A financial institution is selected for this research because of its sensitivity; hence getting it right with a delicate institution like a financial organization will assist usage of this monitoring system by other institutions. Modern banking in Nigeria started in 1892 with the free banking era which ended when the Banking Ordinance of 1952 was promulgated. First Bank was the pioneer bank that was established in Nigeria in 1894 as the Bank of British West Africa. The establishment of the First Bank of Nigeria predates the birth of the Nigerian nation as a sovereign entity. The bank which was registered as the bank of British West Africa in 1894 has therefore evolved along the path of political, social and economic changes and developments of Nigeria from the colonial period to independence and the experience of post-independence. It thus shared, in the process of its growth, the tidal experiences of the nation which, in retrospect, were sources of strength (Ndekwu, 1994).

Provincial monitoring and support for accountability in municipal finance: the case of Nkonkobe Local Municipality, Eastern Cape Province

- Description: The Constitution of the Republic of South Africa, 1996, section 154(1) states that the national government and provincial governments, by legislative and other measures, must support and strengthen the capacity of municipalities to manage their own affairs, to exercise their powers and to perform their functions. The study sought to identify the monitoring and support rendered to Nkonkobe local municipality by the province in achieving clean audit; and assessing the impact of the provincial monitoring and support to Nkonkobe local municipality in achieving clean audit. In addition to this the study sought to come up with recommendations on how to address the challenges and problems experienced in the rendering of provincial monitoring and support to Nkonkobe local municipality. The study used both quantitative and qualitative research methods. Twenty (20) respondents comprised of Nkonkobe local municipal officials, Eastern Cape Provincial government officials and South African Local Government Association’s officials were given questionnaires to complete. Furthermore face-to-face interviews and document analysis were also used as data collection methods. The study findings suggest that the monitoring and support provided to Nkonkobe local municipality by the province is insufficient in achieving clean audit, as it faces capacity and budgetary constraints, and above all, is not well coordinated between the Provincial Treasury and Department of Local Government and Traditional Affairs. Improvement in audit outcome (from a disclaimer to a qualified audit opinion) has been noted, but in general, there has been insignificant impact noted in Nkonkobe local municipality. The study recommended that sufficient resources must be provided by the province in monitoring and supporting Nkonkobe local municipality to achieve clean audit. It was also recommended that coordination of support activities between and within the national and provincial governments was critically important.

- Description: The information security behaviour of technology users has become an increasingly popular research area as security experts have come to recognise that while securing technology by means of firewalls, passwords and offsite backups is important, such security may be rendered ineffective if the technology users themselves are not information security conscious. The mobile phone has become a necessity for many students but, at the same time, it exposes them to security threats that may result in a loss of information. Students in developing countries are at a disadvantage because they have limited access to information relating to information security threats, unlike their counterparts in more developed societies who can readily access this information from sources like the Internet. The developmental environment is plagued with challenges like access to the Internet or limited access to computers. The poor security behaviour exhibited by student mobile phone users, which was confirmed by the findings of this study, is of particular interest in the university context as most undergraduate students are offered a computer-related course which covers certain information security-related principles. During the restructuring of the South African higher education system, smaller universities and technikons (polytechnics) were merged to form comprehensive universities. Thus, the resultant South African university landscape is made up of traditional and comprehensive universities as well as universities of technology. Ordinarily, one would expect university students to have similar profiles. However in the case of this study, the environment was a unique factor which had a direct impact on students’ learning experiences and learning outcomes. Mbeki (2004) refers to two economies within South Africa the first one is financially sound and globally integrated, and the other found in urban and rural areas consists of unemployed and unemployable people who do not benefit from progress in the first economy. Action research was the methodological approach which was chosen for the purposes of this study to collect the requisite data among a population of university students from the ‘second economy’. The study focuses on the relationship between awareness and behavioural intention in understanding mobile phone user information security behaviour. The study concludes by proposing a behaviour profile forecasting framework based on predefined security behavioural profiles. A key finding of this study is that the security behaviour exhibited by mobile phone users is influenced by a combination of information security awareness and information security behavioural intention, and not just information security awareness.

