- Description: This research sought to understand the perceptions of the township dwellers who are the beneficiaries of the RDP houses in a selected township, Chris Hani block 3 in Mdantsane, East London, in the Eastern Cape. The study specifically sought to establish whether the houses delivered to the residents through the Reconstruction and Development Programme (RDP) adequately meet the basic standards prescribed by the relevant housing policy of South Africa. During the apartheid era black South Africans were marginalised, their development was separate from that of whites and they had no say in what was provided for them, hence they were inadequately housed. On coming into power, the post-apartheid government undertook through legislation to provide sustainable, adequate housing that would address the needs of the historically disadvantaged citizens/poor people of South Africa. The main finding of this study conducted on a sample of ten RDP housing beneficiaries, through personal interviews is that, the RDP is a good programme; however, its implementation is characterised by corruption and greed. The people, whom the programme is meant to benefit, have never been involved in their own development with the results that the houses provided to them, are of a sub-standard quality. The houses do not adequately address the housing needs of the people. The housing policies are also not adequately implemented. It is the author’s hope that the recommendations made by this study, if implemented, will improve the standard of the RDP houses provided to the poor people of South Africa.

A critical analysis of the dynamics of intergovernmental relations in Zimbabwe

- Description: The field of intergovernmental relations (IGR), both from a conceptual and practical perspective presents a contested order in Zimbabwe’s political and public administration discourse, with a fairly long and complex historical and institutional context. The advent of colonialism in Zimbabwe (then Rhodesia) gave birth to a dualised form of government with a separatist development agenda. The dualistic model of government was anchored on a segregationist centralist ideology that advanced a white supremacist agenda while entrenching underdevelopment in native areas. This was attained through the use of draconic and ingrained racially discriminatory laws, ordinances and policy enactments, inter alia, the 1910 High Commissioner’s Proclamation, the Native Councils Act, the African Councils Act, and the District Councils Act which supported the overriding philosophy of colonialist hegemony. The direct rule policy was used and in practice, administrative, political, judicial and legislative powers were under the purview of the whites. Under this political dispensation, the nature of IGR was typically a master-servant relationship as African institutions had limited policy latitude under the tentacles of race-driven white control over the socio-economic and political space with an exploitative and subservient underpinning. The demise of colonialism and the birth of independent Zimbabwe in 1980 ushered a new political dispensation. The post-independence government embarked on a number of reforms aimed at dismantling the racist undertones of government. These reforms include the expanded decentralization frameworks supported by legislative instruments and policies such as the 1984 Prime Minister’s Directive and the 1996 thirteen principles of decentralization. Other key reforms are the 1996 Urban Councils Act, Chapter 29:15 and the 1988 Rural District Councils Act, Chapter 29:13. However, it is important to note that despite this plethora of legislation and reforms purportedly meant to dismantle racist backed institutional differentiation, the new national government did not depose its excessive control on sub-national governments. It is therefore an insoluble contradiction that the legislation and institutions created in post-independence Zimbabwe promoted the autonomy of sub-national governments while broadening democracy and citizen participation. This era rather presents an aporetic discourse epitomized by the national government’s perfection of colonial dominance approaches through creating legislation and institutions to retain wide and extensive control of sub-national governments. The Global Political Agreement of 2009 culminated into the promulgation of the Constitution of Zimbabwe Amendment Number 20 of 2013 with provisions for devolution of power, Provincial and Metropolitan Councils and the enshrinement of Local Government as a tier of government with constitutionally guaranteed autonomy. However, despite these reforms with far reaching implications on the configuration of IGR, the ZANUPF led national government is lethargic in implementing them. This has sparked controversy as these constitutional reforms and their potential to promote an integrated and efficient system of governance may turn out to be a pyrrhic victory. This is so because the necessary legislation anchoring the constitutional reforms may not be created in the foreseeable future as the current national government views devolution, for instance, as tantamount to surrendering political power to sub-national institutions. The purpose of the study was to critically examine the dynamics of intergovernmental relations in Zimbabwe. The overlapping authority model of IGR and the theory of networked governance underpinned the study. A comparative study of IGR was conducted focusing on two federal nations (United States of America) and Nigeria) and two unitary nations (United Kingdom and South Africa). A qualitative phenomenological methodology was used and the sample size was 20 respondents selected using the purposive sampling technique. Data was collected using in-depth interviews and analyzed using thematic analysis and critical discourse analysis. Key findings of the study reflected on the conception and relevance of IGR in unitary nations in contrast to classical perspectives that restricted the field as a discourse of federalism. The study established that the unitary system of Zimbabwe is anchored on a strong centralist ideology that suffocates the autonomy of sub-national institutions. In the same context, there is absence of political will on the part of the ZANUPF led government to implement crucial constitutional reforms that have a bearing on the configuration of IGR. The study also revealed that political party incongruence is a threat to intergovernmental coordination, integrated planning and collaborative development. Various recommendations were made from the study and these include that national government should expedite the implementation of the Constitution, codification of IGR by way of legislation and rationalization of fiscal transfers and intergovernmental fiscal equalization.

