Budget Deficits, the Savings Gap and Current Account Deficits in the Southern African Development Community

- Description: This study examines the validity of the triple deficit hypothesis for a selected number of SADC countries, utilising secondary annual data for the period 1996-2018. Based on previous studies and theory, current account deficit was chosen as the dependent variable and budget deficit and the savings gap as the independent variables. The study makes use of both first generation and second-generation unit root tests to examine the time series properties of the data. The empirical results show that the data is integrated of different orders. Kao, Pedroni and Westerlund cointegration tests were carried out to examine the long-term relationship between the variables of interest. The empirical results revealed that there is a long-term relationship between current account deficit, budget deficit s and the savings gap. The long-run model under the Autoregressive Distributed Lag test revealed that, a positive and significant relationship exists between budget deficit and current account deficit at a significance level of 10% and a negative and insignificant relationship exists between savings gap and current account deficit in the long run. This suggests that an improvement in the current account balance in SADC countries requires fiscal stringency

The public sector is an entity that provides a unique service. This is made evident by the services provided such as provision of free health services for primary health care as well as free health services to children under six, disabled and senior citizens. The Eastern Cape Department of Health has developed service standards adopted in 2007 by the Eastern Cape Department of Health. This study aims to determine the casual effect of absenteeism and their relationship to poor service delivery. According to Makhubu (2006) many vacancies in the Eastern Cape Department of Health exist which result in service delivery problems. In terms of the second principle in the Batho Pele Principles the norms and standards which are service standards serves as a baseline where the Department of Public Service and Administration (2007) issued directive that the vacancy rate of any government department should range between ten and fifteen percent Makhubu (2006) further refers to the doctors/patient ratio as one is to three hundred patients (1:300), which is unhealthy and abnormal as the doctor/patient ration in terms of the Health Professional is one is to thirty (1:30). Such cases pose an opportunity to those employees who are within the service to absent themselves from such unhealthy situations and this behavior later result in the exodus (professional drainage) of employee. Schultz, Nel, Gerber, Hassbroek, Van Dyk and Werner (2001:582) define absenteeism as withdrawal of levels of productivity and collegial interaction for a given time to escape a perceived undesirable working environment. This behavior is disruptive to continuous organizational efficiency. Absenteeism is found in two forms that are avoidable and unavoidable. In the unavoidable forms of absenteeism, the situation in unplanned and is governed by external factors, thus it is beyond one’s control and has to be managed differently. Control of absenteeism can exercise by the immediate manager through the human resource section regarding the duration and terms of absence pertaining salary and terms of services.

- Description: This Research Report that this research was motivated by the fact that despite thetremendous achievements have been realized from the successful implementation ofgovernment programmes and projects related the construction and refurbishment of medical facilities, educational, bridges and road infrastructure facilities. Trends indicate that only iota of evidence implies that the concept of risk management is fully integrated and embraced as part of a culture for ensuring the successful project implementation by the Modern South African public sector organizations. Empirical research revealed that the common types of risks that have been affecting the successful implementation of government projects and programmes include: riots, fraud, corruption, changes in demographic figures, outsourcing risks, and floods and changes in weather. Most of the participants stated that risks associated with riots do not only arise from the riots within the government departments, but also in the external environment. In terms of the internal riots, they revealed that when the employees go on strike or riots on their own or in solidarity with the other trade unions, leading to the process for the implementation of government projects and programmes being affected. Yet, in certain cases, they noted that internal riots or strikes most occur as preceded by rumours that the riots by a particular union will take place and may significantly affect the ongoing process of implementation of government programmes. Besides risks associated with the internal riots by the employees and the communities, the interview findings also indicated that the other forms of risks arise from the strikes and riots by the private enterprises.

However, high employee mobility also means organisations are losing employees to competitors some of which are global business moguls with better resources leaving emerging businesses at a disadvantage. Lately, the South African banking sector has also been affected with high employee turnover requiring the need for investigation. For these reasons, the main objective of the study was to investigate whether psychological capital significantly moderates the relationship between work-life balance and turnover intentions among selected bank employees in Amathole district, Eastern Cape Province of South Africa. The study also examined if there is a positive and significant relationship between psychological capital and work-life balance among selected bank employees. In addition, the study sought to examine if there is a positive and significant relationship between psychological capital and turnover intention among selected bank employees. The study followed a quantitative research approach. Therefore, survey questionnaires were used as means of data collection and data was analysed using the Statistical Package for Social Sciences (SPSS). Research results indicated that psychological capital significantly moderates the relationship between work-life balance and turnover intentions among selected bank employees. A significantly positive relationship between psychological capital (PsyCap) and work-life balance among selected bank employees was found. The results also revealed that there is no significant relationship between psychological capital and turnover intentions among selected bank employees.

