- Description: This study examined the relationship between bank competition and economic growth across South Africa, Russia and China. In this regard, the study conducted a comparative analysis which allowed for country differences and thus enhanced the provision of relevant policy guidance given how each of the country’s economic growth is reacting to changes in bank competition. To account for country differences, the study estimated a random coefficient panel (RCP) model using Swamy’s generalised least squares (GLS) estimators for the period 1999 – 2015. Across the three countries, bank competition and economic growth have been found to be positively related. In addition, bank competition has been found to be highly significant in influencing economic growth across the three countries. However, the extent of influence that bank competition has on economic growth differs in each country. Therefore, this study recommends that policies aimed at promoting competition in the banking sector of South Africa, Russia and China should be adopted in order to promote economic growth.

- Description: This study examines the perceived non-availability of adequate bank financing to Small and Medium Enterprises (SMEs) with reference to Rwanda. Evidence from both developed and developing countries show that SMEs are more constrained in their operations and growth than large enterprises and access to finance features importantly among the constraints, with their proprietors typically perceiving finance as their most pressing input constraints. The problem is more severe in less developed countries like Rwanda. SMEs do not get adequate finance from financial systems despite their valuable contribution in the economic development of all nations across the globe. They are well recognized from their contribution to the socio-economic objectives of growth in employment generation, product output, export, and in their function as seed beds of entrepreneurship. This study aims to investigate the causes of the problem and what could be done to mitigate the problem. The primary objective of the study is to determine how to improve the availability of bank financing to SMEs in Rwanda. The argument is that there are SMEs internal factors that cause unavailability of bank financing. Understanding the causes of this problem is important to determining how to improve availability of credit to SMEs. For this purpose, the questionnaire was administered to 122 respondents from four commercial banks and 26 respondents from one development bank. All together 148 questionnaires were administered and 120 questionnaires returned. The response rate was 81 percent. Six major SMEs internal factors which included; business information, collateral, managerial competency, internal funds, networking and ethical practices were investigated to find out their impact on the availability of bank financing to SMEs. Quantitative data were analysed using a Statistical Package for Social Sciences (SPSS) with statistical tools including descriptive statistics, frequency distributions and chi-square test. The Cronbach’s alpha was used as a measure of reliability. While the data from the open-end question analysis involved classifying data, extracting themes, identifying patterns, tallying and quantifying responses and making generalization out of these patterns. This implies that the research methodology focused on the methods, tools and techniques used to assist in achieving the objectives of the study and answering the research questions that the research sought to address. To this end, the study sought the perceptions of bank staff on reasons why bank credit is not available to SMEs. The study focused on four research questions as outlined in chapter one and other relevant sections of the study. The major finding of this study is that there is a significant positive relationship between six SMEs internal factors (lack of business information, lack of collateral, lack of managerial competency, lack of internal funds, lack of networking and unethical practices) and non-availability of banks finance in Rwanda. On the basis of these findings, the study recommended that SMEs owners and staff should be trained in key strategic areas such as business management and financial management to effectively and efficiently manage their businesses and curb information asymmetry. The study also recommends that the government should introduce more practical guarantee facilities to enable banks access the funds as soon as the SME defaults. This will encourage bank to extend more credit to SMEs. Furthermore, the study suggests that the government should categorise SMEs as a priority sector and come up with a policy requiring banks to compulsorily ensure that a certain earmarked percentage of their overall lending is made to SMEs as a priority sector. Lastly, the study recommends that Rwanda Private Sector Federation should conduct trainings on ethical management to SMEs. The study was conducted to determine the benefits and limitation of informal trading in promoting sustainable local economic development in the Intsika Yethu Municipality. South African municipalities for various reasons fail in providing local economic development friendly environment and more developmental and inclusive informal economy policies and by-laws. The objective of the study was to assess the benefits and challenges which might hinder the maximisation of benefits in the sector. The literature was reviewed with the aim to integrate published academic data on the benefits and limitations of informal trading in promoting sustainable local economic development. Data for the study was sourced from the literature and questionnaires administered to respondents who were selected by means of a purposive sampling technique. The respondents from which data was collected were 18 and a qualitative research approach was used as a main research methodology. The responses obtained were subjected to content analyses. The main findings of the study include; informal traders are uncoordinated, informal traders are faced with challenges which hinder their success, majority of respondents see benefits from informal trading, the informal sector of responds to triple social ills and all respondents started up businesses due to the inability of the formal sector to create job opportunities that are permanent and enough for everyone. In response to the findings about the main recommendation made is the improvement of communication between government and informal trader for the sustainability of municipal programs.

