This study sought to explore the teaching strategies to improve writing skills as an essential requirement for effective learning in schools for grade 8 and 9 learners in English First Additional Language. For people living in the townships and rural areas in South Africa, exposure to English is limited, because the majority of people communicate with each other in local languages. With teachers and learners residing in the townships where communication occurs mostly in isiXhosa, problems in language proficiency, in particular writing in English First Additional Language, are often encountered not only by the learners, but by educators as well. This was a case study of four high schools in the Cradock Education District. In-depth interviews were conducted with eight participants in the four schools. There were eight main findings, which are as follows: Lack of support for teachers, lack of a culture of learning amongst learners, and lack of competence in English for both learners and parents, which need to be addressed; and strategies proposed to improve writing skills are: the importance of creative writing; regular feedback and the importance of drafts.

Antecedents to sustainability of small consulting engineering businesses within the Amathole district municipality

- Description: The South African consulting engineering industry faces a challenge of relevance, particularly in the wake of government infrastructure investment through the planned National Development Plan and other current infrastructure plans. This challenge is even more so for small consulting engineering businesses within the industry who experienced a decline in earnings by ten percent in the first six months of 2013 as compared to the last six months of 2012 (Consulting Engineers South Africa, 2013:38). Government, as a job creator, has a duty to ensure that the conditions that these businesses operate in are favourable to them in order for the businesses to remain sustainable. Factors that contribute to the sustainability of small consulting engineering businesses need to be identified. Amathole District Municipality (ADM) situated in the Eastern Cape Province and which is the second largest province in South Africa but the second poorest (Eastern Cape Socio Economic Council (ECSECC), 2011:15 cited in Mtshibe, 2013:1) is one of those job creators. According to the Amathole District Municipality (ADM) (2013:38), the district, which comprises of seven local municipalities, is the 3rd largest economy in the province after the Nelson Mandela Bay Metropolitan Municipality and Buffalo City Metropolitan Municipality, contributing twelve percent to the provincial economy. Figures published in the Division of Revenue Bill, 2014 (RSA, 2014:236) indicate infrastructure development allocations totalling R1.34 billion budgeted to the ADM for the next three years. This translates to job opportunities for the consulting engineering industry of this region. However, the latest ADM SMME procurement data reveals that in the past five years, only a small percentage of tenders awarded were to small consulting engineering businesses with a majority going to medium to large well-established enterprises (ADM, 2014). These results pose a serious challenge for policy makers who have a duty to ensure that work opportunities do not disadvantage emerging small businesses. The main objective of this study was to gain an understanding of the antecedents that impact on the sustainability of small consulting engineering businesses within the Amathole District Municipality. This was done by identifying antecedents to sustainability of small consulting engineering businesses through a detailed literature review. This literature review identified the competitive environment, regulatory environment and policy environment (independent variables) as being antecedents to sustainability of small consulting engineering businesses (dependant variable). In testing the above research objective, the researcher used statistical analysis methods to reach a conclusion with regard to these antecedents. The positivistic research paradigm (quantitative method) was selected in testing this research objective through the use of hypothesis testing. Data was collected using self-administered questionnaires distributed to 100 small consulting engineering businesses using the databases of both the Amathole District Municipality and Consulting Engineers South Africa (CESA). Out of the selected sample of 100 small consulting engineering businesses, only 81 responses were received, thus representing an eighty-one percent response rate which is considered adequate. The collected data was then analysed using inferential and confirmatory statistical analysis methods. The analysis was presented in the form of graphs and tables. The results of the empirical survey identified rival competitor influence, the competitive environment and policy environment as being antecedents to sustainability of small consulting engineering businesses within the Amathole District Municipality. Based on these findings, recommendations were made to the management of the Amathole District Municipality in an endeavour to make the environment within which small consulting engineering businesses operate more favourable for the businesses to be sustainable. Suggestions for future research were also made as a way to help in addressing some of the challenges that are faced by the engineering industry.

