- Description: The demise of apartheid and the ushering in of the New Dispensation in 1994 necessitated the dismantling of the old structures of government which divided the people along racial lines and building a united South Africa based on the principles of the new Constitution.Chapter 10 of the Constitution No. 108 of the Republic of South Africa gives guidelines and principles on how Public Administration should be governed. Section 195 provides for the basic values and principles which govern public administration. The Eastern Cape Department of Education is faced with a problem where the basic values and principles which govern public administration in schools had either not been observed or are completely compromised despite the involvement of labour unions. This is evident in the final results of matrics year after year which became a social concern and the national question. The state of affairs is not improving despite the involvement of labour unions and this prompted the National government to intervene through Section 100. This study will try to explore and mitigate this undesirable state of affairs. The involvement of labour unions is a critical question as to whether their involvement enhances proper governance and policy intentions in schools which will enhance service delivery and increase performance and output results. The researcher followed a multi-method approach to benefit from the diversity of opinions and understand the problem better.

- Description: Local Economic Development has in recent years, gained wide spread acceptance, as a locality-based response to economic challenges. It is now firmly on the agenda of many national and local government and key international agencies. Adopting a desk study approach, reviewing extensive literature on LED, the study sought to establish the impact of LED strategy employed by Buffalo City Municipality, and assess the extent to which it has alleviated poverty. The study shows that the Buffalo City Metropolitan Municipality (BCMM) LED strategy has limited impact on poverty alleviation due to a myriad of factors, which reinforce and interact with each other thereby limiting development and trapping residents in poverty. The thesis argues that there is significant room for a paradigm shift from predominantly pro-growth to pro-poor LED, and the need to adopt a comprehensive LED strategy that seeks to include of both pro-growth and pro-poor strategies. Both cannot operate without the other in the bid to promote development in Buffalo City, mainly with Agriculture, Tourism, and SMME having significant potential to bring about local economic development. Moreover, the promotion of Private-Public Partnerships play an integral role in the socio-economic development of Buffalo City, and more so the participation of local people is even more fundamental, which will give them the opportunity to take charge of their own development. Therefore, the study suggests a new LED agenda, which is pro-poor, holistic, and moves away from ‘piecemeal’ project based LED activities, and adopts comprehensive economic programmes so that LED has significant impact on poverty alleviation.

- Description: The aim of the study was to assess the impact of traditional leaders and ward councillors‟ roles on service delivery in Mnquma Local Municipality. Not much research has been conducted in this field. The researcher wanted to ascertain the extent of conflict between traditional leaders and ward councillors in providing services to the communities and provide mechanisms to harness these. In this study relevant literature and legislative frameworks were reviewed. From the literature review, it was evident that service delivery is essential to the communities, and as such, municipalities have a critical role to play. The data collection instruments used, were questionnaires and interviews. In order to achieve the objectives, questionnaires were distributed to the participants and interviews were conducted. After analysing the data, the researcher formulated conclusions and from those conclusions, some recommendations were made.

- Description: In efforts to alleviate poverty in South Africa, the democratic Government has since 1994 implemented various programs and policies that aim to alleviate income poverty through stimulating employment, developing skills and improving service delivery. One of these policies is Local Economic Development (LED). LED has been adopted by the South African government as a shift from the purely service oriented to developmental local government. The Constitution of the Republic of South Africa, 1996 commits local government to the promotion of social and economic development. Section 152 (1) (b) of the Constitution 1996 further states that local government should ensure that services are delivered in a sustainable manner. The Local Economic Development as a strategy that is aimed at stimulating economic activities at the local sphere has been hailed for its participative nature with communities. Local communities cease to be mere recipients of services; rather they become actively involved in their own economic development. The main objectives of the study were to investigate the effectiveness of the implementation of LED strategies in Nkonkobe Municipality, to find out how Nkonkobe Municipality communities perceive municipal LED efforts and initiatives for poverty alleviation, to determine the challenges which are faced by Nkonkobe Municipality in terms of implementing its LED strategies and to make recommendations on how LED can be strengthened, supported and or improved in Nkonkobe Municipality. Qualitative and quantitative methods of data collection and analysis were used in this study. The study findings suggest that there is still a lot to be done in order to implement LED in Nkonkobe Municipality. There are a number of recommendations made by the researcher to assist the municipality.

