- Description: Purpose – Empirical work on the career development processes of vulnerable groups such as refugees is beginning to receive currency within the academic literature. However, little is known about the intersection of factors such as gender and structural constraints on such processes especially within developing countries such as South Africa. The purpose of this study was to explore the career development processes of women refugees in South Africa. Design/methodology/ approach – A qualitative research approach through narrative inquiry was used. Snowball sampling was employed to select the 20 women refugees who took part in this research. The study location was the city of Port Elizabeth located in the Eastern Cape Province. The three levels of meaning-making incorporated in previous narrative research was utilised to analyse the data. Findings Results show that women refugees are more concerned with a short-term desire to survive and acquire basic commodities than a long-term focus to advance and develop their careers. This is mainly compounded by constraints personal to the individual and those in the environment. Finally, the results illustrate that career development processes of women refugees are affected by the inextricably intertwined factors associated with their gender, immigration status as well as person-environmental factors. Practical implications – The research suggests strategies that policy makers in South Africa and other developing nations that are hosting refugees can use to assist women not just their career development but also their lived experiences. Originality/value – This study extends and advances literature on the career development issues of vulnerable groups such as women refugees especially in developing nations such as South Africa.

The decline in the performance of the municipality has been so rapid in the five year period mentioned above so much that the 2010/2011 Auditor General Report on the municipality ran up to eighty issues over fourteen pages. Noteworthy is the fact that the decline in service delivery and financial management confirmed by the performance decline marked by the Auditor General coincided with several changes at the senior political and management levels. For example under the period of decline, the Municipality operated without a permanent Chief Financial Officer (CFO) for a period of more than four years. Also, during the period of decline the municipality had six municipal managers all in acting capacities and about four executive mayors in the same period. - Description: Finance is of paramount importance for small, medium and micro enterprises’ (SMMEs) growth, without which many firms fail to move along their growth continuum. Against this background, the study sought to examine the growth effects of financing tools across the different phases of SMMEs' life cycle in Sub Sahara Africa (SSA) economies for the period spanning from 2003 to 2019. Firstly, due to the inherent heterogeneity nature of the SMMEs' financing landscapes across the world, the study starts by identifying the commonly used financing tools in the context of Sub-Saharan Africa. These were found to be internal finance, bank debt, trade credit, non-bank finance and informal finance, with internal finance being the most prevalent financing tool. The second aspect of the study was to examine the growth effects of the identified financing tools on SMMEs' performance in Sub Sahara Africa. In achieving this objective, several panel estimation techniques were employed, which are the feasible generalised least squares (FGLS), cross-sectional dependence (SCC), random effects model (REM) and pooled ordinary least squares (POLS). The empirical results show that internal finance or savings, bank financing, trade credit, non-bank financing and informal financing are positive and statistically significant in explaining SMMEs growth in the region, with stronger evidence for a positive relationship between external finance (trade credit and bank finance) on SMMEs growth in Sub-Saharan African region. The third objective of the study was to investigate the growth effects of SMMEs’ financing tools across different phases of the firm life cycle. The same panel techniques as used in achieving the previous objective were utilized again. The empirical findings show that the growth effects of SMME financing tools evolve as SMMEs move along their growth continuum, and only bank finance proved to be a fundamental variable for SMMEs growth throughout the different phases of firm growth. Finally, motivated by SMMEs’ high dependence on internal finance or savings, the study explored the saving practices of SMMEs in Sub Saharan Africa using thematic analysis. The study findings show that SMMEs in Sub Sahara African economies systematically save through formal and informal financial systems. These findings are contrary to conventional wisdom, which suggests that SMMEs are a financial basket case. Basing on the study findings, policies aimed at reducing or lessening the burden of accessing finance are important to stimulate the growth of SMMEs. Most importantly, there is a need for lenders and sponsors to understand the firm life cycle-financing tool nexus to ensure SMMEs growth. - Description: The study endeavoured to find out how indigenous cereal crops in the form of sorghum, pearl millet and finger millet, popularly known as small grain, would help in increasing cereal production in the dry regions of Zimbabwe so as to alleviate food insecurity. For the past decade the nation’s cereal production has been on the decline with the country having to rely on grain imports from neighbouring countries to prevent hunger. Studies that have been carried out have indicated that these indigenous cereal crops are better suited for semi-arid regions like Matabeleland, used as a case study, where maize has almost always been a failing crop. The study examined representations of smallholder farmers through interviews held with agricultural personnel in Matabeleland North and Matabeleland South Provinces. The study argues that instead of relying on maize only as a staple crop, in the semiarid regions of the country, indigenous cereal crops are suitable alternative staple crops in Zimbabwe. Indications from the findings of the study are that diversification of staple crop production should stress the importance of state mediation, distribution and promotion of indigenous cereal crops. The researcher thus proposes that the reliance on indigenous crops be anchored in community food security, food sovereignty and rural food system perspectives, not negating the negative effects of climate change on food production. The results showed that despite progress made by the state in assisting farmers with agricultural inputs, very little has been achieved in alleviating food insecurity in the dry regions, as indigenous cereal crops continue being pushed to the periphery of the agricultural sector. iii The study concludes by putting forward that addressing the stated challenges could lead to the potential of indigenous cerealcrops potentially increasing the cereal supply for the nation, thus alleviating food security woes as these crops grow favourably even in the most adverse weather conditions and poor topography.

