- Description: Education policies remain a contested terrain in both the social and political environments. They are not neutral instruments and are used both to maintain the existing social order and also to promote varying kinds of change or mobility. The South African Schools Act, 1996 (Act 84 of 1996) hereafter SASA, which is the source of all policies that regulate school issues in South Africa promotes democratic methods of school governing and education provisioning that favours the previously disadvantaged groups. The NNSSF is one of the policies of SASA that makes schooling accessible to the poor through school fee exemptions while attempting to close the gap between the rich and the poor through differentiated school funding created according to researched poverty levels and standardized target lists. This has been designed to fulfil one of the essential human rights of man- education that has been entrenched in the Bill of Rights of the Republic of South Africa Constitution, 1996 (Act 108 of 1996) hereafter, Constitution. Thus, the study’s objective is to evaluate the implementation of the NNSSF policy in public schools focussing on school fee exemptions. The extent to which poor parents and learners are given school fee exemptions as they are supposed to according to the policy will be indicators of whether the NNSSF is justly or unjustly implemented in public schools. Learners are the recipients of the right to education. Parents are given the responsibility to fund the education of their children. However, for poor parents to fulfil that they need advice and assistance from the teachers and SGBs to be able to access the school fee exemptions while they have a right to just administrative action and to human dignity in dealing with them. SGBs and teachers have to create a favourable environment for the just implementation of the NNSSF by advising and xiii assisting deserving parents and learners to access school fee exemptions so that the right to education is fulfilled. The duty of in loco parentis and acting in the best interest of the child enforce teachers to do everything possible to ensure that learners access education. EDOs are supposed to guide, monitor and supervise the implementation of the policy while legal bodies should assist parents and learners to demand their right when it is violated through litigation. The study used the method of survey which is quantitative and interviews which are qualitative. Questionnaires and interview schedules were tools used to collect data that was analysed through statistical methods and represented in the form of tables and pie-charts. Various significant findings were made that had a bearing on the implementation of the NNSSF policy in public schools, most important to note is that some learners who have the right to education are aware of this right but do not know how to ensure that it is not violated. Parents are not given the opportunity to decide whether school fees should be charged in their schools. Above that they are not given the advice they need to be able to access school fee exemptions. Some teachers think that by advising and assisting learners and parents they will be buying cheap popularity- showing ignorance. EDOs do not know how schools implement the NNSSF, they are not involved in anyway. Thus the study views the implementation of NNSSF policy in public schools as unjust and recommends that SGBs and teachers need to be educated, guided and monitored by the EDOs on the policy and its implementation. However, these policies do little to naught to meet the aforementioned goals. The Free Education Systems in Nigeria and Ghana, and the Indigenization Policy in Zimbabwe are examples of policies that experienced miscarriage of policy implementation in the past. This study therefore, aspires to explore the Broad Based Black Economic Empowerment policy implementation in the forest sector and specifically identify bottlenecks in the implementation processes in South Africa. Qualitative approach was used in order to meet the primary and secondary objectives of the study. Semi structured interview questions were administered to relevant companies, institutions and the municipality which were purposely sampled to capture the processes of the BBBEE implementation. The study revealed that measured entities are complying with the prescript of the policy but that finance and a continuous policy amendment presents a bottleneck in the implementation dynamics. Lastly, labour intensive measured entities find it impossible to meet the skills development element due to high cost of training. These results suggest that the value envisaged is not being met. The study also found that verification agencies are effectively providing their watchdog function in the implementation of the policy however the use of technology is non-existent in monitoring the process. Finally the study found that agencies are hired by measured entities to verify their BBBEE status which presents a huge inducement for both parties to collude. It also found that the policy is implemented in a top-down approach hence municipalities have been relegated from the implementation process. The study recommends decentralization of the policy in a strategy called Local Economic Equity for the Disadvantaged (LEED) which involves the expertise of white South Africans and permanent resident people in order to build truly inclusive society envisaged by the Constitution of South Africa. Additionally, it recommends the use of technology dubbed e-BBBEE to implement the policy.

