Women in organisational management in Zimbabwe: theory and practice

- Description: The study was premised on the truism that men have historically served in higher echelons of organizational management structures and women are under-represented. The principal objective was to explore the constraints faced by women in accessing higher leadership and senior management positions in public, private and non-governmental organisations in Zimbabwe. This study adopted the triangulation method, that is, qualitative and quantitative approaches. These mixed research methods, were upgraded by the feminist research methodologies, thereby making a contribution in the field of research. The study found out that the constraints that mostly hinder women from accessing leadership and senior management positions in public, private and NGOs were cultural practices, which represent levels of power and control that in turn hinder reforms; and women's socialisation into feminised roles. The study also found out that in most organisations, most females work under male leadership, and this traditional organisational culture, needs to be deconstructed and reversed in order to achieve gender equality. The study recommended for a human centric and integrated organizational management strategy for public, private and NGOs in Zimbabwe. The adoption of a human centric and integrated management approach should aim at gender equity and reduce women's under-representation. A human centred organizational culture has to be practiced, that would create organisational ethos that guide organizational management. An integrated organizational management approach should integrate all systems and processes into one complete framework, enabling people to work as a single unit, unified by organizational goals, shared vision and common values. The system should depend on a balanced mix of the masculine and feminine attributes. The approach should put its weight towards adoption of measures to attract, advance and empower women so as to benefit from their qualifications, experience and talent in a highly competitive environment.

However, the interlinkages among the new policies to support biodiversity conservation and management have not been evaluated, particularly the principles and approaches, and how these interact in terms of policy decision-making at the economic and political levels. This study seeks to evaluate the interlinkages among the new policies and how they affect one another, as an avenue to promote a more integrated and comprehensive policy implementation. These policies include the tourism policy, the elephant management policy, and the water provision policy. At policy-making level, the integration of these three policies enhances the possibilities for balancing and controlling the pressures exerted on environmental resources. At the implementation level, it offers a framework for the coordination of the interventions of the policies in space so as to recognise and capitalize on their synergies. Given the inevitably multifarious and departmentalized nature of policy formulation in the KNP, there is a need for the analysis of interlinkages amongst policies. The conceptual framework underpinning this study derives much from Briassoulis’ (2004) policy integration. The research utilizes both qualitative and quantitative research methods, and focuses on selected camp sites within the Park. The findings indicate that current procedures for tourism policy-making and implementation are weak, and little is done by way of impact assessment. This has been attributed to the lack of capacity at the KNP. The findings also reconfirm that policy-making is too fragmented. As a result, policy coordination and cooperation among park managers is weak. This study suggests that an environmental policy integration approach can lead to improved policy-making and implementation. Informed by the data collected from interviews, questionnaires and document analyses, a management framework has been developed to demonstrate how an integrated approach to Environmental Policy Integration (EPI) or management can help sustain the practice of wildlife tourism and support biodiversity conservation. It is concluded that greater realisation of integrated policy-making and implementation in the KNP can be achieved by establishing a formal coordinating office. However, a special feature of KNP policy-making is its widespread consultation system that can provide a fertile ground for enhancing EPI.

Constructions of masculinity in young men's talk on domesticity

- Description: The purpose of this study was to elucidate participant’s understandings of the notion of masculinity and the implications thereof for their gendered identities. The study was approached from a, broadly speaking, social constructionsist paradigm following an inductive theme of nquiry. This study looked at masculinities (plural) rather than masculinity (singular) and the way in which these masculinities are constructed in participants talk about chores within the homespace. Consistent with this approach, data was collected by means of personal semi-structured, face-toface interviews with nine young adult male participants. The interviews were transcribed verbatim and data was therefore in the form of text. The interview texts were analyzed using Parker's criteria for a discourse analysis. Discourse analysis was the chosen method of analysis as it is an appropriate method for identifying and analysing constructs of masculinity in young men's talk on domesticity. There were three main themes identified in this study namely that of the traditional notions of masculinity, new age constructions and the gendered constructions of chores. This study implicitly shows that though masculinity was overwhelmingly constructed within the traditional notions of masculinity, with respect to the performance of chores within the home-space however, the men in this study report negotiations of their gendered identities within their heterosexual relationships. Furthermore, these negotiations do not seem to trouble the notion of masculinity as it is normalised by the participants in recognition of their performances of traditional female chores within the home-space.

