- Description: The Performance Management System (PMS) has been introduced in the Republic of South African public service with intentions of planning, monitoring, developing under-performance, rating and rewarding good performance. The study was undertaken as an attempt to investigate the impact of the PMS on employees of the ECPL. The literature review shows that there are challenges facing the institution with regards to implementation of PMS. The findings of the study indicated that the supervisors have no understanding of PMS instead they used it as punishing tool. Other findings of the study showed that there’s a culture within the institution of using PMS as a money making scheme or a 14th checque. To achieve this, a semi- structured questionnaire was issued to employees of the ECPL. The recommendation on the basis of the study is that the compliance issue should be strengthened and disciplinary measures be taken against employees who failed to comply with the provisions of the PMS policy.

The respondents were from the most key units of the department of Education Eastern Cape, which are stated in chapter one of the study. The study followed qualitative research approach which included semi-structured questionnaire, observation and document analysis. The findings of the study indicate lack of management and implementation of the code of conduct by the department. They clearly shows, lack of awareness and understanding of the code itself by the general staff members, lack of discipline, poor employee attitude, and unwillingness to improve service delivery and corruption in the department systems. The findings of the study expose lack of understanding of the code of conduct by the civil servants in the Department of Education, Eastern Cape. This can be attributed to lack of induction, orientation and training, in order to understand the importance of the code of conduct. Document analysis revealed that, there was lack of adherence and observation of the department’s established policies, rules, regulations, procedures and flouting of supply chain management processes and corruption in the system which is tantamount to violation of the DPSA code of conduct. These factors all contributed to this department’s failure in achieving clean audit outcomes from the AG during the last term. Department of Basic Education, Eastern Cape Province, received qualified and adverse audit reports between 2009 and 2014 financial years. The study recommends trainings of the department of education officials in the DPSA code of conduct. More vigorous on going ethical training is very crucial in the attempt to promote ethical behaviour, to root out corruption, under performance and vi maladministration activities experienced in this department so as to fast track service delivery to the people of the Province, in the following terms of Government administration going forward.

The study is about: The assessment of relationship between the traditional leaders and ward Councillors and its impact on service delivery: A case of Mnquma Local Municipality. This municipality consists of 61 wards and 41 ward Councillors. The purpose of this study was to investigate what causes tensions in the relationship between traditional leaders and ward Councillors and also how can it be managed and or be improved as it affects production in service delivery and development. Furthermore, the study seeks to find ways through which the relationship between traditional leaders and ward Councillors could be managed to harmonize the relationship between them in order to improve service delivery in Mnquma Local Municipality. Most municipalities which are based in rural areas in South Africa are faced with a lot of challenges which has left development staggering and thus in long run inefficiency in service delivery is caused. As a result of poor service delivery Mnquma Municipality is faced with the challenge of instability towards its management, whereby several Mayors have been chased away through protests, as result service delivery has been hampered and delayed. These challenges are the results of the poor relationship between traditional leaders and ward Councillors over land ownership, control and authority of resources for development. The legislations that govern traditional leaders are ambiguous or rather vague when it comes to their roles and functions in development and service delivery in the new democratic government of South Africa and thus cause the traditional leaders to feel that they are undermined by the ward Councillors whom according to traditional leaders feel they that ward Councillors are more recognized than them. It is in this context that this study seeks to investigate the causes of conflict between the traditional leaders and ward Councillors and how the conflict impacts on service delivery and development and also can it resolved to harmonize the situation. The researcher used a qualitative method to collect data, the questionnaires and interviews were conducted to Municipalities, Traditional Leaders, Municipal Managers, Ward Councillors, Ward Committees and the community. Data was collected and analysed using descriptive method. The researcher came out with the following summary of the findings: The management of relationship between traditional leaders and ward Councillors over ownership of projects, control, land distribution and authority is very poor. Traditional leaders felt that the present democratic government has given too much power to the ward Councillors for most development programs. There is no absolute proper consultation of traditional leaders by neither local government officials, municipalities and ward Councillors before any development is done in their areas. Poor recognition of traditional leaders by ward Councillors and other politicians. There is allegation by the community members and traditional leaders that ward Councillors are bias in delivering services, preference is given to the group that belongs to their party of interest. When there is development projects employment opportunity is not given to the local communities of that area. Traditional leaders are not allowed to actively participate in council meetings.

