The research was conducted in the form of a descriptive survey design with a mixed methods approach which combined qualitative research design and quantitative research technique. A sample of 649 Students, 16 secondary school head teachers, and 16 secondary school guidance and counseling officers from 4 provinces in Kenya was used to obtain data for the study. Random and purposive sampling techniques were used. Data was collected using questionnaires and structured interviews. Descriptive statistics such as mean, percentages, standard deviation, and frequencies was used to discuss the research findings. The study also used inferential statistics, particularly chi-square to test the significant statistical differences on the nature of conflict in schools, how students and teachers experience and perceive conflict in different categories of schools. From the findings, students witness conflict in form of theft, 51.7%, bullying, 29 percent, rumours and fights. Results from males and females indicate that drugs are abused in secondary schools (males (26.8%) and females (13.6 percent). All the respondents revealed that students take drugs to please their peers, and to release stress, and for adventure. On the effectiveness of conflict management programmes, a majority of students accept punishment when they break the school rules (80.0%) as they feel that punishments improve their behaviour. Most of the teachers had not had proper training in conflict management and some of them do not understand the role of peer mediation as they lack such programmes in their schools. The study concluded that failure to train teachers in conflict management skills, and to involve students in decision making causes conflict in schools. The study recommended that life skills, and peace keeping lessons should be taught in schools. In addition, head teachers and teachers should go for a refresher course in conflict management. Also, the study recommends that a comparative study should be done in a wider scope in secondary schools that experience conflict and those that do not, so as to get an insight of the suitable strategies needed to manage conflict in schools.

- Description: This study investigates the synthesis of rhenium(III)-isocyanide complexes with potentially bidentate ligands, as well as the reactivity of isocyanide ligands toward rhenium(I) and (V). The crystal structures of all the complexes have been determined by X-ray diffraction methods. The coordination behaviour of trans-[ReIIICl3(t-BuNC)(PPh3)2] with aniline and its derivatives were investigated. The isocyanide-containing rhenium(V) complexes [ReCl3(t-BuNC)(L)(PPh3)] were isolated, with the ligands H2L (aniline, o-phenylenediamine and anthranilic acid). - Description: Local economic development (LED) is a government policy tool that seeks to build the economic capacity of a local area to improve its economic future and the quality of life for all. Partnerships between the public sector and the private sector are considered to be an important foundation for successful LED planning and implementation. The aim of the study was to assess whether the LED interventions, with specific emphasis on agriculture and food production programmes, are improving the livelihoods of the poor communities within the OR Tambo District Municipality. The researcher used the qualitative and quantitative research methods to collect the data through interviews and questionnaires respectively. Probability and non-probability sampling techniques were employed to identify the research sample from the target population. The researcher sampled the OR Tambo District Municipality as well as all the local municipalities therein. The target population consisted of LED directors, LED and IDP managers as well as LED councillors as respondents. Furthermore, the researcher also sampled other stakeholders that are crucial in LED, namely the Department of Economic Development and Environmental Affairs, the Department of Rural Development and Agrarian Reform and Transformation, the Eastern Cape Department of Local Government and Traditional Affairs, the Department of Social Development and Special Programmes as well as the Ntinga OR Tambo Development Agency. Budgetary constraints and agricultural infrastructure backlogs were identified as the main challenges facing the district. These challenges hinder the effectiveness of implementing sound LED programmes. Consequently, LED benefits are minimal. It is recommended that the municipality develop strategies for income generation to boost its financial viability in order to strengthen its financial capacity, embark on vigorous infrastructure rollout which will have a positive economic impact and open employment opportunities for the local communities. This can be achieved by the strengthening of partnerships and the attraction of private investors in order for the municipality to implement the LED programmes effectively and change the lives of the people in the local area.

