- Description: The aim of this study is to investigate why well planned policies are not getting implemented as intended. The study was conducted in the offices of Amathole District Municipality (ADM) in the Eastern Cape Province, including the cooperative project in Alice as one of the projects that was coordinated by the ADM. Concerning the research design and methodology, a qualitative research design was used. The data collection process involved conducting unstructured interviews with the officers from the Amathole District Municipality office (the ADM officers / the municipality officers) and the members of cooperative projects (cooperatives/projects). Mainly, an ethnographic approach was used; it involved embracing participant observation in the ADM offices for approximately 6 months. As the researcher, I participated as one of the ADM’s officers in different activities, namely: attending meetings and one workshop, and accompanying the development officer while conducting an observation of various projects in Butterworth. The findings in the study disclose that the disjuncture between policy planning and implementation may be attributed to 4 factors, which are associated with the ADM office as the development agency for the Amathole region. These are: the incapability to respond to policy implementation complexities, failure to exploit policy implementation complexities as learning opportunities, the insufficient understanding of ‘process monitoring’ as a tool that could be integrated in projects management, as well as the execution of policy implementation in the absence of policy documents as a guide in implementation processes. Moreover, these factors are examined as being related to each other, and they will be discussed in detail in the course of the thesis.

- Description: In South Africa the economic gaps imposed by the previous apartheid government aggravated economic inequalities and caused considerable disparities, which has resulted in high unemployment rates. Inequalities were also manifest in the neglect of infrastructural and service provision as well in the effective absence of independent governance among some race groups. This led to a call for pro-active initiatives by the post-1994 democratic government to remedy the living condition of the previously disadvantage people. As part of this poverty relief drive the South African government has embarked on a series of developmental initiatives in bringing infrastructure related service to the poor and to reduce the enormous prevailing backlog, with the aim of increasing community participation, improving service delivery and promoting the upliftment of the lives of poor people through the medium of local governance. This study investigated the integrated Development Planning, which has been undertaken in Cookhouse in Blue Crane Route Municipality in the Eastern Cape to respond to the prevailing poverty and underdevelopment among the poor communities.

Interviews form the basic data collection instrument used to provide empirical evidence to the objectives of the study. The objectives of the study are: To evaluate the underlying challenges encountered by water sector Engineers; To evaluate the role of municipal water sector officials in the provision of clean water; To analyse the factors influencing the provision of water in Buffllo City Municipality. Recommendations are provided which could assist Buffalo City Municipality in addressing the challenges affecting the provision of water as follows: The involvement of national and provincial governments in order to improve the Buffalo City Municipal infrastructure and capacity building is highly recommended. Power failure and water interruptions caused by mechanical problems and natural disasters, are further municipal challenges that need to be addressed irrespective of financial constraints. Public and private sector sponsors can be approached to join the initiative. Informal settlements should be formalised and limited to a certain number of people per site or household, depending on the infrastructure. If the infrastructure is not conducive they should be relocated elsewhere. Public and private sector sponsors should offer assistance to Buffalo City Municipality to develop the required water skills, by financing water officials who are interested in furthering their education at tertiary level. Public consultation, through meetings and public forums, and public participation, by the street committees and police forums, are recommended. Coupon systems for basic services like water and electricity for all residents is highly recommended. A generator for the municipal water sector is needed. This will overcome the power failure problem. The provision of water is affected by power outages as water equipment needs electricity to be able to operate. Installation of a water plant in Buffalo City Municipality‟s main dam, the Maden dam, that is supposed to supply King Williams town and the surrounding areas directly.