- Description: This thesis argues that 1994 did not mark a point of absolute discontinuity in the history of South Africa. More specifically, it asserts that 1994 did not signal the end of segregationism; instead of democracy leading to national integration, the Bantustans are still governed and managed differently from the rest of the country. Consequently, it is no surprise that they remain mired in pervasive, debilitating poverty fifteen years after 1994. In insisting that contemporary South Africa is old (rather than new), the thesis seeks to make a contribution to political struggles that aim to bring to an end the segregationist past-in-the-present. The thesis is arranged in seven chapters. The first chapter considers the crisis that has engulfed South Africa historiography since 1994. It traces the roots of the crisis back to some of the fundamentals of the discipline of history, such as empiricism, neutrality and historicism. It suggests that the way to end the crisis, to re-assert the relevance of history, is for historians to re-invoke the practice of producing histories of the present, in an interested, deliberate manner. Chapter 2 narrows down the focus of the thesis to (past and present) property. It suggests that instead of understanding the constitutional protection of property rights and installation of a restitution process as the product of a compromise between adversarial negotiators, these outcomes are more correctly understood as emanating from consensus. The third chapter outlines the implementation of the restitution programme from 1994 to 2008. The productive value of restitution over this period is found not in what it has delivered to the claimants (supposedly the beneficiaries of the programme), but rather in its discursive effects related to citizenship in the new South Africa. Chapter 4 considers the exclusion of dispossession that was implemented in the Bantustans from the restitution programme. It argues that this decision was not an oversight on the part of the post-1994 government. Instead it was consistent with all other key policy decisions taken in the recent period. The Bantustans have been treated differently from the rest of South Africa; they have been deliberately under-developed, fabricated as welfare zones, and subjected to arbitrary customary rule. Whereas Chapters 2 to 4 look at the production of historical truth on the side of domination, Chapter 6 and 7 consider production on the side of resistance. Specifically, they describe and analyse the attempts of an NGO to establish the truths of betterment as dispossession, and post-1994 prejudice against the victims of betterment dispossession. They serve as case studies of third party-led processes that seek to produce truth-effects from within a prevailing truth regime. The final chapter attempts to bring many of the threads that weave through the thesis together, by means of a critical consideration of human rights discourse. The chapter calls on intellectuals to establish truths in relation to the history of ongoing human wrongs in South Africa (as opposed to the rainbow narrative of human rights) Finally, the thesis includes a postscript, comprising technical summaries of each of the chapters.

Subsequently, eight more Portuguese ships were wrecked between Plettenberg Bay and Kosi Bay between the years 1554 to 1647. Two Dutch ships landed on the shore, one south of the Bay of Natal in 1686, and the other being wrecked near the mouth of the Keiskamma River in 1713. There were also two English ships, with one striking the rocks on Bird Island in Algoa Bay in 1755 and the other, the more famous Grosvenor of 1782, coming aground at Lambazi Bay, north of the Mzimvubu River. The survivor groups were large, varying in size from 72 to 500, and most included a large complements of slaves. The survivors of the Portuguese ships made their way to present-day Mozambique where the Portuguese had trading outposts. The survivors of the Dutch ships, as well as those of the Grosvenor tried, with limited success, to make their way to Cape Town. The survivors from two of the Portuguese wrecks and the English group on Bird Island, constructed small ships and managed to sail away.

