A situational survey of Siyazondla homestead food production programme and food security, poverty alleviation in selected communities of Nkonkobe local municipality of the Eastern Cape

Home gardens are there and can be used as the method and the strategy toward improvement and development of the people around the world, more especial to developing countries. Certain programmes that are initiated for acting against the challenges faced by rural people have failed to materialise and operate on their fully potential. The Siyazondla homestead food production programme is the one of the programmes practiced by the government of South Africa to act against such challenges, affecting especially poor people. This study was aimed at assessing the role of Siyazondla homestead food production programme in food security and poverty alleviation in selected communities of Nkonkobe local municipality of the Eastern Cape. It took the form of a case study in Msobomvu, Ngcothoyi and Binfield locations. The Nkonkobe local municipality is demarcated into five major areas: Middledrift, Alice, Seymour, Fort Beaufort and Balfour. The study sample was collected from beneficiaries and non-beneficiaries of the Siyazondla programme. The sample size was 90 respondents, from which in one area, a 15 beneficiaries and anticipated non-beneficiaries were targeted. The target sample from each village was collected from 15 beneficiaries and non-beneficiaries. Many farmers from the study area benefited from the programme, though a limited number was targeted. Therefore, a probability sampling was applied and employed, where there were more than required number of beneficiaries of the programme and anticipated beneficiaries of the programme. The study was effectively and efficiently carried out and achieved with the use of personal interviewing of the recipients by use of questionnaires. The study was analysed by a computerised programme of analyses called SPSS v.2.1 and excel. The objectives of the study based on food security, poverty alleviation and reduction, and also improving nutritious status. The finding of the research clearly indicates the outcome of the programme on livelihood basis of the beneficiaries. Some of the objectives of the programme were achieved, such as food security and nutritious levels, whilst other objectives had shortcomings. The finding of the study also shows that programme, though had original benefits but also there are the anticipated and probable benefits of the programme Siyazondla, such as income, skill of farming, improving social status, and there are some possibilities when the programme is properly implemented. - Description: The main aim of this study was to assess the impact of the Best Management Practices (BMP) project on social and economic wellbeing at Zanyokwe Irrigation Scheme (ZIS) in central Eastern Cape Province. The BMP project is a knowledge-based initiative aimed at introducing management practices (mainly soft skills) in order to improve production and livelihoods in the study area. The study employed a survey to collect socio-economic data amongst farming households. The 2005 situation analysis, which was conducted amongst the same respondents before the introduction of the new practices allowed for comparisons in order to track changes or impacts after the implementation of the project. Also, the social and economic impact assessment (SEIA) framework was used to assess the impacts. The results of the impact assessment showed the BMP project to have an impact on social and economic well being of households. The skills introduced were in the areas of water management, agronomic practices, marketing and institutional arrangements. More than 90% indicated that there was improvement in agronomic practices and water management and 68% in marketing. More than half of farmers worked in their farms on a daily basis, which is a big change as none of the farmers worked during weekends in 2005. The average time spent on the farms also increased from four (in 2005) to seven hours (this investigation) on average per day. The BMP project also had a positive impact on social relationships and networks between farmers and the BMP project team as well as well as farmers and non-farmers. Land use intensity improved due to increases in acreage of main crops as well as cultivating at both seasons. More than 40% of farmers cropped their land at both seasons (winter and summer). In 2005, most of the land was fallow in winter. While some of the new practices introduced had a negative impact on input expenditures, the returns were positive. These extra efforts and expenditures resulted in improvement in incomes. Agricultural contribution to household income increased from 71% in 2005 to 81% in 2007. The increase in household incomes had a positive effect on poverty and food security status of households. The proportion of households earning incomes that are below poverty line dropped from 61% in 2005 to 38% in 2007. Changes in the diet of the households were noticed. In addition to the consumption of staples such as samp, maize meal and rice, people added a variety of vegetables. Own production was the main source of these vegetables as was indicated by 66% of respondents compared to only 25% in 2005. Food remained the main expenditure category though, as was the case in 2005. Improvements in marketing such as performing extra marketing functions and adopting a marketing strategy (collective action) also led to improvements in economic wellbeing.