Municipalities are supposed to encourage the involvement of communities and community organizations in the matters of local government. Municipalities are obliged to establish ward committees and ensure that they succeed in facilitating public participation. However, critiques contend that ward committees have not been able to live up to expectations. The institution is said to be faced by countless challenges that inhibit its functioning. This study has, therefore, been undertaken with the purpose of analyzing the factors that affect the performance of ward committees in the Buffalo City Municipality. The research found that ward committees in the municipality were properly constituted, functional and handle serious issues for the benefit of communities. Communities are not very interested in ward committee meetings and do not solicit assistance from them. Based on the results of this study, the following are the factors which compromise and limit the ability of ward committees to facilitate public participation: lack of remuneration, low levels of education and skills, unavailability of information on municipal issues and activities; and a lack of municipal support. Following the research, it is recommended that municipalities put in stringent measures to detect and curb corrupt practices in ward committees. On annual basis they should provide a meaningful budget allocation for the remuneration and provision of facilities and equipment necessary for ward committees to effect public participation. Public participation is an effective communication platform of a new democratic South Africa, as such, public participation forms part of the Constitution of the RSA Act (108 of 1996). To necessitate good governance, it is very imperative that the citizenry, being voters to take an active role in the affairs of governance. The credibility, legitimacy, acceptability, support for governance structures and sustainability of any government is dependable mostly on how citizens are participating in the affairs of government.The research topic being-assessing the effect of Public Participation and Development Communications on service delivery:the case of the department of Social Development in the Eastern Cape focused on Ingquza Municipality in O.R.Tambo District of the Eastern Cape.The public administration has positioned financial management and human resources as critical elements for effective and efficient system. The study has identified that the omission of public participation and development communication as a gap that need to be optimally utilized to avoid communication gap that leads to unnecessary service delivery protests. The study position communication as strategic and management function of each and every manager. The importance of Public Participation is that it could help to ensure that the citizens take ownership of processes as an important democratic principle.The imbizo’s as public participation tool and effective communication platform has been proven to be effective. The strengthening of development communication in the department to empower communities through development communication cadres and information dissemination is paramount important. Furthermore this will make sure that there is a continuous feedback on quality assurance programme in implementing political pronouncements that are made during imbizo’s.

- Description: This study investigated the role of selected ward committees 29 and 32 of Nompumelelo and Tsholomnqa respectively in the Buffalo City Municipality (BCM) in enhancing basic service delivery. In terms of the White Paper on Local Government (1998:4), developmental local government promotes a system that centres on working with local communities to find sustainable ways to meet their needs and improve the quality of their lives. The study on that basis examines the nature and extent to which wards 29 and 32 committees enhanced basic service delivery within BCM. The study is premised on the assumptions that: The involvement of party-elected Councillors in ward committees inhibits members of ward committees from playing an active role in their communities; Ward committees are not clearly communicating municipality programmes to their communities; BCM is biased in favour of urban wards in service delivery; If the committees of wards 29 and 32 were given more powers to play a much wider role in providing leadership and make decisions in their communities (being elevated from an advisory role to ward management structures), they would make an impact in enhancing basic service delivery; and, With additional decision-making powers ward committees could play a more effective role in local government matters. The perceived slow pace of service delivery by municipalities has resulted in growing impatience and dissatisfaction, in particular among poor communities. This has been demonstrated by the spontaneous protests and unrests directed at municipalities that have been taking place nationally since 2003. The uprisings explain two aspects, namely local government is considered by communities to be the delivery arm of government in South Africa and poor communities feel betrayed because their active participation in government-provided spaces for participation such as municipal elections, ward committees and IDPs did not yield the result of promised development (Theron, 2008:36). iv The study employed the qualitative research design using an interview survey as a method of data collection and the reviewing of existing study material and documents to test the validity of the afore-mentioned assumptions. Lastly, with the aim of assisting BCM in nurturing the potential of ward committees operating in its area of jurisdiction, the following recommendations based on the findings of the study are made: BCM considers subjecting ward committees to structured formal and accredited training; BCM delivers services in a legally compliant manner; BCM delegates sufficient powers to ward committees; Ward committees be trained together with officials that drive the CBP process when BCM starts implementing the process; and, BCM provides support to ward committees.

