This study aimed to establish the relationship between green behaviours and the performance of small businesses in South Africa. Green behaviours are measured as consisting of green entrepreneurial orientation, green technology dynamism and green innovation behaviour. Conversely, performance is defined as consisting of environmental performance, objective performance and subjective performance. Design/methodology/approach: To achieve the purpose of this study, the study adopted a positivist paradigm which is motivated by the quantitative approach using a descriptive research design. Self-administered questionnaires were employed with a sample of 180 participants that were randomly selected across small businesses in the Buffalo City Metropolitan Municipality in the Eastern Cape province of South Africa. Findings/results: The major findings of the study, using simple linear regression analysis, revealed that a significant positive relationship between green entrepreneurial orientation and environmental, objective and subjective performance does exist. However, the hierarchical regression analysis results revealed that green technology dynamism and green innovation behaviour do not moderate the relationship between green entrepreneurial orientation and performance as measured by environmental, objective and subjective performance dimensions. Practical implications: Based on the findings of the study, small businesses need to develop policy related to promoting green behaviours, given that green entrepreneurial orientation has been found to be related to performance. This study examined the relationship between household debt and consumption spending, for the period between 1994 and 2013. Given this background, the study empirically examined the relationship between stock market development and savings mobilization in South Africa. Employing the Autoregressive Distributed Lag (ARDL) cointegration test for the period 1990 to 2012, using quarterly time series data. Based on the McKinnon-Shaw hypothesis, which advocates that the stock market development promotes the growth rate of savings, a model linking the savings and their determinants was specified. The empirical results revealed that there is a long-term relationship between savings and the other variables including rate of interest, income, age, M3 as a percentage of GDP, bank credit to the private sector as a percentage of GDP, and stock market used in the model. It was also established that the stock market plays a positive role in mobilizing savings in South Africa. In addition, it was also found that the financial sector development has a positive relation with savings, although the interest rate was found to be negatively related to savings. The empirical results indicate that the stock market has a positive effect on savings; however, given the extent to which the financial sector is developed, South Africans in general have access to different financial products which in a way may negatively impact savings as they are net borrowers rather than savers. It is crucially important, therefore, for the general public to be advised on the use of financial products. These empirical results are supported by findings of Mavrotas and Santillana (1999), Kelly and Mavrotas (2003) Odhiambo (2006), Sahoo and Dash (2013), Kapingura and Alagidede (2014), who concluded that the stock market as one of the indicators of financial development positively influences savings.

- Description: There is relatively limited research based on trait anxiety, job insecurity and intention to quit and the relationship thereof. Job insecurity and anxiety are all reported in this study and in literature to have negative mental, emotional and even physical health hazards. The general objective of this study was to determine the moderating effect of trait anxiety on the relationship between job insecurity and intentions to quit. This study was solely quantitative in nature. The sample consisted of 122 municipality employees. The results emanating from the research indicate that there is a statistically significant relationship between Trait anxiety, Job insecurity, and intention to quit among the sample of employees selected to participate in the research, which negatively influences job satisfaction, organisational commitment, job involvement and trust. The study also concluded that trait anxiety was a significant moderator to the relationship between job insecurity and employees’ intention to quit. However, adding job insecurity to trait anxiety did not significantly add unique variance in predicting intention to quit. Thus, adding job insecurity to trait anxiety as an additional predictor on intention to quit, results in a nonsignificant increase in the amount of variation. The findings will aid human resource officers, managers and practitioners who work with the objective of attracting, recruiting and retaining the best staff, the study recommends these stakeholders to continuously review the factors and aspects of the job that may invite the feeling of insecurity on the part of employees.

