- Description: Energy poverty is a concept that has gained significance quite recently. Its significance has been prompted by the realization that without sustainable modern energy alternatives for the rural poor, prospects for rural transformation remains low. The recognition of modern energy as one of the missing link in rural transformation comes amid the growing concern about the negative effects of relying on traditional energy services and the increasing forecasts that most developing countries are likely to miss their MDG targets by 2015. Drawing on the Modernization and the Sustainable Development Approach, this study concluded that improving the quantity and quality of energy services consumed by the rural poor can counteract rural underdevelopment and enhance rural social and economic transformation in Dewedzo. The study confirmed that energy poor households are prone to various social, economic and environmental detriments such as poor health, hunger, malnutrition, poor education and missed socio economic opportunities. By addressing rural people‟s energy needs, more nexus can be injected into rural productivity and the economic social outputs of this process can in turn increase the pace at which MDGs can be achieved.

The challenges hindered ICT benefits that are expected to accrue to smallholder farmers. This study is significant in the view that most studies on ICT have focused on the general roles of ICT on rural development without giving particular attention to smallholder farming that has a potential of reducing poverty and promoting food security. For a theoretical lens, the Sustainable Livelihood Approach was used with special attention to Chapman et al (2001)’s information wheel. Regarding methodological issues, the study followed a qualitative research methodology guided by a secondary analysis research design. Data were collected from published reports of government, reports from the Ministry of ICT, internet, journals, newspapers and periodicals. The study established that ICTs promote livelihoods of smallholder farmers through the dissemination of vital information for improvement of agricultural productivity. From the research findings, the study proposes four main recommendations. Firstly, strengthening of ICT policy for effective smallholder farmers. Secondly, the government to organise ICT awareness campaigns directed towards rural people especially smallholder farmers. Thirdly, up scaling ICT Infrastructural development .Finally, a large-scale ICTs and livelihoods research must be commissioned in the country.

- Description: This study focused on the policy responses formulated by the government of Zimbabwe and their implementation to meet the social needs of the people with special emphasis on the Zimbabwe National Orphan Care Policy (ZNOCP) of 1999. The challenges this policy is facing from the newly evolving structure of the child headed households was the centre of this study. At independence, the government adopted the incremental approach to policy making and extended formal social policy to the previously marginalized black majority. The ZNOCP was introduced in 1999 during the second phase of ESAP. The same period saw the spread of the HIV and AIDS pandemic. HIV and AIDS led to an increase in the number of orphans some of whom ended up in CHH without adult supervision. The day to day challenges of this group of orphans was investigated in Masvingo rural district. For this study both the qualitative and quantitative methodology paradigms were used. Secondary sources such as journal articles, published books and computer databases helped in complementing the field work. Four sets of questionnaires were administered to four groups of people which were the heads of CHH, extended families, community leadership and government officials. The analysis of this study led to the following conclusions about social policy and the plight of children in CHH. Firstly, that social policy has failed in Zimbabwe due to the incremental approach to policy making which was taken by the government because of its nature of being reformist as opposed to being transformative. Secondly, that the xiii ZNOCP is not being properly implemented therefore it does not have any impact on the lives of children in CHH. These children are struggling for basic social services like food and nutrition, clothing, education health, shelter and birth registration. Thirdly, the extended families and the community have been weakened by HIV and AIDS and impoverished by ESAP such that they cannot take care of their own families, let alone their deceased relatives‟ orphaned children as stipulated by the ZNOCP. Finally, the passive role being taken by the government in the care and protection of the children in CHH is detrimental to their welfare. The comparative case study of the Slangspruit informal settlement in South Africa shows that challenges faced by orphans are common. This study therefore recommends that there is need for the review of the ZNOCP. The new policy should come up with child care strategies which take into cognizance the evolutionary nature of the community. A human rights based approach ought to be the basis of child protection interventions in Zimbabwe. The study recommends that all stakeholders from the government down to the community need to fully participate in their various capacities in child care and protection. Resources in terms of finance and human resources should be made available and channeled to the intended beneficiaries. There is also need for capacity building in the communities and to intensify HIV and AIDS prevention, mitigation, care and treatment interventions to reduce the prevalence of orphans.

