A detailed investigation of interoperability for web services

- Description: The thesis presents a qualitative survey of web services' interoperability, offering a snapshot of development and trends at the end of 2005. It starts by examining the beginnings of web services in earlier distributed computing and middleware technologies, determining the distance from these approaches evident in current web-services architectures. It establishes a working definition of web services, examining the protocols that now seek to define it and the extent to which they contribute to its most crucial feature, interoperability. The thesis then considers the REST approach to web services as being in a class of its own, concluding that this approach to interoperable distributed computing is not only the simplest but also the most interoperable. It looks briefly at interoperability issues raised by technologies in the wider arena of Service Oriented Architecture. The chapter on protocols is complemented by a chapter that validates the qualitative findings by examining web services in practice. These have been implemented by a variety of toolkits and on different platforms. Included in the study is a preliminary examination of JAX-WS, the replacement for JAX-RPC, which is still under development. Although the main language of implementation is Java, the study includes services in C# and PHP and one implementation of a client using a Firefox extension. The study concludes that different forms of web service may co-exist with earlier middleware technologies. While remaining aware that there are still pitfalls that might yet derail the movement towards greater interoperability, the conclusion sounds an optimistic note that recent cooperation between different vendors may yet result in a solution that achieves interoperability through core web-service standards.

The following has been hypothesised; (1) errors committed by learners are not impact upon by language difficulties, (2) errors committed by learners in financial mathematics are not due to prerequisite skills, facts and concepts, (3) errors committed by learners in financial mathematics are not due to the application of irrelevant rules and strategies. Having used Polya’s problem-solving techniques, Threshold Concept and Newman’s Error Analysis as the theoretical frameworks for the study, a four-point Likert scale and three content-based structured-interview questionnaires were developed to address the research questions. The study was conducted by means of a case study guided by the positivists’ paradigm where the research sample comprised of 105 Grade-10 Mathematics Literacy learners as respondents. Four sets of structured-interview questionnaires were used for collecting data, aimed at addressing the main objective of the study. In order to test the reliability and consistency of the questionnaires for this study, Cronbach’s Alpha was calculated for standardised items (α = 0.705). Content analysis and correlation analysis were employed to analyse the data. It has also focused on investigating the experience of abuse, the consequences of abuse and the support that women desire during their time of abuse. Domestic violence against women in South Africa and globally has been increasing by the day. In 2017 there has been more than ten reports of women who have been battered by their partners in South Africa and they were reported dead, therefore the aim is to focus on investigating the reasons why women stay in abusive relationships. The research approach for the study was qualitative in nature. The study adopted snowball sampling as the sampling technique for the study and ten women who have left their partners for two years or longer were interviewed. Interviews were conducted at Living Waters Victim Empowerment Centre in East London and the data was analysed using Interpretative Phenomenological Analysis. The key finding of the study is that financial dependency, culture and children play a major role for women to stay in abusive relationships. All ten participants who were interviewed were aware that they were being abused, however, they used unemployment, children, culture and love for their partners as their reasons for remaining in abusive relationships. The study found that women have been affected physically, emotionally and psychologically by the abuse which has negatively impacted their daily functioning. 4 This study also discovered that if women receive family support during their time of abuse, they will be able to make informed decisions and leave their abusive partners. One of the recommendations of the study is that women should be encouraged to expose the abuse they are enduring through campaigns and workshops. They should also be taught skills that will assist them to escape abusive partners. There is also a need for educational programs that will focus on men and the impact of domestic violence on women and children.

Consequently, researchers have a growing interest in understanding knowledge management and its effects on various phenomena within an enterprise. Although SMMEs are tipped to be major providers of employment, innovations and economic growth, it is important that they be investigated in light of factors that influence their sustainability and growth. Notably there is evident lack of research exploring the relationship among absorptive capacity, knowledge management and innovation capabilities from a South African perspective as many of the related studies are concentrated in the developed world. The purpose of the study was to investigate the effects of knowledge management on innovation capabilities in SMMEs with focus on the Buffalo City Metropolitan Municipality. South African SMMEs are experiencing worrying failure rates, whilst on the other hand; knowledge management is credited with organisational success. This trend has presented an opportunity to test how knowledge management affects South African SMMEs innovation capabilities. Above this, the increasing value being attached to SMMEs in solving problems, such as unemployment and trade imbalance have attracted interest as a subject of research. A quantitative research approach was followed in carrying out this study. Descriptive and inferential statistics were performed to answer the research questions of the study. The respondents (n=280) were SMMEs representatives for SMMEs operating in the Buffalo City Metropolitan Municipality. Findings of the study revealed that absorptive capacity exerts positive a effect on the innovative capabilities of SMMEs the same way knowledge acquisition and knowledge sharing were found to have positive statistically significant on the innovation capabilities of SMMEs. The findings also show that knowledge sharing and knowledge acquisition exerts a positive effect on SMMEs innovative capabilities. Findings from the study could assist various practitioners directly or indirectly involved in business development to develop strategies that improve SMMEs growth and sustainability. These practitioners include strategic management researchers, policy makers, SMME owners, managers, and lecturers.