This right is not subject to ‘reasonable legislative and other measures, available resources and progressive realisation.’ The right to basic, compulsory education is widely regarded as a fundamental human right. For example, this right is included in a number of international human rights treaties such as the ‘Universal Declaration of Human Rights’, the ‘International Covenant on Economic, Social and Cultural Rights,’ the ‘African Charter on the Rights and Welfare of the Child’, the ‘Convention on the Rights of the Child’, the ‘Dakar Framework for Action: Education for All’, and ‘UNESCO Convention against Discrimination in Education’. The South African Constitution, however, does not clarify the content and scope of the right to basic education. Consequently, the Constitution has given the state wide discretion to determine the scope, nature and content of this basic right. Apartheid left the South African education system fragmented and unequal. The South African educational system has gone through numerous curricula and institutional changes. The changes in the curriculum were part of the transformation process of the South African education system. In addition, the state has allocated substantial public funds towards basic education. However, the investment in basic education does not commensurate with the quality of teaching and learning in poor and marginalised schools. For example, several rural and farm schools in the Eastern Cape lacked toilet facilities; textbooks and other education support material; furniture; and other essential necessities. Education loses its transformative power when poor and marginalised schools continue to lack these essential services. Consequently, inequality is perpetuated and the poor and marginalised are unable to compete meaningfully in the social, economic and political life of South Africa. The mini dissertation concludes by recommending that the Department of Basic Education should ensure that all schools, especially those in rural communities and farms, have access to textbooks, qualified teachers, clean water and toilet facilities and other essential necessities needed for the delivery of quality basic education.

Microsatellite and morphometric analysis of chokka squid (Loligo reynaudi) from different spawning aggregations around the South African coast

Previous molecular work on a number of fish and cephalopod species has shown that stock structuring may be more complex than originally believed and while much scientific work has been conducted on Loligo reynaudi to date, molecular work has been lacking and this species’ fishery is currently managed as a single stock. The primary aim of this project was to examine the population genetics of Loligo reynaudi on a molecular level, by looking at the levels of genetic variation between different spawning aggregations along the inshore distribution of the chokka squid, with particular attention being paid to any variation between Eastern Cape and Agulhas Bank groups. The secondary aim was to conduct a morphological analysis on samples from the same major areas in order to see if any genetic variation observed would be complemented by phenotypic variation. Two separate sample sets were collected; Genetic samples were collected from 6 different spawning sites along the South African Coast between April and July, 2006 and whole individuals for morphometric analysis were collected from 4 spawning sites between April and July 2007. Samples were screened for genetic variation between different spawning aggregations along the inshore distribution of chokka squid, from Port Alfred in the Eastern Cape, to the western Agulhas Bank. After this a morphometric analysis on samples from the same major areas, Eastern Cape, Agulhas Bank and Angola, was carried out. Genetic results showed significant variation between some of the sample groups. As expected, the Angolan outgroup consistently showed significant variation from other samples, while there was evidence of differentiation between the South African samples themselves. These results could have implications for the previously documented life cycle model of Loligo reynaudi and provide a basis for further study at a finer resolution into where exactly the boundaries of these different groupings can be found. This stock structuring has implications for the management of the species and warrants further genetic research with microsatellites proving to be a powerful tool in the explanation of stock structuring. Unfortunately, due to possible errors in taking measurements, morphometric analysis did not yield useful results which can be described and interpreted in this study. It is felt that further genetic study conducted on a finer scale, should be accompanied by a repeat of the morphometric analysis.

- Description: The purpose of this study was to develop an intervention health promotion programme to prevent circumcision related health problem such as sepsis, botched circumcision, dehydration, penile amputation and reduce the number of deaths. The intervention programme was aimed at promoting a safe male circumcision practice affecting boys aged 12-18 years at Libode rural communities in Eastern Cape Province of South Africa. This was achieved through a mixed method design using both quantitative and qualitative approaches utilizing sequential transformative strategy to allow for the convergence of multiple perspectives of the traditional male circumcision in Libode. The study was conducted in 22 schools of the rural communities of Libode because most of the participants are still attending school. Frequencies and percentages were used to analyse the quantitative data, utilizing the Statistical Package for Social Sciences (SPSS). A total of 1036 participants, AmaXhosa circumcised young men (abafana) and uncircumcised boys (amakhwenkwe) participated in the cross-sectional survey, quantitative phase of the study. Qualitative phase of this study was composed of 7 focus group discussions with a total of 84 circumcised and uncircumcised male participants and 10 key informants’ interviews were conducted. In analysis qualitative data, the researcher found the most descriptive words for each topic and turned them into categories or sub-themes. Topics that related to each other were then grouped in order to reduce the number of categories and to create themes. The similar categories of data were grouped and analysed using Tesch’s method. Findings indicated that traditional circumcision is performed during winter and summer holidays in order to cater for the boys who are attending schools. The circumcision age at Libode ranges from 12 and 18 years of age which is against the Health Standards in Traditional Circumcision Act (Act No. 6 of 2001). Although the participants were aware of the complications of male circumcision in Libode, there was a high preference for traditional circumcision (92.3% of participants) to hospital circumcision. The participants were of the view that the benefits of traditional circumcision outweigh the complications or challenges related to traditional circumcision. They wanted to be socially accepted and wanted to learn about manhood values in the traditional circumcision which are values that cannot be achieved through the hospital based circumcision. As male circumcision initiation is seasonal and the intervention programme needed to be approved by different stakeholders, the testing of intervention programme could not happen before the programme was approved by all the stakeholders.

