- Description: Monitoring and evaluation is a key contributing factor in the accomplishment of the vision, mission and strategic goals of the department. It is an on-going communication, undertaken in partnership between employees and their immediate supervisors. This research study focused on assessing the performance management system as a tool to improve performance in Ngqushwa Local Municipality. It has been found that Ngqushwa Local Municipality has undertaken measures to implement the performance management system which is aligned with legislative frameworks i.e. Republic of South African Constitution of 1996, Municipal Systems Act 32 of 2000, Municipal Structures Act 117 of 1998, Municipal Finance Management Act 56 of 2003, Public Service Regulation 2001, and Monitoring and Evaluation Frameworks. However, the research findings showed that such efforts were not sufficient in terms of implementation of Performance Management System. The study suggested that 1) the system should also accommodate employees who are in lower levels as way to strengthen the implementation of the system; 2) Involvement of stakeholders should be prioritised so as to promote ownership of the system 3) Continuous training of employees and feedback should also be considered.

It seeks to establish how control systems are used as asset management tools for financial reporting and for compliance with financial management prescripts as prescribed by the Auditor-General. The specific objectives of the study are to assess the nature of control systems used in asset management at the Middledrift Department of Correctional Services; to establish the extent to which financial reporting control systems comply with financial management regulations prescribed by the Auditor-General; and to establish the mechanisms, processes, and procedures that are in place at the Middledrift Department of Correctional Services for compliance with financial management regulations in asset management This study is motivated by the repetition of qualified audit reports on asset management the Middledrift Department of Correctional services keeps on receiving over the years. The study is therefore, significant in that it seeks to address how the Middledrift Department of Correctional Services can best address issues of complying fully with financial management regulations in asset management, so as to ensure that issues highlighted in the Auditor-General’s report do not recur. This study adopted a qualitative research methodology. Data was collected by means of interviews, focus-group discussions, observations and official documents. In-depth interviews were conducted with the head of the correctional centre, head of supply chain management and four employees within the supply chain management section. Focus group interviews were conducted in three groups. The first and second group consisted of 5 asset controllers each and the third group consisted of 5 sub-asset controllers. The researcher observed how assets are verified in the Middledrift Department of Correctional Services, and observed the process of asset reconciliation between Basic Accounting System and Logistical Information System. The sample for this study consisted of 21 respondents (n=21)comprising of the following respondents: the head of correctional centre, head of supply chain management, four employees within the supply chain management section, 10 asset controllers and five sub-asset controllers. The respondents were selected using purposive/judgemental sampling. Data obtained through transcribed in-depth interviews, focus group discussions was transcribed verbatim. The transcribed data as well as data from observations were analysed using opencoding. Emerging codes and patterns were clustered into themes the data was compared within the categories to establish connections in the meanings as well as variations. The results of the ii study suggests that control systems used in asset management at the Middledrift Department of Correctional Services are far from satisfactory. Results reveal lack of adequate training on asset management for officials. The results further indicate that there is a communication barrier between asset controllers and supply chain management officials, which is a challenge for the Middledrift Department of Correctional Services. The researcher recommends that inhouse trainings and workshops on asset management should be provided to ensure that officials in all sections of the department are capacitated on what asset management is all about and that they acquire more knowledge, skills and capacity on how to effectively manage assets of the department. The study also recommends, the need for a directorate for asset management, so that there is a unit dedicated to managing the assets of the department. The study further recommends that communication between officials in the supply chain management unit and asset controllers in the department has to be consistent and strengthened since many processes surrounding asset management rely on the cooperation of multiple officials. This study contributes public administration practise in that it adds to knowledge that can assist public officials to adopt effective and appropriate control systems and procedures in managing public sector assets, to ensure that assets are managed and utilised in the most effective and economical way. The study also identifies gaps in control systems in asset management, thereby providing a basis for further research by other researchers. The study is therefore a significant contribution to theory and practice, it provides guidelines to the public sector and specifically public officials at the Middledrift Department of Correctional Services on ways to improve control systems in asset management.

The study sought to establish what does the Department‘s policy of leadership development entail to Human Resource Management and Development and what challenges are there in the implementation of the policy and what interventions are necessary to improve the implementation of the leadership policy. The study established that given the need for a transformed public service in line with the post-apartheid democratic dispensation, fundamental reforms to the administration, governance and the funding of education in general had to be given maximum attention hence the need for the adoption and implementation of the leadership development strategic plan in the Provincial Department of Education of the Eastern Cape. The study revealed that the nature of challenges that the department is facing speaks a lot the need for leadership development at the provincial level. However, the implementation of the strategic plan is marred by the challenges that include resources constraints and lack of funding among others. The study therefore came up with some recommendation that can help to improve the implementation of the leadership development plan in the public service sector especially as it relates to the Eastern Cape Provincial Department of Education.