The study identified that there is a lack of sustainable interventions in the development of rural tourism which is catalyzed by the absence of rural tourism promotion strategy to support the sustenance of livelihoods through socio-economic transformation. Meaningful socio economic transformation in the African rural areas through tourism remains a major development challenge. Development initiatives through different forms of tourism in the rural communities, has to a less magnitude benefited the rural communities and have negatively impacted the socio–economic environment. A qualitative research methodology and case study design was employed in order to have a deeper understanding of the experiences of the society around this project. Face to face interviews and focus group discussions guides were used to collect primary data. Purposive and convenience sampling techniques was employed to select respondents. Data was analysed using the transformative theory and sustainable livelihoods theory and was organized into categories and themes. The study established that the absence of a strategy is caused by political instability, community conflict, lack of finance, marketing, poor communication, and limited knowledge of tourism. All the aforementioned reasons complement each other and poise a challenge to the sustainability of rural tourism development. For Zimbabwe to effectively transform its economy through tourism, the government needs to plan the process, formulate and implement relevant economic and social development strategies and policies. Although this dissertation is a case study of sustainable rural tourism in Zimbabwe, it can be used to appreciate the role of tourism in bringing about socio-economic transformation and sustaining livelihoods in developing countries.

Thus the dissertation explored the concept of education decentralization policy with specific reference to the notions of democratization and participation in Zimbabwe. Besides the qualitative and the quantitative research methods employed, the study was complemented by the observation on the ground and document analysis. The thesis unearthed that; the democratic education decentralization policy is characterized by some successes and problems during implementation of the policy as indicated by the paucity of the teaching and learning resources. The research findings revealed that, there is prevalence of poor learning outcomes at ‘O’ level in schools; the SDCs/SDAs are underutilized sources of school development because they are not fully empowered by the education system since they had a minimum role in participating towards the implementation of the policy in order to acquire the teaching and learning resources at the schools in Kadoma District. The above findings long-established the view held by critical theorists of the Participatory Governance Model that there is a complementary relationship between the participation of the SDC/SDA in acquiring the teaching as well as the learning resources and the academic performance of learners. National development plan (NDP) and youth employment in South Africa. The case of Eastern Cape Province