A critical study of Charles Dickens' representation of the socially disadvantage

- Description: This research is an examination of Charles Dickens’ representation of the underprivileged in the Victorian society. The socially disadvantaged members that will be under discussion are the poor, women and children, who are of major concern in Dickens’ selected texts namely Bleak House, Great Expectations, Hard Times and Oliver Twist. It is evident that Dickens noted the impact of industrialisation on the Victorian society as it created a massive urban development, leading to a higher class division. Initially, the English society consisted of the aristocracy, the landed gentry and the servants who belonged to the lower class. The influx of industrialisation created a further division of these classes in which there emerged the capitalists or bourgeoisie, who were the industrialists like Mr. Bounderby in Hard Times, and the working class, who were the industrial workers. Although the Industrial Revolution fostered urban growth, it is unfortunate that the number of the poor also increased. Many of them lived under squalid conditions with poor sanitation leading to fatal diseases and even death. Being a socially conscious writer, Dickens depicts the world in which he lives, as a strategy to raise awareness in his readers of what was really happening, and hopefully, to bring social reforms. Apart from the poor, Dickens also portrays the brutal treatment of children at the workhouses. This research will show that Dickens was an obstinate critique of the Poor Law and its administration. Furthermore, it will be proven that Dickens also abhorred child labour because of his own childhood experience. Moreover, his repugnance is also noted in the way he creates child characters like Oliver Twist who are mistreated and exploited as child workers. Dickens representation of women is largely influenced by the Victorian ideology surrounding the role of women in society. It is evident that the English society was very patriarchal and strongly confined women to domesticity. Women were also expected to uphold virtue and purity and if they lost both, they were despised and not tolerated at all by society. Although Dickens creates both the Victorian stereotypical woman who is the “angel in the house,” and the antitypical women who comprise of the prostitutes, those who bear children out of wedlock and the larger than life characters like Mrs. Joe Gargery and Molly in Great Expectations, he is revealing the different types of women one can find in society. Moreover, the juxtaposition of the stereotype and the antitype is also a suggestion of the latter’s struggle to fight against patriarchy by assuming the unexpected. Therefore, this research will prove that Dickens is not a patriarchal writer but he actually sympathizes with the plight of women. A realist and naturalist reading of Dickens’ selected texts will provide literary theory for this research. Writing during the time that both theories were grounded, it is evident that Dickens adopted both elemental forms of writing. A feminist approach to Dickens’ female characters will also foster the analysis. Being a realist and naturalist writer, Dickens is comparable to writers of his time such as Nikolai Gogol from Russia who also employs a similar mode of writing in his works. Dickens’ antitypical female characters are comparable to those of the later feminist writers who have placed much emphasis on the independent female characters. It is evident that Dickens’ creation of violent or impure female characters influenced the feminist writers to use them as representations of female independence.