- Description: The participation of communities and community organizations in Municipal governance is set in terms of the law as a mechanism to deepen democracy. Municipalities are required to develop a culture of governance that complements representative democracy with community participation. However the participation of communities in local governance has not translated to the strengthening of governance and the deepening of democracy as municipalities have not done enough to involve communities in municipal affaires. Lack of human resources, and financial capacity have been cited as some of the reasons that beset municipalities and undermine citizen participation. Municipalities have taken steps to encourage community participation and these include establishment of structures to enable participation, however without the guidance and financial support of the municipalities these structures are not able to perform their functions. In spite of all the efforts made by municipalities to encourage participation, a culture of community participation has not yet taken root in local government. While the legislative framework provides for communities to participate, practice shows that the implementation of legislation is complex and requires dedicated capacities within the councils to be effective. This can be achieved when municipalities develop their own community participation policies which address their special circumstances, which must be reviewed on a regular basis. Unless communities are empowered with knowledge on the available participation mechanisms, the dream of a culture of participation will remain just that, a dream. Thus civic education coupled with capacity building of officials will assist in ensuring the development of a culture of participation. Council must also develop mechanisms to evaluate the effectiveness of community participation processes and procedures, to avoid a one size fits all approach. It is imperative that councils as the legislative arm of municipalities must lead the process and not leave everything to the executive arm.

Assessing the effectiveness of section 21 schools in public financial management (a case of circuit 13 in King William’s Town district in the Eastern Cape)

- Description: The transformation in the education system of South Africa has led to a series of changes in the manner in which schools function and the manner in which they are managed. The transformation process saw the promotion and devolution of powers to schools and self management whilst at the same time ensuring equal access to education. The South African Schools Act spelt out the regulations that need to be followed towards the achievement of the envisaged goal, coupled with the other regulatory framework such as National Norms and Standards for School Funding. The new dispensation saw schools being classified into two categories: Section 20 and Section 21 with stipulated functions. The Section 21 schools experienced an added responsibility of being expected to manage their funds, allocated by the Department of Education through a paper budget, a function they are not formally trained for. The principals and School Governing Bodies had to ensure that they comply with the framework that governs public financial management so as to ensure that financial resources are managed in an effective, efficient and economic manner. This function prompted schools to acquaint themselves with the laws and regulations such as the Public Finance Management Act and the Treasury Regulations in order to ensure that their financial management practices are compliant with the prescribed framework. To ensure effective financial management, schools have to acquire new knowledge and skills in basic financial management. The aim of the study was to assess whether the schools have the skills needed to render effective public financial management in order to be able to account on their financial activities. The study further attempted to establish the role played by the Department of Education towards facilitating empowerment strategies and the role played by the auditors in terms of the assessment of the school’s financial records. A case study of three schools was conducted, all of which are section 21 schools but differ in terms of their socio-economic backgrounds, location and conditions. The socio-economic backgrounds are described in terms of the quintile system and the location in terms of urban, rural and sub-urban schools. The information was gathered through interviews with the principals of the three schools, chairperson and treasurer of the School Governing Body and the school finance officer or bursar. Other interviews were conducted with the Education Development Officer, who is a representative of the Department of Education at schools and an auditor who conducts the auditing function for schools in terms of financial control. It emerged from the findings that the urban schools are well equipped and capable of managing school finances in an effective manner, whilst the sub-urban and rural schools do not have the necessary skills and knowledge to manage school finances. As it turned out, theirs is a functioning for compliance without proper understanding of the financial processes which include budgeting, funds and income management, expenditure management and financial reporting. Although the Department of Education is employing all means possible to empower stakeholders on financial management it has emerged that the strategies are inadequate to address the problems experienced by these schools. The auditor has identified a series of discrepancies and challenges in terms of financial reporting although they also try to mentor and support schools.