- Description: Despite according high priority to regional economic integration and being clustered by regional economic schemes, Africa’s regional economic integration record is not inspiring. With the transformation of the OAU to the African Union (AU), the New Partnership for Africa`s Development (NEPAD) was adopted as the development program of the continent to drive the impetus of economic integration through trade. At the time NEPAD was adopted, regional integration schemes in Africa were facing problems of low intra-regional trade levels despite trade being identified as the engine of activity and economic growth for regional economic integration. The study was centered on Southern Africa with precise attention on SADC. Even though trade is accepted as a vital engine of economic growth and development, this is not the case with SADC. The study was looking at the contribution of NEPAD in intra-regional trade in Africa with special focus on SADC. This was prompted by the fact that regional integration is business as usual within the sub region while problems that have been confronting regional schemes are continuing unabated after the adoption of NEPAD. The study used the historical approach because it provides the study with an advantage of accessing existing literature with regards to what is really stalling intra-regional trade in SADC. The study findings noted that NEPAD has not fully addressed the problems of intra-regional trade within SADC and the continent at large. The study lastly concludes by giving a way forward for NEPAD to respond to the specific needs of SADC for the promotion of intra-regional and equitable trade.

- Description: This research study explored the inadequacies of the National Development Plan on addressing the problem of youth unemployment in Eastern Cape in South Africa. The study intended to achieve the following objectives: (i) to evaluate the employment needs of youth in relation to the identified measures of employment creation outlined in the NDP. ii) to identify the gaps in the NDP policy interventions in relation to the prospects and problems embedded in addressing the problem of youth unemployment. The literature reviewed in the study was drawn from several researchers and the study was underpinned by the human capital theory, the capability approach and the public and the private sector partnership theory. Though many theories were used, the human capital theory was the major theory adopted in this study. Since the study was qualitative in nature, an interview guide which consisted of open ended questions was used on face to face interviews and focus groups to collect data from twenty one youth and five youth representatives in the Eastern Cape. The data of this study was thematically analysed. The analysis of the study made the following conclusions about the NDP and youth employment in the Eastern Cape. Firstly, there is a problem of high youth unemployment which is above 50% in the Eastern Cape. Secondly, the NDP’s economic measures have a potential of excluding the youth and as a result, the NDP will inadequately address the employment needs of the youth. Thirdly, the youth appreciated that the NDP is realising the problem of youth unemployment but they are not happy with the NDP’s proposed employment measures of wage subsidies, low wages, labour deregulation and SMMEs because they do not solve the root causes of youth unemployment. Rather, they provide unsustainable and low quality jobs in the long run if not properly monitored. In response to the findings, the study therefore made the following recommendations: The NDP’s economic growth policy to be labour intensive compliant, human capital to match the work place skills requirements, promoting entrepreneurship skills, addressing the root causes rather than focusing on symptoms of unemployment , rethinking on SMMEs, development policies to match the local employment needs, succinct youth employment policy implementation, productivity to match the wages, complementing the private and the public sector in creating youth employment, the NDP to promote adequate link of education to self-employment from the primary level, the NDP to promote higher levels of investment for the employment benefits of the youth and the NDP to fight corruption on the misuse of youth employment grants. The study concluded that NDP’s proposed economic measures will inadequately address the youth employment needs hence there is need for relooking at the NDP to be sustainable employment responsive in nature so as to reduce poverty and inequality.

The impact of export diversification on economic performance in South Africa: 1980-2012

- Description: A widely held view is that export diversification constitutes an important component of export led growth, and poses a major challenge for many developing countries. Given this, the role of export diversification on economic growth warrants a fresh analysis in South Africa. The primary objective of this study is to determine the impact of export diversification on economic growth in South Africa. In this context, the study seeks to establish the relationship between export diversification, export stability and export growth. Initially, the study examines the extent and structure of export diversification in South Africa; it then empirically establishes the link between export diversification, export stability and export growth. Finally, it develops a model and investigates the effects of export diversification on economic growth in South Africa. As an attempt to fulfill the proposed objectives, this study uses quarterly data for the period 1980 to 2012 as well as data for 28 selected groups of commodities to investigate the effects of export diversification on economic growth in South Africa. Measures of export diversification and structural changes in exports in the context of South Africa were discussed. The findings of this study are that the Commodity Specific Cumulative Experience function showed that plots for manufactured commodities are shifted to the right indicating that the commodities are non-traditional in nature whereas, plots for primary commodities are shifted to the left. Results also indicated that South Africa relies more on traditional exports than manufactured exports. Various measures of export instability were used to calculate the export instability index in South Africa. The results of the study reveal that the South African export basket is slightly diversified, and the less diversified or primary commodities are associated with high instability VECM approach was used to allow us to establish the extent of influence of export diversification and other explanatory variables on economic growth. Consistent with other researchers, the study found that export diversification plays significant roles to economic growth in South Africa. A number of diagnostic checks were employed to validate the parameter evaluation of the outcomes achieved by the model. The model passed all the diagnostic checks. On the whole, the results to a larger extent painted a pictured that export diversification is important or drives economic growth in South Africa. - Description: A widely held view is that export diversification constitutes an important component of export led growth, and poses a major challenge for many developing countries. Given this, the role of export diversification on economic growth warrants a fresh analysis in South Africa. The primary objective of this study is to determine the impact of export diversification on economic growth in South Africa. In this context, the study seeks to establish the relationship between export diversification, export stability and export growth. Initially, the study examines the extent and structure of export diversification in South Africa; it then empirically establishes the link between export diversification, export stability and export growth. Finally, it develops a model and investigates the effects of export diversification on economic growth in South Africa. As an attempt to fulfill the proposed objectives, this study uses quarterly data for the period 1980 to 2012 as well as data for 28 selected groups of commodities to investigate the effects of export diversification on economic growth in South Africa. Measures of export diversification and structural changes in exports in the context of South Africa were discussed. The findings of this study are that the Commodity Specific Cumulative Experience function showed that plots for manufactured commodities are shifted to the right indicating that the commodities are non-traditional in nature whereas, plots for primary commodities are shifted to the left. Results also indicated that South Africa relies more on traditional exports than manufactured exports. Various measures of export instability were used to calculate the export instability index in South Africa. The results of the study reveal that the South African export basket is slightly diversified, and the less diversified or primary commodities are associated with high instability VECM approach was used to allow us to establish the extent of influence of export diversification and other explanatory variables on economic growth. Consistent with other researchers, the study found that export diversification plays significant roles to economic growth in South Africa. A number of diagnostic checks were employed to validate the parameter evaluation of the outcomes achieved by the model. The model passed all the diagnostic checks. On the whole, the results to a larger extent painted a pictured that export diversification is important or drives economic growth in South Africa. Corroborating our findings with work of other scholars, we conclude that our results are complementary.