- Description: This research study explored the inadequacies of the National Development Plan on addressing the problem of youth unemployment in Eastern Cape in South Africa. The study intended to achieve the following objectives: (i) to evaluate the employment needs of youth in relation to the identified measures of employment creation outlined in the NDP. ii) to identify the gaps in the NDP policy interventions in relation to the prospects and problems embedded in addressing the problem of youth unemployment. The literature reviewed in the study was drawn from several researchers and the study was underpinned by the human capital theory, the capability approach and the public and the private sector partnership theory. Though many theories were used, the human capital theory was the major theory adopted in this study. Since the study was qualitative in nature, an interview guide which consisted of open ended questions was used on face to face interviews and focus groups to collect data from twenty one youth and five youth representatives in the Eastern Cape. The data of this study was thematically analysed. The analysis of the study made the following conclusions about the NDP and youth employment in the Eastern Cape. Firstly, there is a problem of high youth unemployment which is above 50% in the Eastern Cape. Secondly, the NDP’s economic measures have a potential of excluding the youth and as a result, the NDP will inadequately address the employment needs of the youth. Thirdly, the youth appreciated that the NDP is realising the problem of youth unemployment but they are not happy with the NDP’s proposed employment measures of wage subsidies, low wages, labour deregulation and SMMEs because they do not solve the root causes of youth unemployment. Rather, they provide unsustainable and low quality jobs in the long run if not properly monitored. In response to the findings, the study therefore made the following recommendations: The NDP’s economic growth policy to be labour intensive compliant, human capital to match the work place skills requirements, promoting entrepreneurship skills, addressing the root causes rather than focusing on symptoms of unemployment , rethinking on SMMEs, development policies to match the local employment needs, succinct youth employment policy implementation, productivity to match the wages, complementing the private and the public sector in creating youth employment, the NDP to promote adequate link of education to self-employment from the primary level, the NDP to promote higher levels of investment for the employment benefits of the youth and the NDP to fight corruption on the misuse of youth employment grants. - Description: This research study explored the inadequacies of the National Development Plan on addressing the problem of youth unemployment in Eastern Cape in South Africa. The study intended to achieve the following objectives: (i) to evaluate the employment needs of youth in relation to the identified measures of employment creation outlined in the NDP. ii) to identify the gaps in the NDP policy interventions in relation to the prospects and problems embedded in addressing the problem of youth unemployment. The literature reviewed in the study was drawn from several researchers and the study was underpinned by the human capital theory, the capability approach and the public and the private sector partnership theory. Though many theories were used, the human capital theory was the major theory adopted in this study. Since the study was qualitative in nature, an interview guide which consisted of open ended questions was used on face to face interviews and focus groups to collect data from twenty one youth and five youth representatives in the Eastern Cape. The data of this study was thematically analysed. The analysis of the study made the following conclusions about the NDP and youth employment in the Eastern Cape. Firstly, there is a problem of high youth unemployment which is above 50% in the Eastern Cape. Secondly, the NDP’s economic measures have a potential of excluding the youth and as a result, the NDP will inadequately address the employment needs of the youth. Thirdly, the youth appreciated that the NDP is realising the problem of youth unemployment but they are not happy with the NDP’s proposed employment measures of wage subsidies, low wages, labour deregulation and SMMEs because they do not solve the root causes of youth unemployment. Rather, they provide unsustainable and low quality jobs in the long run if not properly monitored. - Description: This study examines Local Economic Development intervention strategies in relation to promoting infrastructural development with specific reference to roads as one of the vital interventions for alleviating poverty in the KSD Municipality. The study sought to evaluate the impact of the deteriorated condition of roads on the growth of economic activity and community development, the understanding of LED by both the Council and the officials, and also to evaluate LED approach on infrastructural development for poverty alleviation. The study reveals that the municipality does not understand the concept of LED as a result this has caused blockages and impediments in terms of implementing the program in the municipality. Though there are some successes achieved through the construction of the 2010 FIFA World Cup Stadium, there are key constraints related to shortages of funds, staff, skills and resources. The study has established that LED is not living up to expectations in the area, there seems to be confusion regarding its definition and application. Furthermore, there is a confusion regarding the purpose of LED whether it is purely about poverty alleviation or whether LED it is about encouraging economic growth. Ideally it should be about the combination of the two. LED clearly has a critical role to play in terms of considerations of poverty alleviation in terms of addressing development backlogs and promoting sustainable economic growth. In order to achieve this, there is a need to establish a permanent LED facilitation and support unit. The need to identify key intervention strategies, for example, the Expanded xii Public Works Program which aims at identifying labor-intensive and community construction methods. In order to achieve this the study details a number of key recommendations which are mentioned below: The need to properly define LED and its goals, also to align LED with business and market realities. There should be adequate and appropriate training of officials, adequate funding and ensuring accountability. Active encouragement of local leaders, local level forums and partnerships and close co-operation with beneficiaries should be encouraged. Equality and prevention of unfair discrimination, has been entrenched in the Bill of Rights of the Republic of South Africa. Traditional leaders, therefore, do have a space in the governance of South Africa. They are expected to participate in development programmes and in promoting service delivery. This study used the method of a case study. It is a qualitative study. Questionnaires and interviews are tools used to collect data. Various observations and findings were made with proposed recommendations. Most important to note is that, the traditional leaders are aware of the White Paper on Traditional Leadership but do not know what to do about it. This reveals that there is a gap between practice and policy. is the recommendation of the study that, the officials from Local Government and Traditional Affairs and those from the municipalities workshop and mentor the traditional leaders as well as the democratically elected councillors. Such a practice could minimise if not eliminate the tensions that result in poor service delivery.