Social media networks such as Facebook have become an essential communication element for businesses to interact with clients. The impact and growth rates of Facebook and other forms of social media have made it imperative for all businesses to ensure they have social media strategies in place. Following social media business trends, banks across the world have included social media to market their services. Banks are now emphasising the offering of high client service quality in order to retain clients in this highly competitive environment. Thus, South African banks, as is the case with global banks, need to continuously assess the quality of the services offered to their clients in order to sustainably maintain or grow their market share or to fully utilise its commercial opportunities. This study determined the influence of social media service quality on client loyalty in the South African banking industry. The primary objective was to examine the extent to which social media service quality influence client loyalty in the South African banking industry. The study also determined if social media system availability, efficiency, fulfilment, and privacy has influence on the overall service quality of social media in the South African banking industry. In addition, the study examined the relationship between overall service quality and client loyalty intention in the South African banking industry. The study used a quantitative research approach to collect and analyse the data, and a descriptive research design was utilised for the purpose of this study. Data was collected from both primary and secondary sources of data. An online survey was conducted through Survey Monkey, via a Facebook page titled: Social media service quality in the South African banking industry. An online questionnaire was administered via the Facebook page. The study used a sample of 377 respondents who are Facebook users of the five major banks in South Africa. Analysis and interpretation of findings was done using both the descriptive and inferential statistical measures, with the help of Statistical Package for Social Scientists (SPSS) 24 and Lisrel (version 9). The electronic social media service quality (E-S-SERVQUAL) scale which consist of five constructs, namely; social media system availability, efficiency, fulfilment, privacy and overall service quality; and client loyalty intentions were the scales that were adopted for this study. All the scales used in this study were found to be reliable and valid. Findings of the research study proved that social media system availability, fulfilment, and privacy has a significant influence on the overall service quality of social media in the South African banking industry. In addition, findings of the research revealed that social media efficiency does not significantly influence overall service quality of social media in the South African banking industry. Furthermore, findings of the research also proved that the overall service quality of social media positively influences client loyalty intention in the South African banking industry. The study recommended that managers and marketers should constantly evaluate, monitor, and improve the overall service quality of social media offered to their clients, as it leads to a corresponding increase in overall client satisfaction, which in turn leads to client loyalty in the South African banking industry. However, further research studies may be conducted in other developing countries to gain a wider understanding on the influence of social media service quality on client loyalty in the banking industry.

- Description: Unethical conduct takes root and largely flourishes in environments devoid of compliance with SCM laws, regulations and sound corporate governance values and principles. Ethical conduct is a prerequisite of good governance and sound municipal financial management. Unethical conduct in SCM leads to a loss of public trust and confidence in the management of public affairs. Despite the existence of control and oversight structures and processes for monitoring compliance with ethical standards, norms and regulations in SCM, procurement and contract management processes, BCMM still flouts SCM regulations. This leads to non-compliance with precincts of SCM policy regulations, the MFMA, as well as the Municipal Systems Act (MSA). Lack of adequate and effective control and oversight measures further exacerbates the problem, leading to poor management of procurement systems as well as inconsistencies in the disposal and delivery of services. Effective control and oversight often results in the reduction of waste, eradication of corruption and improvement of municipal financial performance, as well as improved ethical conduct, integrity, transparency and accountability. Qualitative approach was used to gather data using interviews and secondary sources in the form of official documents to explore the extent to which control and oversight measures for ethical conduct in Supply Chain Management are effective in Buffalo City Metropolitan Municipality. The data is to be analysed using content analysis and filtering techniques. In order to come up with a comprehensive investigation, the researcher grounded the study in sustainable livelihood approach and the capabaility approach. Due to persistent poverty and people adopting precarious coping strategies in Zimbawe, the government and NGOs collectively came up with a comprehensive cash based poverty alleviation strategy to alleviate poverty and build on peoples livelihood options which is the cash transfer programme. The study utilized a qualitative methodology, based on its ability to provide a contextualized description of people’s perspectives, feelings and opinions in terms of how a programme affected them. The evaluation sought to find out whether the cash transfer programme achieved its objective of strengthening household economy. The study established that the Harmonized Social Cash Transfer programme made some positive inroad towards strengthening household economy, however, lack of stakeholders coordination, collapsed economy, pollitically motivated moves from the ruling party caused the programme to fail. As such, the poor Mangwe people are still continuing engaging in precarious coping strategies, such as, selling assets, eating less than one meal per day and venturing into prostitution. The study therefore, calls for the government to review the household size vs cash scale and regularly review the amount of money received to be in line with current prices of commodities