Rural households are understood to pursue multiple livelihood strategies which involve juggling different economic pursuits as a means of reducing risk and maintaining options. In South Africa, the importance of multiple livelihood strategies is widely appreciated, on the other hand there is a common perception in policy circles that agricultural development can become an important route out of poverty, for instance as part-time small-scale farmers become larger and more commercialised. The purpose of this dissertation is to attempt to better understand the relationship between households’ participation in agriculture and nonagricultural activities. The point of departure is the observation that there is a great deal of flux into and out of agriculture in a way that is difficult to understand in terms of prevailing theories and frameworks. The study makes use of four waves of data from the National Income Dynamics Study (NIDS), and employs a variety of analytical approaches, including transition matrices, multinomial logistic regression, and panel data econometric models. The findings are mixed. In the one hand, there is evidence that households enter agriculture as other income sources become available, and leave agriculture again when those sources dry up. On the other hand, there is also evidence that participation in agriculture compensates for the absence or loss of other income sources, in which case agriculture can be thought of as a ‘residual’ sector that is activated when other options fail.

Therefore this thesis attempts to establish the impact that the money market has on Financial Development in South Africa. The main objective of this thesis is to comparatively examine the impact of the money market on financial development within the banking sector and financial markets sector. Money Markets that function in an era of liberalized interest rates are perceived to have a greater impact on Financial Development than those whose interest rates are repressed. Therefore, the underpinning theoretical literature in this study is the McKinnon-Shaw theory of Financial Liberalization. The study disaggregates measures of financial depth into indicators covering both the banking sector and financial markets sector. A single equation model is used for both the banking and financial markets sectors were the dependant variable for the banking sector model (LRPG) as well as that of the financial markets model (LSBG) are modeled as functions of the money market, real deposit rate, real income and inflation. Stationarity as well as cointegration tests have been employed in the generation of the Error Correction Model. Results obtained confirm that the money market does have a positive impact on financial development and also that factors such as financial liberalization and real income enhance financial development. This was an inevitable piece of study to undertake especially from the point of view to examine which form and philosophy of unionism suits the public sector best. The wildcat strikes and unprotected industrial action that grip municipalities at 10 o’clock early in the day needs deeper thinking and new ground-breaking solutions. Very fundamental questions have to be examined to determine the extent of control SAMWU as a union have over the strategic management environment of the local sphere of state. Lukhanji municipality, given its strategic location happened to host many regional offices of all COSATU affiliated unions happens to be an inconvenient choice of the nucleus of radical trade unionism in Queenstown fall victim and the study examines that. Subsequently to that the municipality fell victim to rigid and radical forms of trade union operations that has strangled it to the point of it losing its character and role of a developmentalist institution in the communities it served. The study also highlights the severe service delivery backlogs in both former Transkei Ezibeleni and Ciskei Whittlesea and how transformation and integration of these two areas have been neglected as shown by the socio-economic profile. The qualitative methodology was used because it seeks to dig out in-depth information so as to understand the causes of food insecurity despite agricultural co-operatives and government assistance being in place. The food security situation was analysed using the sustainable livelihoods and basic needs approaches. The findings of the study reveal that agricultural co-operatives face a number of challenges. These include inadequate funds, poor market places, transport problems, shortage of farming equipment and insufficient water supply. In addition, the ability of agricultural co-operatives to make a worthy contribution to food security is being adversely hindered by poor implementation capacity and financial management. This in turn makes them unable to strengthen and expand their business operations. The study suggests that the government or the municipality should build sustainable water sources like dams as well as provide taps in the community to boost productivity all year round in the agricultural cooperatives hence guaranteeing food security in Nkonkobe Local Municipality,the Eastern Cape and South Africa at large.