- Description: Strikes are prohibited in essential services workplace yet they take place on a regular basis. There seems to be no way to curb strikes despite the fact that they should not be happening at all in the essential services as they are designated as such. The rationale behind the prohibition of strikes in essential services is that the communities are adversely affected as they are dependent on these services. Whilst the constitution of the land grants the right to strike, it also limits the right to strike to the designated workplaces which are essential to the communities. The reason to limit the right to strike in these work places is to ensure that the people do not experience hardship during the strike action. However the opposite happens as the people always suffer whenever a general strike takes place. They would be denied access to public hospitals and receive no medication as there would be no one attending them. The strikes in municipality would mean no clear water and electricity for the people. The Labour Relations Act is also clear on the essential services. The question then is why are the strikes allowed to take place in essential services. Why the law is not implemented to ensure that people have access to their constitutional right to service? The other question would be what is done to address the strike in essential services especially with labour organizations which should be aware of the implications in terms of legislation. The research therefore focuses on strikes in essential service and the hardship that caused especially to the poor who are dependent on these services. The literature shows that the constitution read with Labour Relations Act has laid down the framework to the deal with conflict in essential services as well as structures for engagement. Some findings from the research indicate that the workers do not understand the implications of strikes in essential services as well as for the communities. The recommendation would be to work-shop the workers on the implications of strikes in essential services as well as especial arrangements applicable.

Budget Deficits, the Savings Gap and Current Account Deficits in the Southern African Development Community

Hence, the study's main objective was to develop a water governance framework for social equity that can be utilised to advise councils and policymakers on the attainment of social equity by water service providers at the local level. The study utilised the constructivist research philosophy by adopting a qualitative case study research design and an inductive research approach to address the research questions. Focus group discussions, semi-structured interviews, participant observations and document analysis were used to collect data. A total sample of thirty-four (n=34) participants was purposefully selected; twenty participants (n=20) participated in semi-structured interviews, while fourteen (n=14) participants were engaged through focus group discussions. Findings obtained from the thematic data analysis utilised revealed that while human rights principles and social equity values underpin South Africa’s water reforms, Amathole District Municipality is yet to fully absorb these foundational concepts into its water governance. The study revealed that this is largely attributed to a lack of meaningful participation, limited transparency and accountability in the processes and procedures of the municipality. Results also revealed that persistent inequities still exist in Amathole District Municipality as reflected by the unequal distribution of water services, inconsistency in services provision, lack of transparency and established procedures to guarantee procedural fairness and limited impact on interventions specifically in rural areas. Furthermore, the study revealed that the municipality’s efforts to address water inequities are highly undermined by various economic, environmental, socio- economic, and institutional governance factors. The sample encompassed of 151 administrative staff members from the University of Fort Hare (Alice, Bhisho and East London campuses) in the Eastern Cape Province. Argentero, Cortese, and Ferretti (2008) organisational citizenship behaviour questionnaire was employed to assess OCB; the Interpersonal Conflict at Work Scale (ICAWS) was employed to assess workplace conflict; and Luthans, Avolio, Avey, and Norman’s (2007) psychological capital questionnaire by McGee (2011) was employed to assess psychological capital. In terms of data analysis, a descriptive analysis, correlational analysis together with simple linear regression analysis and multiple linear regression models were applied using the Statistical Package for Social Sciences (SPSS) version 25. The findings indicated a negative relationship between workplace conflict and organisational citizenship behaviour. Thus, for the purpose of enhancing extra-role behaviours amongst staff members, the management of the institution needs to ensure equitable compensation, rewards, and benefits amongst workers. This is vital because should the employees perceive that inequity exists, they will fight for fairness and justice, and if they are not heard, it will result in workplace conflict.