It also undertook an exploration of factors affecting the implementation of the National Decentralisation Policy in Zomba District Council and made recommendations which can positively contribute to the effective implementation of the National Decentralisation Policy in Zomba District Council. Using both qualitative and quantitative research design, data for the study was collected using interviews, questionnaires and document analysis. The study found that the implementation of the National Decentralisation Policy in Zomba District Council during the period under study was unsatisfactory. The major challenges to the implementation of the National Decentralisation Policy in Zomba District Council were largely linked to the absence of councilors in the current council setup, violation of legal instruments governing the implementation of the National Decentralisation Policy by the incumbent leadership, lack of political will among the ruling elite to see full implementation of the National Decentralisation Policy, poor performance of structures operating in place of ward and council committees and inadequate finances at the disposal of Zomba District Council. The study concluded that Zomba District Council needed ward councilors to fully implement the National Decentralisation Policy. However the study also observed that it would be impossible to attain the objectives of the decentralization policy if there was no political will on the part of the incumbent leadership to see the National Decentralisation Policy implemented in full at Zomba District Council.

The purpose of the study is to assess the monitoring and evaluation function in the Eastern Cape Office of the Premier. The following research questions will guide the study: a. What is the context, rationale, purpose and claims of the National M&E Policy? b. How does the Eastern Cape Office of the Premier implement the monitoring & evaluation function? c. How does the implementation of M&E by Office of the Premier resonate with intention of the National M&E policy & what are the gaps. In this study, both qualitative and quantitative approaches were used. The use of interviews and questionnaires demonstrates the mix method approach. This approach was preferred since one part of the research analyses policy documents and the other one assesses implementation. The key findings of the research were: Although the context, rationale, purpose and claims of the National and Provincial M&E Policies are clearly articulated, there is no national legislation that gives the Office of the Premier power to enforce the implementation of the M&E policies. Both national and provincial M&E policies are not sensitive to the context of implementation. There is poor enabling environment in the Office of the Premier to implement M&E. There is a gap between planning and M&E functions in the Province the Premier’s Office, Provincial Treasury and Department of Local Government have not succeeded in coordination and the definition of roles and responsibilities for rolling out a Province wide M&E system. The M&E Policies do not address the problem of duplicate reporting in the Province. The M&E Provincial Framework has several limitations that will affect implementation. The National M&E policies are silent on the monitoring role of the legislative branch of government. There is no alignment between the development and monitoring of Service Delivery Improvement Plans with the rest of the implementation of M&E policies. Poor intergovernmental relations in the province make it difficult to fully implement M&E policies. . Programme Managers focus narrowly on day to day management functions with little or no focus on monitoring and evaluation. There was very poor usage for M&E evidence by the for decision making.

