- Description: The Department of Health is experiencing repeated negative press releases with the respect to the quality of service delivery in the Eastern Cape. The public sector is an entity that provides a unique service. This is made evident by the services provided such as provision of free health services for primary health care as well as free health services to children under six, disabled and senior citizens. The Eastern Cape Department of Health has developed service standards adopted in 2007 by the Eastern Cape Department of Health. This study aims to determine the casual effect of absenteeism and their relationship to poor service delivery. According to Makhubu (2006) many vacancies in the Eastern Cape Department of Health exist which result in service delivery problems. In terms of the second principle in the Batho Pele Principles the norms and standards which are service standards serves as a baseline where the Department of Public Service and Administration (2007) issued directive that the vacancy rate of any government department should range between ten and fifteen percent Makhubu (2006) further refers to the doctors/patient ratio as one is to three hundred patients (1:300), which is unhealthy and abnormal as the doctor/patient ration in terms of the Health Professional is one is to thirty (1:30). Such cases pose an opportunity to those employees who are within the service to absent themselves from such unhealthy situations and this behavior later result in the exodus (professional drainage) of employee. Schultz, Nel, Gerber, Hassbroek, Van Dyk and Werner (2001:582) define absenteeism as withdrawal of levels of productivity and collegial interaction for a given time to escape a perceived undesirable working environment. This behavior is disruptive to continuous organizational efficiency. Absenteeism is found in two forms that are avoidable and unavoidable. In the unavoidable forms of absenteeism, the situation in unplanned and is governed by external factors, thus it is beyond one’s control and has to be managed differently. Control of absenteeism can exercise by the immediate manager through the human resource section regarding the duration and terms of absence pertaining salary and terms of services.

- Description: This Research Report that this research was motivated by the fact that despite thetremendous achievements have been realized from the successful implementation ofgovernment programmes and projects related the construction and refurbishment of medical facilities, educational, bridges and road infrastructure facilities. Trends indicate that only iota of evidence implies that the concept of risk management is fully integrated and embraced as part of a culture for ensuring the successful project implementation by the Modern South African public sector organizations. Empirical research revealed that the common types of risks that have been affecting the successful implementation of government projects and programmes include: riots, fraud, corruption, changes in demographic figures, outsourcing risks, and floods and changes in weather. Most of the participants stated that risks associated with riots do not only arise from the riots within the government departments, but also in the external environment. In terms of the internal riots, they revealed that when the employees go on strike or riots on their own or in solidarity with the other trade unions, leading to the process for the implementation of government projects and programmes being affected. Yet, in certain cases, they noted that internal riots or strikes most occur as preceded by rumours that the riots by a particular union will take place and may significantly affect the ongoing process of implementation of government programmes. Besides risks associated with the internal riots by the employees and the communities, the interview findings also indicated that the other forms of risks arise from the strikes and riots by the private enterprises.

The Constitution of the Republic of South Africa in Section 195(i) directs that Public Administration must be broadly representative of the South African people, with employment and personnel management practices based on ability, objectivity, fairness and the need to redress the imbalances of the past to achieve broad representation. The literature review explored extensively the models used in implementing recruitment and appointment processes globally. From those tested models elsewhere, it was evident that South Africa has a great Constitution and good policies regarding Local Government Human Resource Department recruitment and appointment processes not withstanding some challenges cited in the study. This assessment of challenges in the public appointments and recruitment processes in Chris Hani District Municipality assisted in the establishment of the real facts about effective and fair recruitment and appointment processes in the Local Government Human Resource Management Department to deserving communities. It became clear from the study that providing efficient and fair recruitment and appointments processes to the Local Government Human Resource Department in South Africa requires a broader advocacy agenda encompassing the development of Human Resource systems and the generation of numerous skills and expertise to deliver services to the poor people of our country.

- Description: The main aim and objective of the study was to conduct an evaluation of Performance Management and Development System with reference to South African Social Security Agency Eastern Cape Regional Office. In order to achieve the objective, the study applied stratified random sampling to draw a sample of 44 participants and 4 key informants representing the four PMDS Moderation Branch Committees. The study utilized questionnaires and semi-structured interviews as data collection instruments. Data analysis was conducted using descriptive statistics in terms of frequencies and percentages of occurrences. Data was also analyzed using thematic content analysis and a number of themes were identified. The main findings of the study, were that there was alignment of individual key performance areas to their unit’s Operational Plan and ultimately to goals and objectives of the Agency. There was lack of performance feedback sessions between supervisor and supervisee, which resulted in training of employees not being conducted. PMDS Moderation Committee members were not equipped in terms of how to assess employee performance. The main recommendation of the study is for the Human Capital Development unit as custodians of the implementation of PMDS, to conduct regular workshops on the application of the PMDS Policy for the employees as well as training of the PMDS Moderation Committee members. This would be done in an effort to ensure that the implementation of PMDS leads to the achievement of the goals and objectives of the Agency. The implementation of the PMDS Policy at SASSA Eastern Cape Regional Office has the potential to contribute to improved service delivery and by implication, the improvement of the quality of life of the millions of the recipients of social grant.