A critique of local government’s implementation of Free Basic Energy policy for Local Economic Development: The case of Duncan Village, Eastern Cape, South Africa

- Description: This study rests on the arguments that access to electricity is very crucial in addressing the basic need for energy to low income households who are engaged in the informal sector as survivalist traders. This study investigated the energy struggles and survival strategies of informal businesses in Duncan Village to conduct business. The study has also presented major reasons why low income households in Duncan Village are involved in the informal sector business. Literature review and study findings reveal that low income households join the informal sector not by the desire and choice but rather as a survivalist strategy to earn a living; moreover, poverty and unemployment drives people to join the informal sector in an attempt to generate income for a livelihood. This study also laid more emphasis on the challenges faced by the informal business operators in Duncan Village, which include among others, lack of access to financial resources, clean energy, designated structures (shelter) to conduct business, harassment and confiscation of their commodities by municipal and government officials such as metro police. The study used a Qualitative method where structured interviews and focus group discussions were used to collect data. Participants who participated in the study were selected using purposive sampling. A sample size of 40 participants was selected to participate in the study. This included 30 informal businesses that rely on energy to do their business; and 10 municipality administrators from Buffalo City Metropolitan Municipality. Data was analyzed using a content analysis method. Description of the study location, population dynamics, ethical consideration, limitations of the study has equally been presented. The study findings reveal that the informal sector continues to be ignored and excluded from inclusive policy reforms and support by government; this is despite its potential in contributing immensely in the local and national economic growth and development. The study recommends that government needs to restructure its policies and start focusing on investing in inclusive growth by empowering poor or vulnerable people to actively participate, in growing the economy through selfstanding businesses that will create employment opportunities and reduce poverty. There is also need of a broader reflection on the impact of the government‘s ―safety net package which can be done by assessing institutional arrangements in BCMM

The World Health Organization (2001) has claimed that one in four people will be affected by a psychiatric disorder during their lifetime. With this in mind, there is an array of psychometric assessment measures that are used as tools to assist in the mental health care field. Two such measures are the Beck Anxiety Inventory (BAI) and the Beck Depression Inventory-II (BDI-II). These measures are used globally to assist with the diagnosis and treatment of depression and anxiety. However, in South Africa, a paucity of normative indicators exists. This research set out to determine if there are significant differences in performance on the BAI and BDI-II when comparing a sample from the Eastern Cape, South Africa, to the international norms. It was found that performances on the BAI between the local sample and the international sample did not differ significantly. The local sample, on average, performed 4.76 points lower on the BDI-II than those assessed in the international norms. A series of theoretical models are explored in elucidating the findings in this study.

The World Health Organization (2001) has claimed that one in four people will be affected by a psychiatric disorder during their lifetime. With this in mind, there is an array of psychometric assessment measures that are used as tools to assist in the mental health care field. Two such measures are the Beck Anxiety Inventory (BAI) and the Beck Depression Inventory-II (BDI-II). These measures are used globally to assist with the diagnosis and treatment of depression and anxiety. However, in South Africa, a paucity of normative indicators exists. This research set out to determine if there are significant differences in performance on the BAI and BDI-II when comparing a sample from the Eastern Cape, South Africa, to the international norms. It was found that performances on the BAI between the local sample and the international sample did not differ significantly. The local sample, on average, performed 4.76 points lower on the BDI-II than those assessed in the international norms. Data on patients’ demographics, In-hospital care, and Concurrent infection/health condition were collected and analysed in a cross-sectional study, using the univariable and multiple logistic regression. Analysis of data was done with SAS version 9.1.3 and NCSS version 2007 software. Results: In a multivariable logistic analysis of variables found to be significantly associated with Cryptococcal Meningitis in a univariable logistic regression, Being Conscious (i.e. a Glasgow Coma score of 15) (OR= 5.34,CI=2.85-9.99 p =<0.000); Having no history of TB infection (OR=28.91, CI= 3.68-226.89, p = <0.001); No Fits (OR = 2.59, CI= 1.18-5.68 p = 0.017); Being a non-smoker (OR =2.22,CI=1.13-4.34 p = 0.020); and Adhering to treatment instruction and guidelines (OR = 2.38, 1.15-4.89, p = 0.019) were the variables found to be significantly associated with the survival of a Cryptococcal Meningitis patient. The uninterrupted use of Amphotericin B (OR=3.04, CI=1.06-8.72, P=0.038) as a first line regimen was also found to be significantly associated with survival.On the other hand, being unconscious (i.e. Glasgow Coma score <15) (OR =5.34, CI=2.85-9.99, p = < 0.000), Currently having a TB infection (OR = 9.20, CI=2.77-30.57, p = < 0.000), Not adhering to treatment guidelines (OR=2.38, CI=1.15-4.89, p=0.019 ); Being a smoker (OR = 2.22, CI=1.13-4.34, p = 0.020) and having Fits (OR=2.59 CI=1.18-5.68 p=0.017 ) were found to be significantly associated with mortality. Headache (p= 0.505) was found not to be a significant predictor of survival contrary to the findings in many publications on Cryptococcal Meningitis. However, model diagnostics was done and the relevant statistics confirmed the goodness of fit and the predictive ability of the model Conclusion: It has been established in this study that certain baseline variables can be helpful in the prognosis of Cryptococcal Meningitis infection. It is therefore believed that these variables will help in improving the prognosis of the infection especially at the East London Hospital Complex. Though the statistical models will work well in predicting the outcome of Cryptococcal Meningitis infection for patients admitted at the East London Hospital Complex, adequate precaution must be exercised while attempting to apply it in other geographical areas.