- Description: Poverty, inequality and unemployment have always been challenging first in South Africa with special reference to rural South Africa. These persistent challenges with severe impacts on black population are believed to be the results of the previous governance in South Africa. Policies have been formulated, reformulated and others implemented in a form of development projects which have achieved little success in pursuit of combating these challenges. However, in the process of achieving rural development through developmental projects, a fundamental stage in the life cycle of these projects is often omitted or given little attention. This stage is the monitoring and evaluation stage which is critical to ascertain potential impacts (both positive and negative) especially if the project is to be replicated and achieve its objectives as postulated in the millennium development goals. This thesis attempted to carry out a Socio-Economic Impact Assessment (SEIA) of the Agripark project implemented at Dutywa on the livelihoods of communities directly affected by this project. The Agripark project is a project that comprises three linked components, a seedling nursery, an agro-processing facility and a sizeable feeder plot and has been implemented to benefit four villages. This project has been implemented as the second Agripark project by the University of Fort Hare in partnership with the province’s Department of Agriculture. To track change after the implementation of the project, data were collected from the same respondents that were interviewed for the baseline study, therefore, the same sample size that was used in the baseline study was also used for this study. As a tool for data collection, a questionnaire was developed to elicit the required information and was interviewer administered during data collection. The results of the study revealed that Agripark project has impact on both social and economic wellbeing of the households. The processing unit of the project was not yet functioning therefore the project was not fully effective thus the impact was not as intended by the project when the study was carried out. Skills transferred were only on production but only a small number of people could receive them. These households largely relied on external sources of income mainly on social grants and their contribution to total household income had increased to 88% in 2011 compared to 80% in 2008. As much as the increase in incomes cannot be entirely be because of the project but Agripark had a positive impact on household incomes through wages of those employed there and through increased profitability of hawking vegetables. The proportion of household earning incomes less than the Poverty line fell from 85% in 2008 to approximately 79% in 2011. The household complemented their staples with a variety of vegetables and the main source of these vegetables was Agripark even though own production was declining. Even though food was still the main item of these households expenditure, the proportion of income spent on food fell from 64% in 2008 to 48% in 2011. There were no environmental impacts found. From the descriptive analysis, the project had impact on the livelihoods of these households because it brought change on the household expenditure as a result of the income earned by those who are working in the Agripark. There was an improvement on risk of food insecurity through cheaper vegetable that both physically and financially attainable. However, as much as the project had positive impact, there were also concerns raised by the respondents that the employment was only biased to certain individuals which cased stress to some households. Furthermore, the empirical analysis of the selected variables showed that participation in Agripark had an impact on economic wellbeing of the beneficiaries. Thus, funding must be made available to the project so that it can upgrade their electricity and have the processing plant running as it may be the major source of employment, skills development and achievement of its objectives.

The processing unit of the project was not yet functioning therefore the project was not fully effective thus the impact was not as intended by the project when the study was carried out. Skills transferred were only on production but only a small number of people could receive them. These households largely relied on external sources of income mainly on social grants and their contribution to total household income had increased to 88% in 2011 compared to 80% in 2008. As much as the increase in incomes cannot be entirely be because of the project but Agripark had a positive impact on household incomes through wages of those employed there and through increased profitability of hawking vegetables. The proportion of household earning incomes less than the Poverty line fell from 85% in 2008 to approximately 79% in 2011. The household complemented their staples with a variety of vegetables and the main source of these vegetables was Agripark even though own production was declining. Even though food was still the main item of these households expenditure, the proportion of income spent on food fell from 64% in 2008 to 48% in 2011. There were no environmental impacts found. From the descriptive analysis, the project had impact on the livelihoods of these households because it brought change on the household expenditure as a result of the income earned by those who are working in the Agripark. There was an improvement on risk of food insecurity through cheaper vegetable that both physically and financially attainable. However, as much as the project had positive impact, there were also concerns raised by the respondents that the employment was only biased to certain individuals which cased stress to some households. Furthermore, the empirical analysis of the selected variables showed that participation in Agripark had an impact on economic wellbeing of the beneficiaries. Thus, funding must be made available to the project so that it can upgrade their electricity and have the processing plant running as it may be the major source of employment, skills development and achievement of its objectives.

