Agricultural entrepreneurship development as strategy for economic empowerment: The case of small-scale farmers in Eastern Cape Province of South Africa

- Description: This study emanated from the struggle for economic empowerment among small-scale farmers in South African. The study advocates for the establishment of a viable environment where agricultural entrepreneurship can thrive. While the South African Nation Development Plan (NDP) proposed to create one million jobs through agricultural sector by 2030, the majority of small-scale farmers in South Africa are struggling to grow beyond the level of subsistence farming, and the youths appear not to be interested in the farming. It is therefore become necessary to conduct this current study that is exploratory in nature; it explored several factors and barriers to agricultural entrepreneurship development, as well as factors that can contribute to the development of prosperous and sustainable agricultural entrepreneurship among small-scale farmers in South African. The study was conducted in two district municipalities of Eastern Cape Province of South Africa – OR Tambo and Chris Hani. Both quantitative and qualitative research methods were used to make findings. Findings from the study shows that economic empowerment can be achieved through agricultural entrepreneurship development by giving adequate attention to specific factors like individuals’ attitude, production skills, access to market and marketing skills, management skills. Empirically, basic components like personal interests, adequate training and background, efficient extension service, famers’ network and communication, specific goal-oriented, understanding market, farmers’ collaboration, and access to sufficient funding are few of the factors that will make the small-scale farmers grow to the level of commercial farming. The study concluded that prerequisite to developing a sustainable agricultural entrepreneurship climate among small-scale farmers in South African is the combination of basic components aforementioned. Suggestions were made for strong collaboration between government and private sectors to provide development assistance for small-scale farmers as they struggles to develop their small-scale farming to sustainable entrepreneurship level. , Thesis (DPhil) -- Faculty of Management and Commerce, 2020

- Description: The realisation that biodiversity is being lost at alarming rates, and that intact ecosystems are essential for ecological functioning and sustenance of human life, has led to biodiversity taking centre stage in national and international agencies’ environmental talks agendas. Protected areas are viable option to stem biodiversity loss. However, the establishment of protected areas might have negative impacts on communities living adjacent to them, leading to poor relations and frequent conflicts between these communities and the managers of protected areas. The Eastern Cape Province has twenty-one nature reserves and three national parks. Since the province is rural, the assumption was likelihood that households in the province depended on natural resources, specifically non-timber forest products for their day-to-day needs. Therefore, it was hypothesised that conserving natural resources, was likely to negatively impact on the livelihoods of most households adjacent to these areas, which in turn would influence their perceptions towards these resources and eventually the effectiveness of conservation efforts. This study aimed at examining the relationship between biodiversity conservation and rural livelihoods in the Eastern Cape Province, South Africa, focusing on four nature reserves – Tsolwana, Hluleka, Mkambati and Great Fish River. The objectives of the study were to: I I. Compare the vegetation productivity inside and outside, as well as land cover change in four nature reserves, as an indicator of conservation effectiveness. II II. Evaluate the relationship between biodiversity conservation and livelihoods in four nature reserves. III III. Evaluate how people’s expectations of nature reserves and perceptions towards nature reserve influence their support of conservation activities. Four hundred semi-structured questionnaires were administered to household heads of communities living at various distances from the four nature reserves, using a gradient design (based on distance). The motive of using distance was to assess whether livelihood status varied with distance from the nature reserves, since data on livelihood before the reserves’ establishment could not be obtained. Through a questionnaire survey, data on demographic information, livelihood assets, livelihood activities, livelihood strategies, livelihood trends, and impacts of the reserves on local communities were gathered. Focus group interviews were also conducted to complement the household surveys. A chi-square test was used to test if there was a relationship between distance from the reserves’ boundaries and local communities’ state of livelihoods. NVivo was used to analyse qualitative data Themes substantiated using literature. The study finds that the reserves did not have any impact on livelihood assets because most households in the study area did not directly depend on the resources found in the reserves. These households depended mostly on government grants and remittances from relatives working in other areas in the country. The reserves, however, supplied some goods and services to local communities, including meat, jobs, water, building materials, security from wild animals, education, skills development, and recreation. There were also a number of negative impacts associated with the reserves including resource use restrictions, harassment by reserves management, killing of domestic animals, and attacks on humans by wild animals escaping from the reserve. The majority (60%) of locals had substantive knowledge of the reserves’ role because of this awareness, 79% were supportive of reserves. However, there were mixed views by locals on the best way to manage these reserves. The most dominant view was that natural resources should be preserved for future generations, while meeting the current generation’s livelihood needs. Other lesser views included that the reserves’ management should involve locals in the management structures, either as active members or through consultation. Similarly, there were people feeling that the reserve is an obstacle to their livelihoods and should be closed and the land returned to the rightful owners. The vegetation productivity was better inside as compared to the outside the reserves. This activity also improved in the sixteen (16) years under assessment. This imply that the ecological functionality of the reserves is better than the surrounding areas and is improving with time. The research recommended that local communities could be an asset in conservation since most of them were in favour of the reserves. This, however, will need reserve managers to form workable partnerships with these communities, where the rights and responsibilities for both parties are defined. Besides these partnerships, lease agreements between local communities and reserves management to enhance benefits to the communities could encourage local communities to take pride in the natural resources within the reserves. This will ultimately becoming stewards to these resources. Development of tourism infrastructure such as curio shops and convenience stores to enhance livelihood opportunities could also help. For the local communities to be well represented it is important that the committees representing them in the various reserve matters be expanded and democratically elected. Where necessary, community awareness programmes on the importance of the reserves and the roles of local communities should be implemented.