Government departments are faced with increasingly complex data and information arising from multiple projects, different departments, divisions and several stakeholders seeking data for divergent end uses. However, an exploratory study of the literature regarding data governance in government departments of the Eastern Cape province of South Africa suggest that there are no clear data governance processes in place within the departments. The research question “How can a data governance maturity evaluation model enhance data governance processes in the Eastern Cape government departments” was derived as a result of a perceived need for government departments of the province to manage their critical data assets in a manner which promotes accurate, verifiable and relevant fiscal and strategic planning. Following the review of current literature in the data governance domain, a conceptual data governance evaluation maturity model was developed and produced. The conceptual model was influenced by the IBM data governance maturity model (2007) and it was aimed at addressing the gaps in the reference model to suit the context of the Eastern Cape government departments and the governance of their data assets. A qualitative phase of empirical data collection was conducted to test the components of the conceptual model. A quantitative instrument, derived from the findings of the qualitative study, as well as the components of the refined model was administered to 50 participants in the same departments where qualitative data was collected, with additional participants being drawn from three other departments. Pragmatism was the guiding philosophy for the research. The Contingency and Institutional theories form the theoretical grounding for the study. Design Science guidelines by Hevner et al (2004), Peffers et al’s (2008) Six Steps in Design Science and Drechsler & Hevner’s (2016) Fourth Cycle of Design Science were employed to construct, improve, validate and evaluate the final artefact. Findings confirmed the literature that data governance is lacking in government departments. It is asserted that the implementation of this model will improve the way data assets are recorded, used, archived and disposed in government departments of the Eastern Cape. The outcome of this research was the development and production of a data governance maturity evaluation model as well as a process document which gives a roadmap of how to move from one maturity level to another.

In this research, we propose the use of a decentralized, flexible and scalable Multi-Agent based system to monitor and manage rural broadband networks adaptively and efficiently. This mechanism is not novel as it has been used for high-speed, large-scale and distributed networks. This research investigates how software agents could collaborate in the process of managing rural broadband networks and developing an autonomous decentralized network management mechanism. In rural networks, network management is a challenging task because of lack of a reliable power supply, greater geographical distances, topographical barriers, and lack of technical support as well as computer repair facilities. This renders the network monitoring function complex and difficult. Since software agents are goal-driven, this research aims at developing a distributed management system that efficiently diagnoses errors on a given network and autonomously invokes effective changes to the network based on the goals defined on system agents. To make this possible, the Siyakhula Living Lab network was used as the research case study and existing network management system was reviewed and used as the basis for the proposed network management system. The proposed network management system uses JADE framework, Hyperic-Sigar API, Java networking programming and JESS scripting language to implement reasoning software agents. JADE and Java were used to develop the system agents with FIPA specifications. Hyperic-Sigar was used to collect the device information, Jpcap was used for collecting device network information and JESS for developing a rule engine for agents to reason about the device and network state. Even though the system is developed with Siyakhula Living Lab considerations, technically it can be used in any small-medium network because it is adaptable and scalable to various network infrastructure requirements. The proposed system consists of two types of agents, the MasterAgent and the NodeAgent. The MasterAgent resides on the device that has the agent platform and NodeAgent resides on devices connected to the network. The MasterAgent provides the network administrator with graphical and web user interfaces so that they can view network analysis and statistics. The agent platform provides agents with the executing environment and every agent, when started, is added to this platform. This system is platform independent as it has been tested on Linux, Mac and Windows platforms. The implemented system has been found to provide a suitable network management function to rural broadband networks that is: scalable in that more node agents can be added to the system to accommodate more devices in the network; autonomous in the ability to reason and execute actions based on the defined rules; fault-tolerant through being designed as a decentralized platform thereby reducing the Single Point of Failure (SPOF) in the system.