- Description: This study investigated the role of selected ward committees 29 and 32 of Nompumelelo and Tsholomnqa respectively in the Buffalo City Municipality (BCM) in enhancing basic service delivery. In terms of the White Paper on Local Government (1998:4), developmental local government promotes a system that centres on working with local communities to find sustainable ways to meet their needs and improve the quality of their lives. The study on that basis examines the nature and extent to which wards 29 and 32 committees enhanced basic service delivery within BCM. The study is premised on the assumptions that: The involvement of party-elected Councillors in ward committees inhibits members of ward committees from playing an active role in their communities; Ward committees are not clearly communicating municipality programmes to their communities; BCM is biased in favour of urban wards in service delivery; If the committees of wards 29 and 32 were given more powers to play a much wider role in providing leadership and make decisions in their communities (being elevated from an advisory role to ward management structures), they would make an impact in enhancing basic service delivery; and, With additional decision-making powers ward committees could play a more effective role in local government matters. The perceived slow pace of service delivery by municipalities has resulted in growing impatience and dissatisfaction, in particular among poor communities. This has been demonstrated by the spontaneous protests and unrests directed at municipalities that have been taking place nationally since 2003. The uprisings explain two aspects, namely local government is considered by communities to be the delivery arm of government in South Africa and poor communities feel betrayed because their active participation in government-provided spaces for participation such as municipal elections, ward committees and IDPs did not yield the result of promised development (Theron, 2008:36). iv The study employed the qualitative research design using an interview survey as a method of data collection and the reviewing of existing study material and documents to test the validity of the afore-mentioned assumptions. Lastly, with the aim of assisting BCM in nurturing the potential of ward committees operating in its area of jurisdiction, the following recommendations based on the findings of the study are made: BCM considers subjecting ward committees to structured formal and accredited training; BCM delivers services in a legally compliant manner; BCM delegates sufficient powers to ward committees; Ward committees be trained together with officials that drive the CBP process when BCM starts implementing the process; and, BCM provides support to ward committees.

- Description: Job creation and poverty eradication have been the top priority of the South African government over the past few years and continues to be on the agenda. The government is making numerous efforts to aggressively address poverty levels and create jobs. In 1994 the African National Congress (ANC) led government inherited an economy that had glaring disparities. Most of the important economic resources of the country are concentrated in urban areas, while very few economic activities and resources are found in the rural areas. While about 70% of the country’s poorest people live in rural areas, the abundance of economic resources in towns and cities has led to minimal growth taking place in rural areas. High poverty levels continue to manifest itself in various forms and shapes in communities. The negative effects of unemployment continue to threaten our societal well-being and stability. It is evident that in poverty stricken communities there are limited economic development opportunities and have thus become trapped in a poverty cycle, and economic growth is the only sustainable approach of addressing poverty and unemployment. Local economic development (LED) is but one intervention that could be used to create jobs and eradicate poverty at a given locality. LED has been regarded as an approach towards economic development and growth whereby local people are encouraged to work in collaboration in order to achieve sustainable economic growth, bringing economic benefits and improved quality of life for all community members in a municipal area. LED is an intervention solely based at a local level being driven by local people to realise economic benefits that would improve their quality of life. A qualitative study was conducted at Alfred Nzo District Municipality to assess the contribution of LED on job creation and poverty eradication. The target population included LED managers, Project Practitioners, LED Project Beneficiaries, LED Portfolio Councillors in the Alfred Nzo District Municipality and its Local Municipalities as well as relevant sector departments and Public Entities. The study examined the contribution of LED funded projects in job creation and poverty eradication. The project also assessed the problems, issues and challenges in LED and how they are being addressed. The study found that the implementation of LED in Alfred Nzo continues to be ineffective and confronted with numerous challenges. LED has been viewed as one of the tools for job creation targeted at unskilled and unemployed members of the community. Municipalities seem to be under utilising the Municipal Infrastructure Grant (MIG) and Equitable Share for funding the LED programme. In most municipalities LED is still regarded as an unfunded mandate. Most municipalities rely heavily on grant funding from sector departments and state owned enterprises for LED. A point of concern is the lack of regular and structured discussions on LED issues within municipalities which continue to re-enforce uncoordinated planning, insufficient budgeting and poor implementation of programmes within the municipality. The study noted serious skills shortages within the project beneficiaries which hamper effective implementation of LED projects. These skills include financial management, project management, conflict resolution and business management. These are core skills for the sound and viability of management of LED projects. Access to markets has been raised as an on-going concern for LED practitioners. It is recommended that a change is made from project-based LED to a business-based approach in LED. This would require all LED projects to be registered business entities, be liable for tax and require them to produce sound business plans before receiving grant funding.