- Description: The current task environment in the South African public hospitals has reconfirmed the importance of researching on the psychological environment and its influence on individual employee performance. The motivation of this study is to examine the relationship between psychological capital and psychological empowerment on the one hand and organisational citizenship behaviour on the other hand among nurses within selected public hospitals in the Eastern Cape Province of South Africa. This contributes to the theoretical conceptual knowledge on how performance can be enhanced through the appropriate provision of psychological resources in the workplace and the promotion of competence, efficiency and sustainability of organisations. Survey questionnaires were used to collect data. Inferential analysis from SPSS was carried out to understand the antecedents and consequences of organisation citizenship behaviour. An overall model of the study was also identified through AMOS using structural equation modeling. Findings from the selected South African public hospitals indicate that there is a significant positive relationship between psychological capital and psychological empowerment on the one hand and organisational citizenship behaviour on the other hand among nurses within the selected public hospitals. The results validate certain aspects of the Conservative frame work and the Job Demands Resources Model. The study recommends that hospital managers and supervisors should determine the social networks in their hospitals as a strategy to promote performance and organisational citizenship behaviour. Individual employees who are located at the fringes of the network must be recognised and empowered. This allows for the comparison evaluation of both individual and organisational characteristics on organisational citizenship behaviour and the promotion of slack resources which are important in maintaining a steady organisational performance which further widens organisational capacity.

Third, the limited uptake of remote sensing based technologies in water quality management due to lack of skills, as well as the lengthy and complex procedures involved in retrieving water quality parameters. This thesis aims to explore the possibilities of using satellite data and simple software for mapping and collecting water quality data. The broad goal was to determine the function of software dedicated to meet the requirements of a remote sensing-based eutrophication-monitoring system. Two specific goal were set in this study: 1. To extract software requirements from available eutrophication management documentation. This was necessary to determine the functions of the dedicated software that matches the legislative requirements and 2. To determine a design capable of handling spatial and temporal requirement of a remote sensing based eutrophication-monitoring system. The study applied Goal Based Requirement Analysis Model [GBRAM] model to extract goals from the National Eutrophication Monitoring Programme [NEMP] implementation plan document and recent publication on remote sensing of water quality monitoring conducted in South Africa. Afterwards, the study used object-oriented concepts to model suitable data objects and processes to implement spatial-temporal requirements of a remote sensing-based eutrophication-monitoring system. The main objective of the study was to examine the impact of exchange rate volatility on export performance in South Africa. This relationship was examined using GARCH methods. Exports were regressed against real effective exchange rate, trade openness and capacity utilisation. The research aimed to establish whether exchange rate volatility impacts negatively on export performance in the manner suggested by the econometric model. The result obtained showed that exchange rate volatility had a significantly negative effect on South African exports in the period 2000-2011.

- Description: The effect of real exchange rate volatility on export performance: evidence from South Africa (2000-2011) This study sought to investigate the relationship between exchange rate volatility and export performance in South Africa. The main objective of the study was to examine the impact of exchange rate volatility on export performance in South Africa. This relationship was examined using GARCH methods. Exports were regressed against real effective exchange rate, trade openness and capacity utilisation. The research aimed to establish whether exchange rate volatility impacts negatively on export performance in the manner suggested by the econometric model. The result obtained showed that exchange rate volatility had a significantly negative effect on South African exports in the period 2000-2011.