- Description: It is of paramount importance to highlight that the South African government is established in terms of the Constitution of the Republic of South Africa of 1996. Whilst the government of South Africa is one, it consists of three spheres namely; national, provincial and local. These spheres of government are naturally distinctive, interdependent and interrelated. This is expressed in terms of section 41(1) of the Constitution, which requires that there should be co-operation, mutual trust and good faith amongst these three spheres of government. This form of a relationship compels different spheres to inform and consult one another on matters of common interest, co-ordinate their legislation, and adhere to agreed procedures in accordance with the provisions of the constitution which is the supreme law of the Republic. The study sort to find a strategic framework for managing and implementation of the Intergovernmental Relations Policy in Selected Eastern Cape Municipalities. A purposive sampling technique was used to identify the sample elements. The sample was composed of 160 participants and a semi-structured questionnaire was administered to the participants to gather information pertaining the research problem. A mixed research method was used to analyse the data gathered. The sampled respondents were municipal and government employees from various departments who have knowledge of the IGR policy. The study findings pointed out that the current framework on intergovernmental relations was ineffective in the Eastern Cape municipalities that were surveyed. Respondents pointed to a number of shortfalls in the implementation of the intergovernmental relations, which made it ineffective in improving how these municipalities operated and rendered service delivery. A number of factors inhibiting the effectiveness of the intergovernmental relations included lack of communication, poor coordination, lack of clear strategy, poor budgets amongst other factors. Based on the findings of the study, the researcher developed a strategic framework that could be adopted by municipalities in the Eastern Cape. The functionality of this framework would be influenced by the corrective measures taken by the municipalities in addressing the underlying problems of the current intergovernmental relations, as identified by the respondents.

Furthermore, systemic barriers that exist in the education system seem to be another reason for learners’ reading problems in isiXhosa. Also there is the problem of the inadequately trained teachers in the home language of learners (isiXhosa) as they seemingly lack capacity to develop learners’ literacy to effective levels. In addition, many learners come from deprived print environments where texts are seldom part of their daily experience. The main aim of this study was to interrogate the practices undertaken by teachers in trying to develop comprehension skills of learners when reading in isiXhosa and the value they attach to reading generally and to the reading of isiXhosa in particular. The support teachers get from relevant stakeholders was also considered. The overall approach used was a qualitative approach. The study was structured according to the case study mode of enquiry, using the interpretive paradigm. The sampling used was purposive as I purposefully selected grade 3 teachers, as grade 3 is an exit grade in foundation phase. Furthermore, convenience sampling was also used for easy access, as the research site was the school where I work. The instruments used for data collection were semi-structured interviews and observations that were conducted in one junior primary school in a township context with four grade 3 teachers. It was found that as much as teachers’ practices have a contributing effect on learners’ inability to read isiXhosa with understanding, there are also various other factors which multiply the problem. The main aim of this study was on finding out the effect of job stress on job satisfaction and employee turnover in the Eastern Cape Provincial Legislature department. This study was conducted employing logical positivism as the philosophical paradigm; and this logical positivism derives from only two sources of knowledge which are logical reasoning and empirical experience. - Description: The problem of indiscipline in schools has attracted the growing attention of researchers in South Africa and the world at large. Learner indiscipline has been variously reflected in behaviours which range from serious ones such as drug abuse, assault, theft, rape and murder, to minor ones such as truancy; all of which negatively affect teaching and learning. While there is agreement on the need to address the problem, there is a great deal of contestation around what strategies and practices are appropriate to instil discipline in schools. Within this debate many countries, including South Africa, have decided to move away from punitive approaches such as corporal punishment and replace them with what is called Alternatives to Corporal Punishment (ATCP). The main aim of this study was to interrogate the consistency that prevails between disciplinary practices and principles of alternatives to corporal punishment and the implications of this for school leadership. A mixed method design was used. The study was conducted in two phases: the first was a survey during which trends in disciplinary practices were established; the second was a multiple case study where in-depth interviews were conducted in five primary schools across different contexts which included farm, suburban, township, rural and informal settlement locations. This study has seven main findings. First, it was found that primary schools in the Buffalo City Metropolitan Municipality experienced minor offenses which clustered around levels 1 and 2 of the ATCP classification. Second, although statistically there was a weak negative correlation (r = - 0.11) between location and behaviour which is not significant (p >. 05) or (p = .46), qualitative evidence suggests a relationship between context and disciplinary offences. Third, principals’ roles in instilling discipline were focused mainly on reactive administrative and management functions rather than on giving leadership designed to inspire alternative ways of behaving. Fourth, principals’ and teachers’ belief in the use of alternatives to corporal punishment revealed ambivalence and lack of understanding. Fifth, measures to instil discipline, even though they were said to be based on alternatives to corporal punishment, placed heavy emphasis on inflicting pain and relied on extrinsic control. Sixth, two disciplinary measures designed to inflict pain were found to be weakly associated, but significantly (p < 0.05) with violent behaviour, lending credence to view that in using certain practices to instil discipline there are socialisation consequences. Finally, the use of some measures recommended by alternatives to corporal punishment yielded some unintended socialisation consequences. The study concludes that there was lack of consistency between disciplinary practices in Buffalo City Metropolitan Municipality primary schools and the principles of Alternatives to Corporal Punishment. The findings suggest that it is difficult to achieve the consistency without a school leadership which understands that the alternatives call for a paradigm shift in measures to instil discipline. For improving discipline in schools, it is recommended that school principals and stakeholders must focus on measures that are meant to cultivate a new school culture guided by values of self-discipline in order to minimise the need for extrinsic punitive control. For further research, a follow up study based on a probability sample, which should include secondary schools, could be undertaken in order that results can be generalised.