Using a qualitative research design, this study examined the role of the Public Service Commission (PSC) in curbing corruption in the Eastern Cape Province in South Africa. The Public Service Commission is an independent and impartial body created by the Constitution, in 1996, to enhance excellence in governance within the Public Service by promoting a professional and ethical environment and adding value to a public administration that is accountable, equitable, efficient, effective, corruption-free and responsive to the needs of the people of South Africa. The study used a desktop approach whereby data was collected from books, journals, articles, media reports and surveys done by other scholars. The findings of the study highlighted that corruption is rampant in South Africa in different sectors and departments. Corruption in South Africa has reached epidemic levels and threatens the lives of all South African citizens. The role of the PSC has been found to be weaker and not meeting its role of fighting corruption as there are more failures than successes since its inception. This has been attributed to challenges such as human resources and financial constraints. Also, the report by the Co-operative Governance and Traditional Affairs in 2009 indicated that Amahlathi local municipality is among 57 municipalities in the country that have been identified as the most vulnerable and which therefore needed support for sustenance. This study details these challenges and places particular focus on the utilisation of the IDP as a developmental tool for Amahlathi Local Municipality. From the literature and responses by the respondents, it is clear that local government has to be committed to work with citizens and groups within the communities to find sustainable ways to meet their social, economic and material needs and improve their quality of life. Often the annual performance results are also unsatisfactory as compared to the agreed upon service delivery agreements. National treasury as a distributor of funding to Municipalities often has to request the return of the unused funds at the end of the financial year period. This is the results of poor managing and planning for the resources at the disposal of the Municipalities. There has been a number of transformational processes over the past few years in the manner that municipalities are being managed and run on a day today basis. This research is focused on the system enhancement for Buffalo City Metropolitan Municipality which is situated in the Eastern Cape province of South Africa. Buffalo City Metropolitan Municipality, in particular, has in the 2011 Local government election acquired a metropolitan status, which requires another transformationprocess in the manner it is being managed. At the same time this automatically raises the bar on the service delivery mode and expectations by the communities. The Constitution of the Republic of South Africa, act 108 of 1996 states how Municipalities are to render services to the communities. And therefore pieces of egislation serves as a guide for the processes and systems in the municipalities at large. This research examined the need for an employee performance management system in the Buffalo City Metropolitan Municipality for the 2012 period. In the review of the literature, there was a number of analysis of issues such as organisation culture which plays an important role in the system implementation and success. And it became evident that, there can be no success of any system in an organisation without the thorough evaluation of the organisational culture. The data was sourced through close ended questionnaires which were distributed to 51 respondents that were identified. These were five Directors, five General Managers, 10 Programme Managers from across the institution, 30 staff members from across all directorates and one portfolio councillor from Corporate service directorate.Each respondent was given a period of one week to respond to the questionnaires. The research provides suggested solutions to the current problems in Municipalities in terms of employee performance management within the organisation. The recommendations provided are not conclusive as the circumstances cannot be the same from one municipality to the other. In order to ensure their sustainability within Local Government, there is need for an employee performance management system to evaluate the performance of all the employees. The research findings identified the leadership role in ensuring the introduction and successful implementation of the employee performance management system, in order to address the service delivery challenges faced by the municipalities.

Literature study showed that the management of educator absenteeism is an important aspect of Human Resource Management in schools. The protests give an indication that municipalities throughout the country are faced with challenges in carrying out their constitutional mandate of delivering basic services and developing the socio-economic status of their constituencies. It thus becomes crucial to get a grasp of the causal factors and to understand the impact of such protest on the performance of municipalities, in order to develop relevant intervention strategies. The research aims to identify the trends and define the nature of these service delivery protests. In order to preserve democracy government ought to take note of the demonstrations because they are a re-occurrence of the past. During the apartheid regime, non-voting civilians used violent protests to raise their dissatisfaction with the government of the day; primarily the protests were aimed at disorganizing and bringing pressure to the government. The situation is different because nowadays citizens have various platforms to raise their concerns hence it becomes crucial to analyse the protests because they may be an indication that the various platforms are not functional and that people want to raise a vote of no confidence to the reigning party. The research entails an overview of local government, the constitutional mandate and developmental role of local government. The paper will also provide a brief synopsis on the state of affairs with regards to the delivery of basic services in Nelson Mandela Bay Metropolitan Municipality. In conclusion there is going to be a list of recommendation based on the findings of this investigation. This is the first step towards re-skilling our people to participate in the knowledge economy. The ward based planning process provides a link between municipal level planning and delivery and activities at ward level. Port St Johns’ ward based planning process is the vehicle for entrenching participation in the IDP in order to maximise co-ordination and synergy between priorities and municipal programs. The main objective and aim of the study was to advance recommendations that may be adopted as solutions to Port St Johns’ municipal management for improving a strategy for the public to participate in municipal activities. In conclusion, this study found that community based planning does influence the municipality’s integrated development plan but its effectiveness lies in proper planning and giving it the attention it deserves as one of the tools to be used to improve public participation in the affairs of the Port St Johns Municipality.