It further states that the level of service it provides its consumers, however, is dependent on a number of factors as per clause 11 (2) (a) which articulates that every water services authority has a duty to all consumers or potential consumers in its area of jurisdiction to progressively ensure sufficient, affordable, economical and sustainable access to water services. Craythorne (2006:170) argued that a municipality may, in accordance with a policy framework it has adopted, establish a part of the municipal area as an internal municipal service district to facilitate the provision of a municipal service in that area. Owing to the vastness of the district, many rural communities and the grant dependency of the municipality, the Amathole District Municipality (ADM) is challenged in providing safe potable water to all and is providing different levels of this service to different communities, based on available water resources, cost of supply and the ability to recover costs. In this regard the ADM provides a ―Basic level of service‖ to its rural communities in line with the Department of Water Affairs (DWA) National Guidelines of 25 litres per person per day. This study undertook to probe the determinants of effective basic service delivery at Amathole District Municipality. Water provision function is still a challenge to District Municipalities (DMs) due to various impediments confronted by the DMs when rendering basic services. From the literature study and information gathered from the respondents in this research it became evident that basic service delivery is a key to the development of local communities. In this regard it is pertinent that the District Municipality in question devises means that will mitigate the identified challenges in order to provide services to expectant communities. Self administered questionnaires were used as a method of collecting data from the respondents. In this study a qualitative method was used to analyse the data collected from the respondents. Based on the information gathered from the respondents the researcher made findings and formulated recommendations.

The purpose of this study was to investigate what causes tensions in the relationship between traditional leaders and ward Councillors and also how can it be managed and or be improved as it affects production in service delivery and development. Furthermore, the study seeks to find ways through which the relationship between traditional leaders and ward Councillors could be managed to harmonize the relationship between them in order to improve service delivery in Mnquma Local Municipality. Most municipalities which are based in rural areas in South Africa are faced with a lot of challenges which has left development staggering and thus in long run inefficiency in service delivery is caused. As a result of poor service delivery Mnquma Municipality is faced with the challenge of instability towards its management, whereby several Mayors have been chased away through protests, as result service delivery has been hampered and delayed. These challenges are the results of the poor relationship between traditional leaders and ward Councillors over land ownership, control and authority of resources for development. The legislations that govern traditional leaders are ambiguous or rather vague when it comes to their roles and functions in development and service delivery in the new democratic government of South Africa and thus cause the traditional leaders to feel that they are undermined by the ward Councillors whom according to traditional leaders feel they that ward Councillors are more recognized than them. It is in this context that this study seeks to investigate the causes of conflict between the traditional leaders and ward Councillors and how the conflict impacts on service delivery and development and also can it resolved to harmonize the situation. The researcher used a qualitative method to collect data, the questionnaires and interviews were conducted to Municipalities, Traditional Leaders, Municipal Managers, Ward Councillors, Ward Committees and the community. Data was collected and analysed using descriptive method. The researcher came out with the following summary of the findings: The management of relationship between traditional leaders and ward Councillors over ownership of projects, control, land distribution and authority is very poor. Traditional leaders felt that the present democratic government has given too much power to the ward Councillors for most development programs. There is no absolute proper consultation of traditional leaders by neither local government officials, municipalities and ward Councillors before any development is done in their areas. Poor recognition of traditional leaders by ward Councillors and other politicians. There is allegation by the community members and traditional leaders that ward Councillors are bias in delivering services, preference is given to the group that belongs to their party of interest. When there is development projects employment opportunity is not given to the local communities of that area. Traditional leaders are not allowed to actively participate in council meetings.

