The study was undertaken to investigate the extent to which co-operatives can act as agents towards sustainable community development. Expectations were that cooperative members can perform better than individuals in terms of working together as a group, sharing responsibilities, contributing larger capital, bringing their skills together, incur lower expenses, generate higher income and therefore earn higher profits to be shared amongst themselves. This would enable members to be able to pay for their families’ basic needs and therefore enhance the standard of living of all members. The overall purpose of the study therefore is to investigate whether cooperatives are the best tools for rural development and poverty alleviation in Inkwanca Local Municipality. The research involves the collection of data from co-operative members in Molteno and Sterkstrooom. The data was analysed in order to establish the performance of cooperatives in terms of their leadership and management structures. The research further looks into the challenges and gaps in the co-operative sector in terms of performance by the members and support by the government and government agencies. The research also investigated the best model that can be used to improve co-operatives so that they can enhance the lives of community members in rural areas. In order to gather information, three different approaches were used in the action research which involved different instruments, such as questionnaires, interviews and observations. In spite of all the challenges facing co-operatives, they have been playing an increasingly important role in facilitating job creation, economic growth and social development. The study concludes by emphasising that for co-operatives to be continuously effective and successful, they must improve their ability to service their members. The study commends government for financial and non-financial support programmes although there is still a room for improvement. In addition, further research is needed o the role played by co-operatives as agents of development in rural areas.

The respondents were from the most key units of the department of Education Eastern Cape, which are stated in chapter one of the study. The study followed qualitative research approach which included semi-structured questionnaire, observation and document analysis. The findings of the study indicate lack of management and implementation of the code of conduct by the department. They clearly shows, lack of awareness and understanding of the code itself by the general staff members, lack of discipline, poor employee attitude, and unwillingness to improve service delivery and corruption in the department systems. The findings of the study expose lack of understanding of the code of conduct by the civil servants in the Department of Education, Eastern Cape. This can be attributed to lack of induction, orientation and training, in order to understand the importance of the code of conduct. Document analysis revealed that, there was lack of adherence and observation of the department’s established policies, rules, regulations, procedures and flouting of supply chain management processes and corruption in the system which is tantamount to violation of the DPSA code of conduct. These factors all contributed to this department’s failure in achieving clean audit outcomes from the AG during the last term. Department of Basic Education, Eastern Cape Province, received qualified and adverse audit reports between 2009 and 2014 financial years. The study recommends trainings of the department of education officials in the DPSA code of conduct. More vigorous on going ethical training is very crucial in the attempt to promote ethical behaviour, to root out corruption, under performance and vi maladministration activities experienced in this department so as to fast track service delivery to the people of the Province, in the following terms of Government administration going forward.

In this regard, the Eastern Cape is viewed as the most affected province, with the Department of Education identified as culprit number one engaging in corrupt activities. There are a number of contributing factors, as attributed in the study, but most prevalent among these is the vastness of the department, with fewer personnel and less capacity. Challenges of corruption in the Department of Education are perpetrated mainly by the civil servants. This study, researched the challenges of corruption in the Department of Education in the Eastern Cape, in particular by focusing on both the achievements and the limitations that have been experienced; and indeed, there are still numerous issues to be addressed and accomplished. The research, therefore, has been significant in that it touched on critical issues, such as, the public sector in general, which is corrupt. Misappropriation of public resources and corruption immersed the nation, as a whole, into a greater challenge rather than focusing on service delivery issues. There are situations, within the department, where the majority of senior officials, who may be in possession of valuable information, are always under suspension. In all the financial years the Department of Education existed, it always obtained disclaimer or adverse reports from the Office of Auditor-General (AG), despite numerous attempts and interventions by the AG‟s office and the Provincial Treasury to rectify the situation. There are also serious challenges of leadership crises in the Department of Education, both administratively and politically. During the research, that is, between the 2008 and 2010 financial years, there has been no permanent Head of Department; people were only acting in the capacity. vi Even those seconded from national education, could not finish the designated term, because of pressure mainly from the unions.