Informal cross-border trade has become a panacea to most Zimbabweans both employed and unemployed in the middle of the socio-economic crisis which has eroded the standards of living in Zimbabwe. This study is an eye opener to those who view informal cross-border trade as merely a survival strategy. It explores the efficacy of informal cross-border trade as a poverty reduction strategy looking at its viability and sustainability despite criticism by many people who associate informal cross-border trade with all kinds of negativity. It thrusts forward the agenda of participatory poverty reduction agenda within a nexus of partnerships and relationships between the government, non-governmental organization, institutions and families. Informal cross-border traders have maneuvered their way out of the chains and shackles of poverty even though it has been tough due to many obstacles from different angles. They have helped to distribute the scarce goods and products in Zimbabwe as a consequent of the socio-economic crisis. If they are given a better platform they can 5 perform much better than they are getting at present. Thus this study advocates the forging of networks between various stakeholders in both the formal and informal sector in order to fight against poverty.

Assessing the vulnerability of resource-poor households to disasters associated with climate variability using remote sensing and GIS techniques in the Nkonkobe Local Municipality, Eastern Cape Province, South Africa

The research methodology was comprised of 1) assessment of vulnerability levels and 2) the calculation of established drought assessment indices comprising the Normalized Difference Vegetation Index (NDVI) and the Normalized Difference Water Index (NDWI) from wet-season Landsat images covering a period of 29 years from 1985 to 2014 in order to objectively determine the temporal recurrence of drought in Nkonkobe Local Municipality. Vulnerability of households to drought was determined by using a multi-step GIS-based mapping approach in which 3 components comprising exposure, sensitivity and adaptive capacity were simultaneously analysed and averaged to determine the magnitude of vulnerability. Thereafter, the Analytical Hierarchy Process (AHP) was used to establish weighted contributions of these components to vulnerability. The weights applied to the AHP were obtained from the 2012 - 2017 Nkonkobe Integrated Development Plan (IDP) and perceptions that were solicited from key informants who were judged to be knowledgeable about the subject. A Kruskal-Wallis H test on demographic data for water access revealed that the demographic results are independent of choice of data acquired from different data providers (χ2(2) = 1.26, p = 0.533, with a mean ranked population scores of 7.4 for ECSECC, 6.8 for Quantec and 9.8 for StatsSA). Simple linear regression analysis revealed strong positive correlations between NDWI and NDVI ((r = 0.99609375, R2 = 1, for 1985), 1995 (r = 0.99609375, R2 = 1 for 1995), (r = 0.99609375, R2 = 1 for 2005) and (r = 0.99609375, R2 = 1 for 2014). The regression analysis proved that vegetation condition depends on surface water arising from rainfall. The results indicate that the whole of Nkonkobe Local Municipality is susceptible to drought with villages in south eastern part being most vulnerable to droughts due to high sensitivity and low adaptive capacity.

Factors contributing to relapse of adult drug users in Buffalo City Municipality Metropolitan, South Africa

- Description: According to the WHO [2014], one in every 14 people is regular users of drugs, adding up to a total of 3.74 million people (taken as a percentage of the population as of 2013). While the United Nations Office on Drug Crimes (UNDOC) revealed that in 2015, 167,750 people have died due to direct use of drugs, the patterns of drug use have increased from 1.3% to 9.8% in 2018 (UNDOC, 2018:49-51). The Eastern Cape is one of the poorest provinces of South Africa characterized by a poor primary and secondary education system, a lack of basic facilities, and poor transport infrastructure. It is evident that South Africa in general, and the Eastern Cape in particular, is experiencing a major problem with drug and substance abuse, which is especially common in school-going children. Furthermore, the Eastern Cape have limited access to specialized drug rehabilitative services due to the geographical location of existing services and the cost associated with travelling. Rehabilitation centres are available in both the State-funded and privately-owned institutions, yet the researcher was perplexed as to why, despite the proven effectiveness of the rehabilitation program in the private health care facility, relapse of the drug abusers in the Eastern Cape continues to occur. This study aimed to explore and describe the reasons why adult drug abusers who previously completed a detoxification program at Clinic A in Buffalo City Municipality, relapse after discharge. Understanding the reasons or factors of relapse assisted in the formulation of recommendations to adjust the program and prevent or reduce relapses. In this study, a qualitative, descriptive, contextual and exploratory, qualitative research design was followed to gain insight into and understand the reasons that contributed to the relapse of the adult drug abuser in a private health care facility in the Eastern Cape. 9 The population was defined as the entire group of persons who met the inclusion criteria, who relapsed after successful completion of a drug detoxification program. The sample consisted of 25 relapsed persons who were willing to participate. In Phase 1 of the study, the researcher invited relapsed adult abusers who were readmitted for the detoxification program from January to December 2019 to participate in an individual interview. The data was then reduced into patterns, categories and themes by clustering and coding the data according to Tesch’s steps of analysis. In Phase 2 of the study, the researcher critically analysed the detoxification program currently used in the private health care facility. National and international articles and best-practice standards were also consulted. Finally, a literature control was done to place the findings of the study in the context of what was already known. In the phenomenology, the literature should be reviewed after data collection and analysis so that the information in the literature does not influence the researcher in any way. In phase 3 of the study, the researcher wrote recommendations to improve the detoxification program at Clinic A [BCM].