- Description: This study was researched at Mnquma Local Municipality of Amathole District Municipality in Eastern Cape Province, in the Republic of South Africa. The study is about: The assessment of relationship between the traditional leaders and ward Councillors and its impact on service delivery: A case of Mnquma Local Municipality. This municipality consists of 61 wards and 41 ward Councillors. The purpose of this study was to investigate what causes tensions in the relationship between traditional leaders and ward Councillors and also how can it be managed and or be improved as it affects production in service delivery and development. Furthermore, the study seeks to find ways through which the relationship between traditional leaders and ward Councillors could be managed to harmonize the relationship between them in order to improve service delivery in Mnquma Local Municipality. Most municipalities which are based in rural areas in South Africa are faced with a lot of challenges which has left development staggering and thus in long run inefficiency in service delivery is caused. As a result of poor service delivery Mnquma Municipality is faced with the challenge of instability towards its management, whereby several Mayors have been chased away through protests, as result service delivery has been hampered and delayed. These challenges are the results of the poor relationship between traditional leaders and ward Councillors over land ownership, control and authority of resources for development. The legislations that govern traditional leaders are ambiguous or rather vague when it comes to their roles and functions in development and service delivery in the new democratic government of South Africa and thus cause the traditional leaders to feel that they are undermined by the ward Councillors whom according to traditional leaders feel they that ward Councillors are more recognized than them. It is in this context that this study seeks to investigate the causes of conflict between the traditional leaders and ward Councillors and how the conflict impacts on service delivery and development and also can it resolved to harmonize the situation. The researcher used a qualitative method to collect data, the questionnaires and interviews were conducted to Municipalities, Traditional Leaders, Municipal Managers, Ward Councillors, Ward Committees and the community. Data was collected and analysed using descriptive method. The researcher came out with the following summary of the findings: The management of relationship between traditional leaders and ward Councillors over ownership of projects, control, land distribution and authority is very poor. Traditional leaders felt that the present democratic government has given too much power to the ward Councillors for most development programs. There is no absolute proper consultation of traditional leaders by neither local government officials, municipalities and ward Councillors before any development is done in their areas. Poor recognition of traditional leaders by ward Councillors and other politicians. There is allegation by the community members and traditional leaders that ward Councillors are bias in delivering services, preference is given to the group that belongs to their party of interest. When there is development projects employment opportunity is not given to the local communities of that area. Traditional leaders are not allowed to actively participate in council meetings.

In this study, the researcher conducted extensive literature on the roles and responsibilities of Councillors as prescribed in the Local Government: Municipal Systems Act and Municipal Structures Act respectively. An extensive review of the relevant local government legal provisions highlighted the authority of the municipal council, internal rules, reporting processes, council committees and the research capacity, as key aspects of the institutional measures required for oversight of budget execution. Equally, the review accentuated the ability and willingness of non-executive Councillors to exercise oversight in the affairs of the Municipality. A total of 20 research sample was selected for this research. Research participants were given research questionnaires for them to complete. This was completed and returned to the researcher for analysis. Key findings of the research was that, the municipal council must use its legal authority to reinforce mechanisms for effective oversight of budget execution. In addition, the municipal council needs to provide an enabling leadership and governance environment that encourages and support non-executive Councillors to actively engage in oversight processes and activities of the municipality. Further to the findings of this research, it was strongly recommended the further research in order to unearth the mechanisms that can further enable the Councillors to ensure optimum utilisation of resources.

Furthermore, they relish the challenge of providing improved services to all by applying the principles of Batho Pele. In order to meet the goals of the study, it was necessary to study the literature on the housing sector, in particular the role of Officials in the Nelson Mandela Municipality and the reasons why people marched and accused Officials of perceived Corruption in Nelson Mandela Bay Municipality. In order to address the research problem and to fulfill the research objectives, an in depth literature study was done. Empirical studies were done by means of face-to-face interviews and Questionnaires with the Sample population from the Community and the Department of Housing officials in NMBM. The findings of the study suggested that there is ineffective client interface, housing waiting lists are not properly managed, there is a lack of transparency in housing allocations, as well as favoritism by Officials, Councilors and Community leaders on the allocation of houses and there is also a problem of the illegal occupation of houses .The study further suggests that the role of Officials and Councilors needs to be improved if it is to serve as a catalyst for effective housing service delivery to the citizens of NMBM. Recommendations were put forward to assist the Nelson Mandela Bay Municipality in improving effective and efficiency Housing Service Delivery.

