- Description: Off South Africa, the ragged-tooth shark Carcharias Taurus has been occasionally reported from the West Coast, but it is more commonly found along the East and South coasts from Cape Town to northern KwaZulu-Natal (KZN) (Bass et al. 1975, Smale 2002). Mating is thought to occur off the south coast of KZN from October to late November (G Cliff, Natal Sharks Board, unpublished data). Pregnant females then move northward to spend the early part of their gestation in the warmer waters of northern KZN and possibly southern Moçambique. During July and August, the near-term pregnant females begin to move southwards towards the cooler waters of the Eastern Cape (Wallett 1973, Bass et al. 1975, G Cliff, unpublished data), where they give birth from September to November (Smale 2002). After parturition, many of the females migrate back to KZN. The whereabouts of mature males outside of the mating season is unclear. These broadscale distribution and migratory habits for C. taurus have been inferred from limited catch records obtained for only parts of its range along the South African coast.

- Description: This thesis develops the first open population model for any shark species worldwide using the Cormack-Jolly-Seber (CJS) model. In conjunction with a tagging study, five auxiliary studies were conducted to investigate stock structure, post-release mortality, tag shedding, and tag-reporting rates. The results from each of the studies were used to correct for any violations of the models assumptions to provide the first unbiased estimates of survival and abundance for the raggedtooth shark (Carcharias taurus) in South Africa. The C. taurus population exhibited complex stock structuring, by size and sex. Competitive shore anglers fished an estimated 37, 820 fishing days.year⁻¹ (95% C.I. = 28, 281 - 47, 359 days.year⁻¹) for sharks, and caught 1764 (95% C.I. = 321 – 3207) C. taurus. Although released alive, post-release mortality ranged from 3.85% for young-of-the-year sharks to 18.46% for adult sharks. Between 1984 and 2004, a total of 3471 C. taurus were tagged. In all, 302-tagged sharks (8.7%) were recaptured. Both juvenile (< 1.8 m TL) and adult sharks (> 1.8 m TL) displayed philopatric behaviour for specific parts of their ranges, including gestating and parturition areas. Significant differences were observed in the percentage of recaptures between the different tag types, tagging programs, individual taggers and capture methods used to tag sharks. The annual tag retention rate for juvenile sharks, 94.19% (95% C.I. = 80.68% - 100.00%) was significantly higher than for adult sharks, estimated at 29.00% (95% C.I. = 6.76% - 64.39%). Tag reporting rates, from fishermen varied both spatially and temporally from 0.28 (95% C.I. = 0.00 – 0.63) to 0.77 (95% C.I. = 0.56 – 0.97). Associated tag wound damage and biofouling growth indicated that B-type tags were a suitable tag type for use on C. taurus, whereas C-type tags were not. The CJS bias-adjusted estimate for juvenile survival was 0.456 (95% C.I. = 0.367 – 0.516) and for adult sharks, 0.865 (95% C.I. = 0.795 – 0.915). From 1984 to 2004 the mean bias-adjusted population size for juvenile sharks was estimated at 3506 (95% C.I. = 2433 – 4350) and for adult sharks, 5899 (95% C.I. = 7216 – 11904). Trends in abundance over the 20-year study period indicated a stable, healthy population.

Through adopting a long term process perspective, this paper narrates the emergence of situated learning perspectives and a developing re-orientation of EE at the start of the United Nations Decade of Education for Sustainable Development (UNDESD). We identified the need to examine ESD practice in responses to recent ESD consultations in 14 southern African countries, where a rhetorical marking was noted in discussions on ESD practices, particularly with regard to changing teaching and learning processes. The paper narrates how an interplay of review, research and practical engagement activities have all contributed to an extended critical review of learning interactions in environmental education in an attempt to provide useful perspective for educational activities within the UNDESD. We found that EE and ESD initiatives only acquired more substantive meaning and coherent orientation when examined within ongoing inquiries into situated learning, agency and risk reduction in contexts of poverty, vulnerability and risk, the key concern to us in this paper and the primary focus of the WEHAB (Water, Energy, Health, Agriculture and Biodiversity) sustainable development agenda in the region.