- Description: The main aim of this study was to assess the impact of the Best Management Practices (BMP) project on social and economic wellbeing at Zanyokwe Irrigation Scheme (ZIS) in central Eastern Cape Province. The BMP project is a knowledge-based initiative aimed at introducing management practices (mainly soft skills) in order to improve production and livelihoods in the study area. The study employed a survey to collect socio-economic data amongst farming households. The 2005 situation analysis, which was conducted amongst the same respondents before the introduction of the new practices allowed for comparisons in order to track changes or impacts after the implementation of the project. Also, the social and economic impact assessment (SEIA) framework was used to assess the impacts. The results of the impact assessment showed the BMP project to have an impact on social and economic well being of households. The skills introduced were in the areas of water management, agronomic practices, marketing and institutional arrangements. More than 90% indicated that there was improvement in agronomic practices and water management and 68% in marketing. More than half of farmers worked in their farms on a daily basis, which is a big change as none of the farmers worked during weekends in 2005. The average time spent on the farms also increased from four (in 2005) to seven hours (this investigation) on average per day. The BMP project also had a positive impact on social relationships and networks between farmers and the BMP project team as well as well as farmers and non-farmers. Land use intensity improved due to increases in acreage of main crops as well as cultivating at both seasons. More than 40% of farmers cropped their land at both seasons (winter and summer). In 2005, most of the land was fallow in winter. While some of the new practices introduced had a negative impact on input expenditures, the returns were positive. These extra efforts and expenditures resulted in improvement in incomes. Agricultural contribution to household income increased from 71% in 2005 to 81% in 2007. The increase in household incomes had a positive effect on poverty and food security status of households. The proportion of households earning incomes that are below poverty line dropped from 61% in 2005 to 38% in 2007. Changes in the diet of the households were noticed. In addition to the consumption of staples such as samp, maize meal and rice, people added a variety of vegetables. Own production was the main source of these vegetables as was indicated by 66% of respondents compared to only 25% in 2005. Food remained the main expenditure category though, as was the case in 2005. Improvements in marketing such as performing extra marketing functions and adopting a marketing strategy (collective action) also led to improvements in economic wellbeing.

- Description: The main aim of this study was to assess the impact of the Best Management Practices (BMP) project on social and economic wellbeing at Zanyokwe Irrigation Scheme (ZIS) in central Eastern Cape Province. The BMP project is a knowledge-based initiative aimed at introducing management practices (mainly soft skills) in order to improve production and livelihoods in the study area. The study employed a survey to collect socio-economic data amongst farming households. The 2005 situation analysis, which was conducted amongst the same respondents before the introduction of the new practices allowed for comparisons in order to track changes or impacts after the implementation of the project. Also, the social and economic impact assessment (SEIA) framework was used to assess the impacts. The results of the impact assessment showed the BMP project to have an impact on social and economic well being of households. The skills introduced were in the areas of water management, agronomic practices, marketing and institutional arrangements. More than 90% indicated that there was improvement in agronomic practices and water management and 68% in marketing. More than half of farmers worked in their farms on a daily basis, which is a big change as none of the farmers worked during weekends in 2005. The average time spent on the farms also increased from four (in 2005) to seven hours (this investigation) on average per day. The BMP project also had a positive impact on social relationships and networks between farmers and the BMP project team as well as well as farmers and non-farmers. Land use intensity improved due to increases in acreage of main crops as well as cultivating at both seasons. More than 40% of farmers cropped their land at both seasons (winter and summer). In 2005, most of the land was fallow in winter. While some of the new practices introduced had a negative impact on input expenditures, the returns were positive. These extra efforts and expenditures resulted in improvement in incomes. Agricultural contribution to household income increased from 71% in 2005 to 81% in 2007. The increase in household incomes had a positive effect on poverty and food security status of households. The proportion of households earning incomes that are below poverty line dropped from 61% in 2005 to 38% in 2007. Changes in the diet of the households were noticed. In addition to the consumption of staples such as samp, maize meal and rice, people added a variety of vegetables. Own production was the main source of these vegetables as was indicated by 66% of respondents compared to only 25% in 2005. Food remained the main expenditure category though, as was the case in 2005. Improvements in marketing such as performing extra marketing functions and adopting a marketing strategy (collective action) also led to improvements in economic wellbeing.

Young offenders belong to families and families are part of communities and society. It is also important to note that victims are part of families, thus also part of society and the system. Family group conferencing provide an opportunity for all these parts to meet in a mediated environment to address the harm caused and make amends. The findings of this study also showed that there is a need to educate the general public about child justice legislation and the emerging trends in the field of child justice including diversion programmes.