- Description: An automotive manufacturer can generate big data through accessible data points from internal and external Internet of Things (IoT) data sources connected to the production line. Big data analytics needs to be applied to these large and complex datasets to realise the associated opportunities, such as an improved manufacturing process, optimised supply chain management, competitive advantage and business growth. In order to store, manage and process the data, automotive manufacturers are using Apache Hadoop technology. Apache Hadoop is a cost-effective, scalable, and fault-tolerant technology. However, there has been a concern raised regarding the privacy of big data in Apache Hadoop. A key challenge in Hadoop technology is its ineffective security model, making the data susceptible to unauthorised users. Consequently, a breach in data privacy results in automotive manufacturers becoming victims of theft of trade secrets and intellectual property via corporate spies. This theft has a negative impact and results in the loss of company reputation, business competitiveness and business growth in the automotive market. This study investigated a solution to ensure big data privacy when using Hadoop technology. The Selective Organisational Information Privacy and Security Violations Model (SOIPSVM) and the Capability Maturity Model (CMM) provided the theoretical base for this study. The researcher undertook a literature analysis and qualitative study to understand and address the identified research problem. The primary data was collected from ten Information Technology (IT) specialists at a local automotive manufacturer. These specialists participated in an interview session, which also included the completion of a questionnaire. All questions were pre-determined and open-ended, and the participants' responses were recorded. Primary data was analysed using the inductive approach by identifying relevant themes and sub-themes. In contrast, the literature analysis included academic journals, conference proceedings, websites, and books, which were critically discussed in this study. This study's findings indicated various measures to be implemented by the automotive manufacturer to address the research problem. Critical success factors were derived from the identified measures, which addressed significant data privacy issues in using Hadoop technology. The identified critical success factors included: control of internal and external data sources; monitor the value of big data towards improving the automotive manufacturing process and user behaviour; implementation of user authentication; encryption to secure data; disaster recovery and backup plan; execution of authorisation and Access Control List (ACLS); conduct audits and regular reviews of user access to data; apply data masking to sensitive data and tokenization to secure data; build own infrastructure to store and analyse data; install regular security updates and update passwords regularly. Each factor had a purpose that examined big data management, governance and compliance in detail. The identified factors contributed towards ensuring data privacy in the use of Hadoop technology. These factors were categorised into contextual and rule and regulatory conditions adopted from the SOIPSVM. Identified conditions were then aligned to the five-level CMM. Each condition was expanded upon at various maturity levels to form a framework that addressed the main research problem. Budget Deficits, the Savings Gap and Current Account Deficits in the Southern African Development Community

Based on previous studies and theory, current account deficit was chosen as the dependent variable and budget deficit and the savings gap as the independent variables. The study makes use of both first generation and second-generation unit root tests to examine the time series properties of the data. The empirical results show that the data is integrated of different orders. Kao, Pedroni and Westerlund cointegration tests were carried out to examine the long-term relationship between the variables of interest. The empirical results revealed that there is a long-term relationship between current account deficit, budget deficit s and the savings gap. The long-run model under the Autoregressive Distributed Lag test revealed that, a positive and significant relationship exists between budget deficit and current account deficit at a significance level of 10% and a negative and insignificant relationship exists between savings gap and current account deficit in the long run. This suggests that an improvement in the current account balance in SADC countries requires fiscal stringency

Based on this background, this study empirically examines the extent to which the different forms of capital flows amongst other variables influence the real exchange rate in South Africa for the period 1980 to 2019, using annual data. Estimation techniques employed include the Johansen Co-integration Approach and the Vector error correction model (VECM). The variables were found to be co-integrated, with six co-integrating vectors existing. The long-run results revealed that FPI has an appreciating effect on the exchange rate in South Africa. - Description: The significant positive relationships between workplace spirituality and organisational citizenship behaviour, as well as between centrality of religiosity and oganisational citizenship behaviour among police officers, confirm the relevance of social exchange theory and affective events theory to police officers’ behaviour. This