- Description: This study assesses the effects of an agribusiness collapse, on the contracted growers and their surrounding communities in Lusaka Province, Zambia. In 2004, Agriflora Limited, a Trans-Zambezi Industries Limited (TZI) agribusiness in Lusaka Zambia was sold off. Agriflora Limited was one ofthe largest fresh vegetable exporters in Africa. It had contracted almost 500 small-scale farmers with 1-4 hectares of land within 50 km radius of Lusaka to grow vegetables for export. Makeni Cooperative Society was one of the targeted groups of growers. It grew baby corn, mangetout peas, and sugar snap and fine beans for export. The case study relied on both primary and secondary data. I undertook two months of ethnographic fieldwork utilising observations, in-depth interviews and informal discussions with some community members in Makeni. I also reviewed the literature on contract farming schemes (documenting both the negative and positive effects for growers) in developing countries. The case study showed that the impact of the collapse of Agriflora on the growers has been severe indeed; there has been a significant reduction in production with only a few farmers producing for export. Those that are producing are limited to one crop, baby corn. The effect on the local labour market (farm workers) has been quite drastic with a drop in employment. A new agribusiness company, York Farm, was sourced by the government for the contract growers of Makeni. York Farm has signed a procurement contract under which only sale and purchase conditions are specified. This means that, services such as extension services are no longer provided. It was also found that despite the price for baby corn at York Farm being better than what Agriflora used to offer the farmers, farmers are not producing peas which have a higher turnover than baby corn because York farm does not buy peas from the farmers. However, the farmers are hopeful that they will soon start producing peas after they pass the Eurep gap requirements. Furthermore, the farmers are still interested in contract farming as they are convinced that it can lead to higher farm incomes. While the neoliberal critique of the pre- Structural Adjustment agricultural policies was based on the need to improve rural farming income and productivity, my study shows that the contract farmers are not the "traditional" peasant farmers but retired civil servants or former public sector employees who lost their jobs during the contraction of the sector. In conclusion, my field work revealed that the collapse of Agriflora has had negative effects on the growers of MCS in terms a significant decrease in crop production, decline in farmer income, lack of technical assistance such as extension services, transportation problems (to take produce to the new market-York Farm) and reduced contraction in employment opportunities for farm workers.

- Description: Organisations are continuously searching for ways to increase their competitiveness as a means to survive in the global economy. More recently approaches have focused on the role that people perform in bringing about competitive advantage. Research indicates that engaged employees contribute vastly to the financial bottom-line of the organisation (see section 3.2.2). The research problem in this study was to identify strategies that organisations can use to engage their employees. To achieve this objective a theoretical employee engagement model was presented. The presentation of the theoretical model consisted of the following sub-processes: § Firstly, a literature survey was conducted to determine the underlying drivers/constructs of employee engagement. Abstract iii § The second comprised surveying the literature dealing specifically with approaches for measuring employee engagement. § Thirdly, the literature was surveyed to identify strategies and models used by organisations for engaging employees. The theoretical employee engagement model served as a basis for the compilation of the survey questionnaire that determined the extent to which human resource practitioners and line managers agree with the theoretical model developed in this study. The questionnaire was administered to a random sample of individuals employed in the automotive cluster in the Nelson Mandela Metropolitan Municipality and the Buffalo City Metropole. The empirical results obtained from the survey indicated that respondents strongly concurred with the theoretical employee engagement model presented in the study. These results were included in the theoretical model, which lead to the development of the integrated organisational employee engagement model. The model comprises of four interrelated categories that all contribute to enhancing employees’ engagement. These categories are organisational leadership, organisational culture, organisational strategies and the manager’s role. From the literature survey and the study it became clear that the role of the manager, had the most significant impact on employee engagement of all the categories. In addition, the integrated organisational employee engagement model can be used by organisations as an applied strategy for the measurement of employee engagement. The main findings from this research are that 60 per cent of organisations that participated in the empirical study had implemented strategies to engage their employees. However, the majority of organisations reporting not having an engagement strategy were among organisations that employed less than 700 employees (smaller organisations). The study also highlighted certain variables that required special attention, especially when implementing employee engagement within the South African context. South African companies as compared to their overseas counterparts, rated organisational engagement variables such as remuneration, benefits and gain sharing lower. A further variable that was identified by the study requiring special attention was, ‘senior management shows a sincere interest in employees’ well-being’. A final point emanating from the study is that the implementation of employee engagement, as a strategy to enhance organisational competitiveness, must be viewed as a continuous process. Organisations should prior, to the implementation of an employee engagement strategy, consider whether they are prepared to share engagement results, take corrective action commensurate with the results and deal with employee expectations that may be incurred. The strategies espoused by the integrated organisational employee engagement model developed in this study, can be used by organisations to increase organisational competitiveness by improving their employees’ level of engagement.