A Diagnosis of School Governance in the Eastern Cape Province

- Description: This research conducts a diagnosis of school governance in the Eastern Cape Province with the overriding objective of determining the appropriate strategies that can be recommended for improving the effectiveness of school governance in the Eastern Cape Province. In a bid to achieve this overriding objective, the entire research process was guided by the research objectives and questions that examined; factors determining the effectiveness of school governance in the Eastern Cape Province, the effects of effective governance on performance of schools in the Eastern Cape Province, and the strategies which are used for improving school governance in the Eastern Cape Province. Although the secondary research was accomplished through the review and analysis of the relevant literatures and theories, the qualitative research approach was used in the primary research process. The findings of the study indicate that achieving effective school governance in the Eastern Cape Province is far from being attained for the reason that in terms of the applications of the principles for effective governance, the study reveals that the effective implementations of these principles in the Eastern Cape schools is marred by factors that include; lack of clear outline of SGBs, poor briefing of members about the roles of SGBs, poor consultations of members and stakeholders, poor representation of stakeholders, poor support of school’s staff, lack of well defined vision, and poor documentations of SGBs’ roles. Despite the fact that the findings of the study also indicate that the practices in the Eastern Cape schools are inappropriate for enhancing effective school governance, it was noted that there is still ineffective application of the strategies which can be used for improving school governance in the Eastern Cape Province. As the findings indicate, this certainly undermines the effectiveness of school governance in the Eastern Cape Province. While drawing from both the primary and secondary findings of the study, it was recommended that the school governing bodies in the Eastern Cape Province must; apply the six main principles for effective governance, apply the core components or pillars of good governance and consider implementing the strategies encompassing; considering that common interest and core business issues is one of the strategies, ensuring that the roles, objectives, functions and powers of the school council are clearly understood by all council members, effective planning, policy making and reporting, induction and professional development and learning, communication and information sharing, monitoring, evaluation and improvement. It was suggested that the suggested area for further study would be; “The effects of stakeholders’ involvement on the performance of School Governing Bodies.”

- Description: School-based sexuality education has been the subject of research in the social sciences and pedagogical spheres globally. In South Africa, growing interest among social scientists in the topic, were ignited by the introduction of sexuality education as a compulsory part of Life Orientation (LO) by the late 1990s. However, the implementation of LO has been problematic. Reviewed literature in the current study, reveals how the dominance of the heterosex discourse is foregrounded in LO content on gender and sexuality. The current study was aimed at examining the construction of gendered relationships in LO textbooks. The study sampled LO textbooks for Grades 10-12, learners in these grades are between the mean ages 16-18 years. This group is the target group, because they are legally afforded the right to consent to sexual activity with peers, within the same age bracket. Conducted from a social constructionist perspective, the current study employed qualitative methods of inquiry (textual analysis). Against the backdrop of heterosexuality as norm, it was the aim of the current study to understand the subject positions made available for female learners to construct themselves, within the discursive spaces in LO content. Findings suggest that two discourses namely: the heterosex discourse and the discourse of danger and disease, dominate in LO content on gender and sexuality. This leads to the construction of gendered relationships a s inherently heterosexual, leading to the marginalisation of relationships that fall outside of the norm. The female learner is positioned as a passive-victim, incapable of exercising sexual agency, while young men are positioned as inherently more powerful members of the intimate relationships or dangerous sexual predators. - Description: School-based sexuality education has been the subject of research in the social sciences and pedagogical spheres globally. In South Africa, growing interest among social scientists in the topic, were ignited by the introduction of sexuality education as a compulsory part of Life Orientation (LO) by the late 1990s. However, the implementation of LO has been problematic. Reviewed literature in the current study, reveals how the dominance of the heterosex discourse is foregrounded in LO content on gender and sexuality. The current study was aimed at examining