- Description: The purpose of this study was to develop an intervention health promotion programme to prevent circumcision related health problem such as sepsis, botched circumcision, dehydration, penile amputation and reduce the number of deaths. The intervention programme was aimed at promoting a safe male circumcision practice affecting boys aged 12-18 years at Libode rural communities in Eastern Cape Province of South Africa. This was achieved through a mixed method design using both quantitative and qualitative approaches utilizing sequential transformative strategy to allow for the convergence of multiple perspectives of the traditional male circumcision in Libode. The study was conducted in 22 schools of the rural communities of Libode because most of the participants are still attending school. Frequencies and percentages were used to analyse the quantitative data, utilizing the Statistical Package for Social Sciences (SPSS). A total of 1036 participants, AmaXhosa circumcised young men (abafana) and uncircumcised boys (amakhwenkwe) participated in the cross-sectional survey, quantitative phase of the study. Qualitative phase of this study was composed of 7 focus group discussions with a total of 84 circumcised and uncircumcised male participants and 10 key informants’ interviews were conducted. In analysis qualitative data, the researcher found the most descriptive words for each topic and turned them into categories or sub-themes. Topics that related to each other were then grouped in order to reduce the number of categories and to create themes. The similar categories of data were grouped and analysed using Tesch’s method. Other findings of the study include that there is a challenge in setting the unrealistic performance targets which are unrealisable by employees. These are the reasons why productivity levels are not always realised and targets not achieved by Lukhanji municipality. The main findings of the study are that, although performance management systems play a significant role in the improvement of service delivery, it has not contributed in the improvement of employee productivity of the Lukhanji municipality. The main recommendation on the basis of this finding is that there should be thorough and regular training of officials within the Lukhanji Municipality about the performance management system and how it influences productivity and service delivery. In conclusion, the Municipal Executive Mayoral Committee should demand verifiable evidence to justify a higher rating during quarterly assessments, and that punitive disciplinary measures be taken against those who do not comply with the provision of the performance management system framework, particularly failure to submit performance instruments.

Although models of customer satisfaction and subsequently customer retention have been well researched for consumer products and services, there has been limited research in regards to financial planning. Previous research in the financial planning industry focussed on specific elements of financial planner-client relationships, for example trust, integrity and ethics. This research study reviews existing literature on customer satisfaction and customer retention, as relevant to the financial planning industry. Thus the primary objective of this study is to investigate the extent to which the four predetermined independent variables; namely, two-way communication, ethical responsibility, clients’ financial knowledge and commission fees can possibly influence the intervening variable customer satisfaction and ultimately the dependent variable customer retention in the financial planning industry. An empirical investigation was undertaken to establish whether the independent variables; namely, two-way communication, ethical responsibility, clients’ financial knowledge and commission fees can possibly influence customer satisfaction and ultimately customer retention in the financial planning industry. A positivistic research paradigm was followed for this study. Quantitative data was gathered by distributing questionnaires to a sample of financial planning clients. The sample size consisted of 250 financial planning clients in the Nelson Mandela Metropolitan area. A response rate of 76.40 percent was achieved. The usable questionnaires were statistically analysed using the computer programmes Microsoft Excel and Statistica Version 10. The validity of the study was confirmed by utilising EFA. Cronbach’s alpha coefficients were calculated to confirm the reliability and the internal consistency of the measurement instrument of this study. Data was analysed in four phases. Descriptive statistics were calculated for this study. The validity of the measuring instrument was tested by performing EFA to consider construct validity. Thereafter the internal reliability of the data was assessed using Cronbach’s alpha coefficients. Pearson’s product moment correlation coefficients and multiple regression calculations were calculated and discussed. Through multiple regression calculations, the factors that emerged were used to analyse the relationships predicted by the five hypotheses. Finally t-tests and analysis of variance (ANOVA) tests were conducted and discussed. The empirical investigation revealed that significant relationships exist between the independent variables two-way communication, ethical responsibility, commission fees and the intervening variable customer satisfaction as well as the dependent variable customer retention. The empirical investigation revealed that if a financial planner communicates financial information accurately and understandably to clients while acting in an ethical manner, clients are likely to be satisfied with the products/services of the financial planner and be retained by the financial planner. This study established and confirmed the significant positive relationship that exists between customer satisfaction and customer retention in the financial planning industry. Recommendations have been provided based on the main empirical findings. All financial planners in South Africa, including all the regulatory bodies, will benefit from the empirical findings as well as the recommendations of this study on how to improve customer satisfaction and customer retention which will ultimately increase service delivery of financial planners in the financial planning industry.