- Description: The study sought to establish how the indigenisation policy solves women discrimination by empowering them through the Community Share Ownership Trust revenue. Literature reveals that Zimbabwe was not the first country to implement the indigenization policy as it was implemented in neighbouring countries. The aim of the policy was to disempower foreign investors and empower local people with the aim of lifting up the standards of the discriminated and less privileged, such as women. Based on the results, the study establishes and concludes that discrimination of women was poorly addressed by the indigenization policy due to some factors such as poor presentation of women in the law-making bodies, patriarchal dominance as well as cultural beliefs that supress women, and lack of clarity on policy objectives. Therefore, a top-down approach was used to address the problem of discrimination faced by women at market place. As a result the approach yielded a negative outcome because empowerment of women without women ideas is impossible. Basic Need Approach (BNA) and Capability Approach (CA) are the two approaches discussed in relation to women and Indigenization, Economic and Empowerment policy in Zimbabwe, with a case reference to Mhondoro-Ngezi district. More preference was given to the capability approach. This was so because it helps to explain the abilities and potential in women as entrepreneurs who produce outcomes to development of society and the nation at large. The study was qualitative in nature of which descriptive research design was employed where semi-structured interviews and focus group discussions were used as research tools.

Exploring barriers to the legal adoption of orphaned and vulnerable children amongst the amaXhosa in Queenstown

To this end, it examined the knowledge and understanding of amaXhosa people regarding adoption as a permanent placement option for children. The method of investigation was qualitative in nature, as this approach provides a deep description of the phenomenon under study; in this case, the barriers to the legal adoption of vulnerable children amongst the amaXhosa in Queenstown area. Individual interviews were conducted with twelve participants – ten females and two males. Interviewees were foster parents and temporary safe care home employees employed by the Department of Social Development in Queenstown. The study adopted the ‘Circle of Courage’ and the ecological theoretical frameworks. Individual interviews were tape recoded and the transcripts were subject to interpretive analysis according to the guidelines provided by Terre Blanche, Durrheim and Painter (2006). Interviews tended to focus largely on the matter of black children being raised by white parents, people in the same sex domestic relationship, investigated interviewee’s beliefs about adoption within different cultures and its impact on the adoptee. The study also investigated the availability and accessibility of adoption awareness campaigns in their community. The responses of the participants were based on their own experiences, attitudes and external social worker’s report which attained along the process of caring for the (orphan and vulnerable children) OVC’s. The qualitative analysis of the research displays there are various reasons that leads to the decision for not to consider adoption as a placement option for orphan and vulnerable children among the AmaXhosa families. The findings showed that; reasons were both financial constraints, lack of time, race and culture. Despite their decisions and lack of resources, some of the parents appeared to be interested in the option only if they can be provided with support by government. It is evident that the permanent placement (adoption) is the only placement option that can X provide a child with legal rights to a family and award a parent with legal responsibility to a child.

Utilisation of Teaching and Learning Centres in State Universities in Zimbabwe: implications for teaching and learning