the construction of gendered relationships in LO textbooks. The study sampled LO textbooks for Grades 10-12, learners in these grades are between the mean ages 16-18 years. This group is the target group, because they are legally afforded the right to consent to sexual activity with peers, within the same age bracket. Conducted from a social constructionist perspective, the current study employed qualitative methods of inquiry (textual analysis). Against the backdrop of heterosexuality as norm, it was the aim of the current study to understand the subject positions made available for female learners to construct themselves, within the discursive spaces in LO content. Findings suggest that two discourses namely: the heterosex discourse and the discourse of danger and disease, dominate in LO content on gender and sexuality. This leads to the construction of gendered relationships a s inherently heterosexual, leading to the marginalisation of relationships that fall outside of the norm. The female learner is positioned as a passive-victim, incapable of exercising sexual agency, while young men are positioned as inherently more powerful members of the intimate relationships or dangerous sexual predators. Hence this research aims to define guidelines for selection of broadband technologies and make recommendations on which technologies are suitable for deployment in rural communities, thereby considering facts that are true only within these rural communities. It further undertakes a survey of wireless broadband technologies that are suitable for deployment in such areas. The primary objective of the study is to develop a feedback loop model that will assist in more effective reporting of public safety issues between citizens and the local government. The study followed an interpretivism paradigm and the research methodology employed is the qualitative approach. This was influenced by the existing De Fleur model of communication, secondary data and also semi-structured interviews. The interviews were conducted with eleven citizens and four managers from the Department of Public Safety. It was ascertained that the lack of a feedback loop about public safety issues between citizens and local government is likely to increase public safety issues. Findings revealed that this is because citizens are not continuously updated about their reports and also about the state of public safety matters. Furthermore, the methods of communication utilised lead to poor communication of public safety issues. The study concludes that the introduction of an Information and Communication Technology enabled feedback loop between citizens and local government can help in reducing public safety issues and make public safety officials proactive rather than reactive.

From this perspective I have shown how the selected works of Lyman Frank Baum, Lucy Maud Montgomery and Frances Hodgson Burnett’s writing have contributed to women’s stereotypical roles within society and perpetuated their subjugated position. I have also conducted an examination of the extent to which the female protagonists attempt to emancipate themselves from gender oppression. A comparative study of the selected children’s texts has not yet been conducted and therefore this project serves as a significant contribution to this field of study. An exploration of the historical background of the authors and children’s literature is conducted to provide an overview into the inner workings of the writers’ lives and the historical significance of children’s literature as a genre. The theoretical framework of feminist literary theory is used in the analysis of the selected texts. The connection between feminist literary theory and children’s literature is highlighted and provides further understanding of the purpose of this study. The history of feminism as both a movement and a contemporary literary criticism is explored. Simone de Beauvoir’s The Second Sex is used when analysing the texts’ characters and how they are based on society’s stereotypical gender roles. Luce Irigaray’s Speculum of the Other Woman and This Sex Which is Not One is examined to aid in an exploration of psychological female oppression through feminine and masculine discourse evident in the creation of the novels’ female and male characters. Hélène Cixous’ “The Laugh of the Medusa” and The Newly Born Woman is interrogated according to the stereotypical ideology surrounding the terms masculinity and femininity and how these terms are interpreted in the selected works. Judith Butler’s Gender Trouble and Undoing Gender are additionally explored to assist in the understanding of the concept of gender performativity and through the lens of Butler’s interpolation of gender the move towards the emancipation of women is seen in the selected children’s texts. The close textual feminist analysis focuses on the female protagonists: Dorothy, Anne and Mary as well as the secondary female characters: the wicked witches, Aunt Em, the Queen of the Field-Mice, the princess made from china, Glinda’s female soldiers from The Wonderful Wizard of Oz; Marilla Cuthbert, Rachel Lynde and Diana Barry from Anne of Green Gables and Martha, Mrs Sowerby and Mrs Craven from The Secret Garden. The portrayal of the