This study is interested in "the role of community participation in solid waste management in Likasi municipality in Katanga DRC ". Likasi seems to have a problem with solid waste management, particularly the collection of waste from households, with the main concern being the lack of community participation in solid waste management. The major objective of this research was to assess the role of community participation in solid waste and the challenges of solid waste management of Likasi municipality. The major challenges that the municipality faces in terms of providing solid waste management is, insufficient resources; including personnel (workers), finances and materials. The community’s attitude to the problem is also a challenge. This study used a critical paradigm which adopted qualitative and quantitative methods to design the research and the data collection which used different survey methods. The collected data was analysed using a statistical software package for social sciences, and a total of 68 households, 2 leading municipal officials and 2 leaders of NGOs were randomly selected for the study. The secondary sources for this study were books and journals. The researcher tried to clarify, in the chapters and sections that make up the framework of this study, whether community participation is key to solid waste management for sustainable development and environmental goals, and if the community of the municipality of Likasi participates in solid waste management. This study is also intended to help the public to understand why their participation in service delivery is necessary for the development of their locality, and to help the community to discover their roles and rights and know how to claim them. - Description: The goal to halve unemployment in South Africa by 2014 has remained, to date, elusive. In the particular case of the Eastern Cape Province, the challenge of combating unemployment is even more daunting, as it currently faces high unemployment rates. However, while there is evidence that initiatives to promote employment generation could be reinforced through Local Economic Development (LED) and, in particular, cooperatives, not much has been reported on how cooperatives contribute in minimising unemployment in the Province. The Department of Trade and Industry (DTI) points to the inadequacy of the Monitoring and Evaluation (M&E) of cooperatives as a critical challenge that has largely remained unaddressed. The inadequacy of M&E in respect to the role of cooperatives in employment and LED has affected cooperatives, generally, and those operating in the Eastern Cape, particularly. This study argues for a participatory approach to relevant M&E frameworks and, thus, presents a participatory monitoring and evaluation (PM&E) framework for evaluating cooperatives’ impact on LED. The testable framework for PM&E is partially derived from participatory action research (PAR) methodologies, where the researcher and cooperatives identify and define the problem to be solved. The thesis then develops the framework by integrating PM&E and PAR approaches in the evaluation of cooperatives’ role in employment creation and LED. By reviewing relevant literature, this study identified, assessed, and synthesized important elements for its suggested framework. Research on cooperatives has tended to focus on their role as agents of development, and much has already focussed on sharing relevant lessons learnt. Fewer studies have, by contrast, focussed on an engaged methodology for the evaluation of cooperatives’ efforts in development. The findings of this current study show that a PM&E/PAR framework must be a joint effort of all affected parties; where the researcher and/or facilitator assumes the role of a change agent, and where participants are leaders of the movement in the course for action. This study was based in East London, and the target population consisted of primary cooperatives. Primary cooperatives are defined by the Buffalo City Integrated Cooperative Development Strategy (BCMM ICDS, 2016) are cooperative that have at least five members, and whose aim is providing employment to said members. The research design for this study was exploratory and inductive. As noted previously, this study adopted a qualitative research approach that combined PAR and PM&E. The World Food Programme (WFP) and the government in Zimbabwe are providing food aid to approximately 1.6 million people across the 37 districts in the country. Measures have been undertaken to counter food insecurity in Zimbabwe but to no avail. Food related public policies such as donor aid and government subsidies have also been unworkable for such a long time. In this study a comprehensive analysis of the role of decent rural employment in counteracting food insecurity will be provided. The study also seeks to assess how humanitarian work psychologists can work together with various stakeholders in society so as to curb household food insecurity. The Study population included all the households in Bindura rural district in Zimbabwe. Both quantitative and qualitative research designs were used. The researcher used cluster sampling procedure in which households were divided into groups (clusters) and a sample of the groups was selected. A random sample was then drawn from the elements within each selected group. The results confirmed that those that are not decently employed face a broad range of decent work deficits, exploitation at work and are food insecure, a finding that is similar to other countries. Thus, the researcher concluded that Decent Rural employment do have an impact on food security. Taking a look at the basic tenets of decent employment such as full time employment, a decent income, reasonable working hours and employee benefits among others, the results showed that they all impact on food security. The information obtained will be fundamental for communities at risk and dealing with the issue may help improve food insecurity situation in the country. The role of funding composition on efficiency in public universities in South Africa