study confirms the applicability of Social Exchange Theory (SET) and Affective Events Theory (AET). The current study utilized the SET and AET to examine the correlation between workplace spirituality and centrality of religiosity as well as organisational citizenship behaviour among Police officers in the Raymond Mlaba Local Municipality of the Eastern Cape. There is limited previous research concerning the influence of workplace spirituality and centrality of religiosity on organisational citizenship behaviour among police officers in the South African Police Services (SAPS) Department. A quantitative cross-sectional survey was conducted. The sample (N= 100) consist of Police officers from Raymond Mhlaba Local Municipality Police stations. Data were collected through the questionnaire method and SPSS was used for data analysis. A correlational analysis coupled with a simple linear regression analysis was utilised to determine whether there existed any significant relationship with the study’s theoretical attributes. The results of the simple linear regression indicated that workplace spirituality is positively correlated with organisational citizenship behaviour; which is similar to the centrality of religiosity. The results from multiple linear regression showed that the centrality of religiosity does moderate the correlation between workplace spirituality and organisational citizenship behaviour. The results of Multiple linear regression also showed that Workplace spirituality and centrality of religiosity both account for an extensively higher proportion vi of variance in organisational citizenship behaviour than in any of the two variables. This study augments existing knowledge on workplace spirituality, the centrality of religiosity and organisational citizenship behaviour among Police officers in the Raymond Mhlaba Local Municipality, which has largely been ignored by previous researchers, validates certain aspects of the SET and AET. The Station Commanders or Captains should give consideration on how to make the workplace more conducive to the centrality of religiosity and workplace spirituality; so that the Police officers can increase their organisational citizenship behaviour. Strategies need to be implemented to improve managerial and coworker support for Police officers through socialization and team building activities. However, to overcome feelings of occupational stress and their effects on well-being, employers should provide adequate information on any changes in the police service that may entail excessive work demand and dangerous working conditions.

- Description: The significant positive relationships between workplace spirituality and organisational citizenship behaviour, as well as between centrality of religiosity and oganisational citizenship behaviour among police officers, confirm the relevance of social exchange theory and affective events theory to police officers’ behaviour. This study confirms the applicability of Social Exchange Theory (SET) and Affective Events Theory (AET). The current study utilized the SET and AET to examine the correlation between workplace spirituality and centrality of religiosity as well as organisational citizenship behaviour among Police officers in the Raymond Mlaba Local Municipality of the Eastern Cape. There is limited previous research concerning the influence of workplace spirituality and centrality of religiosity on organisational citizenship behaviour among police officers in the South African Police Services (SAPS) Department. A quantitative cross-sectional survey was conducted. The sample (N= 100) consist of Police officers from Raymond Mhlaba Local Municipality Police stations. Data were collected through the questionnaire method and SPSS was used for data analysis. A correlational analysis coupled with a simple linear regression analysis was utilised to determine whether there existed any significant relationship with the study’s theoretical attributes. The results of the simple linear regression indicated that workplace spirituality is positively correlated with organisational citizenship behaviour; which is similar to the centrality of religiosity. The results from multiple linear regression showed that the centrality of religiosity does moderate the correlation between workplace spirituality and organisational citizenship behaviour. The results of Multiple linear regression also showed that Workplace spirituality and centrality of religiosity both account for an extensively higher proportion vi of variance in organisational citizenship behaviour than in any of the two variables. This study augments existing knowledge on workplace spirituality, the centrality of religiosity and organisational citizenship behaviour among Police officers in the Raymond Mhlaba Local Municipality, which has largely been ignored by previous researchers, validates certain aspects of the SET and AET. The Station Commanders or Captains should give consideration on how to make the workplace more conducive to the centrality of religiosity and workplace spirituality; so that the Police officers can increase their organisational citizenship behaviour. Strategies need to be implemented to improve managerial and coworker support for Police officers through socialization and team building activities. However, to overcome feelings of occupational stress and their effects on well-being, employers should provide adequate information on any changes in the police service that may entail excessive work demand and dangerous working conditions.