The study was undertaken to investigate the extent to which co-operatives can act as agents towards sustainable community development. Expectations were that cooperative members can perform better than individuals in terms of working together as a group, sharing responsibilities, contributing larger capital, bringing their skills together, incur lower expenses, generate higher income and therefore earn higher profits to be shared amongst themselves. This would enable members to be able to pay for their families’ basic needs and therefore enhance the standard of living of all members. The overall purpose of the study therefore is to investigate whether cooperatives are the best tools for rural development and poverty alleviation in Inkwanca Local Municipality. The research involves the collection of data from co-operative members in Molteno and Sterkstrooom. The data was analysed in order to establish the performance of cooperatives in terms of their leadership and management structures. The research further looks into the challenges and gaps in the co-operative sector in terms of performance by the members and support by the government and government agencies. The research also investigated the best model that can be used to improve co-operatives so that they can enhance the lives of community members in rural areas. In order to gather information, three different approaches were used in the action research which involved different instruments, such as questionnaires, interviews and observations. In spite of all the challenges facing co-operatives, they have been playing an increasingly important role in facilitating job creation, economic growth and social development. The study concludes by emphasising that for co-operatives to be continuously effective and successful, they must improve their ability to service their members. The study commends government for financial and non-financial support programmes although there is still a room for improvement. In addition, further research is needed o the role played by co-operatives as agents of development in rural areas.

In order to achieve this objective, interviews and self-administered questionnaires were conducted with various respondents in the municipality. The respondents insured the councillors from the five political parties comprising the municipality, municipal manager and section 57 managers, supply chain practitioners. It would therefore be critical important for the management of the King William’s Town District municipality to take into account the results of this study and its recommendations so as to ensure that there is a proper implementation of the supply chain management system within the municipality.

- Description: Exports have considerable effects on economic growth, employment and trade so it is crucial to understand the factors that are responsible for their variation. This study analyses the fundamental determinants of exports using annual South African data covering the period 1980 to 2006. It initially provides an overview of the South African export structure and export growth. A review of theoretical determinants is then specified. The study tests for stationarity and cointegration using the Johansen (1991, 1995) methodology. A vector error correction model is run to provide robust determinant variables on exports. The following variables which have been found to have a long run relationship with exports include: the domestic price of exports, real effective exchange rate, trade openness, foreign income and price of inputs (cost of production). The estimate of the speed of adjustment coefficient found in this study indicates that about 96% of the variation in exports from its equilibrium level is corrected within one year. The results that have emerged from this analysis corroborate the theoretical predictions and are also supported by previous researchers or studies.

- Description: This study examines the patterns in the housing investments in South Africa in an attempt to understand if the possibility of the Tobin Q can be used to interpret the patterns and trends in the South African residential investments. The study, in its quest to explore and expose this intermporal relationship, it makes use of the South African annual time series data from 1960- 2010. The data was computed in different economic and econometric analysis software for better and reliable output, depending on the different level econometric technique that is required and need to be captured by the study. The dynamic investment equation is estimated using general- to- specific ARDL approach to magnify this connection and trends. The study established that combined asset prices and the levels of residential investment affect the long run investment performance rather than the Tobin Q. In the short run the lagged values of the Q, Business investment and residential investments seemed to be influential driving forces of private investment in South Africa. Even if the capital reserves in South Africa seem to be healthy, there is always a dire call for policy to be geared in the direction of the accessibility of credit to guarantee a supplementary conducive investment climate.

The data was computed in different economic and econometric analysis software for better and reliable output, depending on the different level econometric technique that is required and need to be captured by the study. The dynamic investment equation is estimated using general- to- specific ARDL approach to magnify this connection and trends. The study established that combined asset prices and the levels of residential investment affect the long run investment performance rather than the Tobin Q. In the short run the lagged values of the Q, Business investment and residential investments seemed to be influential driving forces of private investment in South Africa. Even if the capital reserves in South Africa seem to be healthy, there is always a dire call for policy to be geared in the direction of the accessibility of credit to guarantee a supplementary conducive investment climate.