- Description: Studies on the relationship between funding and efficiency of public universities in South Africa were triggered mainly by the decline of government spending on public universities while the enrolment of financially needy students is increasing. This increase is a product of government’s initiatives to redress the imbalances in access and success caused by the apartheid regime. However, the government seems to be grappling to strike a balance between its initiatives and funding. While the government’s HE transformation initiatives are appreciated, public universities are caught in a dilemma: their revenue is no longer sufficient for the operations given the increase in the number of unfunded and financially constrained students. It is with this background that the study evaluates the efficiency of public South African universities for the period 2009–2016 and how funding composition affects their efficiency. The study contributes to the existing literature in various ways First, a recent study on this subject matter found a decline in the average technical efficiency (TE) score of the South African public universities from 83percent in 2009 to 78percent in 2013. However, the study did not include non-academic staff among other input variables that are assumed to potentially influence performance outcomes of the universities. We therefore developed an argument that a biased conclusion on the subject matter is likely, if academic staff are assumed to dominate efficiency of public universities in South Africa while the efforts of non-academic staff are not considered. Using a Data Envelopment Analysis (DEA) model, the findings of this study revealed that over the study period the average TE of public universities in South Africa increased from 91percent to 95percent. These results suggest that academic and non-academic staff can be deemed as mutually inclusive variables and therefore neglecting either of them can lead to biased estimated average TE scores. The efficiency levels provided in this study can be used as performance benchmarks for identifying potential improvements required to reach a satisfactory level of efficiency. Second, the literature argues that different streams of revenue utilised for funding universities’ activities can provide alternative incentives which might have an impact on efficiency. However, none of the studies examined comparatively the impact of different revenue streams on the efficiency of the public universities in South Africa. Using a fixed-effects regression model, this study found that only traditional universities’ efficiency can be affected by student fees and private income, while government funding does not seem to bear a significant impact on the efficiency of all universities irrespective of their category. Precisely, student fees enhance the efficiency of traditional universities while private income is deleterious on the efficiency of the traditional universities. The study concluded that traditional universities use students’ fees efficiently to deliver quality academic services in a bid to safeguard their reputation and image while revenue from private funders is not efficiently utilised due to the principal-agent problem. In terms of state funding, it was concluded that government spending on public universities is yet to reach a minimum threshold level at which it can contribute significantly to the efficiency of the universities. Third, recent literature used Stochastic Frontier Analysis (SFA) efficiency scores to determine the drivers of efficiency of public universities in South Africa. Although SFA can control for the stochastic error component in the econometric estimation, the model imposes several theoretical assumptions in the production function which may lead to biased estimations. As a result, several studies on efficiency analysis of Higher Education Institutions (HIEs) around the globe have reverted to using DEA. Using DEA efficiency scores and a Tobit model, this study found that that quality of staff, government funding, student fees, private income, and GDP per capita are positive factors of efficiency while the share of non-white to white staff was found as the determinant of inefficiency. It was concluded that adequate funding and proper management of income by the universities, economic growth and employment of highly educated academic staff can increase efficiency levels of public universities in South Africa, whereas an increase of non-white to white staff in South African public universities is a threat to the universities’ efficiency. Overall, the findings of this study suggest that a cost-sharing framework is inevitable in the South African higher education (HE) system, particularly now that the government is heavily burdened due to the prevailing economic turmoil in the country. As a results, private funders and parents and/guardians are encouraged to honour their portion of obligations with universities. Due to limited funding across all sources, efforts dedicated to strengthen managerial competencies of public universities in South Africa can eliminate the principle-agent problem and therefore promote managerial efficiency. The South African government is encouraged to support its transformation initiatives on HEIs with adequate funding, otherwise the initiatives need to be revisited and revised to suit the current economic environment. - Description: Studies on the relationship between funding and efficiency of public universities in South Africa were triggered mainly by the decline of government spending on public universities while the enrolment of financially needy students is increasing. This increase is a product of government’s initiatives to redress the imbalances in access and success caused by the apartheid regime. However, the government seems to be grappling to strike a balance between its initiatives and funding. While the government’s HE transformation initiatives are appreciated, public universities are caught in a dilemma: their revenue is no longer sufficient for the operations given the increase in the number of unfunded and financially constrained students. It is with this background that the study evaluates the efficiency of public South African universities for the period 2009–2016 and how funding composition affects their efficiency. The study contributes to the existing literature in various ways First, a recent study on this subject matter found a decline in the