Community development and rural poverty in Zimbabwe : a policy perspective

Zimbabwe adopted the Poverty Alleviation Action Plan (PAAP) under which community development programme was initiated. Community development projects by NGOs and government did not manage to meet the needs of the impoverished communities in Mvuma rural communities. More so, the incremental approach to policy making adopted by the government of Zimbabwe failed to embrace the principles of community development, for example, participation of community projects beneficiaries on everything that impact to their way of living. Despite all the efforts to alleviate rural poverty in Mvuma rural district there is still persistence of rural poverty, characterized by poor roads and struggling of most families to meeting basic needs. Mvuma rural communities are rich in mineral resources and water sources that can be utilized instead of relying on external resources through NGOs. This therefore, calls on the government and NGOs to collaborate towards capacitating Mvuma rural dwellers in order to help alleviate poverty. This study employed qualitative approach to research as it was aimed at describing and understanding rather than explaining human behaviour. Purposive or judgmental sampling was applied. This technique was used as the researcher wanted to get hold of the people who are directly or indirectly linked to implementation of community development projects. However, quantitative method was used to gather demographic information. The PAAP policy relevance to poverty reduction in Mvuma rural district and in Zimbabwe in general was the heart of this study.

The study conceptualizes disasters and development from multiple angles. The nested relationship between disasters and development are reinforced with the use of multiple disaster risk reduction strategies to mitigate vulnerability in both rural and urban areas. Hence, this study opted for the mixed methods approach from conceptualization throughout the research process so as to capitalize on the strengths entrenched in both qualitative and quantitative approaches. Drawing on a mixed methodology approach, this study approached the variables from multiple dimensions since disasters and development are intertwined. Evidently, the study demonstrates that disasters and development have a strong nexus, theoretically and practically. This confirms the study hypothesis that disasters and development are correlated, as disasters can both destroy development initiatives and create development opportunities, and that development schemes can both increase and decrease vulnerability. The study also found that policy practice in Zimbabwe is heavily fragmented, thereby leading to incoherent policy implementation. This results in increased vulnerability and huge disaster impacts that erode development gains therefore compromising achievement of sustainable development goals. Hence, the study recommended for the adoption of a Disaster Risk Reduction theoretical framework in cementing the disasters and development linkages theoretically and pragmatically. DRR enhances community’s resilience capacity in curtailing the progression of vulnerability and mitigate the accelerated incubation of disasters that impact on development strides.