One of the methods used to collect data in a smart city is participatory crowdsourcing but, in order to ensure effectiveness and efficiency, it is essential that a large amount of data be collected from the participants in such a project, who are generally citizens residing in the city. This study was conducted in the city of East London, which is part of the Buffalo City Metropolitan Municipality (BCMM). The study made use of a Design Science approach with a mixed method data collection method. The quantitative data collection comprised a questionnaire that was completed by 394 participants, while the qualitative data collection included a detailed literature review, conversational analysis and observations arising from the building of the crowdsourcing system prototype. The design artefact produced by this research is a model based on the literature, conversational analysis and the principles and concepts learnt from the prototype. Thus, this model represents what must be incorporated in the prototype to assist with the implementation of a public safety, participatory crowdsourcing smart city in a developing country. The model includes three areas ‒ the crowdsourcing system, the city (Buffalo City Metropolitan Municipality) and the citizens of East London. The crowdsourcing system incorporates factors of information security, specifically the CIA triad, and the usability of the crowdsourcing system. Usability includes characteristics such as the quality of the system and interface, as well as the usefulness of the public safety, participatory crowdsourcing system which was used to measure the confidence of the East London citizens in the system. Three steps were identified in the literature as being necessary for the implementation of a smart city project by a city. These steps include the planning, development and delivery of the smart city project. Finally, the trustworthiness of the public safety participatory crowdsourcing system is determined by the ability, reliability and benevolence of the system. These three characteristics were included in the citizen factor of the model.

From the analysis of the study, the study reveals that the following legislative frameworks were used in order for risk management in the Department to be performed in an effectively and efficiently manner but the Department failed to receive a positive audit outcome. Just to mention the few are as follow: Public Finance Management Act (Act 1 of 1999), Treasury Regulations, The Constitution of the Country and Risk Management Framework. The Department must speed up the finalization of its organizational structure so as to hire required staff for all sections, speed up the cleaning of data in schools, learners and personnel. It must improve efficiency and effectiveness of systems, process and procedures to achieve a better audit outcome. Training and capacitation of staff must be number one in their agenda. Ensure that systems are in place and have punitive measures to employees who contravene Treasury Regulations. The Department’s plan to reduce the number of districts in the near future must be speed up so as to assist the Department in addressing effective controls, accountability and monitoring.

A literature study was conducted on three aspects, which are core self-evaluations, stress and work aspirations. The study used a desktop approach whereby data was collected from books, journals, articles, media reports and surveys done by other scholars. The findings of the study highlighted that corruption is rampant in South Africa in different sectors and departments. Corruption in South Africa has reached epidemic levels and threatens the lives of all South African citizens. The role of the PSC has been found to be weaker and not meeting its role of fighting corruption as there are more failures than successes since its inception. This has been attributed to challenges such as human resources and financial constraints. The research was aimed at analyzing the impact, gaps and weaknesses of public Policies towards assisting these children and the challenges they experienced on surviving without an adult figure in their lives. The fieldwork exercise was extracted from desktop, documents, newspapers, publications, journals, public speeches departmental reports. The data was gathered using in-depth interviews. In-depth interviews were the most appropriate research method in this research since it is a means of eliciting relevant and valuable details to be raised in order to understand the coping/survival strategies of child headed households (CHHs). Findings indicate that the governments departments should work together to ascertain government objectives. Older siblings become caregivers to the younger sibling, and shoulder the burden of adopting survival strategies which include doing part time jobs, begging only to mention a few. The social grants and the foster grant also act as a safety net to child headed households.