However, these support services are lacking in a vast majority of the rural communities in which the smallholder farmers live and work. This study is centred on governance within the food value chains, with specific focus on butternuts and chicken value chains;with a view to identifying those factors preventing smallholder farmers from accessing the mainstream market. Ciko and Mbozi villages in Mbashe local municipality were used as the research sites for the study. Data were collected across the two villages through sampling of 100 individual farming households based on random selection; questionnaires and checklist of questions were used as tools to access information from farmers through focus group discussions, personal interviews and key informants. In addition,Ciko Santrini project and foundation community project, which are the two agricultural community projects located within the study area were also investigated. Conceptual and analytical frameworks were employed in the research analysis. Williamson’s 4-level of social analysis and the sustainable livelihood frameworks were used to conceptualize the analysis. Inferential analysis was carried out using binary logistic regression and discriminant analysis with focus on butternuts and cSmallholder agriculture is faced with so many challenges despite all the policies and programmes that have been channelled towards ensuring improvement in this sector. - Description: Local economic development (LED) in the countries of the North is a voluntary activity of local government, in South Africa it is a mandatory activity. The purpose of LED is to build the capacity of a local area to improve its economic future and the quality of life for all. While local governments in South Africa are currently engaged with the concept of LED which is seen as a tool through which to achieve sustainable development, it is now recognized that there exists economic, social and environmental interdependence between rural and urban areas and a need for a balanced and mutually supportive approach to development of the rural and urban areas. Adopting the Rural-Urban, Economic and Enterprise Development (RUEED) concept, this study highlights the challenges and development problems experienced by the deep rural and urban communities in the implementation of LED activities within the Blue Crane Route Municipality (BCRM) due to the lack of social, economic and environmental sustainability and rural-urban linkages. This study located in the Blue Crane Route Municipality in the Eastern Cape, seeks to investigate and recommend a map or strategies linking together the urban communities with the poorer neighbourhoods in LED activities. The intensive research design that incorporates the case study method was used to achieve the objectives of this study. The empirical findings of the research indicate that the concept of rural-urban linkages is not an adopted strategy in implementing development programmes resulting in deep rural communities being excluded in LED activities initiated within the Blue Crane Route Municipality. The findings also reveal that the creation of employment opportunities and improvement in the standard of living are important dimensions of LED and rural-urban linkages. This study therefore recommends the adoption of a new perspective referred to as the rural-urban linkages for LED and the consideration of economic, social and environmental complementaries that exist between rural and urban areas in the Blue Crane Route Municipality. The study further indicates that it is critical that the LED policy and interventions reflect the existing patterns of interactions between the rural and urban areas of the Municipality.

The study further indicates that it is critical that the LED policy and interventions reflect the existing patterns of interactions between the rural and urban areas of the Municipality.

- Description: Through a combination of theoretical discussion and case study analysis from two villages in the Eastern Cape Province, South Africa, this thesis explores the relationship between institutional change and ecosystem dynamics through a multi-scale approach that combines local and scientific knowledge. Several conceptual approaches were combined in this study. These included; the Resilience perspective, the Sustainable Rural Livelihoods approach, the Millennium Assessment framework and principles, and the Environmental Entitlements approach. Various participatory research techniques were employed which combined with GIS technologies, existing data sets, and historical records. Common pool resource areas are social spaces, where local values attached to resources are institutionally mediated, politically nuanced, economically interpreted and historically situated. Political driving forces at various scales have played a disproportionate role in local level institutional functioning in the case study area. In particular, inappropriate state-lead interventions into land use planning have weakened local level institutions, and have reduced the ability of the linked social-ecological system to cope with change and uncertainty. People and ecosystems become more vulnerable when driving forces such as political upheaval, economic depression and drought over-lap. However, rural people are not mere spectators in the face of these driving forces; they respond both reactively and proactively to ensure resilience to change and uncertainty. Ecosystems at Mt Coke play a key role during times of crisis in rural livelihoods. These ecosystems have undergone various short-term cyclical changes largely in response to rainfall fluctuations, and some longer-term changes linked to political events and trends that have affected management practices and local institutions over time. Orthodox ecological interpretations of ecosystem change appear to ignore four key factors identified in this study: 1) the role of institutions in shaping access to resources, 2) the demand for resources in rural livelihoods, 3) the dynamic interaction between social and natural systems, and 4) the interaction between social and natural systems across scales of analysis. May 1997 described South Africa as being a developing nation with the majority of households in poverty, and having unequal distribution of income and wealth. Due to this, the democratic government of 1994 had adopted pro poor policy that focused on social services which its budget increases every year. Within this realm, poverty alleviation projects remained an important component of the government‟s challenge of tackling poverty (May, 1997). After almost 16 years of democracy in South Africa, poverty and unemployment remained a major challenge facing government in provision of basic services (Shasha, 2004). South Africa continued to be characterised by a large scale of unemployment and poverty in the formal sector of the economy in both rural and urban areas (Shasha & Liesle, 2004).Although there was poverty throughout South Africa, poverty was distributed unevenly among the nine provinces of the country. The Eastern Cape, Limpopo and Free State provinces have the highest poverty rates especially among the rural areas (DOS, 2009). The only people who survived poverty in the South African country were people that were well to do, people that could be able to make economic gains. Those people who were unemployed found themselves in debt, as it had been identified that a majority of homes and people do not save. This was due to being a country depending on social welfare services which resulted to disserving of people and to unsustainable levels of household debts. These debts were usually based on social, economic and psychological problems (Shasha & Liesle, 2004). In response, the South African government introduced community based projects whose operation was limited to a particular neighbourhood, and were run and managed by the local members of a community. The white paper for social welfare 1997 had encouraged the establishment of income generating projects which were run and managed by the group of community members who were predominantly unemployed people. The Department of Social Development (DOS, 2004) had further emphasised that these people had to include unemployed youth and that the project beneficiaries would not come from the same household to ensure that the initiative was touching a number of households within the community(DOS, 2004). Furthermore, these government intervention programmes aimed to reduce unemployment and poverty in South Africa by encouraging people to reduce poverty by themselves (Shasha, 2004). An example of one of these programmes was the Cala Development Project. The Cala community‟s youth had a business idea of producing baked products for the community and the surrounding areas. The purpose was to bring people together in order to reduce poverty and unemployment, specifically targeting young people who were household heads. The project has 8 beneficiaries that were committed to working together in this project, with the aim of producing baked foods.