Mineral resources can be a blessing and can lead to socioeconomic transformation of a country if they are managed transparently, accountably, inclusively equitably and sustainably. On the other hand, these subsoil capital assets can be a ‘curse’ and lead to poverty, conflicts amongst interest groups, elite capture, corruption and economic stagnation if they are not properly managed. Good governance of mineral resources seeks to ensure that the harnessing of mineral resources benefits the economy, enhances the quality of life and reduces poverty amongst citizens. The mining sector of Zimbabwe has risen to be the key economic sector in terms of its contribution to the GDP, FDI, fiscal revenue, exports and employment creation, particularly after the discovery of diamonds and more gold deposits in the country. However, in spite of the growth of the mining sector and its elevation to the mainstay of the economy, glaring dire socioeconomic conditions in terms of unemployment and high poverty levels, poor health, education and household incomes, leads one to question the way the country’s opulent mineral resources are being governed. The study used a mixed methods approach, through use of primary data (quantitative and qualitative data) and secondary data (archival data) as the basis for the collection as well as analysis of data. Complementarity of the research methods was achieved through use of data from household survey with 160 households in Mhondoro-Ngezi, Chegutu, Kwekwe and Shurugwi and in-depth interviews with officials of government ministries; of Finance and Economic Development, Health and Childcare, Primary and viii Secondary Education, local councillors, CSOs; ZELA and ZIMCODD, Traditional chiefs and ZASMC. The study established that mining growth is contributing somewhat to socio-economic development through employment creation, corporate social responsibility, CSOTs, ESPOs, taxation and royalties, but broad-based development has not taken place in the four districts. The study proposes a holistic mineral resources governance and socioeconomic development framework. The study recommends the Repeal of MMA and gazetting of a more comprehensive legal framework, implementation of constitutional provisions on transparency, accountability and stakeholder inclusion, adoption of free online tools for mineral processes disclosure, consolidation of the mining fiscal regime and so on.

Complementarity of the research methods was achieved through use of data from household survey with 160 households in Mhondoro-Ngezi, Chegutu, Kwekwe and Shurugwi and in-depth interviews with officials of government ministries; of Finance and Economic Development, Health and Childcare, Primary and viii Secondary Education, local councillors, CSOs; ZELA and ZIMCODD, Traditional chiefs and ZASMC. The study established that mining growth is contributing somewhat to socio-economic development through employment creation, corporate social responsibility, CSOTs, ESPOs, taxation and royalties, but broad-based development has not taken place in the four districts. The study proposes a holistic mineral resources governance and socioeconomic development framework. The study recommends the Repeal of MMA and gazetting of a more comprehensive legal framework, implementation of constitutional provisions on transparency, accountability and stakeholder inclusion, adoption of free online tools for mineral processes disclosure, consolidation of the mining fiscal regime and so on.

However poor service delivery by government health facilities has threatened to derail initiatives and milestones achieved by the HSCT in improving the health of children. It emerged from the study that the HSCT led to the improvement of the children’s food consumption particularly in terms of quantity. However in terms of quality not much success was recorded because of the small value of the transfer money and also escalating food prices. In addition, the HSCT also led to the reduction of child labour practices as children were enrolled and kept in school hence making them unavailable for work. Money availability also saw external labour being hired to work instead of children. The study noted that the small value of the HSCT is an impediment to the full realisation of child wellbeing. Not much success was recorded in enhancing the nutritional composition of the meals because of the small equitable access to health care was not achieved since private health facilities charge exorbitant fees. Additionally child labour practices could not be totally eliminated because additional income was still needed. The study recommends that for maximum results to be reaped on child wellbeing social cash transfers need to be supplemented and complemented by interventions that strengthens the livelihoods of household. It is also vital to reinforce the goods and services supply infrastructure. This entails the government’s action in strengthening schools, government health facilities and enhancing overall food security in the communities.

Challenges on learning and teaching of fraction operations in Grade 6 - a case study in a South African primary school