Municipalities are supposed to encourage the involvement of communities and community organizations in the matters of local government. Municipalities are obliged to establish ward committees and ensure that they succeed in facilitating public participation. However, critiques contend that ward committees have not been able to live up to expectations. The institution is said to be faced by countless challenges that inhibit its functioning. This study has, therefore, been undertaken with the purpose of analyzing the factors that affect the performance of ward committees in the Buffalo City Municipality. The research found that ward committees in the municipality were properly constituted, functional and handle serious issues for the benefit of communities. Communities are not very interested in ward committee meetings and do not solicit assistance from them. Based on the results of this study, the following are the factors which compromise and limit the ability of ward committees to facilitate public participation: lack of remuneration, low levels of education and skills, unavailability of information on municipal issues and activities; and a lack of municipal support. Following the research, it is recommended that municipalities put in stringent measures to detect and curb corrupt practices in ward committees. On annual basis they should provide a meaningful budget allocation for the remuneration and provision of facilities and equipment necessary for ward committees to effect public participation. - Description: The study focused on the factors influencing the procurement processes in the Supply Chain Management. The empirical part of the study was conducted at the Eastern Cape Provincial Planning and Treasury at Bhisho. The Supply Chain Management (SCM) is the organisation’s identification, acquisition, access, positioning and management of resources in order to attain its objectives. Supply Chain Management System is the South African reform process that the South African Government developed, for sound management of procurement activities within government. Section 195 (1) of the Constitution of South Africa, 1996 (Act 108 of 1996), sets out the basic values and principles governing public administration which include a high standard of professionalism, efficiency, economic and effective use of resources, and promoting transparency at all times. Section 217 (1) of the Constitution further states that when an organ of state contracts for goods and/or services it must do so in accordance with the system which is fair, equitable, transparent, competitive and cost effective. Treasury Regulation 16A.6 on the procurement of goods and services provides that procurement either by way of quotations or through competitive bidding processes must be within the thresholds as determined by the National Treasury, and in the case of procurement through bidding processes, the SCM system must provide for the establishment, composition and functioning of Bid Specification, Evaluation and Adjudication Committees. The departmental processes were measured against the applicable prescripts and the study revealed that the departmental processes were in line with the applicable legislation. Areas of concerns were however raised where the department needs to come up with innovative ways to implement the procurement processes to be economical and also to train the officials involved in procurement.

A critical analysis of service delivery system in the health institutions: a case study of Queenstown Private Hospital in Chris Hani District 2013

- Description: Service delivery challenges have been reported between from the health care industry more especially in the Eastern Cape Province this is due to a number of factors such as job satisfaction, productivity, absenteeism and turnover among healthcare employees and as such it affects employees’ organizational commitment and the quality of healthcare services. The aim of the study was to determine the factors influencing job satisfaction among healthcare professionals at Queenstown Private Hospital in relation to the service delivery. The study was conducted among 30 participants. Self-administered questionnaires were used to collect data from the participants. Data was then analysed using statistical tools such as pie charts and graphs. The results showed a high level of job satisfaction result in optimum service delivery in the service industry, more especially in the Queenstown private hospital. Almost 90% of participants were satisfied with their jobs, and there was a high level association between job satisfaction and socio-demographic characteristics. Variables such as opportunity to develop, responsibility, patient care and staff relations were found to be significantly influencing job satisfaction and there was a significant positive medium association between job satisfaction and opportunity to develop,responsibility, patient care and staff relations for both clinical and clinical support staff and consequently the employee performance in their jobs, which resulted in the improved delivery of health care in the hospital at all the times. Satisfaction with one’s job can affect not only motivation at work but also career decisions, relationship with others and personal health. Job satisfaction is also an essential part of ensuring high quality care. Dissatisfied healthcare providers give poor quality, less efficient care.

Throughout the country, today emergence of technology in education paradigm is at the center of education development, terms such as e-Education and e-Learning are popular. The Western Cape Education Department in particular is bound to align its policies and programmes to ensure that they speak the language of the fourth industrial revolution. The Western Cape Government’s (WCG) vision on e-Learning as informed by the White Paper 7, policy document on e-Education and further supported by the National Development Plan (Operations Phakisa), has adopted various policies and projects on education. This includes the game changer initiative of the WCG that gave birth to the e-Learning project. As part of this project the WCG has invested hundreds of millions to implement the project throughout the schools in the Western Cape province. The aim of this study is to enhance ICT solutions in schools, educator professional development, learner upskilling and infrastructure development, in order to achieve social and economic inclusion of the people of the Western Cape. The purpose of this study was to evaluate the implementation of the project, while identifying the challenges experienced and further record corrective measures that should be taken into cognisant in order to achieve the successful completion of the project. The literature review was undertaken to provide an in-depth understanding of the existing subject body of knowledge. This review covers various subtopics on the subject, comprehensive analysis of the phenomena under investigation and furthermore, look at theoretical perspective of project evaluation. Since the challenges were identified and outlined during the course of evaluation, therefore, corrective measures are thus explicitly taken with cognisant in ensuring completion of the project. Factors contributing to national and provincial government debt accumulation in the Eastern Cape