- Description: The Government of the Eastern Cape Province introduced the Massive Food Production programme, which is a cornerstone within the agrarian reform initiative of the Provincial Growth and Development Plan (PGDP). The programme has been going on for more than seven years, however little has been documented on its impact. The main objective of the study was to investigate the impact of the Massive Food Production Programme on the livelihoods in Nkonkobe Municipality. This study did not only investigate its impact on the participants but also assessed its impact on the recipient communities. Accordingly, the specific objectives of the study were to investigate the impact of the Massive Food Programme on the asset base of participants, the general livelihood activities, and the livelihood outcomes. Among other livelihood activities, the study made an in-depth investigation on the impact of the Massive Food Production Programme on maize crop production. This is because the Massive Food Production was aimed at maize crop production. Previous studies investigated on the indicators of success that can be used to measure the impact of this programme. After the wide-ranging evaluation of views, arguments and research findings, a model to measure impact of the programme was designed. The asset base improvement was used as the proxy of impact. Nine factors were selected from the principal component analysis of the many factors that were taken to affect participation. Three other dummy variables to proximate location, participation and group turnover were added to the regression model that was developed to measure impact. The DFID Sustainable Livelihood Framework was used to investigate the impact of the Massive Food Production Programme. This approach was used in both conceptualizing the study and the selection of variables. The DFID Sustainable Livelihood Approach was selected because unlike the CARE or UNDP Sustainable Livelihood models, it was designed for such purposes. Data collection was accomplished through observation, interviewing, and focus group discussions. The researcher also made use of project annual reports on change of livelihoods, baseline survey reports, project log frame, internal reports, work plans, budgets and mid-term evaluation reports as sources of secondary data. v The research findings were analysed using several analytical procedures, including the conventional descriptive statistics, principal components analysis, and linear regression analysis. The use of the different types of analysis was driven by the research questions under investigation and the theories on which they are based, and by the available data. The study revealed that to some extent the Massive Food Production Programme has managed to improve the asset base of the farmers. However, its impact on ensuring food security is still debatable. Findings of the study revealed that most of the participants and the non-participants communities experienced food shortages in the last season 2007/8 for at most three months. The study revealed that the highest agricultural income is from livestock sales. The varying locations showed the potential of livestock production. It is recommended that development agencies consider livestock production as an agricultural strategy with immense potential for enhancing sustaining rural livelihoods

This prime communal land is situated in the bank of the Sundays River Valley in the Eastern Cape Province. Enon-Bersheba falls under the jurisdiction of the Sundays River Local Municipality. The Municipal jurisdiction provides easy access to this pristine commonage that presents opportunities for economic development as well as residential opportunities. This study presents the diversity of sustainable livelihood alternatives from the community‟s perspective. This study finds that giving the beneficiaries of land restitution authority over decision-making on land usage is an important contributor to success. Land is a significant asset, and it becomes more valuable and development-worthy if legal institutions are in place to manage the planning and development processes, for its full utilisation. In addition to this, the study provides a community-driven development framework with which potential development partners can interact to enhance revenue generating activities and strengthen the institutional environment through the formation of community-private-public-partnerships. The participatory research process that was undertaken made essential findings. The study validates the use of livelihoods-based approach to poverty alleviation. A bottom-up participatory process was effective in determining how best Enon-Bersheba communal land can be put into effective and efficient use. Likewise, an integrated approach to development planning was proven to be important. This study proved an extra-ordinary belief that the stability and changed value systems within a community often derive from complex social problems that are inherently dynamic. The involvement of the Independent Electoral Commission in the referendum process for Enon-Bersheba‟s legal entity that will manage the land suggests the credibility of the process. The existing information around potential development options of Enon-Bersheba was consolidated and verified by the community. The awareness of community abilities and resources served to enhance community mobilization for social action. The study provides a framework for development policy imperatives and a new vision for Enon-Bersheba.