average technical efficiency (TE) score of the South African public universities from 83percent in 2009 to 78percent in 2013. However, the study did not include non-academic staff among other input variables that are assumed to potentially influence performance outcomes of the universities. We therefore developed an argument that a biased conclusion on the subject matter is likely, if academic staff are assumed to dominate efficiency of public universities in South Africa while the efforts of non-academic staff are not considered. Using a Data Envelopment Analysis (DEA) model, the findings of this study revealed that over the study period the average TE of public universities in South Africa increased from 91percent to 95percent. These results suggest that academic and non-academic staff can be deemed as mutually inclusive variables and therefore neglecting either of them can lead to biased estimated average TE scores. The efficiency levels provided in this study can be used as performance benchmarks for identifying potential improvements required to reach a satisfactory level of efficiency. Second, the literature argues that different streams of revenue utilised for funding universities’ activities can provide alternative incentives which might have an impact on efficiency. However, none of the studies examined comparatively the impact of different revenue streams on the efficiency of the public universities in South Africa. Using a fixed-effects regression model, this study found that only traditional universities’ efficiency can be affected by student fees and private income, while government funding does not seem to bear a significant impact on the efficiency of all universities irrespective of their category. Precisely, student fees enhance the efficiency of traditional universities while private income is deleterious on the efficiency of the traditional universities. The study concluded that traditional universities use students’ fees efficiently to deliver quality academic services in a bid to safeguard their reputation and image while revenue from private funders is not efficiently utilised due to the principal-agent problem. In terms of state funding, it was concluded that government spending on public universities is yet to reach a minimum threshold level at which it can contribute significantly to the efficiency of the universities. Third, recent literature used Stochastic Frontier Analysis (SFA) efficiency scores to determine the drivers of efficiency of public universities in South Africa. Although SFA can control for the stochastic error component in the econometric estimation, the model imposes several theoretical assumptions in the production function which may lead to biased estimations. As a result, several studies on efficiency analysis of Higher Education Institutions (HIEs) around the globe have reverted to using DEA. Using DEA efficiency scores and a Tobit model, this study found that that quality of staff, government funding, student fees, private income, and GDP per capita are positive factors of efficiency while the share of non-white to white staff was found as the determinant of inefficiency. It was concluded that adequate funding and proper management of income by the universities, economic growth and employment of highly educated academic staff can increase efficiency levels of public universities in South Africa, whereas an increase of non-white to white staff in South African public universities is a threat to the universities’ efficiency. Overall, the findings of this study suggest that a cost-sharing framework is inevitable in the South African higher education (HE) system, particularly now that the government is heavily burdened due to the prevailing economic turmoil in the country. As a results, private funders and parents and/guardians are encouraged to honour their portion of obligations with universities. Due to limited funding across all sources, efforts dedicated to strengthen managerial competencies of public universities in South Africa can eliminate the principle-agent problem and therefore promote managerial efficiency. The South African government is encouraged to support its transformation initiatives on HEIs with adequate funding, otherwise the initiatives need to be revisited and revised to suit the current economic environment. This municipality has been marred by violent protests, infighting amongst those who are tasked to oversee the delivery of services. The infighting amongst municipal officials and municipal council which results in minimal involvement of the third leg of the municipality which is the community in the affairs of the municipality. This study sought to explore the roles of good governance in enhancing service delivery in Mnquma Municipality, investigate the challenges that impede good governance practices in Mnquma Municipality and to recommend possible strategies that can be used to enhance good governance in Mnquma Municipality. Good governance has become a popular theme in Africa and worldwide, attributed to the increasing need to alleviate rampant corruption in municipalities, of which Mnquma Municipality is not immune. The study findings indicated that while women are part LED activities in the Makana municipality, the benefits that accrue to them are still minimal and trickling down to very few of them because of egoism and nepotism, corruption and crime, favouritism and poor communication. There is a great need for interventions requiring regular visits from LED officials and provision of educational programs in the local language, to enable the women to have a clear understanding of the benefits that accrue to them from LED projects, notwithstanding the opportunities open to them for participation. The role of the church in social development : the case of selected churches in Nairobi, Kenya