- Description: The primary aim of this study is to investigate the role of school governing bodies in their oversight role of the implementation of education departmental policies by school principals in selected schools in the Upper Xolobe Administrative Area. According to Clarke (2009: 14), there is no doubt that a school improves when a school’s governors exert their governance oversight authority in a way that promotes the effective use of resources and establishes a climate which encourages teaching and learning. South African schools, especially in rural areas, are still grappling with the challenges of electing effective people into school governing bodies (National Guidelines for School Governing Body Elections, 2012: 6). The Upper Xolobe Administrative Area is a rural traditional authority area under the traditional leadership of a headman who is appointed in line with traditional chieftainship under the supervision of a chief. There is also a democratically elected ward councillor as a political leader. In the area, there are seven General Education and Training (GET) band schools and one Further Education and Training (FET) band school or senior secondary school which offers tuition for grades 10 to 12. There are, therefore eight (8) governing bodies for the eight institutions. The majority of SGB members are not adequately educated. According to Clarke (2009: 1), schools are effective when there is an institutional environment that is conducive to teaching and learning. There is significant research identifying the characteristics of schools where good teaching and learning are evident, where there is a good work ethic and where children are provided with opportunities to develop to their full potential (Clarke, 2009: 1). The challenge for school governors is to see that they perform their governance functions in a way that will create a school environment where these characteristics are evident. The perceptible indications are that against the background of the challenge of the level of education of the majority of the parent members of SGBs, their mandatory term of office which is only three years and a myriad of other environmental challenges, the eight SGBs of the eight institutions in the Upper Xolobe Administrative Area are to grapple with, creating a school environment where the characteristics mentioned might be challenging. Two important principles of the South African Schools’ Act are concerned with inclusivity and decentralisation. Inclusivity means the participation of parents, educators, non-teaching staff, learners, and other people who are willing and able to make contribution to the school. According to Clarke (2009: 14), there is no doubt that a school improves when a school’s governors exert their governance oversight authority in a way that promotes the effective use of resources and establishes a climate which encourages teaching and learning. South African schools, especially in rural areas, are still grappling with the challenges of electing effective people into school governing bodies (National Guidelines for School Governing Body Elections, 2012: 6). The Upper Xolobe Administrative Area is a rural traditional authority area under the traditional leadership of a headman who is appointed in line with traditional chieftainship under the supervision of a chief. There is also a democratically elected ward councillor as a political leader. - Description: Primary health care (PHC) is a system introduced to bring health services closer to communities. It was introduced with its challenges such as the management and treatment of various illnesses including HIV, TB and STI’s which have affected certain communities. The non-communicable diseases which require the attention of PHC institutions still face numerous challenges including the referral system and clinics with limited medicine. The study revealed that there are limited measures in place to deal with communities in rural areas who require medical assistance from government. Further challenges identified from the study included human resource management, supply chain management, finance and other administrative support systems. The inadequate funding of the Department of Health appears to be directly related to adequate service delivery problems. The study adopted a qualitative research methodology which incorporated an extensive desktop analysis and literature review approach. No human participants were involved. Health legislation is an important enabler and a necessary component of health policy. Research has shown that since 1995 when the first edition of the review appeared, South Africa has been engaged in a constant process of public health law reform and despite significant gains, some legislative processes have stalled. Examples include the certificate of need provided for in the National Health Act, the introduction of compulsory continuing professional development for pharmacists, the recognition of specialist nurses as prescribers, and the introduction of international benchmarking for medicinal processes. The process of introducing NHI remains contested with the legislative component, still under developed. Although NHI will in due course be a game changer and there has been some strengthening of the health service in the NHI pilot district to date, in general, implementation has been slower than anticipated in the NHI green paper released in August 2011. The NHI white paper indicated that public health care spending was likely to increase substantially over the next 15years from 4% to 6% of the GDP. Several mechanisms for raising revenue have been proposed, including some combination of an increase of VAT or payroll tax, or an increase of personal income tax. NHI also has the potential to improve efficiencies in the overall health system through improved pooling, strategic purchasing, medicine price reduction through central procurement, redistribution, improved quality in the public sector and providing greater access to general practitioners. Development of, and amendment to the relevant health technology assessment policy and legislative frameworks are needed in order to inform appropriate universal health coverage and to align with the 2015 NHI white paper Addressing social determinants is the cornerstone of the National Department of Health’s primary health care system. A engineering strategy, and an approach that is embedded in the country’s national development plan is needed. However the translation of this policy commitment to programmatic action at different levels in the health system and in partnership with other sectors remains elusive Evidence indicate that South African patients face challenges in accessing heath care particularly those from rural areas. The main challenge is the lack of a coordinated strategy to ensure continuous access to treatment, cure and support for chronic conditions. This study has shown that the private for profit hospital sector is well resourced and caters to a population that is wealthier, urban and more likely to be formerly employed. The public hospital sector catering to the majority of South Africans, faces lower human resourcing ratios, financial constraints and ageing infrastructure. The ideal clinic realisation and maintenance programme was assigned in response to the current deficiencies in the quality of primary health care services and to lay a strong foundation for the implementation of national health insurance. There is an urgent need to develop cohesive, sustainable systems to support evidence based decisions on appropriate regime choices, while minimizing risks associated with medication. This study has shown the importance of a robust national PV system in order to reduce the significant burden of drug induced diseases, to inform treatment policies with real world evidence, to improve outcomes of common diseases, such as HIV, TB, hypertension, and diabetes through optimal therapeutic management, and to ensure the safety of large scale therapeutic interventions such as vaccines, especially when newly introduced. Results from the study suggest that there is a failure by policy-makers to adequately address the challenges faced by PHC institutions. There also appears to be a backlog in terms of the promulgation of enabling legislation to address certain of the challenges. The Department of Health has a number of draft policies which are negatively affecting the level of service delivery. The study revealed that the challenges include, inter alia, inadequate budgeting, staff shortages, aging infrastructure, the non-availability of certain medicines in hospitals, a poor referral system with limited measures in place to address HIV, TB and STI’s as well as non-communicable treatments.