Decline of quality of education in the expansion programme portrayed by the decrease of pass rates to below 50 percent, pupils’ low literacy and numeracy prompted investigation. A case study of Ngezi rural primary schools was explored using a sample of 50 respondents selected through stratified random technique. Data were gathered by a combination of qualitative and quantitative methods defined as triangulation. Self- administered questionnaires for heads and teachers, interview guide for grade 7 pupils and SDC and observation guide were the instruments employed for data collection. Analysis of the data was done using descriptive statistics. Findings were that quality of universal education was affected by inadequate supporting inputs and facilities, inappropriate teaching methods and unmotivated teachers. However 80 percent of the schools were staffed with qualified teachers depicting government’s commitment to quality education. 40 % of the schools without qualified leadership were indicative of the effect of poor school conditions to staff turn up. In studies carried out in Kenya, Uganda, Tanzania and India quality also declined as access was increased due to similar causes. Recommendations were to create a strong collaboration among stakeholders through communication to ensure the four conditions for quality are met simultaneously as they are interdependent and reforming the curriculum to suit means and needs of the people.

Literature related to the concept of participatory development, community participation and policy formulation was reviewed. From the literature, it was clear that the attainment of effective community participation in policy formulation is not something that can take place overnight and this makes community participation a crucial aspect of any development project. The study used the qualitative approach to provide more information and detailed examination of community participation in the formulation of the Lesotho Land Bill 2009. This approach adopted the case study design. The data was collected using focus groups, interview schedule and document analysis. The study found that the government did not consult widely on the Bill before it was enacted into an Act of parliament. Therefore, it recommends that the government of Lesotho should involve all relevant stakeholders to participate in policy formulation. This will help to establish a link between the government and civil society stakeholders at local levels, for participatory policy-making to be effective.

This approach adopted the case study design. The data was collected using focus groups, interview schedule and document analysis. The study found that the government did not consult widely on the Bill before it was enacted into an Act of parliament. Therefore, it recommends that the government of Lesotho should involve all relevant stakeholders to participate in policy formulation. This will help to establish a link between the government and civil society stakeholders at local levels, for participatory policy-making to be effective.

NGOs have been seen as better institutions to facilitate development projects and to engage local people to actively participate in development issues. - Description: The government of South Africa has seen many financial reforms in the finance industry since the attainment of freedom in 1994. Many microfinance institutions (MFIs) have emerged in the name of poverty reduction, however the impact of MFIs on poverty reduction in rural areas has not been significantly high. Poverty has been reduced but still the inequality gap has even widened (HSRC, 2004). The study is concerned with analysing the impact of MFIs in poverty reduction among the rural poor. Empirical evidence from many developing nations around the world has shown that microfinance is a tool that is relevant in reducing poverty within rural areas. This study investigates the impact of microfinance institutions on household income levels, education and business skills. The study followed a qualitative approach in terms of the research methodology and a survey research design. Data was collected using questionnaires, scheduled interviews, focus group discussions and key informants. Two sample techniques were used for the selection of the MFIs and the household respondents, that is purposive sampling and cluster sampling. In total, 150 households, 15 MFIs and five key informants were interviewed. Descriptive analysis methods were employed and the study showed that only 10 percent of the total households have been able to access microfinance. The number of people who gained business skills was also low (10 percent). The MFIs who provide financial services excluding the other services like business training programmes were 80 percent of the total number of MFIs interviewed. This data showed that only a few (20 percent) MFIs are willing to go an extra mile rendering business skills to their clients. Overally the major finding of the study was that although, MFIs are reaching out to the rural communities, their levels of outreach is still very low within the rural areas. However this does not mean that the impact of MFIs funding is not felt among the rural poor. The levels of income and educational benefits have been increased and felt by the 10 percent of the rural poor clients. This study advocates for an entrepreneurship development pathway to poverty reduction. Microfinance should be used as a source of finance to initiate entrepreneurial activities among the poor in order to generate income. In this study, the use of microfinance finance for consumption by the poor is discouraged because it depletes the funds that can be channeled for selfhelp projects within the rural communities. The study findings motivated the recommendations that encourage an inclusive financial system that is capable of reaching out to the rural poor.