- Description: Despite decades of gender research and public action by civil society, policy makers continue to neglect the role of women as breadwinners who work at improving the socio-economic conditions in rural areas such as Wooldridge, a traditional rural village in the Amathole district of the Eastern Cape Province. The apartheid system created an environment that continues to perpetuate both poverty and gender inequality in rural areas. Hence, rural women in Wooldridge still experience poverty, despite welfare benefits. They are located in a poverty-stricken area without basic infrastructure and with little or no access to economic assets. They use primitive methods and indigenous knowledge to develop survival strategies. This study argues that unemployed rural women in Wooldridge cannot survive without assistance from government. Indigenous knowledge and agricultural as well as non-agricultural activities are critical to household livelihoods in Wooldridge. These activities are an important route through which these rural women can escape poverty. The primary objective of this research was to obtain a better understanding of how unemployed rural women survive in Wooldridge. Furthermore, the necessary conditions required to sustain livelihood in the rural areas were identified. This was mainly done to help alleviate the plight of rural women in Wooldridge and to improve the quality of life of the rural population. The aim is to generate a policy response to rural women that is economically development-oriented. The study was based on five research objectives. The first objective was to identify the survival strategies of unemployed rural women in Wooldridge; the second to ascertain what can be done to alleviate the plight of rural women in Wooldridge. The third objective was to ascertain what has been v done to address the needs of rural women in the Wooldridge area by actors of development, such as government and non-governmental organisations. The fourth objective was to identify the constraints faced by unemployed rural women in Wooldridge in achieving food security and generating income, with the last objective to make recommendations regarding policies that can enhance rural economic development and assist unemployed rural women to reduce poverty. The main finding in terms of the first research objective is that the survival strategies of unemployed rural women are welfare benefits, the selling of assets, remittances, handicraft production and vegetable gardens. In terms of the second research objective, the main finding is that investment in human capital through the empowerment of women will assist them in improving the quality of life of the Wooldridge community. Empowerment involves skills and training, education and access to basic services, expertise regarding credit, land, the growing of vegetables and income-generating projects. The main finding in terms of the third research objective is that the Peddie Women Support Centre that is located in the city centre of Ngqushwa does not have the capacity to reach out to rural areas. Rural women in Wooldridge have not received responses to their plights from government or from development practitioners. These actors of development play an important role in empowerment. In terms of the fourth research objective, the main finding is that structural constraints hinder the economic activity of rural women in Wooldridge. Government policy that encourages investment in infrastructure using labour-intensive methods will eliminate service backlogs in underserviced areas such as Wooldridge. The main finding in terms of the fifth research objective is to ascertain the impact that new legislation can have to ensure that rural women have the same access and entitlement to land and resources as women from urban areas. Furthermore, service-improvement programmes should be developed and micro-enterprises and agricultural and non-agricultural activities that will generate income and employment should be encouraged in order to reduce poverty in Wooldridge.