- Description: The study took a qualitative approach to the analysis of the effect of the politics-administrative interface on municipal service delivery. It was a case study of the Mnquma local municipality in the Eastern Cape Province. The researcher developed a keen interest in researching on the topic because the political infighting and clashes between politicians and administrators of the municipality have caused a public outcry for the root causes of the infighting to be effectively addressed and redressed. It is hoped that the findings and recommendations of the study will help, reshape public policy implementation, service delivery and fostering of mutual cooperative relations between politicians and administrators both at local government level and any other sphere of government in South Africa. The study, is categorized into five chronological chapters, with chapter one (introduction and background), chapter two (literature review), chapter three (research design and methodology), chapter four (data analysis, interpretation and presentation) and chapter five (conclusions and recommendations). The researcher used a sample size of 40 respondents who were selected using snowball sampling, a non-random sampling design spread accordingly over both politicians and administrators. Data collection was made possible through an open-ended questionnaire, interviews, observations and documentary analysis. - Description: The study took a qualitative approach to the analysis of the effect of the politics-administrative interface on municipal service delivery. It was a case study of the Mnquma local municipality in the Eastern Cape Province. The researcher developed a keen interest in researching on the topic because the political infighting and clashes between politicians and administrators of the municipality have caused a public outcry for the root causes of the infighting to be effectively addressed and redressed. It is hoped that the findings and recommendations of the study will help, reshape public policy implementation, service delivery and fostering of mutual cooperative relations between politicians and administrators both at local government level and any other sphere of government in South Africa. The study, is categorized into five chronological chapters, with chapter one (introduction and background), chapter two (literature review), chapter three (research design and methodology), chapter four (data analysis, interpretation and presentation) and chapter five (conclusions and recommendations). The researcher used a sample size of 40 respondents who were selected using snowball sampling, a non-random sampling design spread accordingly over both politicians and administrators. Data collection was made possible through an open-ended questionnaire, interviews, observations and documentary analysis. Parliament must also, according to the Constitution of the Republic of South Africa, 1996, as amended, take reasonable legislative and other measures within its available resources to achieve the progressive realisation of the right of citizens to have access to adequate housing (section 26 (1) and (2)). The commitment to improve the existing housing situation, namely the serious lack of adequate housing and basic services in urban townships and rural settlements, is thus in the first instance a policy matter and secondly a financial matter. However, despite the existing policy measures, such as the Housing Act, 1997 (Act 107 of 1997), the rendering of housing services resulted in uncompleted and defective houses due to inexperienced contractors providing poor workmanship and also corruption in the housing programmes. The rendering of housing services as a functional area has constitutionally been given to the national and provincial legislatures in South Africa. The Constitution allocated this function to the local sphere of government. Municipal authorities are the facilitators of sustainable housing services to (xiv) citizens on behalf of the national and provincial spheres of government. The study was thus conducted within the Nxuba local municipality which is one of eight local municipalities in the Amathole district municipality. The purpose of the study was to evaluate the implementation of the provincial housing policy and to determine the impact of the existing policy on the housing needs of the citizens of the Nxuba local municipality. For this purpose the fundamental and overall study problem was found to be that the rendering of housing services at the Nxuba local municipality is hampered by the implementation of an inadequate provincial housing policy and by incompetent municipal personnel and that these actions do not satisfy the growing demand for sustainable and suitable housing. The hypothesis was furthermore based on the fact that the existing provincial housing policy is inadequate to satisfy human needs and impacts negatively if not harmfully on human well-being. The study revealed that besides the implementation of an inadequate housing policy by incompetent municipal personnel, there are economic, social, political, physical and environmental effects on the citizens. As far as the environmental is concerned, the staging of protest marches resulting in the burning of tyres, rubbish cardboards and road barricades had caused serious air pollution which might lead to the spread of diseases such as TB, cancer and bronchitis when people inhale the poisonous gas evolving from smoke such as carbon monoxide (CO) and sulphur dioxide gases. Secondly, there is an economic impact on the citizens. Houses have been built away from town and people are compelled to commute between the town and their place of residence on a daily basis. With a continuous increase in the petrol price and its associated increase in transportation costs people pay large amounts to get to town. Furthermore the building of the RDP houses frequently comes to a standstill, builders, plumbers and carpenters lose their jobs. People’s income levels fall, impacting negatively on economic activity.