- Description: The transformation in the education system of South Africa has led to a series of changes in the manner in which schools function and the manner in which they are managed. The transformation process saw the promotion and devolution of powers to schools and self management whilst at the same time ensuring equal access to education. The South African Schools Act spelt out the regulations that need to be followed towards the achievement of the envisaged goal, coupled with the other regulatory framework such as National Norms and Standards for School Funding. The new dispensation saw schools being classified into two categories: Section 20 and Section 21 with stipulated functions. The Section 21 schools experienced an added responsibility of being expected to manage their funds, allocated by the Department of Education through a paper budget, a function they are not formally trained for. The principals and School Governing Bodies had to ensure that they comply with the framework that governs public financial management so as to ensure that financial resources are managed in an effective, efficient and economic manner. This function prompted schools to acquaint themselves with the laws and regulations such as the Public Finance Management Act and the Treasury Regulations in order to ensure that their financial management practices are compliant with the prescribed framework. A lot needs to be done in order to view e-governance as a true success in this municipality of Buffalo City Metropolitan if services are to be delivered effectively and efficiently to the people. It is therefore strongly recommended that there is a need to put in place good educational measures to ensure that the citizens are informed about various ways of doing online transactions with the municipality other than physically going there.

The people experience problems despite the fact that the Amathole district municipality, since 2003 has been made a water service authority in its municipal area, which consists of eight local municipalities, namely; Mnquma, Mbashe, Nkonkobe, Amahlathi, Great Kei, Ngqushwa, Nxuba, and Buffalo City. With the water service authority powers devolved from national government to the district municipalities the intention was to speed service delivery. This study investigates the causes of the delays in water service delivery experienced in rural areas of this district municipality. The Buffalo City local municipality is excluded in the study because Buffalo City has as well been given the responsibility of being the water service authority in its municipal area. This study used the questionnaires as data collection tool, and it was distributed to these respondents; chief officials, councilors, and citizens. Due to vastness of the target population sampling was used to reduce the bulkiness of the data. The questionnaire content is based on the phases of the systems theory to see if the policy making processes of the Amathole district municipality are carried out in accordance with the systems theory. The study has found that the citizens are not adequately involved in all the policy processes including the policy analysis and evaluation. This has been found to be a contributory factor in the ineffectiveness of the municipality water service delivery.The spheres of government that operate in silos compromised policy analysis and evaluation of the municipality, and disjuncture of the delivery programs of the spheres and state enterprises caused a huge service delivery challenges for this municipality. The study has confirmed that the Amathole district municipality is experiencing problems, delays, and challenges that make it to be ineffective as a water service authority.

