- Description: The Eastern Cape Department of Education has become like a problem child in the Republic of South Africa. It is a cause for concern to both the provincial and national government. This is a department where service delivery is problematic. Schools are not built or renovated and children are taught in dilapidated structures or sometimes under trees. Hardly a week passes without the department making the headlines in the media for the wrong reasons. It is widely accepted that the department is dysfunctional and education is in a crisis. The department has emerged as the number one culprit of engaging in corrupt activities in the province. Public officials in the department have been identified as being at the helm of these corrupt activities. In the 200/10 financial year, the Auditor General issued a disclaimer to the department and highlighted a lack of direction, accountability and a total breakdown of internal control systems and supply chain management within the department. Numerous fraud risk indicators were identified during the audit and underlined by findings that are indicative of fraud and corruption within the department. This unfortunate state of affairs is contrary to the requirements of section 195(1) of the Constitution of the Republic of South Africa which provides for the democratic values and principles governing public administration including inter alia, that: A high standard of professional ethics must be promoted and maintained. Efficient, economic and effective use of resources must be promoted. Public administration must be accountable. This raises several questions about the ethical fitness of public officials in the department as the custodians of the public resources and trust. Though several reasons abound for this unfavourable state of affairs in the department, the researcher has singled out unethical conduct by public officials in the department and its impact on service delivery. The approach followed in this research was to analyse the 2009/10 Department of Education Annual Report and the 2009/10 Auditor General’s Report to the Eastern Cape Department of Education. The analysis confirmed the existence and occurrence of multiple cases of unethical conduct in the department. At the end scientific recommendations are proposed to alleviate this ill.

The importance of Public Participation is that it could help to ensure that the citizens take ownership of processes as an important democratic principle.The imbizo’s as public participation tool and effective communication platform has been proven to be effective. The strengthening of development communication in the department to empower communities through development communication cadres and information dissemination is paramount important. Furthermore this will make sure that there is a continuous feedback on quality assurance programme in implementing political pronouncements that are made during imbizo’s.

The skills development framework requires the participation and co-operation of multiple social partners but relies heavily on the role of business in the attainment of national and sectoral skills development objectives. Unfortunately, however, there are significant conflicts in the role which business is expected to play which consequently hinder the efficiency of the framework and the likelihood that that these objectives will be realised. One of the most pertinent examples of these conflicts is the voluntary nature of the skills development framework, which incentivises but does not compel organisations to invest in training and development. Other conflicts include dissonances between national and employer led strategies and organisational disincentives to engage in training and development. This qualitative study uses an interpretive approach to study how and to what extent the Skills Development Act is implemented in selected organisations in Buffalo City as well as studying the issues pertaining to the implementation process. By using a purposive sampling approach, this research includes both primary data in the form of semi-structured interviews and secondary data in the form of documentary sources. The data represents the perspectives of business, labour and government and provides significant depth of insight into the discussions and issues surrounding skills development in Buffalo City. This dissertation argues that South Africa’s vocational training system, institutionalised through appropriate legislation, may not be sufficient to mobilise social partners, and of primary concern in this research – business – to invest in skills development. It suggests that extensive reliance on business is an insufficient way in which to upskill the labour market. However, with few alternatives to this approach, it is subsequently essential that business is encouraged to buy into the collective interest of skills development objectives. This primarily entails overcoming the challenges that embody the framework and increasing state emphasis on skills development.

- Description: The aim of this study was to examine the effectiveness of a capacity development programme initiated by the Department of Economic Development and Environmental Affairs (DEDEA) as a mechanism to enhance the performance of the employees in order to improve service delivery to the people of the Eastern Cape. The public service is enjoined by the Constitution to provide services that citizens need, and for this reason it is in need of educated, trained and professional public servants, especially in the technical, professional and managerial categories. The department also recognized the potential of public–private partnerships (PPPs) to improve performance in the areas of transformation and service delivery, and that it required investments aimed at developing and strengthening public management capacity. However, the effectiveness of the PPP as a mechanism for capacity development, remained unknown. The literature reviewed overwhelmingly supported the assertion that human capital development is critical for performance in the public service. The review also highlighted the importance of partnerships, especially the role of the private sector in the area of capacity development, advancing the argument that PPPs should be pursued in order to leverage ideas, resources, and capabilities to achieve public service goals. Various research tools, namely interviews, questionnaires and document analysis were used to conduct the study. Data collected and analysed provided empirical evidence of improved performance of both the individual managers and the department in the functional areas of financial governance and management; programme and project management; as well as ethics and professionalism. It suggested a strong correlation between training, capacity development and service delivery. This research found the DEDEA/National Business Initiative (NBI) PPP initiative, as a capacity development mechanism to enhance the performance of the department‟s employees, effective. On strength of the overwhelming evidence gathered through this research, it strongly recommends that the programme be rolled out to other employees.