To that end, conflicting recommendations have been forwarded regarding wetland cultivation as a possible land use across the globe and from within the same regions. On one extreme, wetland cultivation has been linked to degradation of wetlands with pure wetland conservation as the prescribed viable and sustainable land use option to society. Closer to reality, partial wetland conversion to crop land has been found compatible with wetland bio-diversity; implying that partial wetland cultivation is the prescribed wetland use option viable and sustainable to societies, a dictum mainly claimed by rural communities. With that conflicting background and based on the “Safe Minimum Standard” approach, a ban on wetland cultivation was maintained in several early environmental policies in Zimbabwe as a basis for legislative protection of wetlands, a position that is still legally binding in current statutes. Contrary to that, rural communities have responded by invading wetlands as a coping strategy in pursuit of the claimed values of wetland cultivation, further conflicting with standing policies. This scenario has managed to “lock” and is currently locking the claimed 1,28 million hectares of wetlands in Zimbabwe in a “legal-operational impasse”, at a cost to the entire nation since no meaningful investment is possible in wetlands when there is a legal conflict.

The kind of social experiences that dropouts have as they reenrol and reintegrate in school remains an under-research aspect in the discourse on education access. The purpose of this study was to investigate the factors that prompted dropouts to reenrol in school and the social life experiences of these learners in school. It was also to explore school leaders‟ reactions towards these experiences, and the implications for school leadership of the dropouts‟ experiences. Using qualitative methodologies, involving a sample of 15 dropouts and two school leaders, the study found multiple motives, associated with individual characteristics of dropouts and the institutional characteristics of their family and the labour market, prompting reenrolment. Institutional characteristics at the school level were not featured. Regarding social life at school, it found that while some participants had positive social experiences, which reinforced their motivation to pursue their education, others experienced the school context as socially hostile. The nature of the social hostility is described, but school leaders seem insensitive to many of the social integration challenges that confront dropouts. Several implications for school leadership have been drawn out, including the view that while there are a variety of leverage points for addressing the social hostility problems, the social development of dropouts who experienced hostility stand to wither if supportive measures are not implemented to help them reintegrate. While the research provides new insights into the experiences of dropouts in school, it had the limitation of being a case study whose findings cannot be generalised.

On the evaluation of spectral effects on photovoltaic modules performance parameters and hotspots in solar cells