The literature review looked into the following: existing knowledge based on the assessment of the implementation of the uniform CPF constitution by the Beacon Bay Community Police Forum, the regulatory framework and an overview of the role and functions of the community police forum (CPF) in South Africa, lack of awareness and representativeness as challenges to community police forums effectiveness, inadequate resources in the implementation of an effective community policing forum, lack of trust between the police and the community and the issue of corruption as challenges in the implementation of CPF. The qualitative research method was used in this study. The case study design was also used. The researcher used the purposive sampling technique to select six community members and four community executives of the Beacon Bay CPF in the East London area. Face-to-face in-depth individual interviews were used to gather in-depth data. The manual method of analysis was used. The researcher analysed the data by capturing the patterns and direct words of the participants who were interviewed through note taking. Themes were drawn from the responses of the participants and analysed. Some of the findings were that: Community members did not know exactly when the CPF was implemented, the CPF was not effective, community members did not attend CPF meetings and had negative attitudes towards CPF, the police worked better with the rich people rather than the poor ones and there were some influences of politics in the CPF. In addition, the resources lacking at the CPF were: SAPS staff, shortage of police stations and insufficient vehicles at the police stations. Furthermore, some police worked hand-iniv hand with the criminals and the repercussions of poor trust between the community and the police included: community members taking the law into their own hands, poor handling of criminal cases, and escalation of crime in the community. Some community members noted the positive effect that the implementation of the community police forum had as they could now engage the police directly on matters relating to crime and how they think such challenges can be addressed. The researcher made some recommendations towards an effective implementation of the Community Police Forum in Beacon Bay in East London.

The study looked specifically at the Buffalo City Metropolitan Municipality journey through a significant shift or transition from a category B to Category A municipality during the 2011 Local Government elections. Based on change theory and a selected change management model, the framework for change management and issues related to it were constructed. Additionally, a synthesis of the most important phases and interventions in a strategic change process or project was created. The phases included: starting point, planning, implementation and evaluation, and securing. Various literature sources were consulted during the study. Inter alia, these included Lewin’s change management model, which states that change has to follow three stages—including, unfreezing, moving and refreezing. All these stages by Lewin(1951) emphasise the critical management role in driving planned or proactive change in order to address the likely emergence of resistance by observing a systematic process. A qualitative approach was utilized in order to solicit in-depth information using a structured questionnaire. Respondents were visited by the researcher in their offices, to gather data. To this effect, a total 25 respondents from the top management, councillors and middle management were sampled and interviewed accordingly. According to the findings of this study, important change management phases were recognized through researching theoretical literature—starting, planning and implementation phases. Empirical information at the starting phase involves analysis of the current and desired states and the need for change accompanied by guiding coalitions. In the planning phase, the most important interventions is project formulation, action plan development, analysis of prior and current strategic change initiatives and organizational structure analysis. In the change implementation phase the interventions of importance are the launch, quick-wins, creation of a sense of urgency, management of change resistance and communication of the change.