- Description: Literature review indicates that world over, fraction operations in primary school are challenging not only for learners but also for teachers and South Africa is not an exception. There have been studies on challenges of fraction operations, but could not locate any study at a Grade 6 level in East London education district. The purpose of this study was to assess the specific strengths and challenges in the learning and teaching of fraction operations in Grade 6 in one of the schools in this district. The research paradigm for this study was post-positivism which adopted a mixed methods approach, utilising both quantitative and qualitative methods. The population consisted of three teachers and 98 Grade 6 learners in one primary school in East London. The learners were under 18 years and in order to comply with South African ethical regulations involving humans, a letter was sent out to all 98 Grade 6 learners’ parents requesting their consent. Only 59 learners brought back the consent letters signed by a parent or legal guardian and hence, the sample consisted of 59 Grade 6 learners. There were two instruments: a survey questionnaire with 15 items for learners and two interview schedules, one for teachers and another for learners. The time to complete the questionnaire was 45 minutes and the time to complete the interviews was less than 20 minutes for learners and 40 minutes for teachers. As part of a pilot study, the questionnaire was given to six learners in 2017 cohort. Also, the questionnaire was given two colleagues teaching Grade 6 from two different schools. Furthermore, two learners from the 2017 cohort and two colleagues from two different schools were interviewed, respectively, to check the validity of the learners’ and teachers’ interview schedules. Based on the feedback, the instruments were modified for use in 2018. The learners were given the questionnaire to answer first before 10 were selected for interviews. Three teachers, one each from Grades 5, 6 and 7 were interviewed. The quantitative data were analysed to lead to a descriptive data presentation. The qualitative data were analysed thematically. It was revealed that there were similarities and differences in the manner in which teachers teach and the challenges they identified. There were similarities and differences among the responses from the learners. They found certain fraction operations challenging and their strengths were similar as well. The common outline of the learners’ strengths were being able to do like-fractions while, their challenges were on doing unlike-fractions. The teachers too concurred with the learners’ views. The learners got confused because they did not understand fractions as part of a whole. The teachers indicated knowledge of more than one teaching method. The teachers also pointed out how times tables is an essential part of being able to do operations of fractions. This study could be beneficial for teachers, learners, parents and curriculum developers. The curriculum developers need to revisit the time frame, the transition between the grades, and how often the concept of fractions appears throughout every term.

- Description: In 2006, a new subject, Religion Studies (RS), was introduced in Grade 10 as an optional subject. It represents a major paradigm shift in education of religion at the public school level. Minimal research has been conducted on the factors influencing the choice of RS in Grade 10 by the learners, subject advisors, principal and educators. This subject might constitute an “easy option” to boost the learner’s performance. Former or “recycled Biblical Studies” educators may be available or even volunteer to teach this subject or they may have to be absorbed within the system. Ethics, morals, cross cultural respect and non-discrimination are critical for the development of the South African democracy. While RS is optional, it could play a critical role towards achieving these outcomes. This study restricted its focus to the Uitenhage District of the Province of the Eastern Cape. After careful consideration, the interpretive approach seemed to offer the best access to the kind of knowledge the researcher desired. A theoretical framework, that narrowly links rational choice with cultural reproduction theory, can prove to be inadequate. This study would be deficient if it was restricted to the family or home factors. Peer influence, self-efficacy or ability, utility value, motivation and teacher or school factors have to be included. The case study approach was used for this research.Semi-structured interviews were used to obtain qualitative responses from learners, from