- Description: The question of ethnicity has been one of the most topical subjects of study by social scientists. The controversies around this phenomenon seem to have been heated up by the high visibility of mobilized and politicized ethnic groups in most multi-ethnic states. Therefore, the extent to which ethnic nationalities are able to effectively manage the interplay of ethnic differences determines to what extent a multi-ethnic nation develops without crisis. Historically Nigeria has come a long way from multi-ethnic entity with political differences and background to the amalgamation of 1914 till the present structure of thirty-six states. Ethnicity, no doubt has contributed immensely to ethnic conflicts in Nigeria because of long standing revulsion or resentments towards ethnic groups different from one’s own or fear of domination which can as well lead ethnic groups to resort to violence as a means to protect and preserve the existing ethnic groups. Significantly ethnicity in Nigeria, is a product inequality among the various ethnic groups orchestrated by a long period of colonialism; a period which witnessed the ascendancy of three major ethnic groups to the socio-political domination of other ethnic groups and a period when the three major ethnic groups were used as a pedestal for the distribution of socio-political goods, resulting in the inability of other ethnic groups to access these socio-political goods. This situation has continued to impact negatively on the forces of national integration and cohesion in ethnically divided Nigeria. Considering the relationship between ethnicity and development; socio-political exclusion is not only ethically dangerous to development but also economically unproductive. It deprives groups and individuals of the opportunity for the necessary development that can be beneficial to the society. Thus, it is important to develop an integrative socio-political frame-work that explicitly recognizes the participatory role of every ethnic group in governance. Hence, there is a need for the adoption of inclusive governance to manage ethnicity in Nigeria. Notwithstanding, ethnic conflict still persists and an attempt will be made in this study to identify the reasons. Central to socio-political sustainability in Nigeria is a system that should recognize that differences are important to development and encompass notions of equality. Such a system should acknowledge the socio-political and economic power of every ethnic group and promote a system devoid of ethnocentric and exclusionary socio-political and economic policies.

- Description: This study focuses on the influence of peer education programmes on learner behaviour. Peer education is a critical approach for behaviour-change. The presentation had two objectives. The first objective was to determine the nature and extent of peer education programmes policy implementation in the school under study. The second objective was to determine the impact of the policy on learner behaviour. A questionnaire which was administered to all trained peer educators at Bulelani High School indicated that all respondents agreed that peer education was educationally relevant and offered accurate information. Furthermore, results indicated that older learners strongly agreed that peer education programmes have an impact on behavioural changes than younger learners who merely agreed on that. The results also showed that the duration of involvement in peer education programmes influences the opinion on the impact of peer education on behavioural changes. Looking at the respondents ’gender, the researcher could not find any evidence that the impact of peer education on behavioural change depends on the gender of the respondent and therefore concludes that opinions are independent of gender. The study shows that in schools where peer education programmes are well implemented and monitored, they do impact on learner-behaviour in a positive way.

It also showed that both work-family conflict and job satisfaction respectively accounted for a significant proportion of variance in occupational stress. The thesis ends with several recommendations for future research and for future professional or managerial practice.

Assessing the impact of shifting traditional leadership roles on local government in service delivery: a case study of the Bor County, Jonglei State, South Sudan

- Description: The local level of government plays a pivotal role in the delivering of service in Bor county of Jonglei State in South Sudan. As the world‟s newest nation attained independence in July 2011, the republic of South Sudan face a huge mountain to climb in terms of service delivery for socio – economic transformation. A country which has ransacked by civil wars and economic exclusion of its people in the past, South Sudan needs to pool resources together for the sustainable betterment of its citizens. Service is solely dependent on leadership and effective and efficient service rendering, requires a people – centred, accountable and professional leadership. Traditional leaders have played a key role in the welfare of their subjects in South Sudan beginning long back, they have led, counselled, mediated disputes, allocated and managed land as well as preservation of customs and cultures. The study sought to assess shifting roles of traditional leaders in local government services delivery. It comprises of six chapters which are chronologically arranged. The main objectives of the study were to establish role which were played by Bor traditional leadership to promote service delivery at the local government level before independence, after independence, the extent to which the roles shifted, challenges they face currently and ways of solving them. The research question which guided the sought to find the answers to what roles traditional leaders played before and after independence, the shifting of roles, challenges and ways of addressing them. The paradigm used in the study is the qualitative research approach where empirical data was collected from a representative sample of 9 respondents. Data was collected using the non-random sampling techniques of purposely sampling. The researcher observed strict ethical guideline which includes informed consent, privacy and confidentiality. The study found out that traditional leaders played various roles under various governments. There were shifts in traditional leadership roles leaders can play and did not completely divert the roles leaders can play in service delivery. The study further established that Bor traditional leaders were willing service at the local government level but that they faced challenges particularly that of insecurity and war – related problems. The study therefore, recommended that government should pay attention to security in Bor County and the county at large. It was also recommended that government should train traditional leadership roles such as those applied in Ghana, Uganda, South Africa and Zimbabwe. Despite the said shift in roles, traditional leaders remain a key asset to the development of South Sudan.