- Description: The purpose of this research was to examine the utilisation of Teaching and Learning Centres (TLC) in state universities in Zimbabwe and the role they are playing in the improvement of teaching and learning in the institutions of higher learning. The social constructivist paradigm was found most appropriate for this study and was the lens by which reality was examined. The study used the qualitative approach and case study design to examine the issue under study. The purposive sampling technique was used to select participants who were rich informants for the study and these included Pro Vice Chancellors, Directors of Teaching and Learning Centres, Deans, lecturers and students. Data were collected through face to face interviews and focus group discussions that were triangulated by analysis of institutional records. The study was also guided by the theoretical lenses of the Social Practice Theory and the Concerns Based Adoption Model that provided the framework for the investigation. The study employed the Tech‘s qualitative model of data analysis that led to the findings being grouped into five major themes. The study established that Teaching and Learning Centres were not being fully utilised, thus were not helping to improve teaching and learning in a meaningful way in state universities in Zimbabwe. Possible reasons for this were the fact that the unit was not fully understood and different players at different levels in groups and as individuals had varied interpretations of what the TLCs were and what their role in the university was supposed to be. This lack of understanding and the absence of a shared understanding of what TLCs are and what they stand for, coupled with other factors such as the freeze on recruitment on staff in state universities and the assumed superiority of research over teaching for tenure and viii promotion, led to the poor positioning and poor staffing of TLCs leading to their poor utilisation in state universities. Each of the staff levels also had concerns about the utilisation of the TLC that made them reluctant to utilise it. The absence of top management support for the TLC, and the perceived superiority of research over teaching again led to poor utilisation of the unit. The study recommends the hosting of symposia between and among state universities for the dissemination of knowledge and information on what the TLC is and what its role should be. Internal consultations by individual state universities on the functions, staffing and positioning of the TLC and exposure for the TLC staff to established units to raise their knowledge and information levels and confidence is encouraged. - Description: The purpose of this research was to examine the utilisation of Teaching and Learning Centres (TLC) in state universities in Zimbabwe and the role they are playing in the improvement of teaching and learning in the institutions of higher learning. The social constructivist paradigm was found most appropriate for this study and was the lens by which reality was examined. The study used the qualitative approach and case study design to examine the issue under study. The purposive sampling technique was used to select participants who were rich informants for the study and these included Pro Vice Chancellors, Directors of Teaching and Learning Centres, Deans, lecturers and students. Data were collected through face to face interviews and focus group discussions that were triangulated by analysis of institutional records. The study was also guided by the theoretical lenses of the Social Practice Theory and the Concerns Based Adoption Model that provided the framework for the investigation. The study employed the Tech‘s qualitative model of data analysis that led to the findings being grouped into five major themes. The study established that Teaching and Learning Centres were not being fully utilised, thus were not helping to improve teaching and learning in a meaningful way in state universities in Zimbabwe. Possible reasons for this were the fact that the unit was not fully understood and different players at different levels in groups and as individuals had varied interpretations of what the TLCs were and what their role in the university was supposed to be. This lack of understanding and the absence of a shared understanding of what TLCs are and what they stand for, coupled with other factors such as the freeze on recruitment on staff in state universities and the assumed superiority of research over teaching for tenure and viii promotion, led to the poor positioning and poor staffing of TLCs leading to their poor utilisation in state universities. Each of the staff levels also had concerns about the utilisation of the TLC that made them reluctant to utilise it. The absence of top management support for the TLC, and the perceived superiority of research over teaching again led to poor utilisation of the unit. The study recommends the hosting of symposia between and among state universities for the dissemination of knowledge and information on what the TLC is and what its role should be. Internal consultations by individual state universities on the functions, staffing and positioning of the TLC and exposure for the TLC staff to established units to raise their knowledge and information levels and confidence is encouraged. Hence, the participants showed that they did not have good and proper understanding of the implementation process neither were they well versed about what entailed monitoring the admission policy. As a result, Department of Education resorted to coming up with ways of continuously training and conducting workshops for the educators before they can admit learners to Grade R.

They are a record of the past and stand as evidence of what transpired. They make part of repository holdings together with public archives in organisational repositories. Public archives document transactions, statutes, procedures, and regulations. Personal archives contain the documentation of individual lives, emotions, values, experiences and human personality. They seek to reflect the character of the individual who created them. Management of personal archives in repositories refers to their acquisition, collection, arrangement, description, preservation, conservation, creation if access and use. Therefore, the main purpose of this study is to investigate the managing of personal archives in specialized repositories: A case study of Phillip Valentine Tobias Collection(s) at the University of the Witwatersrand, Johannesburg. The study sought to investigate the legal framework that regulates managing of personal archives and the experiences, perceptions and expectations of people managing the personal archives. Furthermore, the study sought to identify strategies of improving the management of personal archives at University of the Witwatersrand, Johannesburg. The study was motivated by the archival theory that conceptualizes grouping of records together for their content and contextual value as evidence with the aim of restating the past. The theory further defines personal archives as records of continued value created by an individual which accumulated naturally, impartially and without prejudice in order to accurately witness the past. The study used a qualitative methodology and was guided by the interpretivist research paradigm. Data was collected using open-ended questions to conduct semi-structured interviews. To complement data, a document analysis, focus group and casual observation were also used. The site of study was University of the Witwatersrand. The total population constituted 41 staff members working in six special repositories with the Phillip Tobias collections at University of the Witwatersrand. The sample size was 25 staff members working in three special repositories. The qualitative data was reported verbartim and the Constant Comparative method was used for data analysis. The findings indicated challenges to the archival theory as the contextual grouping of personal archives was distorted. The study also showed that the archives were xv mismanaged due to framework irregularities, lack of top management support and limited resources. The major resources that were limited were infrastructure, archival ICT systems, human resources and training needs. From the interviews, the research identified strategies of improving the management of personal archives. The study recommended that the university benchmark for archival support strategies and to also engage in existence justification initiatives to harness top management’s attention towards the archive. Out of the identified strategies, the study suggested a tailor made strategy, which combined aspects of each strategy in order to avoid associated challenges.