- Description: The purpose of the current study was to examine the Psychological Intervention Strategies (PIS) that are used by coaches for male soccer teams in South Africa to enhance the performance of the national soccer teams. National soccer coaches for male teams (n = 4) completed a questionnaire and attended in-depth interview. Results from both the questionnaire and in-depth interview revealed a lack of knowledge of PIS which was further supported by the data from the analysis. While some of the coaches did not utilise goal setting and relaxation in their coaching responsibilities, the current results further show that these soccer coaches do not utilise mental imagery as well. These results suggest that the SAFA soccer coaches could not integrate PIS in the coaching. Although the results cannot be generalised there is evidence that the SAFA trained soccer coaches demonstrate inadequacy in using PIS in their soccer coaching. The study finds that soccer coaches are psychologically under-prepared for their arduous task of soccer coaching. By implication the players are also mentally under-prepared that they cannot face their peers competitively. Current studies point to this psychological preparedness as the psychological momentum.

- Description: This study was conducted against the backdrop of growing scholarly interest in the epistemic divide between formal, institutionalised knowledge, which guide government interventions in rural community development, and local knowledge, upon which rural communities construct their social existence. The study sought to understand why, despite their resilience and cultural embeddedness in South Africa's rural communities, indigenous self-help groups (SHGs) - as a particular form of indigenous rationality - remained on the periphery of contemporary community development interventions. The study was conducted in the communities of Dabhana, Feni and Mgwanlana in Peddie (Ngqushwa Local Municipality), Eastern Cape. Three SHG variants were eselected: a funeral group (Masingcwabane), an HIV and AIDS support groups, and a financial mutual (mgalelo) – all in the context of government-assisted community development. Empirical data was collected using a mini-survey, focus group discussion, in-depth interviews and key informant interviews. The findings revealed that SHGs were a collective model of indigenous knowledge and social interaction, driven by the belief that through 'sharing', 'reciprocity' and 'collectivism', what would ordinarily be a heavy burden for individuals became 'lighter'. Furthermore, while the institutional framework for community development mandated collaboration between government and SHGs, this framework created a stiff, bureaucratic canvass that alienated SHGs and stifled their operations. The study also found that partnership between the government and SHGs was characterised by fear and distrust on the part of government, and reluctance on the part of SHGs. Government's distrust was premised on the "informality" and "traditionality" of SHGs, and the fear that any investment in SHGs would go to waste. On the other hand, SHGs' reluctance to make themselves amenable to partnership with government seemed like a reaction to a "faulty, culturally insensitive" institutional framework which "delegitimised" grassroots development impulses. The study concluded that there existed in the rural community development arena an epistemic, ideational and practical chasm between government-driven development praxis and age-old indigenous initiatives, and that while the weaknesses of each knowledge domain were accentuated through this divide, development would continue to elude the grassroots communities unless the two knowledge domains interacted with, and leveraged, each other. , Thesis (PhD) (Sociology) -- University of Fort Hare, 2018