As a result, South African organisations are forced to attain global efficiency levels if they are to compete on the world market as well as maintain their domestic market share. Six Sigma is a measurement-based strategy that focuses on process improvement and variation reduction as a means towards performance improvement. The methodology has a reputation of success, however a number of organisations believe that the methodology is not relevant to their specific competitive needs. Six Sigma is seen as another continuous improvement tool applicable to first world country organisations which will fade away with time. The study was undertaken to find out challenges and successes of implementing a Six Sigma methodology at Continental Tyre SA. The findings of the study revealed that the experience of implementing Six Sigma methodology at Continental Tyre SA is similar to those experienced by first world organisations. It is concluded that Six Sigma methodology can improve organisation processes and yield financial benefits irrespective of organisation location or background. However, organisations must follow a systematic guideline when implementing the methodology. The study provides recommendations on how Continental Tyre SA can align their strategy in order to achieve organisational objectives. The following recommendations were made: Roll out Six Sigma to support departments; Align the strategy to address critical success factors; Improve project turnover time and measure the success on financial savings and number of projects completed.

The Multifactor Leadership Questionnaire was used to determine leadership style within the parastatal, while the Emotional Competency Profiler was used to determine the emotional intelligence of the leaders within the parastatal. Employee performance was captured and recorded using the parastatal’s performance appraisal process. Leadership and emotional intelligence were identified as the independent variables and employee performance as the dependent variable. Data obtained from each of the research instruments was then statistically analysed. Through linear regression analysis it was concluded that there is a significant relationship between employee performance and an emotionally intelligent, transactional leader. However, no significant linear relationship was found between employee performance and an emotionally intelligent, transformational leader. Simple correlation analysis showed that there is a relatively weak significant linear relationship between emotional intelligence and transactional leadership. Moreover, it was found that there is a very strong significant linear relationship between emotional intelligence and transformational leadership. This research therefore adds a new dimension to employee performance, leadership and emotional intelligence, since no similar study has been conducted. As this research takes place in the South African context, it contributes to the bank of findings relating to the concepts.

All these militate against the idea of mutual accountability among SADC member states and have a negative impact on the institutional and functional capacity of SADC. This also prevents SADC from dealing with the emerging non-military human security threats in the region. In consideration of this, the thesis argues that the idea of security community building in Southern Africa remains not only a regional issue, but also requires the involvement of extra-regional actors.

A qualitative, explorative, descriptive, inductive and deductive research design was followed. A documentary research approach was employed as the primary method of data collection. To obtain additional information, both semi-structured personal interviews and physical observations during plague surveillance were adopted by the researcher. The organisational structure of the health care system in South Africa was analysed to identify and explain the role and functions of relevant decision-makers related to the surveillance and control of plague within the different spheres of government. Legislative measures regarding plague surveillance and control were also presented. As a prerequisite for the development of work methods and procedures for plague surveillance and control, the epidemiology of plague was discussed with emphasis on the distribution and characteristics of the disease in South Africa. Important rodent reservoirs and flea vectors of plague in South Africa were identified. Clinical manifestations, diagnosis and treatment of plague were described and discussed. Within this qualitative study an attempt has been made to develop work methods (xiii) and procedures for plague surveillance and control in South Africa. Relevant field data forms to be used during plague surveillance and control strategies were also developed. Recommendations emanating from the study can be found in the final chapter.

Male-biased sex ratios were only apparent on the inshore spawning grounds and ranged between 1.118:1 and 4.267:1. Size at sexual maturity was also seasonal, squid maturing smaller in winter/spring than in summer/autumn. Also, squid in the east matured smaller than squid in the west. Although the results from the present study do not provide conclusive evidence of distinct geographic populations, squid likely spawn over a significantly larger area of the Agulhas Bank than previously estimated, and squid on the west coast of South Africa may return to spawn on the western portion of the Agulhas Bank. It remains likely, however, that the east and west coast populations are a single stock and that migration of juveniles to the west coast and their subsequent return as sub-adults is an integral but non-essential and variable part of the life history.