- Description: In the Eastern Cape Department of Health the performance management and development system progress reviews are performed in a summative manner. This happens when a supervisor leaves out all the other progress reviews and conducts a final progress assessment and monitoring at the end of the year. It is worse when the performance agreements are not even signed during the start of a financial year, neither does a newly qualified employee sign. As a result employees are not appraised because there are no progress reviews that are entered on the Persal system. Employees miss an opportunity to be sent for training at the same time they are rewarded late or not at all. It is obvious that the managers do not understand the aims and objectives of the PMDS policy. The research was an assessment of the effectiveness of the performance management and development system in inculcating professional behaviour in the nursing staff in the three Buffalo City hospitals, namely, East London Hospital Complex, Grey and Bisho hospital. The aspects of the policy investigated were the performance reviews, the competency framework and the performance incentive scheme. This research is qualitative in nature. Data was collected using unstructured interviews and open ended questions. The population of this study involved selected Performance Management Managers, Quality Assurance Manager, Area Managers, junior nurses and clerks working in the Buffalo City Hospitals. The respondents of the study were selected using the stratified random sampling technique. Descriptive methods were used to analyse data. Confidentiality was highly maintained and consent form even distributed from the start of the research. The three Buffalo City hospitals are practising a balanced scorecard as a performance measurement tool. It is in the form of workplans that are different for different levels of employees such as the performance workplans, standard framework workplan and individual workplans. ix The study discovered that there is poor compliance in performing the performance reviews. The attention is on the appraisal aspect more than the development aspect. Also, there is a delay in taking the employees for training as a result they end up not being trained. The employees are not rewarded according to their performance. The PMDS policy states that employees that get a score of three are entitled to get a one percent and those that are rated a four or a five qualify for a performance bonus. The study found that the PMDS policy is not implemented well. It is recommended that the performance management manager and the quality assurance manager need to apply a radical strategic transformation and change management to address the challenges.