It always experiences the service delivery protest by the community residents it serves. This is often due to unfulfilled promises concerning the delivery of services. Often the annual performance results are also unsatisfactory as compared to the agreed upon service delivery agreements. National treasury as a distributor of funding to Municipalities often has to request the return of the unused funds at the end of the financial year period. This is the results of poor managing and planning for the resources at the disposal of the Municipalities. There has been a number of transformational processes over the past few years in the manner that municipalities are being managed and run on a day today basis. This research is focused on the system enhancement for Buffalo City Metropolitan Municipality which is situated in the Eastern Cape province of South Africa. Buffalo City Metropolitan Municipality, in particular, has in the 2011 Local government election acquired a metropolitan status, which requires another transformationprocess in the manner it is being managed. At the same time this automatically raises the bar on the service delivery mode and expectations by the communities. The Constitution of the Republic of South Africa, act 108 of 1996 states how Municipalities are to render services to the communities. And therefore pieces of egislation serves as a guide for the processes and systems in the municipalities at large. This research examined the need for an employee performance management system in the Buffalo City Metropolitan Municipality for the 2012 period. In the review of the literature, there was a number of analysis of issues such as organisation culture which plays an important role in the system implementation and success. And it became evident that, there can be no success of any system in an organisation without the thorough evaluation of the organisational culture. The data was sourced through close ended questionnaires which were distributed to 51 respondents that were identified. These were five Directors, five General Managers, 10 Programme Managers from across the institution, 30 staff members from across all directorates and one portfolio councillor from Corporate service directorate.Each respondent was given a period of one week to respond to the questionnaires. The research provides suggested solutions to the current problems in Municipalities in terms of employee performance management within the organisation. The recommendations provided are not conclusive as the circumstances cannot be the same from one municipality to the other. In order to ensure their sustainability within Local Government, there is need for an employee performance management system to evaluate the performance of all the employees. The research findings identified the leadership role in ensuring the introduction and successful implementation of the employee performance management system, in order to address the service delivery challenges faced by the municipalities.

Expectations were that cooperative members can perform better than individuals in terms of working together as a group, sharing responsibilities, contributing larger capital, bringing their skills together, incur lower expenses, generate higher income and therefore earn higher profits to be shared amongst themselves. This would enable members to be able to pay for their families’ basic needs and therefore enhance the standard of living of all members. The overall purpose of the study therefore is to investigate whether cooperatives are the best tools for rural development and poverty alleviation in Inkwanca Local Municipality. The research involves the collection of data from co-operative members in Molteno and Sterkstrooom. The data was analysed in order to establish the performance of cooperatives in terms of their leadership and management structures. The research further looks into the challenges and gaps in the co-operative sector in terms of performance by the members and support by the government and government agencies. The research also investigated the best model that can be used to improve co-operatives so that they can enhance the lives of community members in rural areas. In order to gather information, three different approaches were used in the action research which involved different instruments, such as questionnaires, interviews and observations. In spite of all the challenges facing co-operatives, they have been playing an increasingly important role in facilitating job creation, economic growth and social development. The study concludes by emphasising that for co-operatives to be continuously effective and successful, they must improve their ability to service their members. The study commends government for financial and non-financial support programmes although there is still a room for improvement. In addition, further research is needed o the role played by co-operatives as agents of development in rural areas.

As much as the awarded fiscal resources have been critical for improving the quality of learning and education as well as the performance of schools, there are still often inhibitors that affect the extent to which such fiscal packages are able to induce achievement of the desired educational outcomes. Thematic analysis of the interview findings revealed the limitations undermining the extent to which the allocated fiscal resources are able to influence the achievement of the desired positive educational outcomes and these are linked to poor school financial management, poor planning and budgeting, poor school governance and corruption and theft of funds. The other limitations that mar the effective performance of certain schools to achieve the desired educational outcomes were also noted to arise from the shortage of teachers for critical subjects, poor motivation of teachers in rural areas, poor learners’ welfare and poor infrastructure. To respond to these challenges, it is argued that the OR Tambo District Department of Education must develop special fiscal packages for teachers in the rural areas, develop special fiscal packages for teachers of special subjects such as science and mathematics, invest in the educational infrastructure and facilities, and proactively develop school managers. Future research can explore a framework for monitoring and evaluation of the effects of educational fiscal grants on the performance of schools and learners.