- Description: The objective of the study was to determine sheep growth performance, fleece weights and wool quality characteristics in the sweet and sourveld communal rangelands of the Eastern Cape Province of South Africa. Data were obtained in 80 ewes aged two to three years, selected in four ecologically different communities. Two communities (Roxeni and Tyabane) were in a sweetveld area and the other two communities (Luzi I and Luzi II) were in a sourveld area. The ewes from Tyabane were nondescript, whereas ewes from Roxeni, Luzi I and Luzi II were crossbred between Merinos and non-descript sheep. Selected ewes were monitored for live weight, body condition scoring and fleece weight during shearing. Wool samples were collected from each ewe and were analysed for fibre diameter, comfort factor, clean yield, wool crimps, staple length, staple strength and the Position of break. Sheep from Roxeni were heavier (P <0.05) (39.9 ± 1.1kg) than sheep from Tyabane (29.8 ± 1.1kg). Sheep from Tyabane had the lightest (P <0.05) fleece weight (1.0 ± 1.1kg) and sheep from Roxeni had the heaviest (3.1 ± 1.1kg). There were no significant differences (P ≥0.05) between body condition scores of sheep in Roxeni and the Luzi communities. The live weights of the two-year old ewes were similar (P ≥0.05) to the three-year old ewes’ live weight. However, the three year old ewes had higher (P <0.05) body condition scores than the two year old ewes. Two year old ewes also had lower (P <0.05) fleece weight than the three years old ewes. Wool from Roxeni, Luzi I and Luzi II had lower fibre diameter (P <0.05) than wool from Tyabane. Roxeni sheep had the highest clean yield (P <0.05) of wool, followed by Luzi I and Luzi II; Tyabane had lowest clean yield percentage of wool. Wool from sheep grazing on sweetveld had a higher (P <0.05) clean yield percentage (74.3 ± 0.7%) than those grazing on sourveld (71.7 ± 0.7%). There were higher staple mid-breaks (69.5 ± 5.2) and lower base-breaks (30.5 ± 5.2) in sweetveld (P <0.05) than in sourveld, 7.5 ± 5.2 and 92.5 ± 5.2 for mid-breaks and lower base-breaks, respectively. It was concluded that sheep raised in the sweetveld and bred with purebred Merino rams had higher performance than the ones reared in the sourveld. The young upgraded ewes had a higher wool quality than the older ewes raised on communal rangelands.