The study adopted a qualitative approach and purposive sampling methods which were used to select samples for the study. Open ended questions were used in face to face interviews and focus groups to collect data in Makana Municipality. The study findings indicated that while women are part LED activities in the Makana municipality, the benefits that accrue to them are still minimal and trickling down to very few of them because of egoism and nepotism, corruption and crime, favouritism and poor communication. There is a great need for interventions requiring regular visits from LED officials and provision of educational programs in the local language, to enable the women to have a clear understanding of the benefits that accrue to them from LED projects, notwithstanding the opportunities open to them for participation. It has been identified that the core issue surrounding BBBEE SMEs is being BBBEE compliant. This investigation was executed within the East London area in which a total of 22 semi-structured interviews were conducted. The results illustrated that although BBBEE was not favoured amongst SMEs in East London, they were still implementing BBBEE into their businesses in order to gain tender work and enjoy financial improvement. Becoming BBBEE compliant presented certain administrative challenges such as the large amount of documentation, the timely process of becoming BBBEE compliant and the cost of BBBEE compliance. However, although challenges existed, SMEs had implemented strategies in order to overcome such challenges and were seeking guidance from BBBEE agencies. The final outlook of BBBEE was that it be restructured in such a manner that it included all races of SA in order to contribute towards social justice and equality. This study provided an investigation of the administration and management of the socioeconomic aspects of mine closure at Tshikondeni in Limpopo Province South Africa. A mixed method research or triangulation design was used in this study. Data was collected from former Exxaro Tshikondeni Mine employees, stakeholders, administrators and mine managers. Semi-structured interviews and questionnaires were used as data collection tools in this study. Data was analysed statistically by offering a descriptive analysis of the statistics gathered in this study. In this study, a Mine Closure Model (MCM) based on project management principles, including risk management and concurrent engineering was proposed to manage the closure process thereby assisting the responsible authorities with the evaluation of mine closures and rehabilitation objectives that can be achieved in closure. In this study, it was found out that the future of the mining industry is dependent on the legacy which it leaves (in as far as Exxaro Tshikondeni Mine is concerned), and industry reputation is grossly affected when mines are closed or abandoned without proper rehabilitation having been done. Usually this will lead to long term detrimental environmental impacts. In addressing the abnormalities and negative impacts of mine closure, the mining industry today in South Africa recognises that to gain access to future resources it needs to demonstrate that it can effectively control and manage the closure of mines with the support of the communities within which it operates. The data obtained in this study is deemed to be of utmost significance to the Department of Minerals, Mutale Local Municipality (MLM) in resolving the complexities in how to improve the livelihoods of people in former mining communities.

The impact of road construction on the livelihoods of rural communities : a case of Nyandeni Municipality in Eastern Cape, South Africa

- Description: All over the world many rural households are engaged in different economic activities to sustain their livelihoods. To a large extent, a household’s ability to do this depends on access to basic assets such as infrastructure, social, human, finance or physical. Access to these assets can be affected by large projects such as road construction which can either enhance or hinder access to key assets. The main objective of the study is to investigate the impact of the construction of the N2 Wild Coast Highway in the Eastern Cape Province on the livelihoods of rural households in the Nyandeni local municipality. The study also seeks to investigate the dominant household economic activities within the municipality, factors affecting the choice of these activities and the probable impact of the construction of the N2 highway on these economic activities and livelihood strategies. The road construction is translated as a ‘shock’ in the livelihood context, hence the study further seeks to document how households respond to road construction ‘shock’ to their livelihoods, based on the findings of the study. The study applied a mixed methods approach, applying both qualitative and quantitative data. Two sources of data are used; a survey of 40 households in the Nyandeni local municipality which provided the qualitative data and survey data from the PSPPD-II quantitative data from project conducted by the Economics department at the University of Fort Hare, which provided the quantitative data. The multinomial logistic regression was used to determine the livelihood strategies used as well as the related determinants. The results showed that financial, social and physical capitals are key assets that support livelihoods in Nyandeni municipality, which were highly determined by the deprivation score, social grants and community networks. To get a clearer understanding of the underlying effects of the road construction, focus prompts interviews were also conducted. These were analysed using thematic analysis. The results showed that the road construction had both the negative and positive effects. - Description: All over the world many rural households are engaged in different economic activities to sustain their livelihoods. To a large extent, a household’s ability to do this depends on access to basic assets such as infrastructure, social, human, finance or physical. Access to these assets can be affected by large projects such as road construction which can either enhance or hinder access to key assets. The main objective of the study is to investigate the impact of the construction of the N2 Wild Coast Highway in the Eastern Cape Province on the livelihoods of rural households in the Nyandeni local municipality. The study also seeks to investigate the dominant household economic activities within the municipality, factors affecting the choice of these activities and the probable impact of the construction of the N2 highway on these economic activities and livelihood strategies. The road construction is translated as a ‘shock’ in the livelihood context, hence the study further seeks to document how households respond to road construction ‘shock’ to their livelihoods, based on the findings of the study. The study applied a mixed methods approach, applying both qualitative and quantitative data. Two sources of data are used; a survey of 40 households in the Nyandeni local municipality which provided the qualitative data and survey data from the PSPPD-II quantitative data from project conducted by the Economics department at the University of Fort Hare, which provided the quantitative data. The multinomial logistic regression was used to determine the livelihood strategies used as well as the related determinants. The results showed that financial, social and physical capitals are key assets that support livelihoods in Nyandeni municipality, which were highly determined by the deprivation score, social grants and community networks. To get a clearer understanding of the underlying effects of the road construction, focus prompts interviews were also conducted. These were analysed using thematic analysis. The results showed that the road construction had both the negative and positive effects. This problem was compounded by the lackadaisical approach to the skills development by the department as it seemed to be employing a shotgun approach to the training and education of its labour-force. The consulted literature pointed to the existence and commonness of the skills underutilisation and its occasioning in reduced outputs and low worker-morale in the workplace. This study played a crucial role in terms of its contribution to the body of knowledge, being a reference point not only for the department of education, nonetheless, for other departments and organisations as well. The study could help the department to rectify its weaknesses and deal with their current challenges of personnel underutilisation. Policy makers and consultants could use the results of this study to formulate policies for their institutions. Lastly, students could also benefit from this study by using it as a source of reference. The qualitative method and case study as a research design employed in the study, semi-structured interviews used as a data collection method, snowballing sampling procedure used. The employees of the Department of Education used as the respondents in the study. The empirical findings in the study revealed the multiplicity of challenges associated with misplacement of qualified personnel in the department which entailed, inter alia, poor implementation of policies, programs and projects, low staff morale, poor delivery of services to the departmental clientele.

