- Description: Strikes are prohibited in essential services workplace yet they take place on a regular basis. There seems to be no way to curb strikes despite the fact that they should not be happening at all in the essential services as they are designated as such. The rationale behind the prohibition of strikes in essential services is that the communities are adversely affected as they are dependent on these services. Whilst the constitution of the land grants the right to strike, it also limits the right to strike to the designated workplaces which are essential to the communities. The reason to limit the right to strike in these work places is to ensure that the people do not experience hardship during the strike action. However the opposite happens as the people always suffer whenever a general strike takes place. They would be denied access to public hospitals and receive no medication as there would be no one attending them. The strikes in municipality would mean no clear water and electricity for the people. The Labour Relations Act is also clear on the essential services. The question then is why are the strikes allowed to take place in essential services. Why the law is not implemented to ensure that people have access to their constitutional right to service? The other question would be what is done to address the strike in essential services especially with labour organizations which should be aware of the implications in terms of legislation. The research therefore focuses on strikes in essential service and the hardship that caused especially to the poor who are dependent on these services. The literature shows that the constitution read with Labour Relations Act has laid down the framework to the deal with conflict in essential services as well as structures for engagement. Some findings from the research indicate that the workers do not understand the implications of strikes in essential services as well as for the communities. The recommendation would be to work-shop the workers on the implications of strikes in essential services as well as especial arrangements applicable.

The study also aimed at suggesting mechanisms or strategies that could be applied to remedy the situation. It became evident throughout the study that the government has tried its best to fight against homelessness, but there are still thousands of people who do not have houses. The study was conducted through the use of a combination of the qualitative and quantitative research methods. Multiple methods were used with a view to increasing the reliability of observations. Twenty questionnaires were distributed to people at grassroots and ten questionnaires were distributed to the municipal officials. It has been noted in the study that community participation at all government levels is not taken seriously thus the housing problem in Nkonkobe Municipality. It is evident in the study that all the peoples’ projects in this municipality should be people-driven. It has also been pointed out that the service providers take a big slice of the municipal budget. The National Department of Human Settlement must also increase the budget that is allocated to the local municipalities so as to be able to spearhead housing delivery. This study will make a great contribution to the society in that all stakeholders will devise mechanisms to fight against housing challenges in the Nkonkobe Municipality. The municipal officials will devise workable solutions to the housing problem in Nkonkobe. A total 1127 staff left the University. This study investigated the relationship between job satisfaction, organisational commitment and intention to quit among academics and administrative employees at the University of Fort Hare. Data was collected from a random sample of 289 employees of the University staff. To obtain data in this study a questionnaire was utilised. This questionnaire was divided into four sections viz, biographical information, measured ten-items which range from age to condition of employment, Halpern’s (1966) seven-level evaluation scale was utilised to measure job satisfaction, to measure organisational commitment, Meyer, and Allen (1984) 24-item rating point scale was applied and Canmann, Fichman, Jenkins and Klesh’s questionnaire was used to measure intention to quit. Data analysis was performed by way of several statistical techniques, including the Pearson Product Moment Correlation Technique and Multiple Regression analysis. The results obtained revealed that job satisfaction has a significant positive correlation with intention to leave while organisational commitment showed no substantial correlation with intention to quit work.

- Description: This research article studies the factors that are likely to affect the visible part of human resource development (HRD)– the use of HRD activities in the Legislature Sector. It is argued that the active use of HRD activities as such does not indicate the role HRD plays in a Legislature’s business: rather, one has to pay attention to HRD orientation that captures the paradigm of an organization as regards the development of people. In this empirical study of Legislature Sector, several factors related to the organization, strategy, HRD function, and HRD person are identified as meaningful predictors of HRD orientation. Results imply that the outcomes of HRD are also dependent on factors outside the traditional authority of HRD function. The model that is formed based on the results helps those involved in HRD to understand the inherent linkages and holistic nature of people development in organizations.

The efficacy of participatory budgeting is to improve service delivery through opening up structures that will combat the spread of mal administrative practices such as corruption and financial fraud whilst enhancing democratic participation and upholding the rule of law by fostering transparency and accountability and making the governments more responsive to the needs of the people. The main objective of this study is to explore the pernicious effects of having limited citizen participation in Public finance management. It seeks to examine whether the poor service delivery by local municipalities can be attributed to the lack of effective citizen participation. This will be done through assessing whether the seeds of participatory budgeting have led to the fruits of efficient and effective service delivery in the public sector both in theory and in practice at Nkonkobe local municipality. It has been discovered that the inability to provide effective service delivery is a complex challenge facing many municipalities in South Africa, and although such a situation has been co-determined by many other factors including financial restraints, the root cause of service delivery incapability’s can be traced back to weather the citizens are actually participating in the management of public finances through participatory budgeting or not. More often than not, the failure to accommodate the citizens in local government affairs has been the spark that has been responsible for setting alight strikes and service delivery protest marches in most of South Africa’s Provinces. However, due to this, this study aims to reveal that participatory budgeting is an ambitious issue that requires local authorities to focus on in order to improve service delivery through embracing active citizen participation. Recommendations as well as consequences of lack of citizen participation in the budget process were thereby highlighted.