- Description: The objective of the study was to determine sheep growth performance, fleece weights and wool quality characteristics in the sweet and sourveld communal rangelands of the Eastern Cape Province of South Africa. Data were obtained in 80 ewes aged two to three years, selected in four ecologically different communities. Two communities (Roxeni and Tyabane) were in a sweetveld area and the other two communities (Luzi I and Luzi II) were in a sourveld area. The ewes from Tyabane were nondescript, whereas ewes from Roxeni, Luzi I and Luzi II were crossbred between Merinos and non-descript sheep. Selected ewes were monitored for live weight, body condition scoring and fleece weight during shearing. Wool samples were collected from each ewe and were analysed for fibre diameter, comfort factor, clean yield, wool crimps, staple length, staple strength and the Position of break. Sheep from Roxeni were heavier (P <0.05) (39.9 ± 1.1kg) than sheep from Tyabane (29.8 ± 1.1kg). Sheep from Tyabane had the lightest (P <0.05) fleece weight (1.0 ± 1.1kg) and sheep from Roxeni had the heaviest (3.1 ± 1.1kg). There were no significant differences (P ≥0.05) between body condition scores of sheep in Roxeni and the Luzi communities. The live weights of the two-year old ewes were similar (P ≥0.05) to the three-year old ewes’ live weight. However, the three year old ewes had higher (P <0.05) body condition scores than the two year old ewes. Two year old ewes also had lower (P <0.05) fleece weight than the three years old ewes. Wool from Roxeni, Luzi I and Luzi II had lower fibre diameter (P <0.05) than wool from Tyabane. Roxeni sheep had the highest clean yield (P <0.05) of wool, followed by Luzi I and Luzi II; Tyabane had lowest clean yield percentage of wool. Wool from sheep grazing on sweetveld had a higher (P <0.05) clean yield percentage (74.3 ± 0.7%) than those grazing on sourveld (71.7 ± 0.7%). There were higher staple mid-breaks (69.5 ± 5.2) and lower base-breaks (30.5 ± 5.2) in sweetveld (P <0.05) than in sourveld, 7.5 ± 5.2 and 92.5 ± 5.2 for mid-breaks and lower base-breaks, respectively. It was concluded that sheep raised in the sweetveld and bred with purebred Merino rams had higher performance than the ones reared in the sourveld. The young upgraded ewes had a higher wool quality than the older ewes raised on communal rangelands.

In this research project, restricted earth fault protection on SCBs in the Eskom Transmission environment will be the area of interest. The proposed research will analyze the current SCB protection scheme in service specifically looking at the restricted earth fault circuit design and relay performance. An equivalent model of the SCB from primary plant perspective based on theory will be derived. Recording and analyzing of Comtrade transient waveforms respectively, when the bank is nergized, will be done in order to provide a reference base to work from. Manual alculations of various parameters from the derived model including transient inrush currents and fault currents will be performed to access applicable scheme parameters. Further calculations will include the voltage setting for the restricted earth fault relay. As a result of the analysis a recommendation will be made on a viable solution or a revised design will be put forward, based on the results, to improve the scheme’s performance. The protection scheme is used on the two 400kV 100MVAR capacitor banks 11 and 12 at Hydra Substation.

The study emerged out of an agreement reached by the Department of Education, Education Labour Relation Council, unions and stakeholders (ELRC, 2003) that Integrated Quality Management System (IQMS) be a developmental programme for quality performance in teaching and learning in public schools. The programme was based on the merging of three programmes, namely the Developmental Appraisal System (DAS), Performance Management System (PMS) and Whole School Evaluation (WSE) which were integrated in the implementation of IQMS (Resolution No.8 of 2003).The first three programmes, DAS, PMS and WSE, were less effective and had some flaws that caused implementers (educators) not to accept them as performance developmental programmes as they were punitive and judgmental. The researcher was interested in investigating those problems encountered by the educators in the implementation of IQMS. The study employed a qualitative research methodology with a qualitative survey design. Structured interviews were used to collect data. Five (5) schools out of three hundred and twenty five schools (325) in the Butterworth Education District were conveniently selected. From each school a sample of five (5) educators was purposively selected according to their duty lines on the IQMS structures, i.e. principal, school coordinator and three educators, for the purpose of getting relevant information from each level. Some of the main findings of the study were: the duration of the training was too short; unclear roles and responsibilities of role-players resulted in non-implementation of the programme; attachment of incentive to the programme made educators to focus on the incentives rather than on the programme and the heavy workload of educators hindered the implementation of IQMS. The researcher recommended that administrators/clerks be employed as a matter of urgency to all schools in order to lessen the educators’ workload especially the principals, for the benefit of accomplishing the objectives of IQMS programmes. Re-training was absolutely a necessity. Delinking of incentives to the development programme was a crucial issue. The researcher also recommended that the IQMS Departmental Officials should monitor the implementation of the programme timeuosly so as to tackle the problems in their premature stages. The improvement of working conditions in schools is essential. Key words: quality performance; quality management; quality performance measurement and quality implementation of IQMS programme.