This dissertation observes the impact South Africa’s inflation has on financial development over the period between 1990 and 2012. Monetary policy framework in South Africa has, to a greater extent, assisted in monitoring the movement of the consumer price index. Although inflation does affect financial sector performance, the study also looked into other variables that have an effect like private credit, money supply and gross domestic product. To test for stationarity to avoid spurious regression, the ADF test and the PP test were used. To determine the long- and short-run relationship, the Johansen Maximum Likelihood test and VECM models were used. Results of the study indicated that money supply and inflation have a negative effect on financial development. In addition, apart from money supply and inflation the findings revealed that private credit and gross domestic product play a significant part in financial sector performance. The study recommends that the South African Reserve Bank should keep the inflation rate within its target range (3-6percent). This would ensure price stability and restore investor confidence in the financial sector, which then improves financial sector development.

Little research has been conducted to investigate the impact of the above mentioned subjects on turnover intentions among nurses in the South African health sector. Research questions as well as hypotheses were formulated as the means to gain data on the subject. The research employed a quantitative design with a sample size of 160 nurses and 159 were returned. The data analysis consisted of both descriptive and inferential statistics. The main findings of the study showed a positive relationship among job satisfaction, work-life rewards, learning and advancement opportunities and job satisfaction. However, there were negative relationships between job satisfaction and turnover intentions; work-life rewards and turnover intentions; and also among learning, career advancement and turnover intentions. Finally, suggestions were made to the top management in the Health sector to come up with strategies and mechanisms that improve nurses’ quality of work-life and offering them training and advancement opportunities through organisational change programs.