- Description: The performance of photovoltaic (PV) modules in terms of their ability to convert incident photon to electrical energy (efficiency) depends mostly on the spectral distribution of incident radiation from the sun. The incident spectrum finally perceived by the module depends strongly on the composition of the medium in which it has traveled. The composition of the earth’s atmosphere, which includes, amongst others, water vapour, gases such as carbon dioxide and oxygen, absorbs or scatters some of the sunlight. The incident solar spectrum is also modified by the diffuse aspect of radiation from the sky which strongly depends on aerosol concentration, cloudiness and local reflection of the earth’s surface. Although it is well known that the changes in outdoor spectrum affect device performance, little work has been conducted to support this theory. This is probably due to lack of spectral data or in certain instances where data is available, little knowledge of interpreting that data. The outdoor spectral data that one obtains in the field does not come clearly for just simple interpretation. Different analytical interpretation procedures have been proposed, all trying to explain and quantify the spectral influence on PV devices. In this study an assessment methodology for evaluating the effects of outdoor spectra on device performance parameters during the course of the day, seasons and or cloudy cover has been developed. The methodology consists of developing a device dependant concept, Weighted Useful Fraction (WUF) using the outdoor measured spectral data. For measuring PV module’s performance parameters, a current-voltage (I-V) tester was developed in order to monitor the performance of six different module technologies. The Gaussian distribution was used to interpret the data. For hot-spot analysis, different techniques were used, which include Infrared thermographic technique for identifying the hot-spots in the solar cells, SEM and EDX techniques. The AES technique was also used in order to identify other elements at hot-spots sites that could not be detected by the EDX technique. iii Results obtained indicate that multicrystalline modules performance is affected by the changes in the outdoor spectrum during summer or winter seasons. The modules prefer a spectrum characterized by WUF = 0.809 during summer season. This spectrum corresponds to AM 2.19 which is different from AM 1.5 used for device ratings. In winter, the mc-Si module’s WUF (0.7125) peaks at 13h00 at a value corresponding to AM 1.83. Although these devices have a wider wavelength range, they respond differently in real outdoor environment. Results for mono – Si module showed that the device performs best at WUF = 0.6457 which corresponds to AM 1.83 during summer season, while it operates optimally under a winter spectrum indicated by WUF of 0.5691 (AM2.58). The seasonal changes resulted in the shift in WUF during day time corresponding to the “preferred” spectrum. This shift indicates that these devices should be rated using AM values that correspond to the WUF values under which the device operates optimally. For poly-Si, it was also observed the WUF values are lower than the other two crystalline-Si counterparts. The pc-Si was observed to prefer a lower AM value indicated by WUF = 0.5813 during winter season while for summer it prefers a spectrum characterized by WUF = 0.5541 at AM 3.36. The performance of the single junction a-Si module degraded by 67 percent after an initial outdoor exposure of 16 kWh/m² while the HIT module did not exhibit the initial degradation regardless of their similarities in material composition. It was established that the WUF before degradation peaks at 15h00 at a value of 0.7130 corresponding to AM 4.50 while the WUF after degradation “prefers” the spectrum (WUF = 0.6578) experienced at 15h30 corresponding to AM value of 5.57. Comparing the before and after degradation scenarios of a-Si:H, it was observed that the device spends less time under the red spectrum which implies that the device “prefers” a full spectrum to operate optimally. The degradation of a-Si:H device revealed that the device spectral response was also shifted by a 7.7 percent after degradation. A higher percentage difference (61.8 percent) for spectral range for the HIT module is observed, but with no effects on device parameters. Seasonal changes (summer/winter) resulted in the outdoor spectrum of CuInSe2 to vary by WUF = 1.5 percent, which resulted in the decrease in Isc. This was ascertained by iv analyzing the percentage change in WUF and evaluating the corresponding change in Isc. The analysis showed that there was a large percentage difference of the module’s Isc as the outdoor spectrum changed during the course of the day. This confirmed that the 17 percent decrease in Isc was due to a WUF of 1.5 percent. In mc-Si solar cells used in this study, it was found that elemental composition across the entire solar cell was not homogenously distributed resulting in high concentration of transition metals which were detected at hot spot areas. The presence of transition metals causes hot-spot formation in crystalline solar cells. Although several transition elements exist at hot-spot regions, the presence of oxygen, carbon, iron and platinum was detected in high concentrations. From this study, it is highly recommended that transition elements and oxygen must be minimized so as to increase the life expectancy of these devices and improve overall systems reliability

The objectives of the study were, to ascertain whether the use of internal equity (retained profits) was positively or negatively related to the size, age and profitability of the firm. Furthermore the study examined if the use of external equity (capital from owners) was negatively or positively related to the age, size and profitability of the firm. Finally the study wanted to establish if the use of debt was positively or negatively related to the size, age and profitability of the firm. To achieve these objectives, the study hypothesised that age, size and profitability amongst other factors were determinants of capital structure. The study further hypothesised that the use of retained profits by SMEs was negatively related with age, size and profitability of the firm. Furthermore the study hypothesised that the use of external equity by SMEs was negatively related with age, size and profitability of the firm. Finally, the study hypothesised that the use of debt by SMEs was negatively related to the size, age and profitability of the firm. The results revealed that size, age and profitability of the firm were some of the major determinants of capital structure. Finally, the study recommended that SMEs, commercial banks and the South African government take measures to improve access to capital by SMEs. Such measures included government intervention in reducing discrimination from the banks as well as encouragement of SMEs training and education so that they are empowered with business and financial management skills.

In order to be efficient property rights must be clearly defined by the administering institution whether formal or informal and must be accepted, understood and respected by all the involved individuals and should be enforceable. These institutions influence the behaviour of individuals hence the impact on economic performance and development. The thesis has attempted to determine how the situation of property rights to land and water affects the development of smallholders in the Kat River Valley. Data was collected from 96 households who were selected using random sampling. To capture data, a questionnaire was administered through face-to-face interviews. Institutional analysis and ANOVA were used for descriptive analysis to describe the property rights situation, security of property rights and the impact of property rights on the development of smallholder farming. The results show that individual land rights holders have secure rights to land and water resources while communal smallholders and farmers on the invaded state land have insecure rights to land and water resources. The results from institutional analysis show that the situation of property rights negatively affects development of all smallholder farmers in the Kat River Valley. There are various institutional factors that negatively affect development of smallholder farmers in the Kat River Valley. Based on the research findings, some policy recommendations are made. These include consideration of the local context and strengthening of the protection of property rights.