secondary male characters are additionally explored according to feminist literary theory: The Scarecrow, the Tin Woodman, the Lion and the wizard Oz from The Wonderful Wizard of Oz; Matthew Cuthbert and Gilbert Blythe from Anne of the Green Gables’ and Mr Craven, Colin Craven and Dickon Sowerby from The Secret Garden. - Description: Local government financial sustainability leverages a local municipality’s capabilities to conceptualize and implement an array of its developmental programmes. This thesis evaluates the state of the initiatives for bolstering financial sustainability in the increasingly complex contemporary South African local government sphere. The motive of the study was to identify major paradoxes and a local government financial sustainability model that could be extracted and suggested for mitigating such constraints. Using a meta-synthesis as a principal technique in content analysis, findings revealed that major determinants of local government financial sustainability are often linked to the application of the four-step’s processes in strategic cyclical financial sustainability framework and three foundational constructs for financial sustainability management. The four-step’s processes in strategic cyclical financial sustainability framework were found to aid environmental analysis, identification of the sources of revenues and revenue generation, managing the utilization of the generated revenues and monitoring and evaluation. As it emerged from the findings, these positive effects of strategic cyclical financial sustainability framework are often illuminated by three foundational constructs for financial sustainability that leverage financial risk management, governance and leadership. However, in lieu of the application of relevant mitigating strategies, it also emerged from the analysis of the findings that initiatives that bolster financial sustainability may still be constrained by poor analysis and identification of the level of financial sustainability maturity. Other paradoxes were found to be linked to lack of suitable government financing models, poor strategic financial planning and budgeting as well as lack of effective models for managing equity. However, even in the midst of such paradoxes, findings still indicated that the concept of financial sustainability is a notion which is increasingly being emphasized by the South African local government sphere. To leverage municipal financial sustainability, most municipalities were found to use financial sustainability models and methods such as central financial grant system, SALGA’s model for financial sustainability, investment in revenue-generating activities and managing municipal operational efficiency as a driver of cost 4 | P a g e minimisation. However, despite such significant strides, findings still revealed that even with various socio-economic initiatives undertaken to leverage financial sustainability of the South African local government, the state of financial sustainability in the South African local government sphere seems to be at risk as viewed from such issues as compliance, systematic and strategic levels. As it emerged from the findings, this is attributable to the fact that most initiatives for improving financial sustainability in the South African local government are often still constrained by inadequate municipal capacity, limited income-generating activities, deficient local government procurement system and poor leadership and governance. Such findings seem consonant with theoretical findings that signified the major paradoxes of financial sustainability in the contemporary public sector organisations are often associated with poor analysis and identification of the level of financial sustainability maturity, lack of suitable government financing models, poor strategic financial planning and budgeting and lack of effective models for managing equity. Drawing from these findings, it is argued it is critical that the Department of Local Government adopts and applies the local government financial sustainability model akin to the conceptual model suggested in Figure 1. The application of such a model would require integration and use of the four main pillars (strategic financial planning, income diversification, sound financial administration and management, and own income generation) for local government financial sustainability, three foundational constructs (financial risk management, financial governance and financial ethical leadership) for local government financial sustainability, and three foundational nonfinancial constructs (political stability, fiscal and economic stability, forecasting and sensing to mitigate the devastating negative effects of natural calamities and disaster) for local government financial sustainability. It was further argued that all these must be accompanied by measurement of the overall maturity of the financial sustainability of the local municipality using four perspectives (liquidity, resilience, service and fiscal responsibility and public confidence) of local government financial sustainability in conjunction with the five spectrums (at risk, compliance-based, incremental, strategic and systematic) of local government financial sustainability.