- Description: Anredera cordifolia (Basellaceae), Madeira vine, is a perennial, semi- succulent climber native from Paraguay to southern Brazil and northern Argentina. It has a history of weediness and difficulty of control once established. In South Africa Madeira vine has a wide range and distribution with altitudes ranging from 10-1800m above sea level. Described as a transformer species, its sheer weight is capable of breaking branches off trees, causing the potential collapse of forest canopies. Chemical and mechanical control methods are expensive, labour intensive and may provide only temporary relief. A biological control programme was therefore initiated in 2003. Cf Phenrica sp. 2 (Coleoptera: Chrysomelidae: Alticinae), was field collected from A. cordifolia in Brazil, SSW of Cascavel in the Paraná Province during a survey in November 2003. Eggs are laid in groups of 16 with the average fertility rate being 89%. After going though three larval instars, the larvae pupate in the soil with the adults eclosing after a period of 17 days. The total developmental time for a generation from egg to egg ranges between 7-8 weeks. Biological traits that favour the flea beetle as a possible biological control agent include long-lived adults (up to 5 months) and multiple generations during the summer period. Both adults and larvae feed extensively on leaves and stems and although developmental rates will slow down during the winter period, no indication of a definite diapause was found under the prevailing laboratory conditions. After completing the larval no-choice trials with twenty-six plant species from 14 plant families Phenrica sp. 2 proved to be adequately host specific, as larval development was only supported by 3 Basellaceae species (including the control A. cordifolia) and one Portulacaceae species. All of these are introduced species in South Africa. The only indigenous Basella species could not be tested as it has a very marginal distribution, and because it’s inconspicuous nature, it is seldom seen or collected. Adult multi-choice trials were restricted to species that could sustain larval development to give some indication of the acceptability of these species for adult feeding and oviposition. Although adult feeding was initially concentrated on B. alba, the oviposition preference was clear-cut as females only oviposited on A. cordifolia. In order to quantify the impact of Phenrica sp. 2 on plant biomass and to assess the incidence and intensity of foliar damage, a pair of adults was confined to the host plant, for 2 generations, with different levels of larval densities. The results indicated that the host plant, due to both larval and adult feeding, suffered leaf losses of up to 55%. Anredera cordifolia was however still capable of enlarging the root mass despite suffering huge leaf losses. This would imply that A. cordifolia has an effective re-growth capacity and it will only be vulnerable to attack of the storage organs that enable re-growth, or to repeated attack of other plant parts through which reserves are exhausted. Unfortunately the period of exposure (24 days) was too short to prove that Phenrica sp. 2 impacts on the below ground dry mass, but should the plant be completely defoliated, as was observed in the field, the host plant would be forced to deplete stored resources. Phenrica sp.2 has shown to be very host specific and although A.cordifoia loses its leaves during the winter period in most provinces in South Africa, the adults are long-lived and should be able to survive the leafless periods. Further more the relatively short life cycle, high fecundity and 3 generations per year should theoretically insure a strong population build-up that would improve the chances of establishment in the field. All indications are that Phenrica sp. 2 is an agent well worth considering for the biological control of A. cordifolia.