The main objective of the study was to assess the implementation of development projects in Tsholotsho district in Zimbabwe with regards to the issue of participation and its role to sustainable development. The study utilised the documentary research methodology which was used to gather data. The analysis of data was undertaken through the use of the participatory approach as the main theoretical framework. The study has shown that participatory development has been altered to take numerous and divergent forms that do not usher in the expected outcomes. Participatory development in Tsholotsho has thus taken a different stance since it has turned to be merely rhetoric and has suffered modifications and transformations to such an extent that power relations between and among development stakeholders subjugate the poor further leaving them without any voice. Community members are experiencing a ritual of empty processes that camouflage as participatory development making the people not to be centrally involved in bringing about rural sustainable development. One of the greatest challenges facing the rural development domain today is the search for alternative tools that seek to facilitate collective actions and solutions through the process of participation so that the poor get to be active not passive agents of development. This study is of the view that more research is needed to study the indigenous rural knowledge systems and their integration to modern knowledge systems; more so that is also a need to scrutinize the roles and responsibilities of NGOs interventions since they have made significant impacts in rural development. Finally, there is need to assess how policies affect development providers’ contributions in development processes.

Since independence in 1961, the Tanzanian government continued to undertake a restructuring of different policies, laws and regulations in public services to improve performances and service delivery. Among the results of the restructuring was introduction of Performance Management System(PMS) across public organizations. The system meant to address and redress not only the concerns of the public on improved performances and better services, but also inculcate performance-oriented culture and accountability for results. Despite such efforts by the government, some of the problems existed before the introduction of PMS such as among others weak incentives and accountabilities, and management skills continue to impede issues of improved performance and service delivery in public organizations. It is from this context that the researcher was encouraged to research on issues of performance management system, highlighting specific areas of its effectiveness to improve performance, motivational factors, use of performance appraisal results on different decisions-making and factors for underperformances which affect organizational performances in public organizations. This study employed a mixed method research design involving both quantitative and qualitative strategies. For the qualitative strategy, data were gathered using in-depth interviews and document reviews; and for the quantitative strategy, questionnaires were used in which the relationship of different variables for the study were statistically analyzed using the SPSS Version 22. In the overall, the study evidences show a strong pressure of support at government level in terms of formulating policies, laws and regulations to back up performance management system to improve performance quality service delivery, but there is less support in public organizations levels. It became clear that many problems still make PMS effectiveness not pragmatic: Political interferences to management of public organizations, government bureaucratic procedures in amendments of outdated laws, inflexible scheme of services important for rewards and incentives and the use of manual voting system for good performances are among problems that the study identified. Furthermore, evidences have shown that a top-down management approach bottlenecks the overall implementation of performance enhancing tools for performance management system effectiveness. There is lack of workers’ participation and ownership of tools such as, strategic plans, client service charters and open performance reviews and appraisal system and the general system, and thus becoming hard to implement it in the public organizations. The study suggests practical initiatives by the government to establish highly strict quality service delivery satisfaction tracking system to allow both employees and citizens to evaluate internal and external performances of the public organizations. The findings upheld vulnerability of PMS to improve performance and service delivery, and therefore more attention and adherence to principles of performance management and laws that are biting to issues of underperformances are imperative.