- Description: The Office of the Auditor -General’s role is by no means minor, for it plays a major role in curbing corruption and acts as a ‘’watchdog’’ of the nation over public funds. Amidst high mismanagement and misuse of public resources, as well as corruption, especially in developing countries, the major question one asks is how effective the Auditor -General can be in ensuring good governance within state departments so as to improve service delivery. The gaps between approved budgets and the realisation of policy and development goals stand among key governance challenges in many developing countries. Supreme Audit Institutions (SAIs) play an important role in holding governments to account. However, many SAIs including AGSA face serious challenges when trying to evaluate the expenditures and performance of government agencies. Therefore this study suggests that more resources should be invested in the office of the AG so as to allow it to carry out its duties without impediments. Good governance and public finance accountability is becoming increasingly important in the public sector. One means of effecting good governance and accountability is through auditing. For this reason the Office of the Auditor-General through the Constitution of the Republic of South Africa 1996 (Act 108 of 1996 section 216 (1)) was established to facilitate and encourage good governance and effective accountability through auditing. To this end the study assesses the contribution made by the AGSA in encouraging good governance practices in government departments in the Eastern Cape Province.

The specific objectives of the study are to assess the nature of control systems used in asset management at the Middledrift Department of Correctional Services; to establish the extent to which financial reporting control systems comply with financial management regulations prescribed by the Auditor-General; and to establish the mechanisms, processes, and procedures that are in place at the Middledrift Department of Correctional Services for compliance with financial management regulations in asset management This study is motivated by the repetition of qualified audit reports on asset management the Middledrift Department of Correctional services keeps on receiving over the years. The study is therefore, significant in that it seeks to address how the Middledrift Department of Correctional Services can best address issues of complying fully with financial management regulations in asset management, so as to ensure that issues highlighted in the Auditor-General’s report do not recur. This study adopted a qualitative research methodology. Data was collected by means of interviews, focus-group discussions, observations and official documents. In-depth interviews were conducted with the head of the correctional centre, head of supply chain management and four employees within the supply chain management section. Focus group interviews were conducted in three groups. The first and second group consisted of 5 asset controllers each and the third group consisted of 5 sub-asset controllers. The researcher observed how assets are verified in the Middledrift Department of Correctional Services, and observed the process of asset reconciliation between Basic Accounting System and Logistical Information System. The sample for this study consisted of 21 respondents (n=21)comprising of the following respondents: the head of correctional centre, head of supply chain management, four employees within the supply chain management section, 10 asset controllers and five sub-asset controllers. The respondents were selected using purposive/judgemental sampling. Data obtained through transcribed in-depth interviews, focus group discussions was transcribed verbatim. The transcribed data as well as data from observations were analysed using opencoding. Emerging codes and patterns were clustered into themes the data was compared within the categories to establish connections in the meanings as well as variations. The results of the ii study suggests that control systems used in asset management at the Middledrift Department of Correctional Services are far from satisfactory. Results reveal lack of adequate training on asset management for officials. The results further indicate that there is a communication barrier between asset controllers and supply chain management officials, which is a challenge for the Middledrift Department of Correctional Services. The researcher recommends that inhouse trainings and workshops on asset management should be provided to ensure that officials in all sections of the department are capacitated on what asset management is all about and that they acquire more knowledge, skills and capacity on how to effectively manage assets of the department. The study also recommends, the need for a directorate for asset management, so that there is a unit dedicated to managing the assets of the department. The study further recommends that communication between officials in the supply chain management unit and asset controllers in the department has to be consistent and strengthened since many processes surrounding asset management rely on the cooperation of multiple officials. This study contributes public administration practise in that it adds to knowledge that can assist public officials to adopt effective and appropriate control systems and procedures in managing public sector assets, to ensure that assets are managed and utilised in the most effective and economical way. The study also identifies gaps in control systems in asset management, thereby providing a basis for further research by other researchers. The study is therefore a significant contribution to theory and practice, it provides guidelines to the public sector and specifically public officials at the Middledrift Department of Correctional Services on ways to improve control systems in asset management.