This necessitated a commitment on the part of local government, through the Integrated Development Plan (IDP), in facilitating community participation by finding sustainable ways of meeting their social, economic and material needs and improving their quality of life. This study sought to assess the effectiveness of public participation in Integrated Development Planning processes in King Sabata Dalindyebo Local Municipality. The objectives of this study were; to identify and assess critical factors that determine the effectiveness of municipal IDP and to assess the effect of poor literacy skills on municipal participatory processes. In this study face-to-face interviews and focus group interviews were used to collect data. The findings revealed that the community had participated only in the first of the five phases of the IDP. The study recommended that the King Sabata Dalindyebo Local Municipality should streamline the needs identification and the needs prioritisation phases of the IDP processes so that the community can participate directly. The study also recommended that in order for the community to have an impact on IDP processes, capacity-building workshops be purpose-centred and responsive to any gaps in capacity challenges. The study further recommended that external service providers such as academic institutions should be utilised to capacitate communities to contribute effectively on municipal IDP processes. The study concluded that the municipality had not created an enabling environment for meaningful public participation, and had consequently limited the impact of community engagement on the IDP Guidelines which are proposed for public participation in all the phases of the IDP process.

Organizations therefore need to know whether this investment in training is bearing fruit in terms of changes in individual performance and overall impact on service delivery. The need to improve Transversal Training Management Agency (TTMA) training programmes and skills development impact to government departments has triggered the survey. Three interdependent themes are explored: training evaluation in `government departments, influence of non-training factors and human dynamics between stakeholders in the training evaluation process. Structured questionnaires, based on best practises in literature were administered to key stakeholders involved in TTMA training programmes. Training managers and the Office of the Premier (OTP) Human Resource Development (HRD) officials were interviewed, while supervisors, trainees and trainers verified the data by post. Data were collected from the Department of Basic Education, Eastern Cape (EC), TTMA trainers and trainees. Findings show that The Department of Basic Education in the EC does not fully follow a system’s approach. Evaluations done during classroom sessions focus mainly on the reaction of participants to training and not on the behaviour change in the workplace. Training participants are not prepared for training; sometimes they do not even know why they attend training. Some trainees go to training just to get certificates that increase their CV’s for promotion purposes or to run away from the stressful work environment and not for individual growth. Recommendations to use a systemic evaluation approach and involvement of trainees in their career development process are made. Further research is recommended on the managing of non-training factors that impede learning transfer.

The problem for the research deals with the relationship between traditional leaders and municipal councillors and the effect it has on service delivery. The role and place of the institution of traditional leadership in democratic local government system have been fraught with tension, confusion and contradictory practices. The Constitution of the South Africa 1996 is not clear on the role of traditional leaders in local government although section 156 defines the powers and functions of elected councillors, which largely overlaps with those exercised by traditional leaders. The difficulties encountered in the relationship between traditional leaders and municipal councillors and challenges that contribute to service delivery in local government were analysed. The desktop analysis method was applied by the study to collect information from the municipal documents that incorporated the nature and place of traditional leaders in local government municipality, and the pieces of legislation that focuses on the affairs of local government. The data collected was analysed by use of a qualitative approach. Polokwane Local Municipality is predominantly rural including considerable land under traditional authority. The analysis of data indicate that municipal council are required to consult traditional leaders in matters of local government. What is not clear is whether the traditional leaders form part of decision making. The study recommends a clear specification of the roles of traditional leaders in Polokwane Local Municipality.