principals and educators whose schools are offering Religion Studies, and from subject advisors with oversight of this subject. This study discovered, inter alia, that learners did not have a real choice but were led to believe that RS was compulsory. The school has an influential role on a learner’s subject choice. Parental participation fluctuated from active to passive guidance. Learners saw RS as an easy subject and an aggregate booster. The school community both informs and influences the subject choice of learners. The peer influence of friends and fellow learners also featured in subject choice. RS teaches about religion and culture, respect, catalyses moral development, is enjoyable and easy to study but requires extensive reading. The limited diversity in RS classes did not allow for this respect to be tested. RS can catalyse the development of moral values. Despite this subject being an aggregate booster, learners enjoyed RS and therefore do well. After balancing the “costs and benefits,” according to rational choice theory, learners choose subjects with a utility value for their future career. RS opens the possibilities directly and indirectly. The majority of learners said that RS will assist them in their career path, not only narrowly in religious and pedagogical vocations but also more widely. RS could assist in careers with constituencies of religious diversity, in the medical field, human resources and journalism. RS fosters citizenship, non-discrimination and the rounded development of the learner and these objectives have attracted educators to teach RS. Learners enjoy RS, have self-efficacy, their performance ranges from good to well. Educators have a positive view of RS and contend that RS fosters respect, analytical, critical, constructive and lateral thinking. Principals were introduced to RS when it replaced Biblical Studies and much confusion between the two has ensued. RS is inclusive and also catalyses the development of morals. Principals emphasised the ongoing need for retraining of teachers through refresher courses, workshops and seminars and an involved role of the Department. Retraining would prevent the RS educator from being an “ad hoc teacher.” The Department has failed to act proactively in the introduction of RS as a new subject. Challenges lie in the integration of learning, essay writing skills and developing good model assessment tasks. Understanding RS terminology, confusion of RS with Biblical Studies, a shortage of resources, the vast content and the subject related methodology of RS are other concerns. All the stakeholder groups confirm this misperception. Researchers also concur with this finding. Biblical Studies educators have no advantage in RS but rather also necessitate retraining. RS, as a new subject with low intake, was not afforded all the requisite support. The number of schools offering RS is static. Provincial officials also reflect confusion of RS and Biblical Studies. The lack of staffing of the subject specialist at the National or Provincial level office is perturbing. Based on this study of the factors influencing the choice of Religious Studies in the FET Band, the following recommendations were made: Steps should be taken to ensure that learners be given a real choice Sharing of detailed information about the unique nature and outcomes of RS including its critical engagement Informed stakeholder groupings e.g. parents, educators, principal, SGB, community, Provincial and National Department of Education should not abuse their influential role of support by overt or covert compulsion Clarity between spiritual formation and catalysing moral development Educators should continue to foster enjoyment of RS Steps to be taken to facilitate integration of learning, developing essay writing skills and encourage good assessment tasks Increase diversity in class so that respect can be tested More information be given about direct and indirect career pathing Need for continual re-training through refresher courses, workshops and seminars Steps to be taken to address inadequate resources of RS Despite the “flattering” results for RS, efforts need to be taken by all the stakeholder groupings to ensure that learner’s competencies become a means in which RS markets itself Concerted on-going effort be made to clarify the confusion between RS and Biblical Studies That the Department assumes a more engaged role in RS Steps be taken by all the stakeholder groupings to encourage religious diversity in the RS class The National Department of Education has to staff both the National and Provincial Offices with well-equipped and highly motivated leaders.