Lastly, the study recommends that SMEs, the Zimbabwean government and other supporting institutions such Empretec, ILO and SEDCO take measures to ensure the survival, growth and development of this sector which has the potential to steer the economy. These measures are expected to improve the managerial skills in the SME sector and consequently result in improved performance.

It includes the municipal legislative framework that provides for community participation in decision-making at municipal level. However, in practice, citizens have had little experience of this, which is particularly relevant in contexts of severe poverty and failure by the state to provide basic services. This case study demonstrates the challenges faced by the Centre for Public Participation (CPP), a national NGO, when working to influence central government policy on citizen participation. It also explores the role and influence of international donors in promoting this agenda. From the literature review, it was evident that service delivery is essential in the communities, and, as such, government departments and municipalities have a critical role to play. In order to achieve this goal, an interview was conducted with various interviewees. The participants ranged from the youth to the elderly citizens in the community as well as government officials. The main patterns that emerged from the collected data related to the dissatisfaction of the community about the lack of consultation. It would be advisable for government, especially municipalities, to take cognizance of the results and concerns, in an effort to improve and ensure the effective service delivery, as stipulated in the Reconstruction and Development Programme (RDP) document.

- Description: An employee wellness programme is a programme that promotes and supports the well-being of its employees and is aimed at increasing productivity. Employee Assistance Programmes (EAPs) are used as a means of ensuring employee wellness. Employee Assistance Programme can be defined as a programme aimed at improving the quality of life of employees and their families by providing support and helping to alleviate the impact of everyday work and personal problems. EAPs are intended to help employees deal with their personal problems that might adversely impact their work performance, health and well-being. The main goal of the EAP is to enhance productivity as well as social functioning of individuals.The main objective of the study as to evaluate the Employee Assistance Programmes and the impact of Workplace Wellness on employee performance in the Eastern Cape Provincial Legislature. This was triggered by the fact that Wellness and EAPs are not visible in the ECPL and the Legislature continues to lose employees due to ill-health and resignations. The institution is characterised by a culture of “us” and “them”, us, referring to Labour and them to Management, and therefore resulting in low staff morale. This raised some concern from the researcher as there is an EAP paid for by the Legislature, but awareness, utilisation and effectiveness of the programme remain a challenge. Due to the nature of the institution’s core business, it is perhaps even more vital for the Legislature to create an organisational culture of caring and employees to be nurtured. It is believed that it is more cost effective and beneficial to both the employer and the employee to retain trained employees, than it is to lose troubled employees and hire new ones, in particular because there is no guarantee that the new ones will not, in time also show signs of problems. The researcher used applied research in this study to explore the need for the EAP as well as how best the programme can be implemented. A combination of an explanatory-descriptive design was used for this study because little is known about the phenomenon or programme. For this research, the researcher used a combination of interval/systematic and random sampling to complement each other in reducing any bias that has the potential of occurring when applying interval/systematic sampling. To get representation and precision, the researcher divided 285 employees according to their ranks. The results from this attempt were: Secretariat=25, Management=42, Administrative staff=196, General Workers=33 NEHAWU Shopstewards=10. The researcher then divided employees in each respective category by one tenth or 10% of each category to get the number of respondents from each category to be included in the sample and added up all categories to get the sample size. The sample of this study was thus, Secretariat=1, Management=4, Administrative staff=20, General workers=3 and NEHAWU Shopstewards=1 and made up a sample size of 29. Only one questionnaire was compiled for all the respondents because EAP recognise that employees start from the CEO of a company to the lowest paid employee in that company and, as such considers all employees to be equal. Research results indicated that there are some limitations in the utilisation of EAP and that employees are faced with both personal and work-related problems. Thus it became clear that the whole concept of Employee Wellness and Employee Assistance Programmes needed to be overhauled and restructured to ensure maximum benefit.