- Description: In order for a firm to create and improve the image of its product or services, celebrity endorsement is considered to be a highly effective tool which can influence consumer behaviour. This is evident in the increasing number of marketers who are harnessing the power of celebrities to endorse their products. However, for endorsement to be successful the celebrity endorsers must be viewed as credible by consumers. It has been shown that there are three dimensions that determine the level of credibility in celebrity endorsements: trustworthiness, expertise and attractiveness. The purpose of this study was to analyse the effect of the credibility of local versus international celebrity endorsement in advertising on consumers’ intention to purchase cosmetic products in a South African (SA) context. This study focused on the cosmetic industry as it is an industry that relies heavily on endorsement to advertise and attract consumers to purchase products. Firms in this industry need to be aware of the criteria when selecting celebrity endorsers such as whether to hire an international or local celebrity as brand representatives. Thus, the researcher aimed to determine whether there is a difference in terms of credibility between local and international celebrity endorsers as viewed by SA consumers with respect to the cosmetic industry. The credibility of the celebrities was rated using the credibility scale developed by Ohanian (1990). The credibility scale rates the credibility of celebrities using the three factors of attractiveness, trustworthiness and expertise. Two models were proposed for the study, one testing the credibility of local endorsers whilst the other testing the credibility of international endorsers. These dimensions were hypothetically by the researcher to determine their effect on consumer purchase intention. To hypothetically test the dimensions, a quantitative approach and design were used as methods of gathering and analysing data. A total of 237 selfadministered questionnaires were distributed at a University in the Eastern Cape (EC). Analysis and interpretation of findings was done using the descriptive statistical measures with the help of Statistical Package for Social Scientists. The inferential statistics were analysed using the multiple regression analysis. Multiple regression analysis was used to analyse the statistical significance of the model, which was found to be statistically significant for both models. The regression coefficients where then used to determine the strength of the relationship between the independent variables and the dependent variable for each model. iii The study concluded that consumers perceive both local and international celebrity endorsers as credible and are influenced to purchase cosmetics products because of perceived credibility. The data analysis showed that local celebrity endorsers are perceived as more credible than international celebrity endorsers within the context of marketing cosmetic products in the South African industry. This means that consumers can be easily persuaded to purchase cosmetics products when marketed using locally based celebrity endorsers. The outcome of the research informatively helps managers to carefully select the endorser that will be able to create awareness, attract and retain loyal consumers through the advertisement. Inasmuch as marketers have to endorse local celebrities, it is also safe for them to consider international celebrity endorsers as their credibility to a lesser extent influences consumers to purchase products. However, marketers need to define and determine the target market, and select an endorser that aligns with the characteristics of the market. One of the study’s objectives was to test which of the three dimensions mentioned earlier had a stronger impact on consumer’s intention to purchase for both local and international endorsers. The attractiveness dimension indicated a much stronger influence on consumer purchase intention in comparison to the other dimensions for local celebrities and was found to be statistically significant. As the cosmetic industry is a beauty industry, it is recommended that firms in the industry use local attractive endorsers to market the cosmetic products. However, the endorser must also be trustworthy as it ranks second in terms of influence to intention to purchase. On the other hand the expertise dimension in international celebrities had the highest coefficient score indicating a greater strength and influence on consumer purchase intention and was the only dimension statistically significant. It is recommended that marketers in the cosmetic industry could employ international celebrities as endorsers by considering their level of expertise and experience in the cosmetics and other industries such the fashion industry, as well as previous advertisements they would have endorsed. The trend is often for marketers to consider, select and endorse the most attractive celebrities especially in the cosmetic industry, but this research has indicated that attractiveness is not the most important dimension that marketers should be using in selecting international celebrity endorsers. If marketers within a firm have adopted international celebrity endorsement, it is recommended they use it within a target market that is less price-sensitive whereby the high prices charged can cover the endorsement costs. - Description: E-government which refers to electronic Government is the process of transformation of relationships of government with its constituents ie the citizens, the businesses and between its own organs, through the use of the tools of Information and Communications Technology (ICT). E-government services are the outcome of e-governance that come as automated services delivered through ICTs particularly Internet based applications that provide access to and delivery of information or services to the public, businesses, other agencies and governmental departments. This study seeks to examine the factors affecting citizens ability to access e-government services in Nkonkobe Municipality in the province of Eastern Cape and come with recommendations of how to address the issue. E-government services should be developed on platforms with the consideration of devices that people can have access to. The study showed that in as much as one can have cell phone that has access to internet , some website services such as home affairs enquiry applications are not accessible on a phone with a general web browser that has no Java Script capacity but has acces to internet. Therefore developing Short Message Service (SMS) based services or Unstructured Supplementary Serviuce Data (USSD) code that is available on all Globile System for Mobile (GSM) cell phones can increase accessibility of most services at a cheaper cost. The study concludes that although e-government is the future for our country and in this era of technology, much still has to be done in areas like Nkonkobe Municipality in Eastern Cape, as the citizens have no or lack appropriate tools to access the internet, and sometimes citizens are not aware of e-government services available. - Description: E-government which refers to electronic Government is the process of transformation of relationships of government with its constituents ie the citizens, the businesses and between its own organs, through the use of the tools of Information and Communications Technology (ICT). E-government services are the outcome of e-governance that come as automated services delivered through ICTs particularly Internet based applications that provide access to and delivery of information or services to the public, businesses, other agencies and governmental departments. This study seeks to examine the factors affecting citizens ability to access e-government services in Nkonkobe Municipality in the province of Eastern Cape and come with recommendations of how to address the issue. E-government services should be developed on platforms with the consideration of devices that people can have access to. The study showed that in as much as one can have cell phone that has access to internet , some website services such as home affairs enquiry applications are not accessible on a phone with a general web browser that has no Java Script capacity but has acces to internet. Therefore developing Short Message Service (SMS) based services or Unstructured Supplementary Serviuce Data (USSD) code that is available on all Globile System for Mobile (GSM) cell phones can increase accessibility of most services at a cheaper cost. The study concludes that although e-government is the future for our country and in this era of technology, much still has to be done in areas like Nkonkobe Municipality in Eastern Cape, as the citizens have no or lack appropriate tools to access the internet, and sometimes citizens are not aware of e-government services available. Over the years, HEIs in South Africa have been involved in undertaking ICT4D projects aimed at benefiting their communities. This is because ICTs have the potential to improve and contribute to the development of individuals, businesses, and communities in various ways, be it socially or economically. However, the ICT4D projects have failed or partially succeeded to attain their goals. This study, thus proposes a model for HEI researchers for the successful implementation of ICT4D projects through application of community engagement principles. The proposed model was formulated using the case study approach. Four cases of ICT4D projects were used as sample to help identify factors required for the successful implementation of ICT4D projects by HEIs. Data was collected using semi structured interviews, observations and literature. The data was then analysed using cross case analysis in the form of themes. From this analysis of the interview findings, it is evident that curriculum reviews and change not only influenced the change of language policy in the South African education system to support diversity and multiculturalism, but also new technologies and science in teaching and learning. Even though it was evident from the responses of most of the teachers that enormous successes have been achieved, it also emerged from the findings that there have also been challenges and impediments. It emerged from the analysis of the interview findings that some of the factors limiting the effectiveness of curriculum effectiveness in the public schools in the Eastern Cape Province are associated with lack of resources, lack of skills, lack of text books, poor review and modifications of the syllabus, and poor consultation and involvement of relevant stakeholders. However, findings still revealed that as much as there are some limitations, the curriculum reviews and change undertaken since the 1994 democratic dispensation significantly influenced the improvement of the performance of the contemporary South African public education system. The analysis of the interview findings revealed the effects of curriculum reforms on the performance of the public schools in the Eastern Cape Province to be associated with improved pass rates, improved performance in science and data handling, and improved responsiveness to changing needs and demands of the contemporary world. Considering the findings of this study, it is argued that the directors in the Eastern Cape Department of Education must evaluate the decision to apply the following strategies to influence improvement of the successful implementation of the curriculum. Such strategies would involve situational analysis, curriculum and syllabus development, investment in relevant key success factors (skills, technology & infrastructure), teaching and learning methods, and measuring and improving. Future studies can still explore and develop a framework for measuring and improving the implementation of curriculum reform.