A Framework for Broadband Adoption in Buffalo City Metropolitan Municipality to Enable Citizen Access to e-Government

- Description: E-government has been adopted as one of the cornerstones of the government‘s strategy for making services accessible to its citizens. The aim of this broadband adoption is to provide high quality public sector services via digital channels to improve cost-efficiency and generate benefits to municipality employees and citizen. A major challenge that municipalities face is the lack of public participation which restricts levels of communication between governments and municipalities and the citizen where public misses out on information and services available online, which results in further inequality. This has a devastating impact on service delivery because participatory democracy would be non-existent. Limited IT infrastructure, resistance to change, cultural barriers and exposure of malpractice are main themes related to IT usage or facilitating IT access for the wider public. Furthermore, lack of meaningful participation and freedom of association emerged as themes related to governance effectiveness. A mixed approach within a case study was considered, and data was collected through an online questionnaire and review of current literature. The study collected primary data by conducting web based questionnaires comprising sixty respondent’s citizens and fifteen municipal employees, including Information and Communication Technology (ICT) employees and broadband task team members. Statistical Package for the Social Science (SPSS) to analyse data from questionnaires. The selected BCMM employees of the population were known to have the relevant knowledge, time and experience to participate. Responses to each question developed the framework further based on the findings. Respondents were selected based on their appropriate knowledge and experience of the problem domain. Six experts were selected for final evaluation of the research findings. Firstly, the findings provided on barriers impact on the adoption of e-government. Secondly, on the techniques available to ensure access to e-government within BCMM. Thirdly, on the availability of technologies currently in the Buffalo City Metropolitan Municipality. Finally, on the elements of a Buffalo City Metropolitan Municipality broadband adoption strategy. This study evaluates barriers of e-government adoption, assessing strategies and techniques for accessing e-government services, examines current technologies to support e-government service within municipalities and analyses elements of Buffalo City Metropolitan Municipality broadband adoption strategy. A broadband adoption model was proposed based on empirical findings. Key adoption factors include adoption benefits and drivers, concerns and barriers and adoption interventions. These factors provide an essential foundation for the development of the proposed broadband adoption framework. The contribution of this study is a framework based on the Unified Theory of Acceptance and Use of Technology (UTAUT) and Technology Organisation Environment (TOE) framework to determine factors that influence or restrict a citizen’s intention to use and adopt technology, specifically broadband, in e-government services as a tool for citizen engagement. However, a major characteristic of cloud computing is the anticipated possibilities it holds for small and medium-sized enterprises (SMEs). SMEs typically operate differently from larger firms and are not limited by resource constraints. For SMEs, the reduction in the financial burden normally associated with the adoption of new technologies is a significant benefit of cloud computing due to their financial constraints. In Ghana, SMEs mostly use obsolete technologies and have a slow response towards new technologies. Thus, they are unable to harness the numerous opportunities technology presents to them to stay competitive. Cloud computing is still regarded as a new technology in the business world, therefore research that focuses on its adoption by SMEs to help them stay competitive is minimal. Available research on cloud computing in Ghana does not provide clear guidelines for ensuring a successful adoption process and the continued use of cloud computing services. This study seeks to investigate how a framework can assist SMEs in their use of cloud computing in the Accra-Tema metropolis of Ghana. A knowledge of the factors associated with adoption decisions and those that significantly influence the decision are required to ensure a successful adoption process. The empirical data was gathered using a questionnaire and face-to-face interviews developed from literature and administered to users and potential users of cloud computing. The questionnaire and interviews primarily investigate key adoption factors and the findings are reported in this research study. The findings reveal interesting insights into understanding issues that affect the overall decision to adopt and use cloud computing services by SMEs. The findings show that the adoption of cloud computing can improve information management practices within SMEs. The findings also reveal that several factors need to be considered in the overall decision to adopt and use cloud computing to ensure a successful adoption process.