- Description: Everyday activities of communities are dependent on services provided by the local municipality, district or regional council and the national government. These activities range from water flowing freely from taps, a roof to hide under, and a clean and healthy environment, just to name a few. The Batho Pele principles were introduced to ensure that these services are provided for the benefit of the people. They were introduced to make sure that people are involved in the process of service delivery so that services are exactly what they need. It is important to note that the Batho Pele principles inform service standards and a customer care charter. This means that the government or providers of service listen to citizens’ views and take them into account when making decisions about service delivery. Informing service standards and a customer care charter also means that service providers or the government responds swiftly and sympathetically when the service standard falls below the promised standard. The problem occurs when citizens are not being consulted about the type of services they are entitled to. The citizens of Buffalo City Metropolitan Municipality had an issue with how services are provided. They stated that even though service delivery was improving, the manner in which these services were provided was not satisfactory. They complained that they were not asked about what they needed and what their priorities were. Moreover, they stated that when they complained, they did not receive an effective response. The main objective of this research was to establish citizens’ experience with consultation and redress as core functions of the Batho Pele Principles. Furthermore, this research sought to establish important elements of proper citizen consultation and redress in the literature, to determine the extent to which these principles are adopted in in BCMM, to establish the effects of current consultation and redress practice on citizens’ trust in their local government and to make recommendations on effective approaches to consultation and redress. The theories that guided the study are the agency theory, the social equity theory and the procedural justice as a derivative of social equity theory. The legislative framework includes the White Paper on Transforming Public Service Delivery (Notice No 1954 Of 1994), the Constitution of the Republic of South Africa, the Municipal Systems Act no 32 of 2000 and the Promotion of Administrative Justice Act 3 of 2000. The study used both the qualitative and quantitative methods. It also used a case study design. The study used a sample of 110 respondents and the data was collected using interviews, questionnaires and a focus group discussions. Community development and rural poverty in Zimbabwe : a policy perspective

- Description: There is persistence of rural poverty in African countries despite efforts by governments to implement community development projects to curb poverty in impoverished rural communities. Zimbabwe adopted the Poverty Alleviation Action Plan (PAAP) under which community development programme was initiated. Community development projects by NGOs and government did not manage to meet the needs of the impoverished communities in Mvuma rural communities. More so, the incremental approach to policy making adopted by the government of Zimbabwe failed to embrace the principles of community development, for example, participation of community projects beneficiaries on everything that impact to their way of living. Despite all the efforts to alleviate rural poverty in Mvuma rural district there is still persistence of rural poverty, characterized by poor roads and struggling of most families to meeting basic needs. Mvuma rural communities are rich in mineral resources and water sources that can be utilized instead of relying on external resources through NGOs. This therefore, calls on the government and NGOs to collaborate towards capacitating Mvuma rural dwellers in order to help alleviate poverty. This study employed qualitative approach to research as it was aimed at describing and understanding rather than explaining human behaviour. Purposive or judgmental sampling was applied. This technique was used as the researcher wanted to get hold of the people who are directly or indirectly linked to implementation of community development projects. However, quantitative method was used to gather demographic information. The PAAP policy relevance to poverty reduction in Mvuma rural district and in Zimbabwe in general was the heart of this study.