The research used a mixed method methodology combining qualitative and quantitative methods. The sample size was N=60 using purposive sampling. The dependant variable in the research was the school performance and the independent variable is the good leadership. The questionnaire was analysed quantitatively from a total key respondent of 45 leaders in the different schools.15 school educational leaders were interviewed and analysed qualitatively using thematic analysis. Research findings indicated that there is still male domination in school leadership positions over females. The leadership composition is 53percent males and 47percent females in Eastern Cape. School leadership positions are, in general, held by long serving members who are former teachers with a higher degree of seniority than the young school leaders. This is typical of traditional Xhosa societies dominated by elders in decision making. 73percent of the responses show a democratic leadership style when investigating how school leaders manage schools. The second most common leadership style is situational at 66percent, and the least prevalent management style is autocratic, which includes less than 10percent of the respondents. 60percent of the schools are performing and 40percent are underperforming, but overall there is good leadership in schools despite very poor results evidenced in the past 5 years. The research shows a strong correlation between the schools that had good performance and those that had good leadership in which the dominant leadership style was 'bureaucratic' and 'situational'. The schools that had poor results that were underperforming also showed trends of poor leadership.

- Description: The Office of the Auditor -General’s role is by no means minor, for it plays a major role in curbing corruption and acts as a ‘’watchdog’’ of the nation over public funds. Amidst high mismanagement and misuse of public resources, as well as corruption, especially in developing countries, the major question one asks is how effective the Auditor -General can be in ensuring good governance within state departments so as to improve service delivery. The gaps between approved budgets and the realisation of policy and development goals stand among key governance challenges in many developing countries. Supreme Audit Institutions (SAIs) play an important role in holding governments to account. However, many SAIs including AGSA face serious challenges when trying to evaluate the expenditures and performance of government agencies. Therefore this study suggests that more resources should be invested in the office of the AG so as to allow it to carry out its duties without impediments. Good governance and public finance accountability is becoming increasingly important in the public sector. One means of effecting good governance and accountability is through auditing. For this reason the Office of the Auditor-General through the Constitution of the Republic of South Africa 1996 (Act 108 of 1996 section 216 (1)) was established to facilitate and encourage good governance and effective accountability through auditing.