- Description: Despite decades of gender research and public action by civil society, policy makers continue to neglect the role of women as breadwinners who work at improving the socio-economic conditions in rural areas such as Wooldridge, a traditional rural village in the Amathole district of the Eastern Cape Province. The apartheid system created an environment that continues to perpetuate both poverty and gender inequality in rural areas. Hence, rural women in Wooldridge still experience poverty, despite welfare benefits. They are located in a poverty-stricken area without basic infrastructure and with little or no access to economic assets. They use primitive methods and indigenous knowledge to develop survival strategies. This study argues that unemployed rural women in Wooldridge cannot survive without assistance from government. Indigenous knowledge and agricultural as well as non-agricultural activities are critical to household livelihoods in Wooldridge. These activities are an important route through which these rural women can escape poverty. The primary objective of this research was to obtain a better understanding of how unemployed rural women survive in Wooldridge. Furthermore, the necessary conditions required to sustain livelihood in the rural areas were identified. This was mainly done to help alleviate the plight of rural women in Wooldridge and to improve the quality of life of the rural population. The aim is to generate a policy response to rural women that is economically development-oriented. The study was based on five research objectives. The first objective was to identify the survival strategies of unemployed rural women in Wooldridge; the second to ascertain what can be done to alleviate the plight of rural women in Wooldridge. The third objective was to ascertain what has been v done to address the needs of rural women in the Wooldridge area by actors of development, such as government and non-governmental organisations. The fourth objective was to identify the constraints faced by unemployed rural women in Wooldridge in achieving food security and generating income, with the last objective to make recommendations regarding policies that can enhance rural economic development and assist unemployed rural women to reduce poverty. The main finding in terms of the first research objective is that the survival strategies of unemployed rural women are welfare benefits, the selling of assets, remittances, handicraft production and vegetable gardens. In terms of the second research objective, the main finding is that investment in human capital through the empowerment of women will assist them in improving the quality of life of the Wooldridge community. Empowerment involves skills and training, education and access to basic services, expertise regarding credit, land, the growing of vegetables and income-generating projects. - Description: South Africa and other developing countries are grappling with high levels of poverty as a result of slow to negligible rural development. Irrigation development is one essential component that can be used to address the challenges faced by smallholder farmers in rural areas. In the President‟s “State of the Nation Address” in 2011, the President of South Africa outlined measures to reduce hunger and poverty in communal areas through enhanced government‟s expenditures in rural infrastructure developments, especially for such amenities as irrigation and roads, with a view to promoting food security. The broad objective of this study is to assess livelihood strategies and opportunities with regard to farming in Qamata area of Intsika Yethu Local Municipality. The stratified random sampling method was applied in order to choose a sample of 70 household that were interviewed by means of semi-structured questionnaires. Out of these, 53 belonged to the irrigation project and 17 farmers were non-irrigation farmers. The results show that women play an active role in agriculture. The Multiple Regression model was used to assess the relative importance of different livelihood strategies adopted by both irrigation and non-irrigation farmers in improving household food security and welfare in Qamata. More specifically, the study assessed the impact of different livelihood strategies on production of butternut, goats, maize and poultry (Chicken) in Qamata. The results show increased agricultural production, crop diversification and higher incomes from irrigation farming as compared to dry land farming. Irrigation farming has enabled many households to diversify their sources of income and therefore include activities and enterprises that contribute to enhanced household welfare. The study showed that household size is crucial in crop production, followed by gender of the household head. The government and research institutes need to come up with programmes to train people on ways to produce crop and livestock products more efficiently.

- Description: The historic year of 1994 marked the demise of the apartheid government and its replacement with a new era of participative democracy in South Africa. Government in the new South Africa adopted a decentralised structure underpinned by chapter three of the Constitution (1996). Consequently, there are three spheres of government, which are, national, provincial and local levels. These spheres are obliged and mandated to mutually cooperate and support each other through peaceful interactions termed intergovernmental relations (IGR) which are aimed at achieving a cooperative system of government. IGR is institutionalised through forums which cut-across all spheres of government and such structures are established by the Intergovernmental Relations framework Act (No. 13 of 2005). Sustained intergovernmental cooperation can lead to an integrated and coordinated system of government, which can, deliver services effectively while meeting the needs of the citizens and ultimately promoting sustainable socio-economic development in South Africa.The aim of this empirical study was to assess the role played by cooperativegovernment and intergovernmental relations in promoting effective delivery of services in the Amathole District Municipality (ADM). Local government is the ‘grassroots’ government and it is where the actual rendering of services is situated which was reason behind the choice of the study area by the researcher. The study adopted amixed-method research paradigm in which both the quantitative and qualitative research paradigms were triangulated to ensure that the validity and reliability of the research findings is improved. Data in the study was gathered from a representative sample of seventy (70) respondents carefully selected using non-random sampling designs, viz, judgmental and snowball sampling. The study used both primary (questionnaires and interviews) and secondary (documentary analysis) sources of data to achieve the research objectives as validly as possible. Respondents in the study comprised of municipal officials, IGR practitioners, representatives from Community Based Organisations and the residents of ADM. Data analysis was done using the Statistical Package of Social Sciences (SPSS) software and the mains findings of the study were that; ADM has got IGR forums in existence although some of these are dormant and dysfunctional, only three out of the seven local municipalities in ADM are cooperative in IGR, there is general lack of political will on the side of politicians in terms of support of IGR initiatives, political factionism and interferences is crippling IGR and cooperation, the legal framework for IGR needs revision and revamping, there are still communities without access to basic services in ADM, public sector planning cycles are fragmented and need synergisation and IGR is not being monitored and evaluated. The study therefore recommended that; the relevant stakeholders in IGR should be fully dedicated towards cooperation, planning cycles for public entities need to be synergised, the National Planning Commission (NPC) should take an oversight role in the entire planning process, the legislation should be enacted which has a clause for punitive action being taken against those who fail to cooperate in IGR and the national, provincial and local governments should prioritise access to basic services in communities cooperatively.