Also the terms used in this study that are not clear were defined to avoid misinterpretation; misunderstanding and confusion of words and terms. The review of the current literature on the theoretical framework and the base for policy making and controlling role of municipal political office-bearers and chief officials in public administration was discussed. The nature of systems theory and the different phases of systems theory were explained. The nature and place of policy making in public administration was discussed as well as policy making alternatives in the public sector. The policy making levels i.e. political policy making level; executive policy making level; administrative/departmental policy making level; operational policy making level were explained and discussed. The co-operative interaction between municipal political office-bearer and chief officials was discussed to understand the administrative and political dichotomy in the public sector. The policy implementation for the rendering of housing services as well as the programming and delegation of authority were discussed in the context of housing service delivery. The legislative framework for housing services in South Africa was discussed as it influence and affects the housing service in King Sabata Dalindyebo Municipality. The role of municipal authorities in the rendering of housing services as well as the housing situation in South Africa together with the obligations of both the provincial and municipalities were discussed. The permission to conduct research was received from King Sabata Dalindyebo local municipality. The scope of the study explains the range or extent of matter to be dealt with in the research and the survey area is dearly provided. The research design which is qualitative and quantitative research are discussed and used in adopting the study. The case study as research strategy is discussed and clarified. The data collection instruments which are interviews, questionnaires and the literature study the subject were briefly explained. Population details and sampling were clearly explained before a sample is provided in the study. The research provides data collection procedures as well as how the data will be analysed. The ethical considerations are discussed. The data analysis and interpretation was conducted to enable the researcher to identify patterns which are consistent within the data. The criteria for data analysis as well the response rate were discussed. The demographics of chief officials and political office-bearers as respondents include their age; year of service, home language, gender, the academic qualification as well as the different stakeholders were analysed. The role of political office-bearers and chief officials in the initiation of policy which the input phase of the Systems theory analysis was conducted and the role of political office-bearers and chief officials in the process phase were analysed and discussed. The co-operative interaction in policy formulation and the steps in the policy formulation were analysed and discussed. Also the analysis was conducted on the delegation of authority to chief officials by the political office-bearers as well as the role of political office-bearers and chief officials in the approval of executive policy. An evaluation of the rendering of - 11 - housing services at Phola park informal settlement as well as the evaluation of housing services as an output phase in policy formulation were analysed and discussed. And lastly, the analysis of the impact of existing legislation or policy on housing services was conducted. The findings of the study were provided and discussed and the concluding remarks were provided to whether the problem is real and whether the hypothesis is true and valid. The recommendations of the study were provided to enable Kind Sabata Dalindyebo local municipality to improve the co-operative interaction between municipal political office-bearers and chief officials to improve housing services and to provide better service delivery. - Description: The thrust of the study is to investigate the Local Government Turnaround Strategy as introduced by Cabinet in the year 2009. In this treatise a critical evaluation of the Local Government Turnaround Strategy that was passed by cabinet as a panacea that seeks to address the challenges that are being faced by municipalities today will be embarked upon. A case study of the Ngqushwa Local Municipality in the Amathole District Municipal area will be undertaken with the view to understand whether the Local Government Turnaround Strategy will indeed assist ailing local municipalities like Ngqushwa. As can be seen in our country, apartheid has left many problems both in the social, economic and political realms of our society. When local government was first established it was for the perpetuation of separate development as enshrined in the policy of apartheid. Apartheid was not the beginning of geographic, institutional and social separation at the local level. Segregation was already a policy by the time apartheid was introduced in 1948. However, the Group Areas Act, the key piece of legislation, instituted strict residential segregation and compulsory removal of black people to own group areas. Through spatial separation, influx control, and a policy of own management for own areas, apartheid aimed to limit the extent to which affluent white municipalities would bear the financial burden of servicing disadvantaged black areas. These separate developments led to the collapse of the former Black Local Authorities. When the democratic government took over the same challenges reared their heads again. Many intervention programmes were introduced to assist ailing municipalities to be viable. The study thus has tried to indicate how the Turnaround has assisted municipalities like the Ngqushwa Local Municipality.

- Description: My motivation to conduct this study was triggered by my exposure to the challenges which form the basis of this study. Being employed in the same environment as the respondents, it became natural for me to resolve to investigate the challenges facing these Health Professionals with the purpose of not only establishing what the challenges are but simultaneously propose remedial solutions to mitigate their impact. This study is both qualitative as well as quantitative to make sure that both the numerical as well as the social issues which impact these professionals‘ work were captured in the study. The assumptions from which the study moved were largely confirmed by the respondents. The recommendations which the researcher proposes to mitigate the challenges are informed by her own experience as well as the responses which were elicited from the respondents. While the study does contribute in a way to the body of knowledge, it is cautioned in the concluding chapter that recommendations made must be considered with this caution in mind as the study was limited to a specific environment – the OR Tambo District Health Municipality.