In addition to the survey question, focus group discussions (FGDs) were conducted. The FGD data complimented the survey results with qualitative information. The objectives of the study looked at people’s attitudes, cultural practices and sexual practices. These were analysed to determine how the gender issues within them affected the HIV/AIDS prevention strategies. The five major prevention strategies focused on in this study are: · promotion of condom use; · reduction of the number of sexual partners; · sticking to one sexual partner; · control and Treatment of Sexually Transmitted Diseases (STDs); and · Voluntary Counseling and Testing (VCT) for HIV to prevent vertical transmission of the disease. Although, the majority of the women indicated that it was acceptable for a married woman to ask her husband to use condoms, this was disputed by the findings from the FGDs. Issues of trust and fidelity were raised,but many men and women reported that they were not prepared to confront one another. The FGD results revealed that the men assert that it is normal for every man to have extra marital relationships, therefore they do not see anything wrong with it. It also came out that there are women who both have no income or partner to support them financially and are living in absolute poverty. These women, if anything, are more likely to increase the number of their sexual partners than reduce them so that they increase their economic base inorder to support their families. It has been established that for effective treatment and control of STDs, there is need for both partners to cooperate and seek treatment at the same time. However, the findings from this study revealed that lack of communication between sexual partners hampered the treatment of these diseases. On the other hand, the men indicated that talking to their wives about STDs would compel them to say where they got it. On the other hand the women reported that their men would accuse them of infidelity if they told them of an STD. FGD results however revealed that men and women were prepared to have HIV testing so that they would know of their status before planning a family. The gender perceptual differences on HIV/AIDS prevention have been identified as follows: · the need for male compliance to use condoms effectively; · the fear of losing trust by suggesting condom use; and · acceptance of male promiscuity by society that perpetuates that risky behaviour and exposure to HIV/AIDS infection and lack of communication between sexual partners, are a hindrance for effective control and treatment of STDs.

- Description: In the Eastern Cape Department of Health the performance management and development system progress reviews are performed in a summative manner. This happens when a supervisor leaves out all the other progress reviews and conducts a final progress assessment and monitoring at the end of the year. It is worse when the performance agreements are not even signed during the start of a financial year, neither does a newly qualified employee sign. As a result employees are not appraised because there are no progress reviews that are entered on the Persal system. Employees miss an opportunity to be sent for training at the same time they are rewarded late or not at all. It is obvious that the managers do not understand the aims and objectives of the PMDS policy. The research was an assessment of the effectiveness of the performance management and development system in inculcating professional behaviour in the nursing staff in the three Buffalo City hospitals, namely, East London Hospital Complex, Grey and Bisho hospital. The aspects of the policy investigated were the performance reviews, the competency framework and the performance incentive scheme. This research is qualitative in nature. Data was collected using unstructured interviews and open ended questions. The population of this study involved selected Performance Management Managers, Quality Assurance Manager, Area Managers, junior nurses and clerks working in the Buffalo City Hospitals. The respondents of the study were selected using the stratified random sampling technique. Descriptive methods were used to analyse data. Confidentiality was highly maintained and consent form even distributed from the start of the research. The three Buffalo City hospitals are practising a balanced scorecard as a performance measurement tool. It is in the form of workplans that are different for different levels of employees such as the performance workplans, standard framework workplan and individual workplans. ix The study discovered that there is poor compliance in performing the performance reviews. The attention is on the appraisal aspect more than the development aspect. Also, there is a delay in taking the employees for training as a result they end up not being trained. The employees are not rewarded according to their performance. The PMDS policy states that employees that get a score of three are entitled to get a one percent and those that are rated a four or a five qualify for a performance bonus. The study found that the PMDS policy is not implemented well. It is recommended that the performance management manager and the quality assurance manager need to apply a radical strategic transformation and change management to address the challenges.