- Description: Performance management and development in the South African Public Service is a critical aspect that engenders officials and management to be committed to the provision of efficient and effective service delivery. The Public Service Regulations (2001) as amended requires all spheres of government to develop and implement policy parameters that address measurable service delivery aligned to their strategic functions. The imperatives of these policy parameters allow employees’ performance with notch increments. The National Department of Sport and Recreation South Africa (SRSA) developed a performance management system that links Employee Performance Management and Development System (EPMDS) at salary levels 5 – 12 to notch increments and Human Resource Development programmes. This system aims to achieve consideration of the desired outputs; meaning the delivery of work required, which is emphasised in the setting of objectives and looking at the necessary inputs; meaning the knowledge, skills, training and resources needed, which are considered in the appraisal and reviewing of the progress that was made. The performance of Sport and Recreation South Africa has not been commensurate with the aims and objectives of the EPMDS system, as the results are not yielding the best outcome on this system. This study sought to investigate whether the EPMDS contributes to improve performance of the employees and that of the entire organisation in SRSA. It would examine whether the employees do get feedback on their performance after the performance assessment period. The study would establish whether those employees who under-performed do get remedial interventions like training, coaching, mentoring and development on the competencies they lack; so that their performance is improved. The study also sought to determined the perception of the employees regarding the effectiveness of the Performance Management and Development System in SRSA Knowledge of employees' perceptions of the performance management system will assist management to implement such a system more effectively. The findings of this study indicate that managers use performance management as a tool to control and discipline subordinates, whilst subordinates use performance management as a means of getting extra money through performance bonuses. This could be the reason that performance assessment period is viewed as a period of high tension between supervisors and subordinates. The main recommendation on the basis of this finding is that there should be a regular and thorough training of officials at all levels within SRSA about the EPMDS and how it influences productivity. Other additional recommendations include, inter alia, that the identification of gaps on unsatisfactory performance should be made immediately after each performance period. Remedial interventions to address those gaps like training, retraining, coaching and counselling should be formulated, agreed upon and implemented.

The chapter will also provide an analysis of participants’ responses from the questionnaire. Chapter five will give a summary with concluding remarks and recommendations. This chapter came up with conclusions about the study and gave recommendations and way forward on how best to improve the implementation of the education, training and development policy in the Eastern Cape Department of Health: Cacadu District.