- Description: The declining matric pass rates in the Eastern Cape Department of Education emanate from the ineffective implementation of performance management systems. Using an extensive documentary review analysis, the study explores various challenges which affected the Department in implanting performance management systems to enhance leaners’ performance and improve the work of public officials. The study recognizes that the manipulation of recruitment systems, ineffective leadership and administration discourage the effective implementation of performance management systems. In this case, public officials delayed to sign performance agreements which resulted in low staff morale. The Supervisor in the ECDoE could not provide feedback in time to officials which resulted in low morale. The study revealed the lack of monitoring and evaluation of performance management systems is due to lack of skills in the department. All these challenges affected the department negatively in terms of improving performance management for the benefit of learners’ education in the province. The study concludes that the implementation of skills development programmes in the Department can spearhead effective service delivery. The government of South Africa needs to channel adequate funding towards skills development, which is imperative in the running of an efficient public service.

- Description: The development of public-private partnerships (PPPs) around the world has urged governments to look at alternative service delivery methods because of increased pressures on government budgets. Public-private partnerships present governments with means of generating private funds for health service delivery whilst government manages the relationship via a negotiated PPP agreement to monitor the quality of services rendered. Different PPP models are applied all over the world depending on the specific needs of countries. Different factors impact on the success of these partnerships and it is essential that government shares knowledge and best practices. This study has showed that in order for basic primary healthcare to be effective in terms of service delivery, PPPs should be considered. The legislative framework is a critical factor in the advancement of PPP procurement and the allocation of risk as an important consideration when pursuing this type of procurement. In the health sector of the Eastern Cape Province in South Africa, there are PPPs that exist; they were the first of their kind. The study examined a tertiary hospital in East London which does not necessarily provide basic healthcare but needs to improve service delivery, although there has been some improvement from 2013 to date. The hospital in question was the Frere Hospital and the study assessed a public-private partnership as a strategy for effective delivery of basic primary healthcare in this hospital in the Eastern Cape. Interviews with the sample participants comprising mainly of managers at Frere Hospital, revealed that Frere had been ‘in tatters’ with a bad reputation before 2013, and even though there were improvements afterwards, some targets were still not met. The study came up with the following recommendations: there should be training of managers and other officials on the importance of PPPs in improving service delivery at Frere; there should be some kind of a PPP at Frere to improve productivity; officials and not only managers must understand the importance of PPPs; certain methods/processes and mechanisms need to be developed to overcome challenges in terms of service delivery that the Department of Health and Frere are still facing; officials must understand that through a PPP service delivery can improve significantly; and a need exists for sound annual plans with targets that show how the annual targets will be achieved.

- Description: The Office of the Auditor -General’s role is by no means minor, for it plays a major role in curbing corruption and acts as a ‘’watchdog’’ of the nation over public funds. Amidst high mismanagement and misuse of public resources, as well as corruption, especially in developing countries, the major question one asks is how effective the Auditor -General can be in ensuring good governance within state departments so as to improve service delivery. The gaps between approved budgets and the realisation of policy and development goals stand among key governance challenges in many developing countries. Supreme Audit Institutions (SAIs) play an important role in holding governments to account. However, many SAIs including AGSA face serious challenges when trying to evaluate the expenditures and performance of government agencies. Therefore this study suggests that more resources should be invested in the office of the AG so as to allow it to carry out its duties without impediments. Good governance and public finance accountability is becoming increasingly important in the public sector. One means of effecting good governance and accountability is through auditing. For this reason the Office of the Auditor-General through the Constitution of the Republic of South Africa 1996 (Act 108 of 1996 section 216 (1)) was established to facilitate and encourage good governance and effective accountability through auditing.

- Description: The Office of the Auditor -General’s role is by no means minor, for it plays a major role in curbing corruption and acts as a ‘’watchdog’’ of the nation over public funds. Amidst high mismanagement and misuse of public resources, as well as corruption, especially in developing countries, the major question one asks is how effective the Auditor -General can be in ensuring good governance within state departments so as to improve service delivery. The gaps between approved budgets and the realisation of policy and development goals stand among key governance challenges in many developing countries. Supreme Audit Institutions (SAIs) play an important role in holding governments to account. However, many SAIs including AGSA face serious challenges when trying to evaluate the expenditures and performance of government agencies. Therefore this study suggests that more resources should be invested in the office of the AG so as to allow it to carry out its duties without impediments. Good governance and public finance accountability is becoming increasingly important in the public sector. One means of effecting good governance and accountability is through auditing. For this reason the Office of the Auditor-General through the Constitution of the Republic of South Africa 1996 (Act 108 of 1996 section 216 (1)) was established to facilitate and encourage good governance and effective accountability through auditing.