The South African Council on Higher Education requires HEIs to become equitable institutions of higher learning, whereby the activities of the HEI are mutually beneficial for both learners and their communities. This entails that, community engagement activities undertaken by HEIs should be reciprocal in nature. The HEIs should help solve issues affecting their communities, whilst also gaining knowledge through experiential learning. One such way is through undertaking Information and Communication Technology for Development (ICT4D) projects in communities outside the physical boundaries of the HEI. Over the years, HEIs in South Africa have been involved in undertaking ICT4D projects aimed at benefiting their communities. This is because ICTs have the potential to improve and contribute to the development of individuals, businesses, and communities in various ways, be it socially or economically. However, the ICT4D projects have failed or partially succeeded to attain their goals. This study, thus proposes a model for HEI researchers for the successful implementation of ICT4D projects through application of community engagement principles. The proposed model was formulated using the case study approach. Four cases of ICT4D projects were used as sample to help identify factors required for the successful implementation of ICT4D projects by HEIs. Data was collected using semi structured interviews, observations and literature. The data was then analysed using cross case analysis in the form of themes. The internet has become a dominant aspect in assisting businesses to attract and retain customers. One of the fastest growing platforms for this communication is through social networking sites. Many consumers are preferring to use social media platforms such as Facebook to express their views on the products or service of a business. In fact, the business’s Facebook page has become a preferred channel for customers who wish to voice concerns or complaints about the service they have received. As a result, many businesses are using that same platform for service recovery, and to make amends with their customers following a service failure. The aspect of online customer complaints and service recovery on social media, has not been well researched in the South African banking industry, which highlights both a gap and an opportunity. The aim of this study was to provide an analysis and categorisation of the types of customer complaints and service responses on the top five South African banks’ Facebook pages. These banks are; ABSA bank, Capitec Bank, First National Bank (FNB), Nedbank and Standard Bank. A qualitative approach known as netnography was adopted, as it provided an insider’s perspective on what customers complain about on a social media platform and how the banks responded to these complaints. 1250 complaints and the corresponding responses were extracted from each of the banks’ Facebook pages over a period of three months through a qualitative research software known as Nvivo 11. Using the framework provided by the justice theory, complaints and the corresponding responses were categorised. Customer complaints were categorised as either process, outcome or random and the banks’ responses were categorised as either procedural, interpersonal, distributional or informational dimensions. The main finding across all the banks, was that 1050 of the total number of complaints were related to the outcomes of the services provided; such as the banking app , the ATM machine and the general service the customers received. On average, the banks responded to around 70 percent of the 1250 complaints, with Nedbank having the best response rate (196/250) and Standard having the worst response rate (138/250). In addition, most of the banks responded in an interpersonal manner, dealing with customer’s problems directly. Once again, Standard Bank had the least number of interpersonal responses. On the whole, all the banks were mindful of the importance of explaining the reasons for service failures and explaining how the problem was going to be solved. Findings from this study indicate that consumer expectations of service failures and recovery are context driven, which requires companies to modify their recovery strategies to improve the customer’s personal experience. It can also be noted that many customer complaints stem from a general lack of understanding of banking systems and that banks should therefore be utilising their online platforms to keep customers well informed regarding common and frequent customer complaints. The main aim of this study was to investigate the moderating role of the use of coping strategies as a moderator of the relationship between work-family conflict among the academic staff at the university of Fort Hare. A quantitative research design was adopted in conducting this study. Data was collected using a self-administered questionnaire to academics from all faculties within the university of Fort Hare. The respondents were selected using simple random sampling method, from 350 academic staff members a sample size of 184 respondents was used in this study. Five-point Likert scale was used to measure the responses. Data analysis methods used include descriptive statistics, one sample statistic test, Chi-square tests and independent t-test. The validity and reliability of the research instrument and the findings were assured through pilot study and Cronbach alpha reliability test. The results indicate that the use of coping strategies moderates the relationship between work family conflict and psychological well-being. Recommendations to reduce work family conflict and promoting psychological well-being among academic staff were also discussed in this study.