- Description: The church as a unique society was founded by Jesus Christ who also set a pattern for its operations. Primary to the core responsibilities of the church, according to Scripture, is to reconcile creation to the Creator by transforming society to regain its lost nature. The Christian Church in Kenya was established by missionaries from different parts of the world about three centuries ago. It has since grown and spread to almost all the parts of the country, but all the major denominations have vibrant congregations in Nairobi. A quick categorisation of the church in Kenya would be into the Mainline and the Pentecostal churches. This study set out to investigate the perception the church in Nairobi holds on in its involvement in social action, whether the church thinks social action is part of its ministry, and what kind of engagements in social action the church in Nairobi is currently having. The study employed a qualitative approach and an exploratory design. Using the questionnaire and interview methods, data was collected from thirty two (32) church leaders (including pastors) sampled to be representative of the Mainline and the Pentecostal groups of churches. The data was transcribed, coded, categorised and interpreted following the themes which emerged in relation to the study objectives and the nature of the responses. The results of the study show that the church holds different perceptions on its responsibility and involvement with regard to social action. The findings show two extremes: those who see social action as core to the mission of the church and those who think social action is the responsibility of the government or of non-governmental agencies. Generally most churches do not plan or budget for social actions. The few that are engaged in in it the budgets are far too low compared to the other church activities and the plans are unstructured and sporadic Active engagement in social action by the church in Nairobi is therefore, by and large, unplanned and episodic. However, the few who are already engaged in social action have witnessed great success in community transformation. The study concludes that the church has not fully understood its ministry and this could be the reason why social action is not part of its agenda. This further explains the sporadic and truncated nature of social action in the church in Nairobi. The study recommends a review of the curriculum in seminaries and the retraining of practising pastors to embrace holistic ministry. This will address the current misconceptions, address the current dichotomy of sacred-secular in church ministry, and hence increase organised participation of the church in social action.

The role of the office of the auditor general of South Africa in enhancing sound public financial management, with special references to the Eastern Cape Province

- Description: The 1996 Constitution of South Africa and the Public Audit Act of 2004 provide the legislative framework for the Office of the Auditor General of South Africa (OAGSA). The Independent Regulatory Board for Auditors further enriched the interpretation of the framework – for government auditing. Over the years of democratic rule in South Africa, audit performance by State organs was generally poor. Despite the efforts by the OAGSA to improve the performance, very little improvement was notable. Most disturbing was the observation that there was widespread, a prevalence of recurring findings, which indicated that the OAGSA’s recommendations and guidelines were not acted upon, or largely ignored. Firstly, the research study established that the system of capitalist democracy, which comes in different varieties throughout world democracies, indeed brought about a situation where the electorate was effectively removed from its rightful place of being the principal, and had its place taken up by political parties (which are in fact, agents) - which (parties) governed on its (the electorate’s) behalf. This system, taken together with the Principal Agency and the Rational Choice Theories – fully explained the prevalence of maladministration and malfeasance in government in South Africa. Secondly, the study established that the OAGSA has done everything imaginable in its attempts to improve audit performance in government institutions – using the carrot rather than the stick approach. The legislative framework cited above, revealed that the OAGSA has the power to audit and report, while Parliament has the power to enforce corrective action. The lesson of this revelation is: that there is not much that the OAGSA can achieve without a high level of cooperation between itself and Parliament – if audit performance is to be effectively, and appreciably improved in South Africa. A disappointing discovery however was indirectly delivered to the world, through the results of a research study conducted by one Wehner in 2002, on Public Accounts Committees (PACs) (alias Standing Committees on Public Accounts (SCOPAs)) in world democracies. The Wehner study clearly demonstrated that there was nothing contained in these committees’ founding documents or enabling legislation – which in no uncertain terms, directed the committees on what procedures and processes to follow to ensure that their resolutions were acted upon. In other words there was no enforcement mechanism discernible for their resolutions. Thirdly, there were developments in case law in South Africa, which augured well for Constitutional Institutions in general. They are contained in court judgements relating to the mandate of the Office of the Public Protector (OPP). The question at the core of these developments was: whether the decisions or remedial action emanating from the OPP, were binding and enforceable. Two judgements cited as cases in point, one a High Court judgment and another a Supreme Court of Appeal’s (SCA’s), feature in the research report. The SCA, in summary found that decisions of administrative bodies of State – stand in fact and in law, until such time that a court of law invalidates them. The SCA ruled through citing a High Court judgement passed way back in 2004 - that Constitutional Institutions, although not organs of State per se – were certainly included in this 2004 finding, if one considers the rationale of this initial finding, taken together with the purpose for which Constitutional Institutions were established in South Africa in the first place. In conclusion, although visible root causes of poor audit findings appear overall to be poor consequence management and questionable leadership quality in government, the system of capitalist democracy is ultimately to blame. The system certainly had unintended consequences.