Based on change theory and a selected change management model, the framework for change management and issues related to it were constructed. Additionally, a synthesis of the most important phases and interventions in a strategic change process or project was created. Inter alia, these included Lewin’s change management model, which states that change has to follow three stages—including, unfreezing, moving and refreezing. A qualitative approach was utilized in order to solicit in-depth information using a structured questionnaire. Respondents were visited by the researcher in their offices, to gather data. To this effect, a total 25 respondents from the top management, councillors and middle management were sampled and interviewed accordingly. According to the findings of this study, important change management phases were recognized through researching theoretical literature—starting, planning and implementation phases. Empirical information at the starting phase involves analysis of the current and desired states and the need for change accompanied by guiding coalitions. In the planning phase, the most important interventions is project formulation, action plan development, analysis of prior and current strategic change initiatives and organizational structure analysis. In the change implementation phase the interventions of importance are the launch, quick-wins, creation of a sense of urgency, management of change resistance and communication of the change.

- Description: The success of any government depends on its leadership’s efficiency and effectiveness in ensuring that government’s vision is realized. It therefore becomes important that all public administration activities are in line with the elements of good governance as reflected on the Constitution of the Republic of South Africa, 1996. These elements include, among others, responsiveness to the needs of the public, accountability, public participation, equity, effectiveness and efficiency. Leadership attributes play a pivotal role in this regard, as all leaders are expected to be able to give guidance and direction towards the vision of government, good communicators, have humble confidence and display exemplary behavior to be successful in their leadership responsibilities. This includes leaders who are assigned responsibilities at all levels and sectors, both in public and private institutions. The purpose of this study therefore, was to explore leadership attributes for good governance in selected Public Community Learning Centres (PCLCs) in the Eastern Cape Province and its focus was in Libode District. It sought to answer a number of questions relating to community participation, policy formulation and implementation, problem solving and the envisaged solutions to address the problems that enhance good governance in the PCLCs. The study is viewed as significant in assisting the process of putting new systems in place for the implementation of new approaches in adult education. The extensive literature review that was conducted before the study resumed contributed tremendously in the success of the study as it provided more insight to the study. The qualitative approach was mainly used and the data was collected through self- administered questionnaires, interviews and observation. The findings of the study revealed challenges that exist with regards to leadership attributes and the enhancement of good governance in Public Community Learning Centres. All participating Ward Councillors (the community leaders) expressed their ignorance about what is happening in the PCLCs. However, they expressed their willingness to work together with the centres for the benefit of all community members within their wards. The recommendations of the study are based on the problems revealed in the findings and provide solutions and answers to the research questions.

Since the democratic elections, the South African government was faced with the task of eliminating the racially based municipal system that segregated certain groups of people in service delivery. To deal with the determination and re-determination of municipal boundaries the Municipal Demarcation Board (MBD) was established in 1998. The study used secondary data to achieve its objectives. A number of official documents and sources that were used for this study. These included government documents, municipal documents, NGO documents, private sector documents. Results showed that municipal revenue is negatively affected by demarcations. Alfred Nzo District Municipality is no exception to this. Furthermore, demarcation processes have implications for health human resources and other municipal health processes. The evaluation was done through the implementation of goal 11 of the Education Sector Strategy - the Action Plan to 2014, revised to 2019. It further sought to find out whether universal access to grade R occurred to all learners who registered for grade 1 and whether the quality of grade R had improved between 2010 and 2012 in Cofimvaba education district. Improving the quality of grade R in this study included an assessment of the level of qualification of grade R practitioners and an improvement of the quality of grade R tuition through the use of textbooks, workbooks and resource packs supplied to grade R by the Department of Basic Education (DBE). The study used both the qualitative and quantitative methods. Questionnaires were used as data collection methods from grade R practitioners and grade 1 teachers. The respondents in this study consisted of twelve grade R practitioners, ten grade 1 teachers and two officials from Cofimvaba district office. The findings of this study revealed that the universal access to grade R, calculated from grade 1 learners who received formal grade R, was not achieved over the three-year period 2010-2012; albeit the target of grade 1 learners who should have received formal grade R by 2012 was a mere 50 percent. The percentage of grade R learners who received access to the required textbooks fell below the expected target of 100 percent. Although 77.61 percent does not signify bad performance, the non-attainment of 100 percent access to the required textbooks could not be acceptable because the absence of textbooks meant that effective teaching and learning could not have taken place. However, these findings uncovered that the supplied textbooks and workbooks were high quality learning and teaching materials. The findings also uncovered that the ECD-grade R practitioners, at the time, had the necessary work experience and limited qualifications as a means to teach the grade R classes. A pressing matter for the Department was the improvement of conditions of service for practitioners; their professionalisation as well as further improvement of their qualifications. It was revealed, through this study, that there was a slight improvement in the universal access to grade R; however, the quality of grade R still needed attention especially in so far as the provision of suitably qualified practitioners is concerned.