- Description: This study explores how livestock in rural communities were accessed, used as livelihoods portfolios and how off-farm activities and portfolios such as social grants, support from family members and employment assisted the rural poor to build their asset base. Empirical data was collected from 26 villages in the three districts. In particular the study examines firstly, the nature of rural poverty in these villages in the three districts and how households with and without livestock (cattle, sheep, goats, dogs, pigs, cats, ducks, horses and donkeys) used livestock local knowledge to sustain a living. Secondly it explores how the local government and related rural development agencies, intervened in livestock production and the thesis highlights the problematic nature of these interventions, and the implications this has for the form and nature of livestock ownership and use in relation to rural livelihoods. Arising from this, the thesis thirdly explores Ruliv‟s through concrete case studies, the challenges, constraints and implications of a pre-dominant top-down approach to rural development. Contrary to this approach, the study illustrates, through the Rhoxeni case study, the potential effectiveness of a „bottom-up‟ actor oriented approach to rural development. Fourthly, the study explores how local government initiatives intervened in the development of a rural livestock project in Alfred Nzo District Municipality through the Integrated Sustainable Rural Development Programme Goat Project. Here iv the concerns of „commercialisation‟ of livestock production are explored and the thesis points to the implications that the exclusion of social and cultural meanings of livestock have for assumed paths of commercialisation and its associations with development. Fifthly the study explores the potentiality of emerging black commercial farmers who had acquired large areas of agricultural land through local government interventions (Land Redistribution Agricultural Development) but who lacked further support and capacity to transform themselves into commercial farmers. The thesis concludes that their livestock and crop farming activities remained more subsistence and livelihood based, than any transition to expected technical market oriented commercial farming. Overall, the thesis argues that while local government planning for rural development prioritised commercial agriculture as the basis of rural development and the key mechanism of rural poverty alleviation in developmental policies (PGDP, IDP, LED), rural poverty has actually been deepening. In this context, the study argues that the value of livestock to the rural poor lies „outside‟ of its assumed economic value and is more firmly and determinedly located in its social meanings and values, despite these significant levels of material poverty. This has major implications for understanding livelihoods, engaging livestock agency, defining farming and what it means to be a „farmer‟ and engaging with prevalent understandings and practices directed at rural development.

This type of social housing estate is a relatively new concept in post-apartheid South Africa and a first for the City of East London. Apartheid spawned the separation of different groups of people into racial enclaves. It also created barriers between races, advantaged certain races over others and created fear, hatred and general distrust among different racial groups in South Africa. The dislocation of apartheid was accompanied by rapid urbanization and ‘reconstruction’ of infrastructure and inter-racial relationships. The opening up of the country’s borders in compliance with Globalisation made South Africa a melting pot to people of different cultures. South African cities became fragmented and fear and strangeness was everywhere. Housing or the lack of it has been a constant problem that the new post apartheid government has grappled with. The solution of building RDP housing estates has not solved this burgeoning problem. But even more importantly it has failed to reorganize urban life in South Africa. In approaching this study I look at how these new social housing estates have reorganized urban life. I explore the concepts of community, home, generation, gender, material culture and ‘new’ urbanization to provide a framework for my study. This study is a qualitative study based in the city of East London in the Eastern Cape. It is a community study which attempts to go inside the home to unlock some of the intricacies of urban life. Ethnography is the research key used to unlock these intricacies.In conclusion, this study attempts to examine a non-western narrative of community life. Are these housing estates a solution to South Africa’s housing problem? Do they conform only to western narratives of urban life? What kind of citizens do these housing estates produce? These are some of the questions that this study hopes to answer.