- Description: South Africa is faced by a huge problem of inequality, twenty years after the dawn of independence. Such inequalities have been addressed by policy intervention such as the social security and assistance of citizens through various classes of grants. One of the grants targeting children under the age of 18 years is the child support grant. However there are deserving children who have been left-out of mainstream social security through social exclusion. The study sought to investigate the problem of the social exclusion of children from the child support grant in the Nkonkobe municipality. Through the use of the Basic Needs Approach (BNA) to understand the need for any state/government to promote the social welfare of its citizens, the study took a triangulated research paradigm which used both quantitative and qualitative research approaches to collect data from forty respondents by way of a questionnaire survey. The study found out that, inter alia, poverty remains high in the Nkonkobe municipal area, there is rampant social exclusion in the area, the amount paid for the child support grant is little and that the effects of the withdrawal of the grant when the child reaches the age of 18 are unbearable to the child. Some of the recommendations which the study made in line with improved mainstream social security in relation to the child support grant are that, the government needs to improve information dissemination about grants to the populace, there should be mandatory policies to make sure all citizens have identification particulars, the government should be mobile and take services to the people and there should a consideration to review the amount paid for the child support grant upwards. The researcher is quite optimistic that the study will play a part in improving policy implementation.

The study sought to investigate the problem of the social exclusion of children from the child support grant in the Nkonkobe municipality. Through the use of the Basic Needs Approach (BNA) to understand the need for any state/government to promote the social welfare of its citizens, the study took a triangulated research paradigm which used both quantitative and qualitative research approaches to collect data from forty respondents by way of a questionnaire survey. The study found out that, inter alia, poverty remains high in the Nkonkobe municipal area, there is rampant social exclusion in the area, the amount paid for the child support grant is little and that the effects of the withdrawal of the grant when the child reaches the age of 18 are unbearable to the child. Some of the recommendations which the study made in line with improved mainstream social security in relation to the child support grant are that, the government needs to improve information dissemination about grants to the populace, there should be mandatory policies to make sure all citizens have identification particulars, the government should be mobile and take services to the people and there should a consideration to review the amount paid for the child support grant upwards. The researcher is quite optimistic that the study will play a part in improving policy implementation.

In terms of data analysis, the study used a qualitative analysis approach to interpret data into readable information for the various categories of audiences in the study. The findings of the study were, inter alia, that financial management skills are low in the schools, the amounts appropriated to schools needs to be revised upwards because schools need more funding for renovations and property development in schools, sanctions for those guilty of school financial misconduct are too soft and auditing of financial record is not being constantly done. The study recommends that the following be considered in order to help improve school financial management; the training of financial officers in school on how to best manage funds, imposition of stiffer penalties for offenders of financial misconduct and increase in allocation aimed at school property development.

The objective of this study was to investigate the determinants of corporate entrepreneurship for firms in adventure tourism sector in the Eastern Cape Province; South Africa. The population for the study were firms registered with the Nelson Mandela Bay Tourism Portal (NMBT) and the Dirty Boot Adventure South Africa. Convenience sampling method was used. Data was collected through the use of a self-administered questionnaire. For the purpose of data collection, one hundred and fourteen questions were identified through a thorough review of the literature. Principal component analysis was used to reduce the one hundred and fourteen questions to twelve factors namely: flat organisational structure, management support for intrapreneurship, vision and strategic intent, rewards / reinforcement and sponsorship, innovativeness and creativity, multi-disciplined teamwork and diversity, entrepreneurial leadership, resources and time, strong customer orientation, continuous cross-functional learning, tolerance of risk, mistakes and failure and work discretion and discretionary time. Data was analysed using descriptive statistics, Pearson’s correlation, T-test and ANOVA. Cohen`s (d-value) was used to measure the effect size of differences for t-statistics. The Cronbach’s alpha was used to test the reliability of the scales. The results showed significant positive relationships between the twelve factors and corporate entrepreneurship. Recommendations included an integrated framework that could assist adventure tour operator to establish and sustain corporate entrepreneurship within this sector.