- Description: Anredera cordifolia (Basellaceae), Madeira vine, is a perennial, semi- succulent climber native from Paraguay to southern Brazil and northern Argentina. It has a history of weediness and difficulty of control once established. In South Africa Madeira vine has a wide range and distribution with altitudes ranging from 10-1800m above sea level. Described as a transformer species, its sheer weight is capable of breaking branches off trees, causing the potential collapse of forest canopies. Chemical and mechanical control methods are expensive, labour intensive and may provide only temporary relief. A biological control programme was therefore initiated in 2003. Cf Phenrica sp. 2 (Coleoptera: Chrysomelidae: Alticinae), was field collected from A. cordifolia in Brazil, SSW of Cascavel in the Paraná Province during a survey in November 2003. Eggs are laid in groups of 16 with the average fertility rate being 89%. After going though three larval instars, the larvae pupate in the soil with the adults eclosing after a period of 17 days. The total developmental time for a generation from egg to egg ranges between 7-8 weeks. Biological traits that favour the flea beetle as a possible biological control agent include long-lived adults (up to 5 months) and multiple generations during the summer period. Both adults and larvae feed extensively on leaves and stems and although developmental rates will slow down during the winter period, no indication of a definite diapause was found under the prevailing laboratory conditions. After completing the larval no-choice trials with twenty-six plant species from 14 plant families Phenrica sp. 2 proved to be adequately host specific, as larval development was only supported by 3 Basellaceae species (including the control A. cordifolia) and one Portulacaceae species. All of these are introduced species in South Africa. The only indigenous Basella species could not be tested as it has a very marginal distribution, and because it’s inconspicuous nature, it is seldom seen or collected. Adult multi-choice trials were restricted to species that could sustain larval development to give some indication of the acceptability of these species for adult feeding and oviposition. Although adult feeding was initially concentrated on B. alba, the oviposition preference was clear-cut as females only oviposited on A. cordifolia. In order to quantify the impact of Phenrica sp. 2 on plant biomass and to assess the incidence and intensity of foliar damage, a pair of adults was confined to the host plant, for 2 generations, with different levels of larval densities. The results indicated that the host plant, due to both larval and adult feeding, suffered leaf losses of up to 55%. Anredera cordifolia was however still capable of enlarging the root mass despite suffering huge leaf losses. This would imply that A. cordifolia has an effective re-growth capacity and it will only be vulnerable to attack of the storage organs that enable re-growth, or to repeated attack of other plant parts through which reserves are exhausted. The Institute also aims to create a space for media organisations to share their experiences of management capacity building and explore avenues for future collaboration. It is envisaged that this report will form part of an ongoing dialogue on the needs of media leaders in the region. Representatives from the SPI, the Southern Africa Institute for Media Entrepreneurship Development (SAIMED), the Southern Africa Media Development Fund (SAMDEF) and the Southern African Media Training Trust (NSJ) met to advise the SPI on the industry’s key information needs. The research was then designed to focus on the identified needs. The research was conducted in three phases. In the first phase approximately 75 interviews were conducted with people holding diverse positions in a broad range of print and broadcast media institutions in Botswana, Malawi, Swaziland, Tanzania and Zambia. The second research phase comprised a workshop held for training providers and media professionals from the SADC region. Findings from the initial phase of the research were presented to workshop delegates for comment and debate. This allowed for the testing and triangulation of initial research findings. In response to comments by delegates, who thought that the research ought to have included countries where the lingua franca of business is not predominantly English, the study was extended to a second set of countries: Angola, Mozambique and the Democratic Republic of Congo. Interviews with 64 informants from this second set of countries constitutes the final phase of the research, Translators were used in this third phase, but other than that, there was a high degree of standardisation across all eight countries with the same methodological approach - including the selection of participants - being used in the first and third phases. As the research is predominantly qualitative, findings are context-specific and not generalisable. The overall impression portrayed by the study is a sense that media managers throughout the SADC region are struggling to overcome the constraints of having received little training other than that acquired in the workplace. There is also a sense that media leaders and managers thirst for the knowledge and skills that will enable them to continually improve and steer their organisations to success. The political and economic contexts of the research countries are, to differing extents, all problematic. Mozambique has the most liberal media climate out of all the countries researched and the Democratic Republic of Congo has the most repressed. But all of the countries suffer some degree of media repression, whether blatant or subtle. It is widely accepted that media plays a vital role in the development and mediation of democracy. With empowerment central to the democratic ethos, it is vital that media leaders and managers are themselves empowered to steer their organisations fairly, freely and effectively. This study contributes to the process by asking media professionals about their perceptions on what kinds of training their leaders and managers need and prefer so that training interventions can be appropriately targeted and designed. The study focused on key areas to ascertain the level of change in the above respect that needs to take place. The study addressed (a) the understanding of performance management, (b) the management attitude towards performance management, (c) staff development, (d) the mentoring system, and (e) the performance appraisal method used. Findings: the main findings were that: (a) loss of management skill due to retirement, (b) staff has a negative attitude towards the performance management system, (c) staff does not trust the system, (d) management is the only group that is positive about the system, (e) there are no staff development strategies and no staff development, (f) ineffective mentoring system, (g) no mentor and mentee relationship, and (h) the performance appraisal method raised concerns in terms of departments not being consistent with the rating scores. Conclusion: the researcher has recommended what needs to be put in place to help the system work. Due to the complexity of the system, the researcher then recommended that a specialist in the field of performance management be approached to resolve the situation.

The need for the reexamination arises from the use of the capitalisation in the calculation of lump sum awards where even a small change in the rate can have a significant impact on the value of the final award. In order to address the issue an examination of how Keynesian expectations are formulated and an examination of the Government’s macroeconomic policy was conducted to provide the foundation. On this foundation, a trend analysis of the major groups of financial instruments, as well as the current outlooks for the South African economy, was conducted to determine if there was any indication of a significant change in the macroeconomic conditions. The results of the analysis provided a compelling case for the urgent need for the actuaries’ capitalisation rate to be recalculated to account for the changed economic situation.

Despite the counterintuitive nature and suspicious provenance of the concept, Supererogationism is the orthodoxy in Ethics, and I examine promising but unsuccessful responses to it by Peter Singer and Kwame Gyekye. Responding in particular to David Heyd's Supererogationism - but also to J. O. Urmson, Susan Wolf, and Jonathan Dancy - I develop an account of the principle "Good implies Ought" that does not entail absurd over-obligation. I argue that this Anti-Supererogationist model stands up to the four strongest arguments against such a position, and that it embraces a more accurate account of the relation between values and oughts than Supererogationists are capable of supplying. Finally, I sketch a detailed eudaimonist account of the principle umuntu ngumuntu ngabantu - that our commitment to the good of others stems from our flourishing being caught up with theirs.