Its causes are diverse, ranging from administrative to socio-economic, and it manifests itself in various ways. The plethora of anti-corruption legislation and agencies has only served to minimise but not to eradicate corruption from the face of the public institutions. In order to scale up its fight against corruption, the Department of Public Service and Administration developed a strategy aimed at preventing, detecting and investigating corruption in government departments. Subsequently, the Department of Local Government and Traditional Affairs, now called Co-operative Governance and Traditional Affairs, developed a similar strategy for the municipalities. The strategy requires inter alia municipalities to develop minimum anti-corruption capacity which entail developing strategies, systems, policies, procedures and plans to prevent, detect and investigate fraud and corruption. The study sought to establish, in selected municipalities in Joe Gqabi District municipality, whether or not they have established the minimum capacity envisaged in the National anti-corruption strategy. The study found municipalities to have progressed at different stages of establishing and ensuring functioning of those systems, policies and plans but none of them had developed anti-corruption strategy. In this regard, the municipalities are viewed as the most affected institutions, with the Eastern Cape Province identified as culprit number one engaging in corrupt activities. There are a number of contributing factors, as attributed in the study, but most prevalent among these are capacity issues in most of these municipalities, with fewer personnel and less capacity. Challenges of corruption in municipalities are perpetrated mainly by municipal officials, councilors and members of the public. This study, identified corruption as one of the challenges facing municipalities in the Eastern Cape. It involves both the achievements and limitations that have been experienced; and indeed, there are still numerous issues to be addressed and accomplished. It discusses some critical issues such as how corruption has been the mother of the day in South Africa and its effect on the public sector in general. Inadditon, misappropriation of public resources and corruption immersed the nation as a whole into a greater challenge rather than focusing on service delivery issues. There are situations, within municipalities, where the majority of senior officials, who may be in possession of valuable information, are always under suspension. The findings of the study also show that all the municipalities operating in this new democaticatic dispensation have not been able to prepare a transparent annual financial year report at the end of the year. In fact, the majority of them always obtain disclaimer or adverse reports from the Office of Auditor-General (AG), despite numerous attempts and interventions by the AG‟s office and the Provincial Treasury to rectify the situation. The challenges of leadership crises in some of these municipalities, both administratively and politically have been critically examined. The findings show that between 2012 and 2015 financial years, some of these municipalities have been without full-time Accounting Officers; people were only seconded or in acting capacity, and some of them were under adminisistration, which is section 139 (c) of the constitution. There were numerous attempts of interventions by the national leadership of the ANC in the ANC regional structures which in many instances were the root cause of the problems or divisions, as well as in municipalities where in Buffalo City Metro and Nelson Mandela Metro respectively there were leadership changes or redeployments. The issue of corruption in the municipalities is compromising and impact negatively in the service delivery. It can be concluded that municipalities are characterized by a number of instances of corruption perpetrated mainly by municipal officials, councilors and members of society. Bribery, fraud, nepotism, and systematic corruption are some of the forms of corruption that take place in municipalities in South Africa. There are systems in place to fight corruption, but the reality is that they are very weak and ineffective. There is glaring non-compliance with the Municipal Finance Management Act (MFMA), the Treasury Regulations and their own Procurement Procedures and Procurement Policies. The fundamental question need to be posed and address therefore is, how best these challenges can be addressed and turn around service delivery to a tangible outcome. The Constitution of the Republic of South Africa provides for the promotion and maintenance of a high standard of professional ethics in the public service. Public resources are vulnerable to abuse by unscrupulous elements, both inside and outside government and therefore requires careful monitoring and control. The existing legislative framework is solid but fragmented and requires review and consolidation to improve its efficiency. To achieve that government requires an approach that is developmental in nature. Governance should be able to take control of the organization’s systems and at the same time adaptable to the environment in a way strengthens the capacity to achieve goals.

- Description: This study seeks to examine the nature and role of leadership, in pursuit of a suitable leadership for a Developmental Local Government environment. The aim of this study is to describe the nature of leadership, particularly in local government, and in public organization in general. The study begins by teasing out the various concepts and terminology attendant with leadership in this environment. The study further reviews relevant literature as basis for understanding and goes on to interrogate the general theories on leadership with a view to choose the best practice in leadership of a developmental local government. Central to its quest for answers, is the drive from the constitutional mandate, a developmental local government imposed to municipality by the constitution of the Republic of South Africa, (1996) arising out of the need to transform the South African local government from an erstwhile policy of racial segregation to a new democratic political dispensation fostering equity and access to services and resources for all citizens. The challenge for the new leadership therefore is how to deal, speedily with the huge disparities and socio-economic backlogs? What kind of leadership and what level of knowledge, skills and competencies are required and how soon can public goods and services be delivered to the satisfaction of the communities it serves? ‘Analysis of variance’ was used to analyse and interpret data collected. Literature on the difference between transactional and transformational leadership formed the basis of the findings. Finally, findings and conclusions were drawn. On the bases of these, recommendations for Buffalo City Municipality were presented. , Thesis (MPA) -- Faculty of Management and Commerce, 2011