The Lyapunov's second method of special functions called Lyapunov functions are employed extensively in this thesis. We construct suitable complete Lyapunov functions to discuss the qualitative properties of solutions to certain classes of non-linear ordinary di erential equations considered. Though there is no unique way of constructing Lyapunov functions, We adopt Cartwright's method to construct complete Lyapunov functions that are required in this thesis. Su cient conditions were established to discuss the qualitative properties such as boundedness, convergence, periodicity and stability of the classes of equations of our focus. Another aspect of this thesis is on the quantitative properties of solutions. New scheme based on interpolation and collocation is derived for solving initial value problem of ODEs. This scheme is derived from the general method of deriving the spline functions. Also by exploiting the Trigonometric identity property of the Chebyshev polynomials, We develop a new scheme for approximating the solutions of two-point boundary value problems. These schemes are user-friendly, easy to develop algorithm (computer program) and execute. They compare favorably with known standard methods used in solving the classes of problems they were derived for

- Description: The aim of this study was to investigate the alignment of human resources with the strategic plan at Emalahleni Local Municipality in Chris Hani District Municipality, Eastern Cape. The alignment of the human resources plan with the strategic plan is the requirement for inclusive integrated planning legislated in local government acts. The research in this area does not investigate the alignment of the human resources plan with the strategic plan especially in Eastern Cape local government. Integrated planning which is inclusive of human resource development and performance management is a legal requirement legislated in the Local Government Municipal Systems Act no. 32 of 2000. From the literature review it was evident that it is essential for organisations to have a clear vision and measurable specific attainable time-bound objectives which could transpire into measurable performance standards. For achievement of the strategic objectives human resource planning of the organisation has to be informed by the objectives of the organisation so that there can be a relationship between the employees and the business in which they are employed. The literature raised the importance of the involvement of the human resource manager and employees in general in the development of human resource strategy and strategy planning in the organisation and the performance of the organisation. A combination of the qualitative and quantitative approaches was used to achieve the objectives of evaluation research used as the research design in the study. A document study, interviews, and questionnaires were used to investigate the alignment studied. The participants were employees ranging from managers to lowest-level employees. The main patterns that emerged from collected data were the lack of clear strategic objectives, lack of alignment of the strategic plan and human resources, the lack of human resource strategy and development, and performance management systems. Emalahleni Local Municipality was then advised to review and reconceptualise its strategy plan to contain objectives which were clear, specific and measurable, and strategic objectives to include a human resource strategy for human resource alignment with the strategic plan. - Description: The aim of this study was to investigate the alignment of human resources with the strategic plan at Emalahleni Local Municipality in Chris Hani District Municipality, Eastern Cape. The alignment of the human resources plan with the strategic plan is the requirement for inclusive integrated planning legislated in local government acts. The research in this area does not investigate the alignment of the human resources plan with the strategic plan especially in Eastern Cape local government. Integrated planning which is inclusive of human resource development and performance management is a legal requirement legislated in the Local Government Municipal Systems Act no. 32 of 2000. From the literature review it was evident that it is essential for organisations to have a clear vision and measurable specific attainable time-bound objectives which could transpire into measurable performance standards. For achievement of the strategic objectives human resource planning of the organisation has to be informed by the objectives of the organisation so that there can be a relationship between the employees and the business in which they are employed. The literature raised the importance of the involvement of the human resource manager and employees in general in the development of human resource strategy and strategy planning in the organisation and the performance of the organisation. A combination of the qualitative and quantitative approaches was used to achieve the objectives of evaluation research used as the research design in the study. A document study, interviews, and questionnaires were used to investigate the alignment studied. The participants were employees ranging from managers to lowest-level employees. The main patterns that emerged from collected data were the lack of clear strategic objectives, lack of alignment of the strategic plan and human resources, the lack of human resource strategy and development, and performance management systems. Emalahleni Local Municipality was then advised to review and reconceptualise its strategy plan to contain objectives which were clear, specific and measurable, and strategic objectives to include a human resource strategy for human resource alignment with the strategic plan. Such alignment could lead to integrated planning which could be measured to evaluate failure or success in the achievement of the strategic objectives.