The model is an error correction model imposed upon a vector autoregressive model. The results obtained showed that wages and imports both have negative relationships with the demand for workers. Based on these two important results, policy recommendations were made. The study recommended the introduction of a sector-based wage subsidy. The wage structure in South Africa is a perpetually problematic factor of the labour market and therefore a significant determinant in the viability of business and investment. Apart from informal graphical test, the study employed the Augmented Dickey-Fuller and Phillips Perron unit root tests to test for stationarity in the time series. To identify the long-run and short-run dynamics among the variables, the study used the Johansen co-integration and the Error Correction Mechanism. Results of the study indicated that age dependency ratio, inflation and real interest rate have a positive impact on household savings whilst income has a negative long run relationship with household savings. In addition, the findings revealed that income, inflation and real interest rate play a major role in determining household savings whereas age dependency ratio is insignificant. The study recommends that the government should employ a countercyclical fiscal policy to avoid the development of excessive current account deficits during periods of more rapid economic growth, rising investment and falling saving.

- Description: The Johannesburg Stock Exchange market was tested for the existence of the random walk hypothesis using All Share Index (ALSI) and time series data for the period between 2000 and 2011. The traditionally used methods, the unit root tests and autocorrelation test were employed first and they all confirmed that during the period under consideration, the JSE price index followed the random walk process. In addition, the ARIMA model was built and it was found that the ARIMA ( 1, 1, 1) was the model that best fitted the data in question. Furthermore, residual tests to help determine whether the residuals of the estimated equation show random walk process in the series were done. It was found that the ALSI resembles series that follow random walk hypothesis with strong evidence of RWH indicated in the conducted forecasting tests which showed vast variance between forecasted values and actual indicating little or no forecasting strength in the series. To further validate the findings in this research, the variance ratio test was conducted under heteroscedasticity and it also strongly corroborated that the existence of a random walk process cannot be rejected in the JSE. It was concluded that since the returns follow the random walk hypothesis, it can be said that JSE is efficient in the weak form level of the EMH and therefore opportunities of making excess returns based on out- performing the market is ruled out and is merely a game of chance. In other words, it will be of no use to choose stocks based on information about recent trends in stock prices.

In some public institutions compliance with the regulatory framework has been limited to mere establishment of Supply Chain Management Units. Some of these units are not compliant with the National Treasury guidelines and are not properly staffed with personnel with the required skills and qualifications. Staff employed in Supply Chain Management units are either not provided with the required training in order to fulfill their employment obligations or do not see self-development in Supply Chain Management as of great importance. Supply Chain Management Policies do not evolve from within the institutions but more copies of the guidelines provided by the National Treasury. Staff do not get involved in policy development processes. This is a non-conclusive case study of the Eastern Cape Department of Roads of Public Works which is aimed at establishing the extent the department has complied with prescribed guidelines pertaining to establishment of Supply Chain Management, training of personnel and the development of policies and procedures on Supply Chain Management.

Staff employed in Supply Chain Management units are either not provided with the required training in order to fulfill their employment obligations or do not see self-development in Supply Chain Management as of great importance. Supply Chain Management Policies do not evolve from within the institutions but more copies of the guidelines provided by the National Treasury. Staff do not get involved in policy development processes. This is a non-conclusive case study of the Eastern Cape Department of Roads of Public Works which is aimed at establishing the extent the department has complied with prescribed guidelines pertaining to establishment of Supply Chain Management, training of personnel and the development of policies and procedures on Supply Chain Management.