- Description: The chief purpose of this study was to determine the role of the rural communities in the food security initiatives of the government in alleviating food shortages in the Marange communal area of Mutare district in Zimbabwe. The focus was on local community empowerment; ownership of food security initiatives by the communities; communities‟ independent analysis of needs and priorities; their involvement in designing food security programmes and the role of the government in linking with the communities. The data was gathered using a case study research design with the qualitative method being the main research approach. The primary data was obtained from focus group discussions held in three wards of Marange area and some in-depth interviews conducted with selected key informants. The findings indicate that the government designs food security strategies without considering the input of communities. The communities are introduced and expected to adopt these pre-conceived food security plans at the implementation stage. The results also show that poor community participation in the food security initiatives of the government, specifically during the initial stages, is a significant contributing factor to the continual shortages of food in the communal lands of Marange. It is the view of this study that unless community input in decision making at the planning and designing phases is given preference in the food security interventions of the government in rural Zimbabwe, food security will seldom be achieved. While the government has a significant role to play in food security measures, such interventions can make an important contribution if the use and development of community participation is made central to food shortage alleviation strategies. The principal conclusion of this study is that if food security is an intended ultimate goal in rural Zimbabwe, the communities must participate fully in the conceptualisation, planning, implementation, monitoring and evaluation of the government-initiated food security programmes.

Contrary to NGO expectations and popular opinion, target communities continuously demand, request and expect increased direct support from development agencies. Solving acute community problems and challenges, the focus of most NGO development interventions has been less successful. Target problems have largely graduated and turned to chronic levels. All this is unfortunately worsening against the background of increased donor and NGO support. Deteriorating and widening community challenges are also taking place against general claims by NGOs to the application of community development ideals in communities as a successful development alternative. Contrastingly, rather than being self reliant, communities have become more dependent on donors. In addition, NGO target communities continue to grapple with short-lived changes, limited participation by the majority, reversal of past successes and dwindling self representation and reliance. Inequalities have widened. This is to the detriment of ongoing NGO claims and efforts at promoting community development. - Description: Zimbabwean rural women make significant contribution to agriculture and are the mainstay of the farm labour. Although women do the majority of agricultural work, men, for the most part continue to own the land, control women‟s labour and make agricultural decisions supported by patriarchal social systems. Thus, rural women faced difficulties than men in gaining access to land under Fast Track Land Reform Programme (FTLRP). Women‟s relationship with land is therefore through husbands, fathers, brothers or sons. Therefore, this study has undertaken with the objective of assessing the impact of land distribution programme with respect to its contribution to women‟s empowerment in the study area. The Gender and Development approach was employed to assess women access to land under the FTLRP. Such an approach to rural development can help in reducing the gender gap between women and men in order to achieve gender-balanced development. The study used qualitative research methodology where semi-structured interviews gather data from women in Mutasa District. Findings indicate that there are a number of challenges and constraints that are experienced by rural women under the Fast Track Land Reform Programme which include male land registration, no access to credit, inadequate government input support, lack of government laws and policies awareness on women land rights, shortage of farm implements and irrigation water supply and lack of agriculture training. On the other hand, culture and traditional practices still affect women in other cases, disadvantaging them in favour of men, as in inheritance of land and property in the household. It was generally assumed that the programme did not improve women access to land. To improve women access to land, in future, the study recommends that a serious intervention by the state should occur coupled with the revitalization of the programme and a paradigm shift towards an effective food security programme which emphasizes women and their important role in agriculture.