- Description: The most widely read South African tabloid, the Daily Sun, covered the “Soweto gang rape” in 2012. These acts were recorded by the perpetrators on mobile phones and “went viral” as the media continuously noted. We draw on the concept of provider love that informs relations of intimacy in certain South African spaces, central to which is its materiality and the assumption that a “real” man is able to command material resources, a prerequisite for having both a girlfriend and sex. For working class and township youth these possibilities are constrained and their sense of being left behind is lived in gendered ways with violent masculinities becoming a marker of tough sexual masculinity. Informed by Foucauldian understandings of discourse, the paper undertakes a close reading of this coverage, including the reporting, editorials, and letters. If those arrested for rape are constituted as monstrous, the analysis indicates how the responses are similarly vengeful. These responses deny the forms of masculinity produced within these marginalised spaces and foreclose on other possibilities for understanding these violent acts.

This is premised on the fact that local government is highly legislated; furthermore it is the sphere that is the closest to the people. Local government has endured a lot of criticism ranging from lack of leadership, inexperienced and unqualified managers, lack of service delivery and the poor quality of the services provided. The critical question being asked in this research study is whether the current calibre of leadership is achieving the principles of local government. Councillors, by virtue of their establishment, were meant to be the voice of communities. Councillors have a supervisory role to play in the council, but the skills, capacities and experience of councillors are often lacking. The media reports daily on problems and crises called “challenges” facing municipalities. Government has acknowledged that there are challenges in local government. This raises the issue of cadre deployment, whether it assists government in achieving its developmental objectives. Cadre deployment is a strategy of the ruling party which was meant to bring the previously disadvantaged groups to a position of power. This was meant to try to balance the imbalances of the past. This research study argues that the high volume of dissatisfaction by communities may be aggravated by the non-effectiveness of the political bearers in the municipal councils. This study identifies a number of contributing factors to the challenge at hand, such as the deployment of people to council structures; requirement in terms of academic qualification; and lack of leadership. Furthermore, this study investigates what could be the problem with the cadre deployment strategy of the ruling party; asking whether the problem is with the strategy itself or with its implementation. This research study therefore seeks to evaluate the impact the political leaders have on local government, focusing on service delivery. The study will first outline the state of local government in South Africa; compare the design of SA local government to international and African countries as well as looking at the key variables that result in the lack of service delivery. The issue of woman empowerment will also be discussed, evaluating the role that the country up to local government has played in ensuring that the 50/50 representation is achieved. The conclusion from this research is that a framework for the selection of council candidates should be developed. The framework will outline the basic skills and qualification requirements. The recommendations include improvements in the processes of interacting with communities; enforcing the code of conduct; developing ways that the municipality can educate communities on government operations; improved community participation and increased accountability. The impact of the lack of leadership in councillors undermines the democratic principles of developmental local government.

The first ever child justice that was established is discussed with the aim to understand the influence it had on Botswana with regard to the nature of the proceedings and the founding principles of child justice and its application in the courts. International Conventions that have a bearing on the rights of children in Botswana, such as the Convention on the Rights of the Child, the United Nations Standard Minimum Rules for the Administration of Juvenile Justice, the United Nations Rules for the Protection of Juveniles Deprived of their Liberty, the United Nations Guidelines for the Prevention of Juvenile Delinquency and the African Charter on the Rights and Welfare of the Child are discussed. The measures that are currently in place for the protection of children who are in conflict with the law are examined with particular emphasis on those children that are arrested and detained. A comparison is drawn between the Children’s Act CAP [28:04] OF 1981, the Children’s Act 8 of 2009 and the South African Child Justice Act 75 of 2008 and the differences between the systems are highlighted. The provisions of the 2009 Act pertaining to children in conflict with the law are discussed in depth and shortfalls of the 2009 Children’s Act are identified. Diversion, as a form of correctional action, is discussed in light of international conventions. The provisions regarding the diversion of child offenders in the Child Justice Act are interrogated. Trial procedures under the 2009 Children’s Act are discussed and compared to those in South Africa including measures in place for the sentencing child offenders in both Botswana and South Africa. After an analysis of the international conventions, legislation and case law, the conclusion is reached that there is a commitment in Botswana towards the protectionand realization of children’s rights especially those who are in conflict with the law. It is recommended in the conclusions that Botswana import some provisions of the Child Justice Act into domestic legislation in order to comprehensively address the plight of children in trouble with the law so as to strive towards maximum compliance with conventions that Botswana has signed.