An assessment of local economic development as a mechanism for poverty alleviation: a case study of Blue Crane Route Municipality in Cacadu District Municipality in the Eastern Cape

- Description: Prior to 1991, the development concept and strategy of Local Economic Development (LED) was not part of the development lexicon in South Africa. With the exception of some very limited local government advertising campaigns and the work of NGOs, the concept of locally –based and driven development interventions was an alien one in South African practice. The rigidities of the apartheid state, both in terms of its racial controls and its centralized management of all affairs precluded local development initiatives. What spatial economic development there was, focused on the flawed pre-1991 Regional Industrial Development Programme, which was tainted by failure to promote the former Homelands, corruption and faulty economic logic (Reflections on the Evolving Nature and Prospects of Local Economic Development in South Africa: 1990-2007). The post-apartheid government in its quest to alleviate poverty formulated a number of policies and legislation to guide developmental local government initiatives. Thus local government committed itself to, among others, building local economies and creating jobs for the people. By the end of Apartheid, South Africa’s economy was facing a variety of serious structural problems. The final two decades of the National Party’s regime had been particularly damaging to the economic climate, with stagnant economic growth (the average over the entire period was just 1.7%), declining per capita income (averaging -0.7% annually), increasing unemployment (using the broad definition, up from around 20% at the start of the 1970s to around 30% by 1994) and a spiraling debt problem (under the De Klerk government (1989-1994) alone, debt had increased from less than 3% of GDP to more than 9%, and total government debt more than doubled. Facing this “deep-seated structural crisis”, the government attempted to put together a policy framework that could begin to address the variety of problems being faced both economically and otherwise. The RDP White Paper, presented to Parliament in 1994, identified economic, social, legal, political, moral, cultural and environmental problems that the country faced.

- Description: Prior to 1991, the development concept and strategy of Local Economic Development (LED) was not part of the development lexicon in South Africa. With the exception of some very limited local government advertising campaigns and the work of NGOs, the concept of locally –based and driven development interventions was an alien one in South African practice. The rigidities of the apartheid state, both in terms of its racial controls and its centralized management of all affairs precluded local development initiatives. What spatial economic development there was, focused on the flawed pre-1991 Regional Industrial Development Programme, which was tainted by failure to promote the former Homelands, corruption and faulty economic logic (Reflections on the Evolving Nature and Prospects of Local Economic Development in South Africa: 1990-2007). The post-apartheid government in its quest to alleviate poverty formulated a number of policies and legislation to guide developmental local government initiatives. Thus local government committed itself to, among others, building local economies and creating jobs for the people. By the end of Apartheid, South Africa’s economy was facing a variety of serious structural problems. The final two decades of the National Party’s regime had been particularly damaging to the economic climate, with stagnant economic growth (the average over the entire period was just 1.7%), declining per capita income (averaging -0.7% annually), increasing unemployment (using the broad definition, up from around 20% at the start of the 1970s to around 30% by 1994) and a spiraling debt problem (under the De Klerk government (1989-1994) alone, debt had increased from less than 3% of GDP to more than 9%, and total government debt more than doubled. Facing this “deep-seated structural crisis”, the government attempted to put together a policy framework that could begin to address the variety of problems being faced both economically and otherwise. The RDP White Paper, presented to Parliament in 1994, identified economic, social, legal, political, moral, cultural and environmental problems that the country faced.

Assessment of the monitoring and evaluation tools for transversal training management agency for targeted community based organizations

