- Description: Online version of original print edition of the Special Publication of the J.L.B. Smith Institute of Ichthyology; No. 58 , Bothus swio is described based on one adult male specimen collected off the coast of Mozambique. Males of this species appear to differ from all known congeners because of their narrow interobital region. Other characters useful for its identification are lack of ocular appendages, relative positions of the anterior margins of the eyes, number of lateral-line scales, length and colour pattern of the ocular-side pectoral fin, lack of orbital spines, dorsal- and anal-fin ray counts, and lack of colour pattern on the blind side. Bothus swio most closely resembles B. pantherinus and B. tricirrhitus.

- Description: Online version of original print edition of the Special Publication of the J.L.B. Smith Institute of Ichthyology; No. 59 , Six species of the genus Chascanopsetta are currently recognized. Recent work on otolith morphology from specimens identified as C. lugubris raised the possibility that three forms of C. lugubris are found in the western Indian Ocean. Re-examination of the voucher specimens showed that one of these forms is a new species, C. kenyaensis, from Kenya and Somalia. The other two forms may show differences in otolith morphology due to ontogeny. The new species most closely resembles C. prorigera from the Hawaiian Archipelago, Emperor Seamounts, and the western North Atlantic. These two species differ in lateral-line scale counts, body depth, upper-jaw length, and coloration. Many comparative specimens of C. lugubris were examined. It was found that this species’ distribution rounds the Cape of Good Hope from the southwestern Indian Ocean into the southeastern Atlantic. Specimens from this southern African region show higher dorsal- and anal-fin ray counts than those from more northern areas in the Atlantic, western Pacific, and Indian oceans. There is some indication that what some authors refer to as the Indo-West Pacific subspecies C. lugubris lugubris rounds the Cape of Good Hope and also occurs in parts of the eastern Atlantic. A more thorough comparison of C. lugubris from different regions is needed.

- Description: Online version of original print edition of the Special Publication of the J.L.B. Smith Institute of Ichthyology; No. 9 , Klipfishes of the subfamily Clininae are among the dominant intertidal fishes in southern Africa. Except for a few tropical clinine members such as Clinus xanthosoma Bleeker, Clinus ekloniae McKay and Petraites roseus (Gunther), these diverse temperate forms seem to be replaced by members of the Blenniidae in the intertidal zone of the tropical Indo-Pacific. Klipfishes have not been collected often in the tropical IndoPacific, but often enough to indicate a distribution for C. xanthosoma from Japan through the Philippines to Indonesia and Ceylon. In a recent publication Shen (1971 b) has brought our knowledge of C. xanthosoma up to date and described a new genus, Springeratus to house this species. The status of C. halei has been and still remains uncertain since Day described it in 1888. While collecting fishes at Mauritius, an undescribed intertidal clinid was obtained. This population of live-bearing klipfish contributes to our understanding of the zoogeography and possible relationships of Australian and southern African Clininae. Penrith (1969: r 14) hypothesized sea-weed transport of a clinid ancestor from Australia to South Africa. The Mauritian species favours her hypothesis as well as casting some doubt on the validity of Springeratus as a genus different from Clinus (sensu Penrith, 1969).

- Description: Online version of original print edition of the Special Publication of the J.L.B. Smith Institute of Ichthyology; No. 63 , Three species of the Apogon bandanensis group are found in the Red Sea, the widespread Apogon guamensis, the endemic Apogon annularis, and a new endemic species Apogon zebrinus. Colour patterns, number of gill-rakers, body depth, second anal spine length, pectoral-fin length, and caudal peduncle depth are important aids for identification of the Red Sea species. Two synonyms of Apogon guamensis were based on juvenile material: Apogon ocellatus from Madagascar and Apogon spongicolus from the Red Sea. Rüppell’s, Günther’s and Klausewitz’s concepts of Apogon annularis are reviewed. Apogon erdmani is a synonym of Apogon annularis. Apogon savayensis and another wide spread new species were not found in any Red Sea collections we examined.

- Description: Online version of original print edition of the Special Publication of the J.L.B. Smith Institute of Ichthyology; No. 57 , The genus Caffrogobius Smitt, 1900 is composed of seven species. The members of the genus are moderate size gobies, reaching a length of 10-14 cm (SL). The species of the genus are characterized by a combination of the following characters: Cheek papillae pattern transverse; dorsal segmented rays: 9-14; anal segmented rays: 8-12; caudal segmented rays: 16-18; pectoral rays: 16-23. Scales along the body: 30-64; transverse rows of scales: 9-23; vertebrae: 27 (11+16 or 10+17); formula of fin pterygiophores: 3-22110. Six species of Caffrogobius are found around the southern part of the African continent (Mozambique to Namibia): agulhensis (Barnard, 1927), coffer (Gunther, 1874), gilchristi (Boulenger, 1900), nalalensis (Gunther, 1874), nudiceps (Valenciennes, 1837), and saldanha (Barnard, 1927). Some of them are very similar to each other. In most species extreme variability in the colour patterns and in meristic counts was found. C. gilchristi is considered here as a valid species and a senior synonym of C. multifasciatus (Smith, 1959). A seventh species dubius (Smith, 1959) from the Seychelles is listed and briefly described.