- Description: Organizations face challenges constantly owing to limited resources. As such, to take advantage of new opportunities and to mitigate possible risks they look for new ways to collaborate, by sharing knowledge and competencies. Coordination among partners is critical in order to achieve success. The segmented South African public sector is no different. Driven by the desire to ensure proper service delivery in this sector, various government bodies and service providers play different roles towards the attainment of common goals. This is easier said than done, given the complexity of the distributed nature of the environment. Heterogeneity, autonomy, and the increasing need to collaborate provoke the need to develop an integrative and dynamic coordination support service system in the SA public sector. Thus, the research looks to theories/concepts and existing coordination practices to ground the process of development. To inform the design of the proposed artefact the research employs an interdisciplinary approach championed by coordination theory to review coordination-related theories and concepts. The effort accounts for coordination constructs that characterize and transform the problem and solution spaces. Thus, requirements are explicit towards identifying coordination breakdowns and their resolution. Furthermore, how coordination in a distributed environment is supported in practice is considered from a socio-technical perspective in an effort to account holistically for coordination support. Examining existing solutions identified shortcomings that, if addressed, can help to improve the solutions for coordination, which are often rigidly and narrowly defined. The research argues that introducing a mediating technological artefact conceived from a virtual community and service lenses can serve as a solution to the problem. By adopting a design-science research paradigm, the research develops a model as a primary artefact to support coordination from a collaboration standpoint. The suggestions from theory and practice and the unique case requirement identified through a novel case analysis framework form the basis of the model design. The proposed model support operation calls for an architecture which employs a design pattern that divides a complex whole into smaller, simpler parts, with the aim of reducing the system complexity. Four fundamental functions of the supporting architecture are introduced and discussed as they would support the operation and activities of the proposed collaboration lifecycle model geared towards streamlining coordination in a distributed environment. As part of the model development knowledge contributions are made in several ways. Firstly, an analytical instrument is presented that can be used by an enterprise architect or business analyst to study the coordination status quo of a collaborative activity in a distributed environment. Secondly, a lifecycle model is presented as meta-process model with activities that are geared towards streamlining the coordination of dynamic collaborative activities or projects. Thirdly, an architecture that will enable the technical virtual community-centric, context-aware environment that hosts the process-based operations is offered. Finally, the validation tool that represents the applied contribution to the research that promises possible adaptation for similar circumstances is presented. The artefacts contribute towards a design theory in IS research for the development and improvement of coordination support services in a distributed environment such as the South African public sector.

Research also indicated that the differences between perceived organisational ethicality and relative self-ethicality exist. Additionally, research showed the influence of perceived ethical culture and relative self-ethicality has indicated a relationship between organisational identification and wellbeing respectively. However, to date and to the researcher’s knowledge there has been no investigation of the relationship between these four constructs. This research study was quantitative in nature in which a questionnaire was utilised as a research method. A sample of 111 respondent from three organisations in the automation industry in the Eastern Cape, Port Elizabeth was utilised for this research study. The main findings indicated that an alternative model resulted to be a good fit through structural equation modelling. The results illustrated that organisational ethicality has an influence on how employees identify with their organisations and how this relationship influences wellbeing. Therefore, it is worthwhile to invest in an ethical organisational culture for the sustainability of the organisation and its employees’ livelihoods. This study contributes to the literature based on perceived ethical culture, organisational identification, and workplace wellbeing. - Description: This project asserts that revolution is characterised by the expression of unthinkable possibilities, and so addresses the paradox implicit in any attempt to "write revolution." That is, how does one represent revolution without reducing it to an ordered term of reference, and thereby subduing its radical character? Additionally, can transformative action be conceptualised as a creative project to which an ethical subject may, and in fact should, be drawn? To answer these questions, my investigation develops in three strands. I combine the radical theory of Alain Badiou with similar affirmations of revolutionary intervention from Slavoj Žižek and Paulo Freire, and so create an aesthetic that affirms revolutionaries as agents of supplementary creativity. My first purpose is thus to establish revolution as a productive enterprise that enables peace, rather than a destructive undertaking that introduces violence. This done, I apply the resultant conceptual tools to literary representations of radical transformation, and demonstrate that my aesthetic enables new readings of the literature of revolution to which it is applied. In the course of my analysis, I also evaluate the suitability of Badiou's ethic as a standpoint from which to engage with literature on revolution. Ultimately, then, the aesthetic I construct not only contests the notion that radical transformation is always destructive, but also renders one sensitive to revolutionary literature's excessive and supplementary dimensions.