Integration of values into management of learners' discipline in Ugandan schools

- Description: To make education a profitable enterprise and contributor to social development requires that schools infuse values into schooling as part of the ethical construction of learners and citizenship building. This research used Kampala district as the case study to conduct a qualitative inquiry with grounded theory to examine the integration of values into the management of learners’ discipline in Ugandan schools. Using a sample of 60 participants, the researcher gathered data using personal interviews, focus group interviews, and documentary analysis. Through the analysis of this data, the researcher established that the School Governing Body (SGB), government, educators, missionaries and the community are stakeholders highly involved in directing the process of values integration into learners’ discipline. He also discerned that different schools impart moral, spiritual, academic, aesthetic, social and universal values into the learners. However with the 1963 Castle Report on Education that led to the nationalization and secularization of schools, denominational schools strongly felt that government robbed them of their powers to control and manage schools through the “principle of subsidiarity”. This seems to have led to the gradual erosion of values and breakdown of discipline in the denominational schools as well as the others. The central argument of this thesis is that integrating values into school discipline in Uganda would result into an inclusive education system that supports both theist and atheist attitudes towards formal schooling. Some respondents argued that values should be directly integrated into learners’ discipline while others opposed values integration. Those who supported values integration into school discipline pointed out that it is an integral part of life-education. On the other hand, those who oppose integrating values argued that values integration might be misused to impose secular influences on the learners. The existing avenues of optimal integration of values into school discipline include use of physical punishment and restorative justice, although custodial methods are widely condemned by human rights activists for being too harsh, punitive and retaliatory. Restorative justice methods used include the use of religious and social clubs as well as counseling and guidance. Collective stakeholder participation in school management is also widely used where school management, government, parents and the community take on a collaborative role in empowering and creating an environment for positive discipline. Finally, missionary educators play a significant role in learners’ behavioural modification. The challenges of values integration into school discipline, on the other hand, are policy-related; including poor school administrative styles, failure to define which values to emphasize in disciplinary management, lack of staff motivation and educators’ unethical behaviour. The classroom-related challenges were an over emphasis on academic values that, consequently, turn education into a theoretical rather than a practical exercise. This is compounded by the poor teaching methodologies used like rote-learning due to the problem of dealing with large classes especially in UPE and USE schools and the strict emphasis on an examination-centered syllabus. The social-related challenge observed was the negative influence of the media on young people’s life styles, consequently, leading to permissiveness, aggressive, violent and militant behaviours now common in schools. The study underscored the need to emphasise stakeholder responsibility in school disciplinary management, and the necessity to offer visionary and collegial leadership, identify a common set of values critical to the promotion of life-long learning, promotion of life-education to ensure formation of morally upright learners, and encourage inclusive education (UBUNTUISM). Government should draft a national education philosophy to guide schools in integration of values education, emphasizing secular, moral and religious values, as well as the need for restorative justice, and employing more pragmatic teaching methodologies. There is also the need to create role-models and staff motivation. All these are cardinal remedies in ensuring constructive school discipline. Finally, the central theory that explains the integration is an Integrated Values Framework (IVF) for Positive Discipline (PD). It advocates that discipline is a process of nurturing learners through the provision of inclusive education, life-long learning and citizenship building.

- Description: Marxism was central to the understanding of South Africa’s struggle for freedom. This article provides a critical analysis of Marxist literature on South Africa since the 1970s, drawing out its relevance for contemporary analyses of the post-apartheid state and for radical politics today. It suggests that while the literature offered important insights into the character of the apartheid state, it failed to provide a critical appraisal of the state per se. Moreover, the capturing of state power by the liberation movement was not grounded in an understanding of the oppressive character of the state-form. The undermining of mainstream Marxism under neo-liberalizing conditions in post-apartheid South Africa has opened up the prospects for anti-statist radical libertarian thinking (including autonomist Marxism), and this thinking is consistent with the practices of certain autonomist popular politics currently emerging. Social theorizing on South Africa has had a complex relationship with Marxism. This article is interested in drawing on this experience in an effort to understand its implications for the ‘new’ South Africa where, 20 years after apartheid’s formal ending, social transformation remains caught in the logic not of Marxism but neo-liberalizing capitalism.