The co-operative sector plays an important role in poverty alleviation since many unemployed people have turned to co-operative activities as a way of earning a lawful and decent living during a period in which Zimbabwe generally suffered immense impoverishment in the midst of the national economic meltdown that was characterised by hyper-inflation, de-industrialisation and mass unemployment. The period of study was as from January 2008 to August 2010. This period is significant in that many co-operative societies were formed with the following broad objectives: (a) economic power and through this power; (b) control of socio-economic institution, to eliminate exploitation of man by man to make the people of Zimbabwe self reliant; (c) skills management, goods and services and establish in themselves a sense of confidence, initiative and high development aspirations; (d) to provide an opportunity to develop the community; and a (e) collective way of living that provides a sound base for socialism and national solidarity ix In this study, two hundred and seventy four respondents were used as research subjects. This consisted of one hundred and sixty respondents from housing, twenty four from micro- finance, and eighty eight from agricultural co-operative societies which covered dairy, poultry and fishing co-operative societies. This also included the Registrar of Co-operatives and the Harare City Council Co-operative officer. The research instruments that were used for the purpose of this research study were questionnaires, field visits, interviews and observations. Use was also made of secondary data that was obtained from the offices of Registrar of Co-operatives and the Town clerk of the Harare City Council as well as from the various co-operative societies that constitute the research study’s sample. The key factors that account for the failure of co-operative societies included the lack of adequate funding, lack of relevant knowledge and experience about co-operative activities, conflict among co-operative society members, failure to follow co-operative principles, mixing politics with co-operative activities and lack of education and training. The study also found out that the key to the success of any co-operative venture includes some of the following factors: Proper application of co-operative principles, the provision of co-operative education to both the membership and management of co-operative societies and proper keeping of institutional records. Most important of which include membership, financial and asset registers. x The study recommends that the government should give adequate administrative and financial support to co-operative societies since they have a potential of alleviating poverty if properly managed. It is also further recommended that research be done in order to enhance the strategic management of co-operative societies since empirical evidence tends to suggest that they are a viable tool for broad –based participatory and democratic sustainable livelihoods development. The study also recommended further studies to be carried out on the applicability of cooperative principles in all environments since some co-operative societies that have followed these principles especially in the developed countries have proved to be suitable instruments for poverty alleviation.

- Description: The Eastern Cape Department of Education has a constitutional and legislative mandate to provide quality public education in all public schools within the province. The commitment to improve also involves ensuring effective educator personnel provisioning in public secondary xii schools. However, despite various legislative and policy measures relating to educator personnel provisioning, serious concerns have been raised. There have been concerns over the shortage of educators. There are concerns over the lack of suitably qualified educators, especially in Mathematics and Science subjects. Disparities have been noted between legislative and policy directives with regard to educator personnel provisioning and the expectations of educators based on the realities in public secondary schools. The complications and challenges thereof have called upon for the appraisal of educator provisioning. The objective of the study is to describe and explain the nature and place of personnel provisioning in public secondary schools. Thereafter, evaluate its application at selected public secondary schools in the Eastern Cape Province. The basic intention is to prove that the educator personnel provision policy implementation in public schools needs to be examined and possibly changed for effective results. Basically, personnel provisioning is the first step in the personnel process. It is classified into: Human resources determination; and the Filling of posts The process of filling public personnel posts involves recruitment, selection, appointment, placement, transfer and promotion. In evaluating personnel provisioning policy in public secondary schools, a research study has to be conducted. As an integral part of scope of study, the survey area includes public secondary schools, provincial department offices and educator union/association offices. The questionnaire is used as the appropriate data collection instrument for this survey. The total population for the study are provincial department officials, public secondary school principals, school governing body chairpersons and educator unions/associations. xiii When data was analysed and interpreted, there were various significant findings. The respondents’ demographic details provided a significant insight into the study and its findings. They ensured divergence of opinions and understanding of the personnel provisioning. Regarding human resources determination and the filling of posts in public secondary schools, it was found that there are challenges in terms of the employment of suitably qualified educators. These include among other issues educator dissatisfaction and lack of effective procedures in the filling of posts. This also results in educator shortage in public secondary schools.