It has been discovered that the inability to provide effective service delivery is a complex challenge facing many municipalities in South Africa, and although such a situation has been co-determined by many other factors including financial restraints, the root cause of service delivery incapability’s can be traced back to weather the citizens are actually participating in the management of public finances through participatory budgeting or not. More often than not, the failure to accommodate the citizens in local government affairs has been the spark that has been responsible for setting alight strikes and service delivery protest marches in most of South Africa’s Provinces. However, due to this, this study aims to reveal that participatory budgeting is an ambitious issue that requires local authorities to focus on in order to improve service delivery through embracing active citizen participation. Recommendations as well as consequences of lack of citizen participation in the budget process were thereby highlighted.

Data was analysed using various statistical techniques including the Pearson Product Moment Correlation Technique and the generalised linear regression model. The results indicated that job engagement has a significant positive correlation with organisational citizenship behaviour and locus of control also has a significant positive correlation with organisational citizenship behaviour. However the results also indicated that when job engagement and locus of control are put together, they do not account for a significantly higher proportion of variance in organisational citizenship behaviour than each of them separately. Furthermore, as far as OCB-P and OCB-O are concerned, the results indicated a partial support of the research hypothesis that job engagement and locus of control together account for a significantly higher proportion of variance in organisational citizenship behaviour than any of the two separately. The study recommends that managers in organisations must focus on improving job engagement and promoting internal locus of control in order to ensure high levels of organisational citizenship behaviour.

They address targets such as increasing incomes; reduce hunger and achieving universal education. With the adoption of the ESAP in Zimbabwe, the government withdrew its support in the key areas of poverty reduction such as social services, education and agricultural inputs. This led to the destruction of livelihoods, marginalization of the poor and unemployment. Additionally, the government adopted the land reform programme in 2000. The programme affected the commercial farming and traditional source of exports which was a provider of 400 000 jobs for rural communities. The land reform precipitated the economic and subsequent social crisis in the country. Agricultural production was disrupted. The decline in the agricultural sector is correlated to the poverty levels in rural areas. The incidences of poverty are more pronounced in rural areas than urban areas. Poverty incidences are multi-faceted through various dimensions such as income levels, education and employment. Hence, the question is what can be done to address rural poverty? It is against this background that this study is determined to evaluate the impact of social entrepreneurship and poverty reduction in rural communities. Little research has been conducted to investigate the impact of the above mentioned subjects on turnover intentions among nurses in the South African health sector. Research questions as well as hypotheses were formulated as the means to gain data on the subject. The research employed a quantitative design with a sample size of 160 nurses and 159 were returned. The data analysis consisted of both descriptive and inferential statistics. The main findings of the study showed a positive relationship among job satisfaction, work-life rewards, learning and advancement opportunities and job satisfaction. However, there were negative relationships between job satisfaction and turnover intentions; work-life rewards and turnover intentions; and also among learning, career advancement and turnover intentions. Finally, suggestions were made to the top management in the Health sector to come up with strategies and mechanisms that improve nurses’ quality of work-life and offering them training and advancement opportunities through organisational change programs.

This is done by firstly surveying theoretical and empirical literature on the crude oil price-unemployment relationship before relating it to South Africa. Secondly, crude oil and unemployment trends with their causes are overviewed. The World Food Programme (WFP) and the government in Zimbabwe are providing food aid to approximately 1.6 million people across the 37 districts in the country. Measures have been undertaken to counter food insecurity in Zimbabwe but to no avail. Food related public policies such as donor aid and government subsidies have also been unworkable for such a long time. In this study a comprehensive analysis of the role of decent rural employment in counteracting food insecurity will be provided. The study also seeks to assess how humanitarian work psychologists can work together with various stakeholders in society so as to curb household food insecurity. The Study population included all the households in Bindura rural district in Zimbabwe. Both quantitative and qualitative research designs were used. The researcher used cluster sampling procedure in which households were divided into groups (clusters) and a sample of the groups was selected. A random sample was then drawn from the elements within each selected group. The results confirmed that those that are not decently employed face a broad range of decent work deficits, exploitation at work and are food insecure, a finding that is similar to other countries. Thus, the researcher concluded that Decent Rural employment do have an impact on food security. Taking a look at the basic tenets of decent employment such as full time employment, a decent income, reasonable working hours and employee benefits among others, the results showed that they all impact on food security. The information obtained will be fundamental for communities at risk and dealing with the issue may help improve food insecurity situation in the country.