The study was conducted to determine the benefits and limitation of informal trading in promoting sustainable local economic development in the Intsika Yethu Municipality. South African municipalities for various reasons fail in providing local economic development friendly environment and more developmental and inclusive informal economy policies and by-laws. The objective of the study was to assess the benefits and challenges which might hinder the maximisation of benefits in the sector. The literature was reviewed with the aim to integrate published academic data on the benefits and limitations of informal trading in promoting sustainable local economic development. Data for the study was sourced from the literature and questionnaires administered to respondents who were selected by means of a purposive sampling technique. The respondents from which data was collected were 18 and a qualitative research approach was used as a main research methodology. The responses obtained were subjected to content analyses. The main findings of the study include; informal traders are uncoordinated, informal traders are faced with challenges which hinder their success, majority of respondents see benefits from informal trading, the informal sector of responds to triple social ills and all respondents started up businesses due to the inability of the formal sector to create job opportunities that are permanent and enough for everyone. In response to the findings about the main recommendation made is the improvement of communication between government and informal trader for the sustainability of municipal programs.

The main findings of the study include; informal traders are uncoordinated, informal traders are faced with challenges which hinder their success, majority of respondents see benefits from informal trading, the informal sector of responds to triple social ills and all respondents started up businesses due to the inability of the formal sector to create job opportunities that are permanent and enough for everyone. In response to the findings about the main recommendation made is the improvement of communication between government and informal trader for the sustainability of municipal programs.

- Description: This is a study that was conducted at Nomaheya Senior Secondary School in the Butterworth in East of the Eastern Cape Province. The main purpose of this study was to assesses teaching and learning strategies in improving Grade 12 results. Teaching and Learning Strategies are defined as activities and methods used to move the learner towards achievement of the learning outcome. Crawford, Alan; 2005:16 views teaching and learning strategy, as an effective instruction, as an interactive process - students learn best when they are engaged, not only with their teacher, but also with one another. The researcher will provide the background and motivation of the study. The problem statement, research questions, research objectives, significance of the study, delimitations of the study, literature review, research methodology, and the conclusion of the study. Poor performance that is displayed by Grade 12 learners in the Eastern Cape has been a trend for the past three years. Well known contributory factor for poor performance is poverty, unemployment, high levels of illiteracy, low levels of management and leadership in schools, constant shortage of teachers with specific reference to critical subjects, learner teacher support material (LTSM) that is not delivered on time school safety, infrastructure, discipline amongst learners, absenteeism of learners, SMT with no well-defined roles, Annual Teaching plans, circulars are available but are not implemented. In other words, lack of support by the stakeholders, management and leadership in schools. This was observed by Solo, 1997: 37 who argues that, the atmosphere at home helps to foster or break school functionality, effects of parental interest in learner academic achievement. The background of the study, the problem statement, objectives, questions and also the objectives of research were fully discussed in chapter one. In chapter two, a research on recent publications in the subject was done. Keywords were: outcomebased education, educator, change, assessment and evaluation. - Description: The purpose of this study was to investigate the relationship between the concept of clean audit reports in relation to service delivery. The study was conducted in the Amathole District Municipality in the Eastern Cape Province and centred on the audit outcome of the municipality for the 2013/2014 financial year. A qualitative research design was adopted in order to conduct the study and the data was collected through the conducting of semi-structured interviews. The research sample comprised officers who were employed by the Amathole District Municipality and one manager from the office of the Auditor-General. The key findings of the study revealed that, at present, the concept of a clean audit outcome is used by municipal officers to imply that the performance of an organisation is to be assessed mainly on the basis of evidence which is provided by financial indicators, to the exclusion of non-financial benchmarks. This assumption tends to encourage municipal officers to strive towards impressing auditors, rather than serving their communities through the providing of adequate service delivery. In addition, the auditing of municipalities does not assess their performance in relation to service delivery and the ways in which communities at the local level are affected by it. At present it appears to be beyond the remit of auditors to investigate the validity of the protests which erupt in communities in response to poor service delivery or whether the members of communities and other affected stakeholders are satisfied or dissatisfied with the manner in which services are rendered by their municipalities. Consequently, those who are tasked with the making of decisions in municipalities act upon the recommendations which are made in their audit outcomes and formulate plans in relation to service delivery or projects which do not necessarily accord with the needs of the communities which they are intended to serve. Consequently, on the basis of the findings of this study, it is proposed that assessments of the performance of organisations should incorporate non-financial indicators into the auditing process. Adopting this approach would minimise incidences of municipalities receiving clean audit outcomes while the members of the communities which they serve take to the streets to express their anger and frustration as a result of poor service delivery.