- Description: The former Transkei region of the Eastern Cape of South Africa, in common with many of the other former Bantustans, is currently facing a developmental backlog. It is one of the poorest regions of the country and is a direct product of South Africa’s history of colonisation and geopolitical nature of apartheid in which people were forcibly located onto former tribal lands, called Bantustans. Tourism is one of the few business opportunities providing employment along the former Transkei coast. The tourism industry has been identified by many worldwide as a key strategy that can lead to economic upliftment, community development and poverty relief in the developing world. The predicament however, lies in the challenge of accepting or managing the negative consequences of tourism for the potential long term benefits offered by tourism-led development. Tourism development theory reflects development theory from traditional, top-down economic-growth based models to a more wide based approach with an emphasis on bottom-up planning, meeting of basic human need and a focus on sustainable development. Consequentially new and alternative forms of tourism have emerged and can be viewed as a response to some of the negative consequences of the mass tourism-led model of economic development. Backpacker tourism is one niche of the tourism market that is providing positive local socioeconomic benefits. This thesis is presented as a case study of Mdumbi Backpackers on the former Transkei coast. Mdumbi Backpackers is a unique example of a model of tourism that is providing meaningful benefits to the people who live in this community. By going one step further with the creation of the non-profit organisation Transcape, their involvement in the community has grown significantly, encouraging positive and sustainable development in the areas of social development, education and health. Mdumbi Backpackers goes beyond the notions of locally owned and sustainable approaches and actively encourages development by setting up community organisations and initiatives in a sustainable and equitable way. This approach to tourism-led development is well suited for the needs and objectives of the community as well preserving the natural environment. This thesis presents an exemplary example from which lessons can be learned and applied to developing tourism in a sustainable and equitable way in other rural communities.

The Siyakhula Living Lab project’s aim is to develop an e-commerce platform that will 'connect' the residents with the necessary access to services and markets by providing them with the necessary tools that can help in alleviating some of their challenges. In order for the project to achieve its objectives, a deeper understanding into the needs of the prospective users is required. User requirements elicitation deals with the process of interacting with the prospective users to understand and document their needs. This research aims at evaluating existing requirements elicitation techniques and methodologies in the context of rural information technology implementations. The primary objective is to develop a model for user requirements elicitation in Dwesa. Many requirements elicitation techniques and frameworks exist, but few have been evaluated in the context of rural software implementations. Requirements elicitation techniques should not be applied simply as steps to gather information. Instead this research project proposes a model that can be applied to assimilate the contribution of knowledge regarding the stakeholders, problem and solution characteristics, and other characteristics into the software development process for the effective elicitation of requirements.

User requirements elicitation deals with the process of interacting with the prospective users to understand and document their needs. This research aims at evaluating existing requirements elicitation techniques and methodologies in the context of rural information technology implementations. The primary objective is to develop a model for user requirements elicitation in Dwesa. Many requirements elicitation techniques and frameworks exist, but few have been evaluated in the context of rural software implementations. Requirements elicitation techniques should not be applied simply as steps to gather information. Instead this research project proposes a model that can be applied to assimilate the contribution of knowledge regarding the stakeholders, problem and solution characteristics, and other characteristics into the software development process for the effective elicitation of requirements.

An equal number of villages where Siyazondla was implemented by DRDAR were visited for the survey to relate the extension model applied with HVC. The villages visited included: OR Tambo (Mhlontlo local municipality) Xhokonxa village; Amathole (Amahlathi local municipality) Ndakana village, (Ngqushwa local municipality) Mgababa village and (Mbhashe local municipality) Mbanyana village. The broad objective of the study therefore, was to evaluate the effectiveness of the extension model applied on the HVC programme as well as to identify the roles and responsibilities of different stakeholders involved in the model. The specific objectives of the study were to describe the HVC based extension model as it is currently organized and implemented in the Eastern Cape Province of South Africa in relation to the erstwhile Siyazondla programme, to establish the effectiveness of the extension model in terms of skills transfer and capacity development, to determine the socio-economic impact of the extension model on the livelihood of involved households, to establish the extent to which the extension model has empowered women and youths and to study the factors that has contributed to the sustainability of the extension model. In carrying out this research and in line with the practice of Agricultural Research for Development (ARD), qualitative and quantitative methods of information gathering were applied. Group approach such as the Rural Rapid Appraisal (RRA) and the Participatory Rural Appraisal (PRA) methods of data collection were used. These tools include semi-structured interviews, focus-group discussions, transect walks, seasonal calendars, key-informant interviews, resource maps and secondary data. A sample of 149 respondents was selected from eight villages in the OR Tambo and Amathole districts. The HVC model was analysed using qualitative approach, descriptive statistics and inferential statistics. The Is‘Baya/ARC extension model is thus said to be effective in meeting the objectives of the HVC programme due to the efficient transfer of skills and technology and its positive impact on the livelihood of the people. There was also an improvement of the income and food security status of the rural dwellers in O.R Tambo district. The regression analysis model was applied and the results of the model were significant to the highest income earned. Out of 22 explanatory variables fitted in the regression model, 12 were significant. The study therefore concluded that the HVC based extension model implemented by Is‘Baya and ARC was very effective in improving rural livelihoods. The study further recommended investment in infrastructure, market linkages, value adding, public-private partnerships, creation of tenure security, investigation of different funding sources, investment on agricultural research, extension of skills provided and implementation of similar model by the public sector.