The study is therefore a significant contribution to theory and practice, it provides guidelines to the public sector and specifically public officials at the Middledrift Department of Correctional Services on ways to improve control systems in asset management.

Effect of agricultural extension services on beneficiaries of the Nguni cattle project: the case of Ncera and Kwezana villages, Eastern Cape Province

- Description: The study was conducted to determine the effect of agricultural extension services on beneficiaries of the Nguni Cattle project in Ncera and Kwezana villages, both in Nkonkobe local Municipality of the Eastern Cape Province. The objectives of this study were to determine the quality of extension services offered to the beneficiaries of the Nguni cattle project, relationship between extension officers and beneficiaries of the project, lastly was to determine communication strategies used by extension officers to communicate with the project beneficiaries. A total of 73 Nguni cattle project beneficiaries were interviewed. Semi- structured questionnaires were administered to the beneficiaries of the project who were willing to participate in the study. Xhosa speaking enumerators assisted in data collection. Focus group discussions were later carried out in both villages to determine effect of agricultural extension services on socio-economic status of the beneficiaries. The focus groups were divided into three groups of different ages and gender. The majority of the beneficiaries in the project were males (62.2 % Ncera and 75% Kwezana). There was an association between gender and extension services. Farmers depended on different sources of income. Old age pension and animal sales being the main contributing sources and also having a significant difference. The results of the study further revealed that the beneficiaries were faced with cattle production challenges, lack of extension support services being the main challenge. The results of the study indicated that the majority of beneficiaries had no access to extension services. Only 37.8% and 32.1 % at Ncera and Kwezana respectively reported that they had access to extension services. Although the latter is the case it was further explained by the beneficiaries that extension services offered to them were of poor quality due to poor communication strategies used to provide these services. Beneficiaries also reported the relationship between them and extension officers’ as poor. It was concluded that extension services had an effect on beneficiaries of the Nguni cattle project, largely based on the constraints they face on the project and limited access to extension services.

The specific objectives of the study were: investigate the challenges faced by guardians of children with autism spectrum disorder; to investigate the extent of support offered by family members, community members, and local organisations; and to assess the support services offered by professionals working with families of children with autism spectrum disorder. The study was exploratory and qualitative in nature. Semi structured interviews consisting of seventeen (17) guardians of children with autism spectrum disorder were conducted. A once off session of eight (8) different professionals who served as focus group members was also conducted as method of data collection. The study discovered the following: Poor oversight by the legislature specifically on autism spectrum disorder interventions which is a constitutional obligation, compromises key services for the vulnerable groups; the derisory personnel to deliver effective interventions to guardians of children with autism spectrum disorder; lack of coping mechanisms by guardians to deal with the situation; lack of information about autism spectrum disorder especially in rural areas; the information on autism spectrum disorder is much better in urban setup than rural areas; poor stakeholder relations result in poor service rendition; and there is minimal or no support at all from family members and general public to families of children with autism spectrum disorder. The study made the following recommendations: Resources are still benefitted more by urban dwellers and rural areas still suffer such that Chris Hani still access services in Buffalo City, a need for vibrant integrated psychosocial interventions by various stakeholders with social service practitioners being part of the team; the Department of Education in Eastern Cape to recognize homeschooling and assist in registering homeschools as alternative centers for education to benefit children with autism spectrum disorder; the Eastern Cape Legislature to establish a vibrant monitoring and evaluation sector to measure the impact of site visits for various government departments; the government should scale up resource allocation for autism related interventions; the government should tackle and practically address the imbalances of the past as resources are still in urban areas such as specialized health care facilities; the policy development on management of autism spectrum disorder is paramount; and the general public and families must be empowered so that they can support the guardians of children with autism spectrum disorder.