This research study explores the main challenges in the implementation of policies on gender equity in the education in Bor County in South Sudan. An exploratory research design was applied to explain to what extent policies on gender equity in the education system in Bor County, has been achieved and implemented. Quantitative and qualitative research methodologies were applied through questionnaire administration and focus group discussion interviews. Of the sampled respondents about ninety percent (90%) of the respondents were males, while only ten percent (10%) were females, seventy-three percent (73%) were in the middle aged group of 26-45 years. Forty-six percent (46%) had secondary level of education, while about fifty-four (54%) had a tertiary level education. About eighty-four percent (84%) of the respondents reported the existence of policies on gender equity in the education system in Bor County. Ninety-eight percent, (98%) of the respondents were of the perceptions that it was critically important that policies on gender equity in the education system in Bor County be effectively implemented. About seventy-four percent (74%) of them reported that the institutions responsible for formulating or contributing to policy making include among others: the Ministry of Education, Science and Technology National government and Jonglei State Ministry of Education, National and State Parliaments, Ministry of Gender, Child and Social Welfare, Jonglei state and South Sudan transitional Constitutions, with the support from United Nations agencies such as World Food Programme (WFP) and UNICEF, IOM and UNMIISS, also other NGOs for example, Hold the Child, CRS, Save the Children Sweden, JAM and fifty-six percent (56%) reported that these policies did not address the gender equity in education system in Bor County. Respondents pointed to some of the challenges related to implementation of policies on gender equity in the education in Bor County. These challenges entail: lack of financial support to implement gender policies in education, rigid communal traditions and customs, long distance of schools from homes which impact on girls accessing education, illiteracy among the communities which makes them resist enrolling girls in schools, early and forced marriages by the parents, lack of clear gender equity policies in the state Ministry of Education in Jonglei state and Bor County Department of Education, parents who regard their daughters as sources of wealth through marriages, lack of commitment and dedication from the concerned authorities on the implementation of gender policies in education and lack of sensitisation of the community on gender policies in education by the County department of education. The study findings also suggest lack of monitoring and evaluation during the implementation of gender policies in education. Further to this, domestic chores by the girl child as well as poor road network to facilitate movement from one point to another to sensitise people on gender policies in education impede efforts to implement gender equity policies in education. Furthermore some parents regarded schools as places for unlimited freedom for girls. The findings of this study indicated that policies on gender equity in education system in Bor County were formulated and not implemented. The stakeholders in implementing these policies were experiencing challenges that hampered their individual initiative to implement the policies. This was as a result of many factors that have affected the efforts and the roles of stakeholders involving in the implementation of gender equity policies in education in Bor County in South Sudan.

Financial structure and economic growth nexus: comparisons of banks, financial markets and economic growth in South Africa

- Description: The importance of the financial structure system, which comprises the banking sector and financial markets, to the growth of a country’s economy cannot be underestimated. It is important to analyse comparatively the contribution of each sector to the economic growth of a country. This study, therefore, empirically examined the relationship between financial markets, banks and economic growth in South Africa using time series analysis for the period 1990 to 2011. The study used the Vector Error Correction model (VECM) based causality tests to establish the link between financial structure (represented by both banks and financial markets) and economic growth. Real GDP was used as a measure for economic growth, Bank credit to the private sector was used as a proxy for the banking system, turnover ratio and value of shares traded was used as a measure for the stock market and bond market capitalisation was used as a measure for the bond market. To determine the net effects of financial structure on long run growth in South Africa, one control variable was added which was the ratio of government expenditure to GDP to control for the government’s role in the economy. The Johansen co-integration technique was also employed to obtain a long run relationship. The results from the study revealed that the stock turnover ratio, bond market capitalisation, and government expenditure have a long run relationship with economic growth while bank credit to private sector and value of shares traded showed a negative relationship with economic growth. With granger causality all the variables proved to granger cause economic growth except for bond market capitalisation where economic growth prove to granger cause bond market development. The study recommended that measures to improve liquidity, transparency and accessibility of both the banking sector and financial markets instruments should be a priority for South African authorities. The authorities should, therefore, encourage stock market development through an appropriate mix of taxes, legal and regulatory policies to remove barriers to stock market operations and thus enhance their efficiency since stock markets in Africa are underdeveloped. Strong financial regulation and supervision in banks to ensure efficiency in credit allocation should be done to enable channelling of credits to capital development rather than consumption spending.

Only about 56% lived in fully-owned formal dwellings in 2009. (Stats SA: 2009). The problem is not only about the inability of the government to decrease backlogs in the provision of adequate low-cost houses. These contributory factors include the standard of construction, land as well as continuous urbanisation. International commitments such as the UN’s Millennium Goals put further pressure on government to permanently resolve the issue. Adequate housing is recognised globally as a basic human right. This includes access to running water and sanitation and electricity. The aim of the study is not to investigate construction techniques or methods, specific choices of location or any other planning-related issues, but to find an approach that is more appealing to the challenge of the provision of housing as per the afore-mentioned challenges combined with, amongst others, the provision of the necessary resources and relevant political processes as well as monitoring and evaluation. The provision of low-cost housing is unique in nature as it can never be fully resolved. To assist the process because of its nature, future studies suggest systems theory as a best recognised and more successful way to address wicked problems. By investigating low-cost housing programmes in Chile and Australia, identifying the elements of systems theory used, it was possible to find pointers to help formulate a set of steps (or actions) to use to address South Africa’s low-cost housing challenge. This research report proposes that, while the challenge of housing provision in a country like South Africa will most probably always be present, it can be alleviated by applying systems thinking to the problem. The study therefore puts forth Participatory Housing Delivery Monitoring Model (PHDMM). The model will assist in providing the beneficiaries of low-cost houses space to participate in the housing process and projects. It will also necessitate accountability by various participants in housing development. Capacity building will also be part of the package.