- Description: South Africa has a shortage of affordable housing for its poor. In order to overcome the shortage, a large number of houses need to be built. The bulk building of these houses has an effect on the environment and it is important to note whether or not this impact will be a lasting positive one or not. Governmental policies have recognised the need to create positive, sustainable settlement environments. The degree to which settlements are sustainable and reflect a positive environment is, however, a point of concern. This dissertation analyses and compares four low-income housing developments in the Eastern Cape in order to make proposals on how future low-income developments can impact more positively on their settlement environments, reduce their impact on non-renewable resources and better implement the ideals of the Development Facilitation Act. This was done in order to meet the expectations put in place by Government policies and to correct the historical shortcomings of South Africa’s low-income settlement provision. The method used was to determine, through literature study, a set of factors that most prominently impacted on low-income settlement environments. These were then compiled into a model, which was then used to analyse and compare existing settlements. This elicited a set of conclusions based on the findings and provided strategies for future settlements to follow to meet the research’s stated ideals. The literature study revealed a myriad of important principles that fell into six main categories that impacted on settlement environments. Furthermore, it was discovered that each of these principles should be assessed in the context of their human and natural environments as well as their effect at the scale of the unit, the settlement and the city. The analysis and comparison of the settlements revealed that all six of the model’s categories performed poorly in at least two of the four settlements analysed, a strong indication that the implementation of the model’s principles was not being successfully achieved in low-income settlements. It further revealed specific areas requiring attention in future developments. The analysis also revealed positive areas of implementation from each settlement that can be used in future settlements to meet the stated ideals of creating a positive impact on their settlement environments, reducing their impact on non-renewable resources and better implementing the ideals of the Development Facilitation Act. The study recommends that future settlements avoid the negative practices identified in these settlements and implement the positive strategies proposed for the benefit of future settlement environments.

- Description: The purpose of the research is to assess the financial viability of selected urban and rural municipalities in the Eastern Cape. Municipalities that are not financially viable and sustainable will always struggle to deliver basic services to communities. Without sound financial management systems, municipalities will be forced to discontinue their operations. Municipalities, particularly small and rural ones, are not self-sufficient and often rely on grants and transfers to satisfy their immediate short-term goal of providing basic services to satisfy the needs of their communities. Therefore, finance is regarded as an overriding and decisive factor for determining the viability of municipalities. The study seeks to investigate the financial viability of selected urban and rural municipalities in the Eastern Cape. Its key research questions are: Are municipalities able to provide sufficient funds to provide a range of services at an acceptable service level? To what extent do municipalities rely on external funding? Do municipalities have revenue collection capacity and revenue policies? The study asserts that most municipalities lack the required financial resources. They depend mainly on transfers from Provincial Government and equitable share and conditional grants from National Government. Section 152 (1) of the Constitution of the Republic of South Africa, Act 8 of 1996, states, amongst other things, that Local Government should ensure the provision of services to communities in a sustainable manner. The constitution further states that a municipality must strive, within its financial and administrative capacity, to achieve its objectives. The Municipal Finance Management Act, Act 56 of 2003, creates a framework for municipalities to borrow money and determine the conditions for short- and long-term borrowing. The Act assigns clear roles and responsibilities to the various role players involved in local government financial management. According to the Act, an annual budget for a municipality may only be funded from realistically anticipated revenues to be collected. As revenue projections in the budget must be realistic, the Municipal Property Rates Act, Act 6 of 2004, facilitates the collection of revenue in municipalities and establishes a uniform property rating system across South Africa. Property tax is the biggest element of local government tax revenue and is central to municipal finance. The Municipal Systems Act, Act 32 of 2000, amongst its objectives, provides for the manner in which municipal powers and functions are exercised as well as establishes a simple framework for the core processes of planning, performance management and resource mobilisation. The Act also provides a framework for public administration and human resource development. Finally, it also empowers the poor and ensures that municipalities put in place service tariffs and credit control policies that take their needs into account. The research contends that, whilst there is legislation and structures to assist and direct municipalities, it has been established that municipalities do not properly collect rates and taxes due to them to augment their revenue. The study has shown nevertheless that metropolitan municipalities have the capacity to collect revenue for municipal services. This is confirmed by their collection rate which ranges between 94 % and 97 %. There is also the culture of non-payment by communities for services rendered by the municipalities. Rural municipalities are exempted from property tax, while other rural municipalities who have an urban component, have to collect. There is also the question of unemployment and poverty. Consequently, municipalities are not self-sufficient and rely on grants and equitable share to survive. As a result of this lack of self-sufficiency, it is difficult to implement service delivery and also difficult to attract skilled personnel. The study has investigated why some municipalities fail to collect revenue and depend on national grants. The study employed both qualitative and quantitative methods. The findings of the quantitative paradigm have been presented in the form of graphs and charts. The major findings include: All municipalities have limited borrowing capacity; have not exceeded their budgets in terms of their spending; small municipalities have households as their main contributor of revenue collected; metropolitan municipalities get the big slice of their revenue from business; small and rural municipalities rely on grants and transfers and are therefore not financially viable; metropolitan municipalities are, to a great extent, financially viable but lack skills and capacity to utilize their resources for effective service delivery; and all municipalities under-spend their budgets. The study, after elaborating on the findings, makes recommendations on how municipalities should become financially viable.