To accomplish this objective, a case study of the training provided by Transversal Training Management Agency (TTMA) was assessed within the concept of the practice of evaluation and seeking to answer four research questions: To what extent should capacity development create sustainable managerial competencies for rural projects? Are monitoring and evaluation tools the key to sustainable projects? How will knowledge and application of M&E tools improve capacity development of CBOs? What are the policy lessons that can be derived from the application of M&E tools for the grass roots groups? The research design was in two parts namely the literature review which focuses on the roles of social change theory and program theory approaches of evaluation which is best applicable for the grassroots, then the case study of TTMA. This was a qualitative research whereby secondary data source was mainly used. The researcher was an employee of TTMA within the period of study, therefore, was able to validate information. Multiple community projects were studied using the secondary data analysis. This was necessary because of the geographic spread of the CBOs that were trained all around the Eastern Cape province and the language barrier would have pose a challenge to the researcher if all project members were to be interviewed. The main findings of the study shows that training was well conducted and project members gave positive feedback about training but what was absent in the training is a study of a monitoring and evaluation framework for the projects‘ members as one of the necessary managerial competencies in order for them to track progress and warning signals in the project cycle before it is too late. In conclusion some recommendations have been made amongst which is a practical handbook of M&E for the grassroots. This provides variety of tools that can best suit the literacy levels of project members that this study targeted. TTMA can therefore, adopt this as part of the training courses for project sustainability.

The main objectives of the study were to identify the obstacles to community participation in decision-making processes and how communities can be encouraged to participate effectively in decision-making, to meet their needs and interests. It further examines the extent to which communities play a role in promoting effective service delivery through participating in decision-making processes in Lainya County South Sudan. In this study, interviews, focus group discussions and observations were used as the main instruments for data collection on the issue of community participation as a tool for effective service delivery in Lainya County. These instruments are used to determine the extent to which communities are involved in decision-making processes to meet their needs and interests for effective service delivery. Data was collected from County officials comprising of Administrators, Chiefs, Women Associations Youth Associations and opinion leaders using both structured and unstructured interviews, focus group discussions and observations. Emerging from the study is that community participation is an integral part of the County developmental planning process. The study findings suggest that, public meetings, hearings, community workshops and seminars were the main mechanisms for community participation being used by the administrators. The study therefore, recommended among other things that; community participation be encouraged to promote community involvement in decision-making processes for effective service delivery. It also recommended that community participation and involvement be encouraged to initiate community development as it enhances program sustainability and ownership. The study further recommended that the top-down approach to decision making be replaced by bottom-up approaches, which emphasizes seeking communities’ ideas first before any developmental plans take place or are implemented. This study will significantly contribute to effective service delivery in Lainya County in the Republic of South Sudan.

The role of local government in the basic education system: the case of the Eastern Cape Province

- Description: The purpose of this study was to determine the role Local Government can play in the Department of Basic Education with the aim of addressing the enormous challenges faced by the Department of Basic Education with specific reference to the Province of the Eastern Cape. Currently the Department of Education in the Eastern Cape gets regular media coverage for the wrong reasons. Problems highlighted by the media normally include the following; over-crowded classrooms; mud schools; lack of ablution facilities at schools; delays in delivery of text books and stationary; shortage of teachers; unpaid teachers and the bungles with school transport and school nutrition programmes. Currently the National Government and Provincial Government have jurisdiction over basic education. An in-depth literature study was conducted in order to get insight in the Department of Basic Education in the Eastern Cape with its numerous problems and challenges that are crippling education in the province. The researcher also deemed it necessary to conduct an in-depth literature study on Local Government’s role in the education system in other countries e.g. USA, Wales, Great Britain and Nigeria where education is managed and financed by Local Government. Empirical studies were done through face-to-face interviews with the sample population from school principals, teachers, education specialists, administration officials and parents serving on School Governing Bodies in the Nelson Mandela Bay Metropole. The findings of the study suggested that Local Government is not yet in a favourable position to control the entire Department of Basic Education, although certain functions can be shifted to Local Government e.g. school transport, school nutrition programme; teachers’ salaries. The general feeling is that councilors at Local Government level are more likely to be aware of and sympathetic to the needs of their communities than Ministers and MEC’s. Through the relevant data the researcher has drawn certain conclusions and recommendations were made to alleviate the plight of education in the Province of the Eastern Cape.

The transformational agenda for local government that was conceived by the new democratic government, introduced new key performance areas which included infrastructural development of previously neglected residential areas, service delivery to all, accountability and transparency in local government financial management, good governance and capacitation of those assigned to champion these issues. Councillors, being one of the most important stakeholders in local government, had to allow for additional responsibilities in the advancement of the transformational agenda of local government. As provocateurs of good governance which is indispensable for the successful developmental transformation of society, they are required to meet certain standards. This research investigates the factors that may negatively impact on good governance in the NMBM. Firstly, it examines conditions that undermine the development of a culture of good governance within its geographical confines. Secondly, it investigates the suitability and preparedness of councilors on a number of terrains. The research was conducted in the light of the public debate concerning the caliber of councilors in the NMBM while adding value to the academic discourse on this emotive issue. This is achieved by employing a qualitative research approach using a questionnaire and interviews with a specific target population.