- Description: In South Africa service delivery has become an everyday song as citizens are gradually questioning for a workable way out of their daily problems stimulated by the unsolved challenges of shortage of clean drinkable water, electricity, poor health facilities and poverty, housing, hunger and refuse removal among other things. All these problems are attributed to lack of accountability, transparency and participation in the manner public institutions and officials are operating. Thus, one can argue that good governance in the public sector is a key to improve service delivery because these protests “reflect very little opportunity for community participation and poor governance”. This in turn means, the crisis in service delivery is a crisis in transparency, participation and accountability because these three are narrowly inter-related as participation and transparency are a precondition for real accountability. The primary focus of this study is on accountability which is the outcome of a combination of transparency and public participation. The prevailing characteristics of governance in BCMM lack robust public participation and transparent which collaborates and empowers citizens by involving them in all the processes as indicated by missing links. The inescapable conclusion is that if good governance is to be achieved in BCMM according to its vision, public participation in service delivery, implementation, monitoring, evaluation in a transparent way and accountability has to be done like in the case of Brazil and India who have both found formidable ways of fostering accountability and improved service delivery. This study used a descriptive research design and a mixed methods approach.

It was then identified that there was no uniform system to monitor and evaluate performance of government institutions and the impact of the services they render to the community. The government then adopted a monitoring and evaluation system called Government - Wide Monitoring and Evaluation System for all government departments and municipalities. This study analysed the implementation of this Government-Wide Monitoring and Evaluation System in Eastern Cape Municipalities with specific reference to Chris Hani District Municipality. It further assessed the effectiveness of this monitoring and evaluation system and whether its implementation has improved performance in municipalities, so as to identify the hampering limitations and the appropriate improvement strategies that can be recommended. As such, this dissertation seeks to identify the challenges faced by the Buffalo City Metropolitan Municipality in its implementation of the RDP Housing Scheme, to assess how the housing challenges in the BCMM differ from those in other municipalities, to identify the measures taken by the Buffalo City Metropolitan Municipality to address the challenges encountered in the implementation of the RDP Housing Scheme and to give possible recommendations that address the challenges encountered in the implementation of the RDP Housing Scheme in BCMM. The study makes use of qualitative research in the form of in-depth interviews, focus group discussions, observations and relevant secondary literature to collect data from the Buffalo City Metropolitan Municipality and from citizens residing in Amalinda and Scenery Park RDP houses. The findings of the study show that the majority of the occupants of RDP houses in both Amalinda and Scenery Park are not satisfied with the quality of the houses mainly in terms of their sizes and space. The government has limited resources and is not able to provide enough good quality houses to the applicant’s needs. In addition, the study reveals that there are bureaucratic (red tape) delays in the implementation of the RDP and that the government does not work together with or consult with the beneficiaries of the RDP Housing scheme sufficiently. The study was anchored in the Neo-institutional and the growth pole theory. As to recommendations, the study has recommended that the government address the still extant barriers intiated by the apartheid government, by allowing public participation in the implementation of the RDP housing scheme and ensuring that effective screening measures be used to eligible RDP housing occupants.

The study of the levels of patriotism and nationalism of the employees of a developmental local government: the case of Buffalo city Metropolitan Municipality

The study was carried out by means of questionnaire survey method and data analysed using one-way analysis of variance (ANOVA). All differences in opinion were considered to be significant at α (hereafter referred to as P) < 0.05. Except for questions 3, 6, 19 and 22 for which responses were influenced by the educational status of the respondents; their opinions for all other questions were not significantly affected by their educational qualifications. In considering question 6, the post-matric certificate holders indicated that they enjoy coaching people on new tasks and procedures (and so are the grade 12 certificate holders) while the post-graduate degree holders (and the degree holders also) were of a neutral disposition to that notion. Interestingly however, is the fact that despite their different places of residence, no statistically significant differences in opinion were recorded in the way respondents’ answered questions asked. The main difference (P = 0.05) was observed between those aged below 30 (who agreed) and those whose age was 50+ (who were neutral) to question 4 (the more challenging a task is, the more I enjoy it). The results of this study therefore indicated that the younger employees enjoy taking on a new or difficult task and that the improvement in the working conditions, remuneration, welfare packages and in training of the employees can improve service delivery in the study area.