A “Horrific Breakdown of Reason": Holmes and the Postcolonial Anti-Detective Novel, Lost Ground
- Authors: Naidu, Samantha
- Date: 2017
- Language: English
- Type: text , book
- Identifier: http://hdl.handle.net/10962/157980 , vital:40136 , ISBN 978-1-137-55595-3
- Description: Using the notion of “negative hermeneutics,” this chapter examines how Michiel Heyns’s novel Lost Ground draws on the heritage of the Sherlock Holmes stories. It argues that Heyns’s representation of contemporary South Africa necessitates a shift from the emphasis on the epistemological quests of nineteenth-century detective fiction to the “negative hermeneutics” and ontological concerns of postcolonial anti-detective fiction. An analysis of Lost Ground reveals direct intertextual and metatextual references to “The Silver Blaze,” yet the novel subversively presents a detective figure that is the antithesis of Holmes. Thus the chapter demonstrates how in postcolonial social and cultural contexts the ratiocinative process is hermeneutically inadequate and socio-political analysis comes to replace, or combine with, the feats of reason epitomized by Holmes.

- Description: Online version of original print edition of the Special Publication of the J.L.B. Smith Institute of Ichthyology; No. 54 , After examination of Col. Tickell’s unpublished manuscript and colour paintings of Burmese fishes, Day (1888) listed the surgeonfish Acanthurus tristis Tickell as a synonym of A. tennentii Gunther (1861); he gave the dorsal-fin spine count of 8 and provided a colour description, including mention of a white margin on the caudal fin. Of the species of Acanthurus, only A. pyroferus Kittlitz from the Pacific has 8 dorsal spines. Randall (1956a) treated tristis as a synonym of this pecies; the differences in colouration between tristis and pyroferus were regarded as within the range of variability of the latter. Both forms were observed together in Bali in 1982-1991. A. tristis is therefore regarded as a valid species and is redescribed. In the interest of stability of nomenclature, a neotype for A. tristis is designated.

- Description: Book abstract. Every politics is an aesthetic. If necropolitics is the (accelerated) politics of what is usually referred to as the ‘apolitical age’, what are its manoeuvres, temporalities, intensities, textures, and tipping points? Bypassing revelatory and reconstructionist approaches – the tendency of which is to show that a particular site or practice is necropolitical by bringing its genealogy into evidence – this collection of essays by artist-philosophers and theorist curators articulates the pre-perceptual working of necropolitics through a focus on the senses, assignments of energy, attitudes, cognitive processes, and discursive frameworks.

- Description: This book investigates why Africa has been marginalised in IR discipline and theory and how this issue can be addressed in the context of the emerging Global IR paradigm. To have relevance for Africa, a new IR theory needs to be more inclusive, intellectually negotiated and holistically steeped in the African context. In this innovative volume, each author takes a critical look at existing IR paradigms and offers a unique perspective based on the African experience. Following on from Amitav Acharya and Barry Buzan’s work, Non-Western International Relations Theory, it develops and advances non-Western IR theory and the idea of Global IR.

African Foreign Policies: Selecting signifiers to explain agency

- Language: English

- Description: This book explores, at a time when several powers have become serious players on the continent, aspects of African agency, past and present, by African writers on foreign policy, representative of geography, language and state size. In the past, African foreign policy has largely been considered within the context of reactions to the international or global 'external factor'. This ground-breaking book, however, looks at how foreign policy has been crafted and used in response not just to external, but also, mainly, domestic imperatives or (theoretical) signifiers. As such, it narrates individual and changing foreign policy orientations over time - and as far back as independence - with mainly African-based scholars who present their own constructs of what is a useful theoretical narrative regarding foreign policy on the continent - how theory is adapted to local circumstance or substituted for continentally based ontologies. The book therefore contends that the African experience carries valuable import for expanding general understandings of foreign policy in general. This book will be of key interest to scholars and students of Foreign Policy Analysis, Foreign Policy Studies, African International Relations/Politics/Studies, Diplomacy and more broadly to International Relations. , Introduction / Paul-Henri Bischoff -- What Next? Past and present African foreign policy concepts and practices / Paul-Henri Bischoff -- The African Union as a Foreign Policy Player: African Agency in International Cooperation / Tshepo Gwatiwa -- Unprincipled Pragmatism and Anti-Imperialist Impulses in an Interconnected World: The Zuma Presidency, 2009-2017 / Mzukisi Qobo -- Towards A Strategic Culture Approach to Understanding and Conceptualising Ethiopia's Foreign Policy Towards Israel and the Middle Eastern Arab Countries / Makonnen Tesfaye -- Nigeria's Foreign Policy and Intervention Behaviour in Africa: What Role for Agency? / Olumuyiwa Amao -- Zimbabwe and New Signifiers: Towards a cultural political economy of Foreign Policy Making / Mike Mavura -- Realist Conceptions of Kenya's Foreign Policy and Foreign Policy Behaviour: A Theoretical and Contextual Disposition / Korwa Gombe Adar and Mercy Kathambi Kaburu -- Addressing the Conceptual Void of African Small State Foreign Policy in Orthodox Theory: A Case Study of Botswana's Principled Pragmatism / Kabelo M. - Description: Africa’s place in the world has been closely linked to the idea of development. Building on post-development theory’s critique of development, Matthews’ chapter asks whether and how we can move beyond development in Africa. She argues that contrary to the wishes of some post-development theorists, we cannot retrieve, discover, or create something that is purely not-development, entirely non-Western, and fully outside of coloniality. However, this does not mean that we ought to acquiesce in the face of the powerful discourses that have come to dominate the way in which we talk about Africa. The chapter tentatively explores some possible ways in which development can be both resisted and reappropriated in creative ways.