- Description: Since 1994, South Africa has undergone drastic fundamental changes in almost every sphere of society. Within education, the change has seen the significant transformation of the education system. One of the primary aims for the transformation of the education system was to provide quality education to all the children of the Republic of South Africa. The School Management Teams (SMTs) were introduced in order to increase accountability within a transformed education system. The aim of the study was to investigate the role of SMTs in ensuring quality education, with the aim of finding sustainable ways of improving the quality of education at the Iqonce high school at the Iqonce high school and the department of Education in the Eastern Cape Province. The objectives of the study were: a) To assess the role played by SMT in enhancing quality education at Iqonce high school in King Williams Town. b) To assess the role played by SMTs in enhancing quality education. c) To assess the challenges faced by the SMT in managing quality education and the functionality of the school. d) To identify training needs for SMTs to operate in their full capacity educational leadership and management. e) To explore an alternative policy framework that will help the SMTs in enhancing quality education. A qualitative research approach was employed and included an interview guide. Participants included four (4) SMT members, six (6) educators and six (6) parents drawn from the SGB of the Iqonce high school in the Buffalo City Metro Education District. Research findings indicated that the Eastern Cape Department of Education (ECDoE) does not fully support the SMT members at Iqonce high school in their role of ensuring quality education. The study made numerous recommendations which included training of SMT members on how to manage the school. The ECDoE must work very closely with SMT members at Iqonce high school, also listens to their concerns. The teachers must understand that in order for SMTs to work effectively they need their support, even other stakeholders must support SMTs. - Description: Since 1994, South Africa has undergone drastic fundamental changes in almost every sphere of society. Within education, the change has seen the significant transformation of the education system. One of the primary aims for the transformation of the education system was to provide quality education to all the children of the Republic of South Africa. The School Management Teams (SMTs) were introduced in order to increase accountability within a transformed education system. The aim of the study was to investigate the role of SMTs in ensuring quality education, with the aim of finding sustainable ways of improving the quality of education at the Iqonce high school at the Iqonce high school and the department of Education in the Eastern Cape Province. The objectives of the study were: a) To assess the role played by SMT in enhancing quality education at Iqonce high school in King Williams Town. b) To assess the role played by SMTs in enhancing quality education. c) To assess the challenges faced by the SMT in managing quality education and the functionality of the school. d) To identify training needs for SMTs to operate in their full capacity educational leadership and management. e) To explore an alternative policy framework that will help the SMTs in enhancing quality education. A qualitative research approach was employed and included an interview guide. Participants included four (4) SMT members, six (6) educators and six (6) parents drawn from the SGB of the Iqonce high school in the Buffalo City Metro Education District. Research findings indicated that the Eastern Cape Department of Education (ECDoE) does not fully support the SMT members at Iqonce high school in their role of ensuring quality education. The study made numerous recommendations which included training of SMT members on how to manage the school. The ECDoE must work very closely with SMT members at Iqonce high school, also listens to their concerns. The teachers must understand that in order for SMTs to work effectively they need their support, even other stakeholders must support SMTs. There needs to be sound annual plans with targets that show how the annual target will be achieved.