- Description: Human capital development as an interactive process enhances and facilitates the development of skills, capabilities and potential of human capital through organisational development. Thus, to achieve goals and strategic plans effectively and efficiently, the public sector must continuously upskill the knowledge and capacity of its human capital. The dearth in skills and capacity, often result in sub-optimal performance in the Eastern Cape Department of Education (ECDoE). To achieve key objectives in its strategic plan, the ECDoE must align its hhuman capital development needs with its strategic plan. The main objective of this study is to explore the nature and extent of alignment between human capital development and the strategic plan of the ECDoE. The sub-objectives of the study are to: (i) establish a conceptual framework for informing human capital development and strategic plan alignment in theECDoE ; (ii) determine how continuous teacher development as a human capital development approach can be more closely aligned with the strategic priorities of the ECDoE’s strategic plan; (iii) explore how human capital development aligns with the strategic plan and Performance Development Management System (PDMS) of the ECDoE and (iv) recommend how the ECDoE can align its strategic human capital development to its strategic plan and performance management system. The study adopts a pragmatic research philosophy and a mixed- methods approach. The quantitative strategy and positivist paradigm were adopted to collect data, from purposefully two hundred and sixty-seven (n=267) educators using a survey questionnaire. The interpretivist research philosophy informed the qualitative strategy. In-depth interview data was collected from five (n=5) purposefully sampled information-rich participants to a point of data saturation. Quantitative data was analysed using descriptive and inferential statistics, while qualitative data was analysed using thematic analysis. Statistical results from survey data rejected hypothesis H10 and confirmed H11 which hypothesised that there was a relationship between eemployee performance and sstrategic plan alignment. Results further confirmed the relationship between employee performance and effectiveness of training alignment. Furthermore, results confirmed an association between employee performance and trainee evaluation. Results from qualitative data suggest that the ECDoE lacked competitive and effective skills human capital development training programmes, effective human resource development strategy as well as developmental capacity building training opportunities for educators. Such capacity dearth affected both educator and learner performance, leading to sub-optimal performance learner outcomes and academic achievement results. The ECDoE must therefore closely monitor and evaluate training programmes and assess their impact on educator performance. Training must be closely aligned with skills and capacity training needs of employees and must contribute to skills acquisition and job performance indicators, envisaged in the department’s strategic plan, mission and vision. Given the findings, the study recommends a framework for human capital development and strategic plan alignment in the public sector, particularly in the ECDoE. The interpretivist research philosophy informed the qualitative strategy. In-depth interview data was collected from five (n=5) purposefully sampled information-rich participants to a point of data saturation. Quantitative data was analysed using descriptive and inferential statistics, while qualitative data was analysed using thematic analysis. Statistical results from survey data rejected hypothesis H10 and confirmed H11 which hypothesised that there was a relationship between eemployee performance and sstrategic plan alignment. Results further confirmed the relationship between employee performance and effectiveness of training alignment. Furthermore, results confirmed an association between employee performance and trainee evaluation. Results from qualitative data suggest that the ECDoE lacked competitive and effective skills human capital development training programmes, effective human resource development strategy as well as developmental capacity building training opportunities for educators. Such capacity dearth affected both educator and learner performance, leading to sub-optimal performance learner outcomes and academic achievement results. The ECDoE must therefore closely monitor and evaluate training programmes and assess their impact on educator performance. Training must be closely aligned with skills and capacity training needs of employees and must contribute to skills acquisition and job performance indicators, envisaged in the department’s strategic plan, mission and vision. Given the findings, the study recommends a framework for human capital development and strategic plan alignment in the public sector, particularly in the ECDoE. It concludes that continuous professional development must be a key performance driver for improving effectiveness and efficiency in strategic goal, vision and mission attainment. , Thesis (DPA) -- Faculty of Management and Commerce, 2023