- Description: Poverty, inequality and unemployment have always been challenging first in South Africa with special reference to rural South Africa. These persistent challenges with severe impacts on black population are believed to be the results of the previous governance in South Africa. Policies have been formulated, reformulated and others implemented in a form of development projects which have achieved little success in pursuit of combating these challenges. However, in the process of achieving rural development through developmental projects, a fundamental stage in the life cycle of these projects is often omitted or given little attention. This stage is the monitoring and evaluation stage which is critical to ascertain potential impacts (both positive and negative) especially if the project is to be replicated and achieve its objectives as postulated in the millennium development goals. This thesis attempted to carry out a Socio-Economic Impact Assessment (SEIA) of the Agripark project implemented at Dutywa on the livelihoods of communities directly affected by this project. The Agripark project is a project that comprises three linked components, a seedling nursery, an agro-processing facility and a sizeable feeder plot and has been implemented to benefit four villages. This project has been implemented as the second Agripark project by the University of Fort Hare in partnership with the province’s Department of Agriculture. To track change after the implementation of the project, data were collected from the same respondents that were interviewed for the baseline study, therefore, the same sample size that was used in the baseline study was also used for this study. As a tool for data collection, a questionnaire was developed to elicit the required information and was interviewer administered during data collection. The results of the study revealed that Agripark project has impact on both social and economic wellbeing of the households. The processing unit of the project was not yet functioning therefore the project was not fully effective thus the impact was not as intended by the project when the study was carried out. Skills transferred were only on production but only a small number of people could receive them. These households largely relied on external sources of income mainly on social grants and their contribution to total household income had increased to 88% in 2011 compared to 80% in 2008. As much as the increase in incomes cannot be entirely be because of the project but Agripark had a positive impact on household incomes through wages of those employed there and through increased profitability of hawking vegetables. The proportion of household earning incomes less than the Poverty line fell from 85% in 2008 to approximately 79% in 2011. The household complemented their staples with a variety of vegetables and the main source of these vegetables was Agripark even though own production was declining. Even though food was still the main item of these households expenditure, the proportion of income spent on food fell from 64% in 2008 to 48% in 2011. There were no environmental impacts found. From the descriptive analysis, the project had impact on the livelihoods of these households because it brought change on the household expenditure as a result of the income earned by those who are working in the Agripark. There was an improvement on risk of food insecurity through cheaper vegetable that both physically and financially attainable. However, as much as the project had positive impact, there were also concerns raised by the respondents that the employment was only biased to certain individuals which cased stress to some households. Furthermore, the empirical analysis of the selected variables showed that participation in Agripark had an impact on economic wellbeing of the beneficiaries. Thus, funding must be made available to the project so that it can upgrade their electricity and have the processing plant running as it may be the major source of employment, skills development and achievement of its objectives.

- Description: Poverty, inequality and unemployment have always been challenging first in South Africa with special reference to rural South Africa. These persistent challenges with severe impacts on black population are believed to be the results of the previous governance in South Africa. Policies have been formulated, reformulated and others implemented in a form of development projects which have achieved little success in pursuit of combating these challenges. However, in the process of achieving rural development through developmental projects, a fundamental stage in the life cycle of these projects is often omitted or given little attention. This stage is the monitoring and evaluation stage which is critical to ascertain potential impacts (both positive and negative) especially if the project is to be replicated and achieve its objectives as postulated in the millennium development goals. This thesis attempted to carry out a Socio-Economic Impact Assessment (SEIA) of the Agripark project implemented at Dutywa on the livelihoods of communities directly affected by this project. - Description: The South African government initiated programmes to ensure that women in agriculture are empowered with sufficient agricultural skills and knowledge to engage in agriculture in order to alleviate poverty for their families and communities. Studies argue that within the agricultural sector, women are not capacitated adequately enough in terms of the skills and knowledge they need to acquire, and particularly as this relates to their ability to have knowledge about more advanced technologies in farming. This includes the most up to date knowledge related to sustainable-development. This study has attempted to investigate skills and knowledge possessed by women participating in water and food security projects in the Eastern Cape. Selected study areas were Mbekweni village located in Whittlesea, Sirhosheni village which is situated in Willowvale and Lutengele village in Port St Johns. The thesis was also aiming to find the skills/knowledge gap amongst the sample so as to come up with recommendations. The data was collected using two semi-structured questionnaires. The first questionnaire was for the main survey which mainly concentrated on the socio-economic information of the respondents. This data were collected from 163 households across three sites using systematic sampling. The second questionnaire was mainly used to gain more in-depth analysis. The data were collected from 30 households across three sites using purposive sampling. Both questionnaires were administered through face-to-face interviews. The majority of respondents have stated that they have basic knowledge and skills in farming, however they need further training on appropriate planting methods for various crops, irrigation scheduling and frequency, application of pesticides and marketing skills. Econometric analysis, through the use of the binomial regression model revealed that education affects the level of knowledge of farmers in selecting appropriate planting methods as well as farmers’ knowledge in determining seed depth of a crop. Gender influences the level of knowledge farmers have when selecting appropriate planting methods. Having extension assistance was recognised to affect farmers’ knowledge in determining irrigation scheduling and intensity. All variables were statistically significant showing a 5% level. The thesis ultimately argues that encouraging support to agricultural extension that respects local-level indigenous farming will increase the food-security potential of residents within the Eastern Cape.