- Description: The Constitution of the Republic of South Africa, together with the National Development Plan (which is a government policy for the country), envisions the achievement of a developmental state (DS). In 2012 the African National Congress (ANC) Government brought a guiding document of national importance into being, known as the National Development Plan, which refers to South Africa as a developmental state. Developmental states are usually associated with development in a number of sectors of the country’s industries as well as high economic growth. This model has been successful in the East Asian countries of Japan and Singapore and could be emulated by South Africa. The National Development Plan (NDP) categorically expresses that South Africa is a developmental state (DS) and this research builds on that premise, citing inroads made and challenges faced by the country in the realization of the developmental mandate and the role performed by SOEs. Fourie (2014:30) holds that in South Africa, state-owned enterprises (SOEs) contribute significantly towards the economic development of the country, the Southern Africa region and international communities, as they attract capital equipment, finance and cooperative partnerships. This treatise investigates the role of the state-owned enterprises in the developmental state of South Africa. This treatise comprises five chapters and is based on the assumption that South African SOEs are ineffective in their contribution to the country’s transformation and socio-economic development mandate. The problem may be misalignment with the mandate set out by the Constitution and the NDP. This study provides a brief historical background on the evolution of SOEs in South Africa and a discussion regarding developmental states and the role of SOEs in developmental states. SOEs face a number of challenges and solutions need to be found. This study discusses two possible solutions, namely privatization and restructuring. The study surmises that the call to privatize is brought to the fore by the numerous failures of a number of SOEs, such as SAA. Restructuring SOEs is discussed as well as the new mandate for SOEs. Lastly, there is a discussion on the extent to which state-owned enterprises have succeeded in complying with South Africa’s developmental mandate. A literature review was conducted of previous and related research material. This study utilised a qualitative research method and the researcher ensured the validity and reliability of the secondary data that was referenced in this study. Due attention was paid to all ethical considerations and any form of harm, manipulation and malpractice was avoided. Chapter 4 includes the presentation and analysis of the data and the study’s findings are discussed in relation to the research questions and objectives that guided the study. The main problem under investigation was whether state-owned enterprises (SOEs) were responding to South Africa’s developmental agenda. This study found that the State must perform a leadership role in creating an enabling environment to drive the performance of SOEs in delivering their mandate and ensuring that SOEs are aligned with the mandate of the National Development Plan. The final chapter presents a number of recommendations that evolved from the results of the study. If adopted, these recommendations could enable the SOEs to deal with the developmental mandate given to them, ultimately assisting the SOEs to become more efficient and effective agents for development.

- Description: The Constitution of the Republic of South Africa, together with the National Development Plan (which is a government policy for the country), envisions the achievement of a developmental state (DS). In 2012 the African National Congress (ANC) Government brought a guiding document of national importance into being, known as the National Development Plan, which refers to South Africa as a developmental state. Developmental states are usually associated with development in a number of sectors of the country’s industries as well as high economic growth. This model has been successful in the East Asian countries of Japan and Singapore and could be emulated by South Africa. The National Development Plan (NDP) categorically expresses that South Africa is a developmental state (DS) and this research builds on that premise, citing inroads made and challenges faced by the country in the realization of the developmental mandate and the role performed by SOEs. Fourie (2014:30) holds that in South Africa, state-owned enterprises (SOEs) contribute significantly towards the economic development of the country, the Southern Africa region and international communities, as they attract capital equipment, finance and cooperative partnerships. This treatise investigates the role of the state-owned enterprises in the developmental state of South Africa. This treatise comprises five chapters and is based on the assumption that South African SOEs are ineffective in their contribution to the country’s transformation and socio-economic development mandate. The problem may be misalignment with the mandate set out by the Constitution and the NDP. This study provides a brief historical background on the evolution of SOEs in South Africa and a discussion regarding developmental states and the role of SOEs in developmental states. SOEs face a number of challenges and solutions need to be found. This study discusses two possible solutions, namely privatization and restructuring. The study surmises that the call to privatize is brought to the fore by the numerous failures of a number of SOEs, such as SAA. Restructuring SOEs is discussed as well as the new mandate for SOEs. The Eastern Cape Department of Basic Education has experienced challenges which include the malfunctioning of the school nutrition programme, unpaid service providers and unpaid benefits to its employees. These challenges highlight the need for customer care in the provision of these services. This study evaluated the role of the Customer Care Unit in the Department of Basic Education in the Eastern Cape. Interviews and complaints data base were used in the data collection process. Which hybrid model or recommendation can be suggested for improving the effectiveness of the roles or functions of intergovernmental forums in service delivery within the Alfred Nzo District Municipality (ANDM)? In response to the question that probed what so far are the effects of intergovernmental forums on the performance of Alfred Nzo District Municipality (ANDM), the participants revealed that the effects of the roles and functions performed by the intergovernmental relations and forums have so far been manifested in the improvement of resource optimisation and service delivery. However, further analysis of the interview findings indicated that as much as Alfred Nzo District municipality has been able to realise some of the positive impacts of intergovernmental relations and forums, there are also still challenges that limit the realisation of the full positive impacts of the implementation of the intergovernmental relation programmes. Staff employed in Supply Chain Management units are either not provided with the required training in order to fulfill their employment obligations or do not see self-development in Supply Chain Management as of great importance. Supply Chain Management Policies do not evolve from within the institutions but more copies of the guidelines provided by the National Treasury. Staff do not get involved in policy development processes.
