisfaction were reliability (-0.66) and responsiveness (-0.63). The findings of this study could assist the Department of Health of the Eastern Cape Provincial Government to appreciate the perceptions of the public of the quality of healthcare which the Port Elizabeth Hospital Complex provides to patients. The recommendations which are made on the basis of the findings of this study could assist policymakers and members of the senior management of the hospital complex to formulate policies which result in substantial improvements in the quality of healthcare in the hospital complex. Further research is still needed to identify the factors which adversely affect the performance of the staff of the hospital and limit their ability to provide satisfactory healthcare consistently to patients.

- Description: The goal of this study was to carry out a comprehensive assessment of the quality of healthcare in the Port Elizabeth Hospital Complex in the province of the Eastern Cape in South Africa. The assessment was made on the basis of the perceptions of patients of the features of the hospital and the services which it provides to patients. A quantitative research design was adopted to conduct the study. The data was derived from a questionnaire which the research assistants administered to patients in a number of surgical clinics in the hospital. Across-sectional sample of 350 patients, who were making their first follow-up visits after having previously been admitted to the hospital to undergo surgical procedures, was obtained by making use of convenience sampling. The researcher made use of the modified SERVQUAL scale for hospital services in order to measure the extent to which the participants agreed with statements pertaining to five specific dimensions of the quality of service, namely, tangibles, reliability, responsiveness, assurance, and empathy. The overall gap score was negative (-0.52), which indicates that the respondents perceived that the quality of healthcare which the hospital provided was unsatisfactory. Although the gap scores for each of five of the dimensions of quality were negative, the two dimensions whose gap scores reflected the highest levels of dissatisfaction were reliability (-0.66) and responsiveness (-0.63). The findings of this study could assist the Department of Health of the Eastern Cape Provincial Government to appreciate the perceptions of the public of the quality of healthcare which the Port Elizabeth Hospital Complex provides to patients. The recommendations which are made on the basis of the findings of this study could assist policymakers and members of the senior management of the hospital complex to formulate policies which result in substantial improvements in the quality of healthcare in the hospital complex. Further research is still needed to identify the factors which adversely affect the performance of the staff of the hospital and limit their ability to provide satisfactory healthcare consistently to patients.

A framework for supplier selection in the Nelson Mandela Bay retail industry

- Description: The success of business firms operating in the retail industry is largely dependent on the performance rendered by their supply base. Choosing the incorrect supplier could have dire consequences for the retailer’s performance, as suppliers are generally considered an extension of the retailer. Organisations base their operational expertise on the key performance objectives of cost, service, quality, speed, dependability and flexibility, which becomes the basis of their selection criteria when evaluating suppliers. The primary objective of this study was to develop a framework that guides retailers in their supplier selection process with the ultimate goal of formulating strategies to improve Nelson Mandela Bay’s (NMB’s) retail performance. In support of the primary objective, it was necessary to identify the current supplier selection criteria used in the NMB retail industry and the challenges that retailers face when selecting suppliers. The study set out to assess the effects of utilising established supplier selection criteria on retailers’ performance, as well as to identify strategies that retailers should employ to improve their performance. A quantitative research approach was utilised to collect data from a sample of 248 retailers and procurement and logistics managers. The empirical findings of the study identified flexibility, timeous delivery and reliability as the most important supplier selection criteria identified by retailers in NMB. The findings also revealed that utilising established supplier selection criteria has a significantly positive effect on retailers’ performance. Lack of collaboration between suppliers and retailers, lack of transparency between suppliers and retailers and suppliers’ limited knowledge of the criteria by which they are judged were identified as the most significant challenges facing retailers in NMB. The empirical findings also identified an increase in a retailer’s competitive advantage and revenue as the benefits of utilising supplier selection criteria to improve a retailer’s performance. The conclusions and implications of the empirical findings are provided and recommendations made. The study advances a framework to assist in guiding the retailers and procurement and logistics managers, retail researchers and policy makers when selecting suppliers. The study suggests that retailers should identify the most important supplier selection criteria, inform potential suppliers of the importance v of those criteria, select suppliers based on those criteria and utilise those criteria to evaluate the suppliers’ performance.