Based on this study of the factors influencing the choice of Religious Studies in the FET Band, the following recommendations were made: Steps should be taken to ensure that learners be given a real choice Sharing of detailed information about the unique nature and outcomes of RS including its critical engagement Informed stakeholder groupings e.g. parents, educators, principal, SGB, community, Provincial and National Department of Education should not abuse their influential role of support by overt or covert compulsion Clarity between spiritual formation and catalysing moral development Educators should continue to foster enjoyment of RS Steps to be taken to facilitate integration of learning, developing essay writing skills and encourage good assessment tasks Increase diversity in class so that respect can be tested More information be given about direct and indirect career pathing Need for continual re-training through refresher courses, workshops and seminars Steps to be taken to address inadequate resources of RS Despite the “flattering” results for RS, efforts need to be taken by all the stakeholder groupings to ensure that learner’s competencies become a means in which RS markets itself Concerted on-going effort be made to clarify the confusion between RS and Biblical Studies That the Department assumes a more engaged role in RS Steps be taken by all the stakeholder groupings to encourage religious diversity in the RS class The National Department of Education has to staff both the National and Provincial Offices with well-equipped and highly motivated leaders.

Fraud tolerance level as a predictor of insurance claims behavior: A South African Study

An insurer’s strength exists in its ability to foresee, assess, price and mitigate current and emerging risks. Despite the value that insurance brings to maintaining and sustaining society there is large scale abuse of the various insurance products on offer. The abuse is predominately committed through the submitting of either false or inflated claims which negatively impacts the entire insurance value chain from underwriting to claims processes. Insurance claims fraud is classified as opportunistic or organised. Opportunistic claims fraud consists of claims inflation or claims padding for a genuine loss while organised claims fraud involves the lodging a claim for a loss that did not occur and usually involves staging of incidents. Opportunistic fraud is the most common type of fraud experienced by insurers and presents the greatest challenge to the insurance industry. While there are challenges in accurately determining the true costs of insurance fraud; there is consensus that the costs are significant. In response to incidents of insurance fraud insurers have implemented various measures to curb fraud; these measures range from the establishment of insurance crime bureaus, creation of internal investigation teams and the employment of technology as early warning systems. These measures although useful have not been able to be very effective as insurance fraud still continues to rise. Studies indicate that consumer attitudes towards insurance fraud play an important role which must be considered when developing fraud prevention strategies. Tolerance has been identified as an important factor which influence consumer v attitudes towards insurance fraud. Previous studies found that factors such as high insurance premiums, excess payments, consumer relationship with insurers, consumer’s previous claims experience and societal acceptability of insurance fraud played a role in shaping a consumer’s tolerance level. This study was undertaken to explore the role that policyholder tolerance has on predicting claims behaviour in the South African insurance market. The study also aimed at identifying reasons which motivated policyholder’s to commit and deter them from committing insurance fraud. A further aim was to identify the common types of insurance fraud and to measure policyholders’ perceptions towards their primary insurer, the insurance industry, brokers and insurance assessors. The fraud triangle and the theory of planned behaviour were used as theories in support of this study. Primary data for this study was gather through an online self-administered questionnaire and the sample population consisted of policyholders within the shortterm insurance market. A total of 560 completed valid questionnaires were received and analysed. The study shows that respondents have low levels of tolerance for insurance fraud. Results indicated that financial pressure, greed, financial benefit and opportunity were reasons why policyholders’ committed insurance fraud in SA. Factors which deterred policyholders from committing insurance fraud included consumer integrity and honesty, fear of being caught and prosecuted and fairness and value for money. vi Respondents indicated that inflated claims were more prevalent than false claims and it was easier to submit an inflated claim than a false claim. Regarding perceptions the study shows that respondents have a more positive view of their own primary insurer than the insurance industry in general, brokers and insurance assessors. Lastly, the research identified five factors that significantly explain levels of short-term insurance fraud tolerance, namely 'Unfairness/injustice', “Have policyholders’ best interest at heart”, 'Industry relations', ‘Opportunity’ and 'Morality'. The findings of this study could be useful to insurers when developing consumer education and awareness programmes. There exists opportunities for future research regarding several aspects of insurance fraud which was not dealt with in this study.

Traditional thought behind job satisfaction prescribes that satisfied employees tend to be more productive, creative and committed to their jobs; all of which are imperative to ii achieving an organisation’s bottom line. There has been some controversy surrounding the nature of the relationship between job satisfaction and organisational citizenship behaviour, which is another factor that is regarded as important in achieving organisational effectiveness. Some studies have shown that organisational citizenship behavior is a result of job satisfaction. In this regard, the present study focuses on the extent to which job satisfaction influences organisational citizenship behaviour among selected organizations in Zimbabwe. The study hypothesised that job satisfaction correlates positively with organisational citizenship behaviour. Participants in the study comprise of middle level management, supervisors and lower level employees. Two questionnaires were combined to collect data for the study. The Minnesota Satisfaction questionnaire was used to collect data on job satisfaction whilst a questionnaire by Konovsky and Organ (1996:253) was used to collect data on organisational citizenship behaviour. The results show that employees in the organisations surveyed report moderate levels of job satisfaction and organizational citizenship behavior. It was established that there was a substantive correlation between job satisfaction and organisational citizenship behaviour.

It also undertook an exploration of factors affecting the implementation of the National Decentralisation Policy in Zomba District Council and made recommendations which can positively contribute to the effective implementation of the National Decentralisation Policy in Zomba District Council. Using both qualitative and quantitative research design, data for the study was collected using interviews, questionnaires and document analysis. The study found that the implementation of the National Decentralisation Policy in Zomba District Council during the period under study was unsatisfactory. The major challenges to the implementation of the National Decentralisation Policy in Zomba District Council were largely linked to the absence of councilors in the current council setup, violation of legal instruments governing the implementation of the National Decentralisation Policy by the incumbent leadership, lack of political will among the ruling elite to see full implementation of the National Decentralisation Policy, poor performance of structures operating in place of ward and council committees and inadequate finances at the disposal of Zomba District Council. The study concluded that Zomba District Council needed ward councilors to fully implement the National Decentralisation Policy. However the study also observed that it would be impossible to attain the objectives of the decentralization policy if there was no political will on the part of the incumbent leadership to see the National Decentralisation Policy implemented in full at Zomba District Council.

The results suggest that (1) there is a long run relationship between inflation and unemployment (2) monetary policy reacts more to variations in inflation compared to variations in unemployment. Secondly, the relationship between inflation and unemployment as explained by the Phillips curve is investigated.