- Description: This research examined the legal nature of the presumption of guilt created by section 235(2) of the South African Tax Admiration Act and considered whether or not its practical application violates the taxpayer’s fundamental right contained in section 35(3) of the Constitution, which gives every accused taxpayer the right to a fair trial, including the right to be presumed innocent. The research also provided clarity on the constitutionality of this presumption because it has been widely criticised for unjustifiably violating the taxpayer's constitutional right to a fair trial. The conclusion reached is that the presumption created by section 235(2) of the Tax Administration Act constitutes an evidentiary burden rather than a reverse onus. It does not create the possibility of conviction, unlike a reverse onus where conviction is possible, despite the existence of a reasonable doubt. Therefore, it does not violate the accused taxpayer’s the right to a fair trial and the right to be presumed innocent and hence it is constitutional. Accordingly, the chances that the accused taxpayer will succeed in challenging the constitutionality of section 235(2) of the Act are slim.

- Description: This research examined the legal nature of the presumption of guilt created by section 235(2) of the South African Tax Admiration Act and considered whether or not its practical application violates the taxpayer’s fundamental right contained in section 35(3) of the Constitution, which gives every accused taxpayer the right to a fair trial, including the right to be presumed innocent. The research also provided clarity on the constitutionality of this presumption because it has been widely criticised for unjustifiably violating the taxpayer's constitutional right to a fair trial. The conclusion reached is that the presumption created by section 235(2) of the Tax Administration Act constitutes an evidentiary burden rather than a reverse onus. It does not create the possibility of conviction, unlike a reverse onus where conviction is possible, despite the existence of a reasonable doubt. Therefore, it does not violate the accused taxpayer’s the right to a fair trial and the right to be presumed innocent and hence it is constitutional. Accordingly, the chances that the accused taxpayer will succeed in challenging the constitutionality of section 235(2) of the Act are slim.

No dedicated source exists for choral diction in Afrikaans as a foreign language. This study reviews personal views and literature from various fields that would inform several key elements necessary for the creation of such a source. The primary data for this study was collected through study questionnaires, completed by expert choral conductors who are highly regarded for their success in teaching and performing Afrikaans diction in non-Afrikaans mother tongue speaking choirs, in performance settings such as the ATKV-Applous Choir Competition. Through its proposition of methods for the improvement of Afrikaans diction practices in the non-Afrikaans choral setting, the study promotes the prolific composition of Afrikaans choral literature, and its ubiquitous inclusion in choral repertoire both in South Africa and abroad.

Grounded in literature pointing to the value of narrative in supporting learning and the need to explore new modes of communicating science, this study explores the potential of narrative in science education. - Description: The tractive force has to be interrupted during a gear-shifting operation in a manual vehicle transmission, leading into a decrease of speed while changing gears during the acceleration process. Therefore in a racing application, the shifting time has to be as short as possible so that the required performance of a racing car can be achieved. The following dissertation describes the development of a transmission control system to enable gear changes within a manual gearbox, which was designed for the Formula Student racing series. Various solutions were developed on the basis of reviewed literature, technical data of components and experiences of Formula Student teams. Following this, a comparison of the concepts by means of a utility analysis identified the pneumatic actuation of selector forks to be the most suitable concept. This was mainly due to the expected shifting time, the weight, and its advantageous energy supply requirement. After the selection of the actuators and the position sensors, the system was implemented into the drivetrain to check the tment and the technical feasibility. To draw conclusions regarding the shifting time and to prove the functionality of the system, an open test bench was constructed. Additionally, the hardware and software had to be developed to enable the test run. After the manufacturing and assembling of the test bench, the optimal settings for the test run were determined. By comparing the achieved shifting time of alternative solutions, an improvement in the driving performance of a Formula Student race car is probable.