- Description: This dissertation critically examines how traditional leaders use cultural laws to allocate land to women and to allow women to participate in land administration in communal areas. Given the government's commitment to gender equity in all spheres of life as stipulated in Section 9 (3) of the South African Constitution (Act 108 of 1996), the dissertation examines whether related legislation and policy (such as CLARA and TLGFA) alone can guarantee equitable access to land for women and their participation in land administration structures in communal areas where patriarchy dominates. In essence, the study interrogates whether state intervention through formalizing laws that govern land matters do achieve gender equity while cultural laws still exist in communal areas. Based on the view that land in communal areas is held by the state and administered by traditional leaders who have historically discriminated against women, the dissertation employs a case study method to examine whether cultural laws are exercised when women apply for a piece of land at the three levels of traditional authority viz: village, sub-village and traditional council levels in the Matolweni village of the Nqadu Tribal Authority. Although women are often the de facto rights holders in rural areas as a result of male migration to urban areas, findings seem to indicate that it is difficult and/or sometimes impossible to translate paper laws into practice while cultural laws are still operating. For effective transformation to occur, the study recommends that unless a strong women's rural movement emerges, coupled with a socialist feminist position that advocates for a radical transformation of rural society to defeat the patriarchal norms and standards, traditional leaders will continue to discriminate against women in land issues.

Organizational culture is, however, of particular importance to management because it helps them understand how employees feel about their work. Culture involves general assumptions about the manner in which work should be done, appropriate goals for the organization as a whole and for departments within the organization, and personal goals for employees. It is particularly the latter that makes the nature of the psychological contract of special importance in the pursuit of organizational success. It is represented by formal goals, structures, policy and communication. Shaw (1997:15) agrees with Nel et al (2004) that organizational culture composes of the shared values which are important concerns and goals shared by people in the organization that tend to influence the behaviour of the employees. These values persist overtime even with changes in group membership. In the light of the above literature, I’m conducting a research for a masters’ degree in Industrial Psychology at the University of Fort Hare, the topic being “The impact of organizational culture on employees’ behaviour within tertiary institutions in the Eastern Cape Region”. This study seeks to investigate: 1) Determine the extent of influence of organizational culture on employees’ behaviour. 2) Identify how management enforces such a culture into the workplace. 3) Determine the significance of creating organizational culture and its implementation. This questionnaire was designed, in this regard, by the researcher to assess the above mentioned objectives. This questionnaire was distributed to the Nelson Mandela Metropolitan University and the University of Fort Hare.

- Description: Species of Prosopis (Mimosaceae), or mesquite, are native to the Americas and introduced in South Africa as agro forestry trees to provide wood, fodder and shade in the late 1800s. In the Northern Cape Province, these trees have been particularly used for their pods by local farmers and local industry. However due to Prosopis’ ability to spread rapidly there has been increasing pressure to step up control of the tree. Due to the costs associated with most control methods biological control has been singled out as the most viable control method worth pursuing. This thesis attempts to explain and shed light on the effects that increased biological control of Prosopis would have on the farming community and Prosopis based businesses in the area. Two hypothetical scenarios were used, the first being a possible 50% reduction in available pods and the other a possible 100% reduction. In an effort to explain these effects data was collected from a series of collection activities in the form of a pilot study and two unique questionnaire surveys. Twenty-seven farmers and one Prosopis based business were interviewed at random with the data analysed and documented. Results showed that the business community is the main user of pods incurring crippling losses in the event of a 50% or 100% decrease in available pods. Using control costs from working for water De Aar long term costs of the presence of Prosopis were estimated and compared to the estimated provincial cost of losing pods giving a cost comparison ratio of (α)270 million : Y(N(15.7million)). Only 48% of the respondents valued pods and 11% had traded in pods, the top concern resulting from the invasion was the loss of underground water. With a 50% decline in available pods, all respondents indicated unchanged effects. However empirical results showed that with a 100% decline in pods estimate losses of R 5 818 per farm are expected. The cost comparison ratio showing the losses farmers bore with Prosopis in the area and the losses they would suffer with a 100% decline in pods was R11 389 + (K): R5 818. In light of the empirical results, policy recommendations that support the introduction of more effective biological control agents have been made with areas for further research identified and discussed.