Non-Governmental Organisations (NGOs) and poverty reduction strategies in Zimbabwe: The case of the Catholic Development Commission (CADEC) in the Binga district

The research method used was triangulation and the theoretical framework combined insights of both the Basic Needs Approach and the Capability Theory. The core argument which has emerged is that despite criticisms levelled against NGOs that they cater for immediate relief and basic needs, the operation of CADEC in Binga shows in contrast that NGOs can operate in such a way that the capabilities of the participants can be enhanced or expanded such that the Binga district can be capable of independently engaging in sustainable livelihoods and development. This study argued that participation in projects has enabled CADEC to realise and expand people’s capabilities and participation was identified as a means of gaining a sustainable livelihood. To achieve the objectives of the study the researcher collected data using a survey questionnaire and in-depth interviews. The study was framed within the concept of Fundamental Human Needs by Manfred Max-Neef and the Capabilities Approach of Amartya Sen. The concept of Fundamental Human Needs argues that human needs do not change but the ways of satisfying the needs do change and unsatisfied needs results in poverty. The Capabilities approach on the other hand, sees poverty as caused by the deprivation of human capabilities. These theories were utilized for this study because they complement each other. Max-Neef believed that development should focus on promoting community agency where beneficiaries are the primary actors for development. Development for him is people-centred, participatory and environmentally sound whilst the Capability Approach of Sen is of the view that development is about developing or expanding human potentials. Being anchored on these two theories this study found out that CADEC use supplementary feeding, sustainable projects such as gardens and livestock production, educational initiatives, the provision of shelter and participatory development as strategies to alleviate poverty in the Binga district. CADEC’s long term projects that focus on farming practices and sustainable livelihoods have enabled Binga people to respond to their poverty. Thus, the results of this study substantiated the views on Max-Neef and Sen since CADEC does not only provide for basic needs but also enhances the capabilities of the people in Binga. However, even if the majority of the respondents believed that CADEC has managed to reduce poverty in Binga, a lot still needs to be done since poverty is still the main problem in the district.

- Description: It is widely acknowledged that the organised wildlife and hunting industry in South Africa contributes significantly to the country’s economy, as well as to the effective management and conservation of wildlife on privately owned land. Despite this, hunting has come under increasing attack by anti-hunting proponents who wish to bring a ban on hunting. A number of broad shifts across society at large and lobbying against hunting by anti-hunting proponents have given rise to legitimate concerns regarding the social acceptability of hunting. To maintain the social legitimacy of hunting, it is imperative to put strategies in place to actively broaden the base of public acceptance of hunting. Towards this aim, this study is an empirical investigation of the causal determinants of the public’s attitudes towards hunting and of the implications it holds for improving the social legitimacy of hunting. The study commenced by building a sound theoretical foundation from the available literature on the measurement of attitudes, the structure and formation of attitudes, the instrumental and experiential aspects of attitudes, attitudinal ambivalence, the psychology of strong attitudes, as well as the phenomenon of cognitive dissonance. Thereafter, the study turned to identify an adequate and empirically valid research approach for investigating attitudes and its causal determinants. A popular attitude theory in social psychology, namely the theory of reasoned action, was identified as a suitable conceptual framework for conducting this study. According to the reasoned action model, the salient behavioural beliefs people associate with a particular behaviour form the informational foundation (or cognitive foundation) on which their attitudes towards the behaviour are based. More specifically, the model suggests that peoples’ overall attitude towards a behaviour is a function of their perceived probability that a behaviour will produce certain outcomes (belief strength), as well as the degree to which they judge the perceived outcomes of the behaviour as positive or negative (outcome evaluation). The methodological design of the study’s empirical component was strictly based on the standard procedures prescribed by the theory of reasoned action. Two consecutive and methodologically interrelated surveys were conducted amongst members of the public to collect the study’s primary data. The main salient behavioural beliefs on which different attitudes towards hunting are based were identified and further investigated. The results were analysed from the perspective of the theory of reasoned action and a clear understanding of the causal determinants of different attitudes towards hunting were attained. Based on the findings of the study, a number of conclusions and recommendations were made that may guide the development of future strategies to improve the social legitimacy of hunting. Amongst other things, it was suggested that public education programmes should be developed to address the public’s misconceptions of hunting; that public relation campaigns be undertaken to improve the public’s negative image of hunters; and that hunter education programmes be put in place to make hunters aware of the role they could play at community level to improve the social acceptability of hunting. Detailed guidelines regarding the contents of such education programmes and public relation campaigns were provided.
